EXPLANATORY NOTE

Republic Act 7883 otherwise known as “The Barangay Health Workers Benefits and Incentives Act of 1995” was
issued in recognition of the above role of BHWs as front liners in bridging health care to the grassroots, all the more
so because their services are done in the spirit of volunteerism.

The said volunteer health care workers are rendering primary health care services in their respective community.
Despite the heavy tasks they are undertaking and the constant increase in the cost of living, they remain true and
committed in the performance of their duties and functions.

For this purpose, Sections 168 and 169 of City Ordinance No. 02-13 needs to be amended to conform with the
increasing cost of commodities and basic needs, moreover, as a token for their tireless effort, commitment and
dedication, promotion, maintenance and advancement of their activities and services.

Hence, the passage of this ordinance is earnestly prayed for.

5. OF REGISTERED BARANGAY HEALTH WORKERS (BHWs) IN THE CITY OF
6. PANABO, THEREBY AMENDING SECTIONS 168 AND 169 OF ARTICLE 20 OF
CITY
7. ORDINANCE NO. 02-13 OR OTHERWISE KNOWN AS THE “CODE OF
8. ADMINISTRATIVE ORDINANCES OF 2012.”.

10. BE IT ORDAINED by the Sanggguniang Panlungsod is Session Assembled,
11. that:

13. SECTION 1. Amendments. Sections 168 and 169, Article 20, Chapter 8 of City
14. Ordinance No. 02-13, entitled, Code of Administrative Ordinances of 2012
15. are hereby amended to read as follows:

17. Section 168. Honorarium and Conditions for the Grant. – A registered
18. Barangay Health Worker (BHW) shall be entitled to an honorarium of Eight
19. Hundred (Php 800.00) Pesos. A registered BHW who actively rendered
20. voluntary primary health care services in his/her locality for at least (3) years
21. shall be entitled to honorarium of One Thousand (Php 1,000.00) Pesos,
22. subject to the submission of the following to the CHB upon attaining three
23. (3) years of voluntary service:

24. (1) A certificate of registration for the current year;


25. (2) An accomplishment report for the past three (3) years as certified by
26. RHM assigned to the community where the BHW rendered voluntary primary
27. health care service, or by duly authorized representative of an NGO
28. operating in the community and by the head of the BHWA.

30. A BHW who has filed a certificate of candidacy shall not be allowed to
31. assist in the health programs of the City or the Barangay until the end of
32. the campaign period. It shall be the duty of the BHW to notify the CHB of
33. his/her filing of a certificate of candidacy.

35. SECTION 169. Hazard Allowance. – A hazard allowance shall be granted
36. to registered BHW’s handling task as Tuberculosis Treatment Partners as
37. duly certified by his/her Rural Midwife. The monthly hazard allowance shall
38. be five hundred (Php 500.00) per patient, provided that the client is cured
39. within six (6) months a certified by the City Health Board.

41. Registered BHW’s in rural and urban areas exposed to situations,
42. conditions, or factors in the work environment or place where foreseeable
43. but unavoidable danger or risks exist which adversely endanger his health
44. or life and/or increase the risk of producing adverse effect on his person in
45. the exercise of his duties, to be evaluated by the CHB shall be entitled to
46. hazard allowance in an amount to be determined by the CHB and the
47. Local Peace and Order Council of the City.

49. The City Health Board shall conduct a regular review of the list of
50. registered BHW’s entitled to received hazard allowance in accordance to
51. R.A. 7883

53. SECTION 2. EFFECTIVITY – This ordinance shall take effect upon its approval.
