If your actions inspire others to dream more, learn more, do more and become more then you are a

leader – John Quincy Adams

Actions will be your greatest sword in becoming an effective and an efficient leader. To our Guest of
Honor and Speaker Dr. Remilin Abrogena, to our ever-supportive Municipal Mayor and Acting Mayor
Hon. Romulo Acdal Sr., to the School Commissioner of this prestigious institution, Sctr. Carmencita
Debura F. Paz and together with the nifty and equally diligent school heads of Paoay district, to the
Municipal Federated PTA Officers led by Pastor Renato Labasan Jr., to all the parents, scouts and other
guests, a blessed and wonderful day to all.

Leaders are not born but are made by their experiences and challenges in life. Scouting plays an
important role in shaping the community especially the young people. With its educational, relevant and
meaningful programs and activities that cater to the youth of all ages, scouting has now become one of
the most active vehicles for social transformation. Being the best venue for the acquisition and
development of life skills, competencies and values, it helps the young people carry out their
responsibilities in the community of promoting peace and safety, nurturing the environment and
responding to emergency situations among others.

Experiences are challenges and through these challenges at hand the better person you become, and
the better person you become, the better world you create.

Keep believing in yourself as these trusted people behind you believed in you. To all the school heads
who believed in me and choosing me to continue what these leaders had started, my heart is full of
gratefulness special mention to Mrs. Teresita Baby P. Cacayorin, Mr. Elpidio Cacayorin and Mr. Jackson
Acosta who motivated always every time I need to do an action even some would turn their back at me,
you keep on believing me. I will do my best to stand by this position you had bestowed upon me.
Nevertheless, adu paylang inumek a danum ken kanen a bagas, adu paylang ti kasapulan a sursurwek
nga aggapu kanyayo, so I plead for any help, for I know your experiences are treasures.

I will extend my hand of friendship and camaraderie to all.

Long live the Filipino Youth, Long Live Paoay district, long live the Boy Scouts of the Philippines Ilocos
Norte- Laoag City council.
