1.0 SCOPE
This document lists out the points to be checked while preparing enquiry specification,
carrying out bid analysis and making a purchase recommendation for hydraulically
operated penstock protection butterfly valves.
2.1 Read and get familiar with the Basic Study/Concept Note for hydraulically operated
penstock protection butterfly valves (BFV) covering the various design and functional
requirements.
2.2 Check and verify that the following data has been clearly defined in the specification and
approved by the concerned project engineer.
(b) Type of Body and Disc of BFV whether 'fabricated or cast' 'lenticular or biplane
(d) Normal, Maximum and Design Pressures for various modes of operation and
considering transient analysis
(f) Rupture flow - graph of flow v/s time under rupture condition

(k) Requirement of accumulator and power pack unit to operate valve in the event of
main power supply failure
2.3 Check that the number and size of anti-vacuum valves/air release valves is defined and
verified.
2.4 Check that the type of excess flow sensing device is clearly defined (e.g.ultrasonic flow
detector/paddle switch/differential pressure switch).
2.5 Verify that the type of controls provided are inline with system and project requirements
and facility is provided for creating necessary interlocks with other control systems.
2.6 Verify that the various shop and site inspection requirements are clearly defined and
verified.
2.7 Ensure that the material of construction of various components is as per latest engineering
practices and consider the experience gained by TCE during the execution of
similar/comparable projects.
2.8 Ensure that minimum available water pressure to activate trip mechanism is indicated (if
applicable).
2.9 Specify maximum expected axial movement of valve due to thermal expansion of
penstock considering distance between anchor blocks.
2.10 Check that required instrumentation and control systems are clearly specified.
3.1.1 Check whether all data/details called for in data sheet `B’ is furnished in the bid.
3.1.2 Check whether offer complies with the specification fully. Check deviations, if any

3.1.3 Check whether any cost loading is required for deviations in scope of supply.
3.2.1 In case of cost loading done for the items not conforming to the specification shall be
highlighted.
3.2.2 List out the specific points clearly, if any, for client’s attention.
