EXECUTIVE SUMMARY

E.1 General

National Highways Authority of India acting through the Project Director (NHAI) is
engaged in the development of the State Highways. As part of this endeavor, the
Authority has decided to upgrade the State Highway 1 to Four lane configuration
from km 251.900 at Mancherial to km. 342.000 at Maharashtra Border on Hyderabad
– Karimnagar – Chanda Road.

National Highways Authority of India has appointed M/s Aarvee Associates Architects
Engineers & Consultants Pvt. Ltd. to provide consultancy services for detailed
engineering study for 90.100 km road section. As per the authority's letter the road
section of the project road is as follows:

E.2 About the project

The project stretch is split into two packages. Package-II falls in the districts of
Mancherial and Asifabad starting from Km 288.510 located at Repallewada and ends
at Km 342 at the Border of Telangana and Maharashtra on Hyderabad – Karimnagar -
Chanda road in the state of Telangana. The Project stretch passes through major
built up areas of PuliKunta, Rebbena, Kharigaon, Motiguda, Burgada, Asifabad,
Wankadi, Neemgaon, Bambara, Gaogaon.

As per the Gazette of India: Extra ordinary release number SO: 4171(E), Ministry of
Road Transport and Highways declared the highway starting from its junction with
NH No. 63 near Indaram connecting Mandamarri, Bellampalli, Tandur, Rebbana,
Asifabad and terminating at Wankidi at Telangana/Maharastra border in the state of
Telangana as National Highway- 363 (Previously State Highways-1).

The development of the project in widening of the Existing road to four lane with two
lane service road will result in safe and efficient traffic operation and will serve a vital
role in accommodating the future growth of traffic.

Location of the Project Stretch is presented in Fig. 1.

E.3 Surveys and investigations

The details of Surveys including Inventory and Investigations carried out during the
preparation of Inception Report are presented below.

1. The Agreement for consultancy services was signed on 28 th Nov 2015 and
preliminary surveys have commenced on 4th Dec 2015.

2. Investigations of the sub-grade, collection of samples of the locations and


laboratory testing of the collected samples.

3. Collection of samples from pits along the proposed alignment to assess the sub-
grade strength.

4. Topographic surveys along the proposed alignment.

5. Identification of borrow areas for construction of Embankment and Subgrade,


material. Identification of Source for other different material which are used in
the pavement and bridge construction.

6. Traffic Surveys which includes TVC survey, TMC survey, Axle load survey, OD
survey, Pedestrain Survey.

E.4 TRAFFIC SURVEYS AND ANALYSIS

The road network has been thoroughly studied during the reconnaissance stage and
also with the help of existing road network maps to get a fair idea about the project
corridors and the roads merging and emerging from the study corridor. In order to
assess the requirement of widening to four lane configuration and with two lane
service road on either side in builtup areas, the Consultants have carried out
Classified Traffic Volume Count surveys for the project section at one strategic point,
i.e., at Km 325.000 (near Wankidi) on NH-363 (SH-1) by trained personnel, round
the clock for 7 days. Turning Movement Surveys from Mancherial to Maharashtra
border on Hyderabad–Karimnagar-Chanda Road section had been conducted at 2
major intersections i.e., at Km 294.300 and Km 302.500 along the project stretch,
where the project highway intersects or meets a NH/SH/MDR for a period of 24
hours from 8:00 am to next day 8.00 am.

To capture the traffic and travel characteristics of the commercial vehicles and to
improve the existing systems on the project corridor, the Origin & Destination
surveys by Number Plate method and Road Side Interview were conducted at km
.... Axle Load surveys for the project section were conducted at Km.... close to the
proposed locations of toll plaza.

E.4.1 Anual Average Daily Traffic (AADT)

Average Daily Traffic (ADT) from the volume counts were accounted for the monthly
variations (within one year) to obtain the Annual Average Daily Traffic (AADT).

Seasonal Variation Factor was applied for passenger traffic and for commercial traffic,
based on secondary data interpretation.

E.4.2 TRAFFIC FORECAST

Forecasting the traffic is an important element for planning and design of


infrastructure facility, especially when it is proposed to be taken up on a commercial
format. The present traffic demand will increase primarily due to the development of
existing road to four lane(which makes increase of commuters ply on the road)
besides socio – economic characteristics of the traffic in influencing regions.
Estimation of traffic growth rates is further needed for deciding suitable development
strategy and assessing the financial viability of the project.

The growth factor derived from past traffic data on the stretch supplemented by
registration trend and the statistical parameters would have been the ideal method.
However, due to irregular, erratic and insufficient past traffic data available, the
derivation of elasticity and growth factors was based on registration data of vehicles
and the economic parameters.

Growth rates are calculated as per regression model but keeping in view the
irregularity of data in the regression model, different growth rates are adopted.

E.4.3 CAPACITY AND LOS ANALYSIS

The Capacity of a facility is defined as the maximum hourly rate at which persons or
vehicles can reasonably be expected to traverse a point or uniform section of the
lane or roadway during a given time period under prevailing roadway, traffic and
control conditions. By comparing the present traffic volume with the capacity of
existing highways, their adequacy or deficiency can be assessed. Improvements and
changes in the geometric features, junction features, traffic control devices and
traffic management measures can be planned if capacity studies are considered.

The Highway Capacity Manual has introduced the concept of "Level of Service" to
denote the level of facility one can derive from a road under different operating
conditions and traffic volumes. It is defined as a qualitative measure describing the
operational conditions with in a traffic stream and their perception by motorists. The
level of service for urban and suburban roads can be related to the flow conditions,
average overall travel speed, load factor at intersections, peak hour factor and
service volume to capacity ratio. Project corridors in rural areas are normally
designed for LOS B, based on level of service criteria (IRC 64:1990).

E.4.4 VEHICLE DAMAGE FACTOR

The Vehicle Damage Factor (VDF) is an index characterizing the traffic loading for a
highway and is defined as a multiplier for converting the number of commercial
vehicles of different axle loads to Standard Axle Loads (SAL).

Axle Load surveys for the project corridor were conducted at Km 325.000, close to
the proposed location of toll plaza.

The VDF calculated for different categories of commercial vehicles at both directions
are as shown in Table –4.

E.4.5 Turning Movement count

The traffic volume count stations at mid blocks (TVCs) have been located to capture
the pattern of the traffic plying on the project stretch. Apart from these traffic volume
counts, for the study of the road network around the project corridor, Turning
movement count were conducted at two major junctions along the project stretch. The
traffic pattern is considerably influenced by these junctions, either in case of
passenger vehicles or goods or both also. The traffic volume levels and their
characteristics at these intersections are presented in the below table. The survey was
conducted for a period of 24 hours.

Turning Movement Surveys from Mancherial to Maharashtra border on Hyderabad –


Karimnagar - Chanda Road section are conducted at 2 major intersections i.e., Km
294.300, Km 302.500 along the project stretch, where the project highway
intersects or meets a NH/SH/MDR for a period of 24 hours from 8:00 am to next day
8.00 am.

The following section discusses about the traffic movements at each intersection.

Goleti Intersection

This intersection is three-legged formed by the merging of Goleti road with HKC road.
Goleti is a small near by village to rebbana and mining regions are also present

nearer to the Goleti village. The summary of the vehicles coming from each leg are
presented in percentages.

Khagajnagar Intersection

This intersection is three-legged formed by the merging of Kagajnagar road with HKC
road. Kagajnagar is the one of the major built up areas in the Adilabad district. The
summary of the vehicles coming from each leg are presented in percentages.

E.5 MATERIAL AND GEOTECHNICAL INVESTIGATIONS

E.5.1 BORROW AREAS FOR SUB GRADE & EMBANKMENT MATERIAL

Reviews of the Feasibility surveys showed that there are sufficient borrow areas for
sub-grade/embankment materials conforming to design CBR of 10% and the same
are recommended as source for sub grade material having CBR more than 10%.
Samples were collected from respective borrow areas and following tests are in
progress viz. Grain size analysis, Atterberg limits, Free Swell Index (FSI), Moisture–
density relationship using heavy compaction i.e. Modified Proctor Test and CBR on
soaked samples at three energy levels.

E.5.2 COARSE AGGREGATES

Details of quarries and borrow areas found suitable for coarse aggregates, fine
aggregates and sand for construction of Embankment and Subgrade, material are
provided in the materials report.

E.5.3 CEMENT, BITUMEN AND STEEL

Cement, Bitumen and Steel are the manufactured materials. IS Certified cement, steel
are available in Hyderabad.

Bitumen of penetration grades or VG grades and Crumb Rubber Modified Bitumen-55


grade and Polymer Modified Bitumen SBS 70 grade are available from Hyderabad.

E.6 PAVEMENT DESIGN

Pavement is the most significant component of a road and therefore its design
strengths must be assured to support the projected traffic loading throughout the
design period. The objective is to determine the total thickness of the pavement
structure as well as thickness of individual structural layer components. Design
strength of pavement must be adequate to support the projected traffic loading
throughout the operation period.

Flexible pavement is proposed for main carriageway for the entire project length and
service/slip roads. Flexible Pavement shall be designed for design traffic of 75 MSA
for section from Km 42.000 to Km 94.602 for a minimum design period of 15 years.

For the slip roads and service roads, a traffic of 10 msa has been used for design as
per the IRC guidelines. The pavement composition has been shown in Table 8 below

Due to a checkpost at chainage Km. 87.700 service roads are proposed for a length of
0.610 Km and designed for 75 MSA. The pavement composition has been shown in
Table 9 below

E.7 IMPROVEMENT PROPOSALS

The scope of the project is widening of two lane to four lane with service roads in
builtup area and construction of four lane road in bypasses. The project corridor is to
be designed as a 'partially access controlled highway' by providing service roads, grade
separated intersections with an objective to segregate the local traffic from the
through traffic.

E.7.1 Cross sections

It is proposed to widen the existing road to four lane with two lane service road on
either side in built up areas and ROW of 45m will be followed in village boundaries
and 60m outside the boundaries throughout the stretch. The existing ROW varies
from 30 to 45 m for the project stretch. Considering the stretch, total nine cross
sections have been proposed. Description of each type of cross section is listed in
the Table – 10 below.

respect to the access from the main carriageway and requirement of passengers.

Based on the study, it has been proposed to relocate some of the existing bus stops/
shelters and to provide additional number of bus bays near built-up areas. Bus-bays
shall be provided in accordance(IRC: SP: 84-2014).

E.7.14 LIGHTING

Lighting system is proposed along the stretch, grade separators and underpasses.

E.7.15 ROAD FURNITURE

Road side furniture shall be provided in accordance with relevant sections of the
Manual of specifications and standards (IRC: SP: 84-2014). Road markings and road
standards shall be proposed as per IRC: 35 -1997 and IRC: 67 -2012 respectively.
Road and Traffic signs will be proposed at appropriate places as per relevant IRC
guidelines to give caution and to inform the traffic (vehicular and pedestrians) for
safe and smooth movement. Normally signs are placed on the left side of the road;
in certain cases however these may be placed overhead or on either side of the road
depending upon the site condition, for attracting attention of road users.

The total toll revenue that would be collected at all the toll plazas along different

E.10 CONCLUSIONS
Based on the above financial analysis, the minimum return on equity of around 15%
could be considered satisfying the requirement of prospective concessionaire. In view
of this, it was concluded that the option with BOT (Toll) is not viable for taking up the
project on BOT-Toll basis.

Hence it is recommended that this project may be taken up under EPC.
