1. PURPOSE & SCOPE OF WORK


The purpose of this Methods Statement is to provide a clear description and step by step guide
to construct the site office and associated facilities for Contractor and consultant according to
approved layout plan
The following process and works are the scope of this Method statement.
a. Getting NOC for the allocated location from the concern authority
b. Identification and Preservation of existing service`s

QUALITY - QUALITY is the set of inherent characteristics to fulfil the requirement of a
product or service that bears on its ability to satisfy stated and
implied needs, codes, practices, standards or specifications.
QMS - QMS stands for Quality Management System.
PQP - PROJECT QUALITY PLAN (PQP) is a document that includes the specific
quality practices, resources and activities relevant to the project,
chronologically set out to include all quality related activities during
Design, Engineering, Procurement, Manufacture, Delivery,

4.1 MATERIAL
The following materials but not limited to shall be resourced during construction and installation of
site office for contractor and consultant.

4.2 EQUIPMENTS AND MACHINARY


The following equipment’s and machineries but not limited to this shall be utilised during the construction of
Site office and facilities.

g. Lifting equipment’s (including tyre mounted crane).

The generic responsibilities of each person have been prescribed in PQP, however, any new responsibilities
shall be assigned to any person by his immediate supervisor with respect to the requirements of the
process.

5 PRIOR ACTIVITIES TO BE COMPLETED


The following activities shall be completed before commencement of the activity
1. NOC shall be obtained from / DDA .

2. Lay out plan for site office shall be approved by the engineer before commencement of the
work.

6 DETAILED WORK PROCEDURE


a. Surveying and marking
Prior to starting the site clearance, the Contractor shall mark the boundary of the Approved lay out
plan on site , the boundary shall be marked by reinforcement pegs , safety warning tape tied on top
of the reinforcement to aware the worker and machinery operator.

b. Installation of Fence:
Upon completion of survey marking, the boundary line shall be levelled to the required grade and
elevation in order to install the fence. The panel fence shall be installed throughout the site & plant
area except the entry and exit location where the gate to be installed.

c. General Clearance
Before commencing any excavation, the area shall be cleared of all trees, shrubs, roots, bushes,
vegetation, debris, materials or other obstructions.
Before removal of any trees or shrubs the Contractor shall obtain written consent from Dubai
Municipality Horticultural Section in advance.
The Engineer’s approval of any removal of trees and undergrowth must be obtained before
commencement of work.

d. Grading and Compacting


Upon completion of site general clearance the area shall be graded by motor grader to require
line and grade. During operation if the excavated material is in excess shall be disposed at
designated location as per the direction of the engineer. If vice-versa, the required material shall be
imported from the borrow pit for the filling operation. After grading, water will sprinkle in entire
area and compacted well by earth roller.
e. Laying of Road Base

After completion of grading and compaction, the surveyor will fix the pegs to the required grade
and line. Water will be applied slightly on compacted ground and the Road base material will be laid
and compacted by Road Roller.

f. Installation of Engineer Office :


The Engineer office shall be constructed according to the Approved layout plan by Porta cabin,
the Porta cabin shall be constructed directly on the compacted road base by providing minimum
ground clearance of 300mm. the Engineer office shall be equipped with all safety requirements.
The Engineer office will be furnished with all the office accessories as listed in contract
document Volume 2 Part-1 Project General Specification, Appendix B as well as the Engineer
office shall be furnished with Air conditioner.
g. Installation of Contractor Office.
The Contractor office shall be constructed according to the Approved layout plan by Porta cabin
near to the Engineer office in order to facilitate the communication between the Engineer and
Contractor. The Contractor office shall be equipped with all safety requirements.
h. Construction of Parking and Assembly Area:
Before installation of Engineer and Contractor office the entire area of parking and assembly
point shall be completed and shaded car parking shall be installed as shown in the layout plan.

i. Security Gates.
All entry and exit of the Site office area shall have security Porta cabin to monitor and control
the un-authorised entry and exit. The security Porta cabin shall be furnished with necessary HSE
required furniture’s.

All other Porta cabin offices as mentioned below shall be installed at site with all HSE required
furniture’s.

j. Site Lab & Hazardous Material Store:
The site lab and Hazardous material store shall be constructed by masonry block work. Before
commencement of block work the structural truss and roof sheeting work shall be completed.
Doors and windows shall be provided as required. The curing tank shall be constructed inside
the lab.
The hazardous material store shall be equipped with all HSE requirements and provisions shall
be provided to keep all material safety data sheet.
k. Precast Yard and Steel Yard:
The precast yard and steel yard area shall be laid with plain cement concrete.

In steel yard the solid block strip shall be constructed at required interval to store the steel to
avoid in touch with ground/PCC.
The fuel tank and Diesel power generator area shall be made as per approved drawing. Tank
foundation and DG foundation shall be constructed as required. These areas shall be equipped with all
required safety accessories.

Carpentry yard, P&M work shop, store shed shall be constructed according to contractor requirements
within the site office area.
l. Sewerage and Sanitation:
The entire site office area shall be constructed with proper Sewerage and Sanitation in order to
avoid stacking of water in case of rain. Septic tank shall be constructed according to
requirements.
All Electrical circuit works shall be carried out according to HSE requirements.

7 HEALTH, SAFETY AND ENVIRONMENT

 Contractor shall ensure that Competent Banks man shall be deployed to control the movement of
vehicle, plant and equipment.
 Emergency response team shall always be ready and available for the emergency situations.
 Only trained and competent person shall be allowed to carry out the activities.
 Welfare facilities” Eating and resting area, Drinking water, Toilets and Hand washing facilities”
shall be provided for the workers.
 In the case of extreme weather conditions such as very heavy rain, dense fog or sand storms when
visibility is reduced to a level deemed to be endangering the safety of the personnel, a stop all
work order will be issued by the senior site supervisor. Work will only continue when the
conditions have abated and senior site supervisor deems it to be safe to resume operations.
 Mosque will be made available near to project office and equipped with a washing basin.
 All necessary personnel protective equipment (PPE) will be worn in accordance with safety rules
and regulations of the project.
o Hard Hat

o High Visibility Vest
o Safety glasses
o Gloves
o Coveralls
 All equipment’s will be operated and maintained by qualified personnel.
 All necessary barricades, safety notices, safety tools, and warning devices will be clearly displayed
on site.

 The work site will be kept in a clean and tidy condition. Any waste disposal shall be done
immediately.
 All combustible waste material shall be disposed of immediately and will not be allowed to
accumulate all site.
 All combustible material for usage shall be stored properly away from direct sunlight under sheds
and will be regularly inspected for defects.
 All drivers and operators will undergo the driving defensive course.
8.1 Specific Emergency Procedures

 Prior to initiating any activity on site, hazards involved in every activity will be explained to
workers and recorded through the STARRT UP Card and through toolbox talks. Training courses
will be conducted whenever required by trained HSE personnel to the concerned staff and
workers and mitigation methods shall be explained.
 will make available on site first aid kits, and shall provide first aid courses to enlighten supervisors
and workers of the proper first aid procedures.
 Upon the declaration of an emergency situation, the following steps will be implemented:

In the event of an accident or incident:

Assign the following duties to specific personnel:
 Provide protection to the worker if needed.
 Provide First Aid
 Call the necessary Civil Defence Forces:(if necessary)
 Fire (997)
 Ambulance (999)
 Police (999)
 Call Project Duty/Emergency Phone displayed in nearest information board and inform
the Employer of the incident.
 One person is to stay with the person and other person must proceed to the access
and wait for emergency vehicles to arrive and escort the vehicles back to the
emergency scene.
 After the call has been placed to Fire, Ambulance or Police, you must simultaneously Emergency
Response Team. The Accesses be considered the emergency gathering points where the
emergency vehicle will rendezvous.
 If an AID to the Civil Power is required, all heavy equipment that is needed to extract any injured
worker, any and all contractors will assist in the safe removal of the worker.

 A Site Wide Evacuation is required for explosion threats, gas, leaks, chemical spills or uncontrolled
disaster.
 Security will drive through the site announcing by Bull Horn “Evacuate, Evacuate, Evacuate” and
by sounding their vehicle horn’s three long blasts. All trades should proceed to the Access area.
8.2 Environmental

8.2.1 Waste Management

 Wastes cannot be disposed of directly to landfills or to the sea unless it meets the local regulatory
authorities.
 Untreated sewage will not be disposed of without treatment on site; it shall be confined in above
ground storage tanks located below the toilet block and removed via sewage tankers then
disposed of at an approved location.
 All chemicals and environmentally hazardous material will be isolated by storing them within
bonded walls able to maintain full spillage plus 10%, and on top of polythene sheets to prevent
any leakage into the water table. MSDS shall be a binding reference for storing chemicals at site.
 Colour coded waste bins will be provided to ensure proper waste segregation is carried out as
follows: Green Bin – general waste, Blue Bin – recyclables, Yellow Bins – food waste. All bins will
be labelled with multilingual signs. The bins will be transported by pickup truck to the office site
when full and emptied in the corresponding skips.
 The Environmental Engineer will maintain waste records. The foremen will give weekly Tool Box
talks on environmental issues. The HSE Trainer will conduct frequent environmental awareness
training to foremen and site employees.
8.2.2 Noise Control

 Use silencers for high noise generating equipment’s whenever possible and perform regular
maintenance of equipment and machinery
 Noise measures will be measured at the commencement of the works on site and on a monthly
basis thereafter. Not less than 4 points around the area of works will be chosen depending on the
number and allocation of machinery. The Environmental Engineer will maintain records of noise
measurements.

8.2.3 Dust Control


Regular water spaying on unpaved roads to avoid dust dispersion shall be carried out during clearing,
grubbing, and haulage activities using water browsers in sufficient quantities and frequency to be
effective.
