HIRING A HUMAN RESOURCE SPECIALIST

a. INTRODUCTION

Curt is a Sole Proprietor deal with sell of cowboy boots and western clothing. He owns different
stores and he expect to expand is business more in next years to come. Refer to first paragraph of
our case ‘Curt’s Cowboy Corner is a chain of stores that sell cowboys boots and wets clothing’

Curt recruit and employee some people to work with and plan to recruit more as a business
expand (Each of Curt store has a manager, three full-time sales representative and five to six
part-time employees’) on Second paragraph.

Basing on Curt Business of selling cowboy boots and western clothing, a Human Resource
Specialist has specific task to do for Curt. These include: -

I. Prepare Business policy, bylaws and business codes.

Since Curt’s business growing and expected to employee more people as a business expanding
there is a need to have rules and guidelines of a business to limit some human behavior and strict
on working during business hours. This task is well done by skilled person like HR Specialist.
Referring to our case in paragraph one and four ‘He plan to open 10 more stores in next few
years and if he is able to grow the business as he plans, he will soon have nearly 100 full-time
employees’ respectively.

II. Recruiting Employees.

This is the most important and crucial task in business survival, were the management/employees
has to work with Agency Relationship. Thus representing the interest of the employer or owner
of a business. In Sole Proprietor it is possible to is possible for the owner of the business like
Curt to recruit people without following clear described procedures and interview base on
qualification. From our case Curt’s business is growing/expanding with respect to the increase of
number of employee of different behavior and attitude, so recruiting using structured procedure
is very important for the going-concern of a business. The task also need skilled persons to
prepare and perform specific HR Specialist. Refer to paragraph two of our case ‘Curt has found
that, he does not have enough time to interview job candidates and handle several other of his

customary task. He thinks this might be one reason some of the newer employee are not working
out so well’

III. Preparation of Job Description (JD)

Job Description is a detailed document or summary prepared and which show the specific
duties/task of individual that he/she perform per day, per week and even per year. This include
all workers regardless of the position. This is very important since it is the one used as evaluation
tool for individual. Yes, it is true that Curt’s business is selling only two products (Sole
Proprietor) but the expansion of business and increase of employees in business demand
separation/delegation of duties to avoid overworking and underworking of some staff/employees
as well as overlapping of task. A well designed Job Discretion reduce individual conflicts and
tiredness of individuals. Referring to our case “Hiring Human Resource Specialist” Curt and his
secretary were overtired and perform less which cause some quarrels. Paragraph two of the case
“He and Secretary also spent many days each month working on payroll, in addition last month
he was two days late completing the payroll, thereby creating numerous problems for
employees”.

IV. Train employees on National rules, laws, bylaws, policy and responsibilities as well
as their rights.

This is another important role of Human Resource Specialist in which staff/employees are
trained on different areas of the business and their carrier. Lack of regular and respective train of
employees result to conflicts and inefficient of production. As we see on Curt’s business that
bosses are oppressing their employees and violet their rights, this may be due to lack of
knowledge on human rights or train. Training both Managers and employees on their
responsibilities, government rules and laws, and other cross cutting issues, the
consequences/suffering of violation of available rights. Training employees help to neutralize the
unwanted/unpleasable behavior in the working from bosses as well as colleagues. In our case
refer paragraph 3 ‘One employee recently told him that she felt uncomfortable about some sexual
comments her boss has made to her and Curt spent several hours talking to both employees and
her both although he felt pretty good about how he handled the situation, he knowledge’s that he
does not have requisite knowledge or skills to resolve such matter’.

b. The financial Benefits that come from hiring HR Specialist.

Hiring Human Resource Specialist does not bring direct financial benefits to Curt’s business.
This quite different from the Curt’s philosophy that staff who do not make sales are an expensive
to him. Hiring HR Specialist bring financial benefits in this way: -

i. Gain on sales due to good delegation of duties and responsibility. What does this mean?

If a good plan of human resource gets place in a business, and everybody in business contribute
her/his capacity there must be increase on sales than non-planned acts. Giving each individual
unique and specific responsibility with promise of reward for the best performance will bring
completion in sales. The only person who is able to play with employee mind to increase
production/sales is HR Specialist or HR Professional person.

ii. Increase on sales due to good performance of employee after trained and work in safe and
healthy of mind (contusive environment). Financial benefits gain by Curt’s business due
to good performance of employees is another benefits of hiring HR Specialist.
iii. Deduction of costs, penalties and fines. HR Specialist is skillful on all human area of
recruiting, staffing, reward as well as compensation. Some employee takes advantage of
Boss’/Employer’s ignorant to sue a firm and demand compensation. The HR Specialist is
aware of government policy, country laws, International Labor laws and other issues that
may protect the boss from bad attitude employees. On this manner a lot of finances
gained if not retained on business hence become financial Benefits.

c. It is better to hire a HR specialist rather than delegating all human resource activities to
each store Manager.

The benefits that result if Curt hires a HR specialist to provide support to all store
include:
i. HR specialist is knowledgeable on Labor Law compliance and train than
Managers with assumption that store managers are mayor person or not professional
in Curt’s business. Compliance is a critical HR function where Noncompliance can
result in workplace complaints based on unfair employment practice, unsafe
working conditions and general dissatisfaction with working conditions that can
affect productivity and ultimately, profitability.

Personal wellbeing. Personal wellbeing is about supporting employees when things do not go as
planned. HR Specialist has a function in assisting and taking care of employees when they run
into personal problems. Referring our case ‘One employee recently told him that she felt

iii. Payroll. If Curt hire HR specialist, he will assist in preparation of payroll of the
employee in a professional way/manner which may solve delay of salaries and
benefits payments hence become benefits to the business. According to our case,
payroll preparation become a difficult thing to Curt in paragraph two “He and
Secretary also spent many days each month working on payroll, in addition last
month he was two days late completing the payroll, thereby creating numerous
problems for employees” This proof that payroll is a task of professional and hires
and HR specialist become benefit to the business.

Handle employee relations. This is another human resource professional assignment/role


which concern with strengthening the employer-employee’s relationship through measuring job
satisfaction, employee engagement and resolving work place conflict like the one that Curt see
like he do not have good knowledge to solve it.’ he knowledge’s that he does not have requisite
knowledge or skills to resolve such matter’.

In deed the only problem of hires a HR specialist is the increase of expenses, this is due to
adding another employee who is a bit expense and some authority that belong to Curt and stores
manager may be taken by HR specialist which may bring some inferiority to management and
Owner of the business. Generally, there so many benefits that Curt’s business may get when Curt
hire HR specialist than problems.
