food assistance to the food insecure in Camden County,
Georgia. Also, to publish a consolidated list of Government
sponsored food assistance programs. The content and
distribution of this document are intended to improve
FOOD ASSISTANCE in awareness, facilitate communications, and stimulate
CAMDEN COUNTY GEORGIA networking. Together, to increase and cultivate productive
relationships that help remedy food insecurity in Camden
County Georgia.

Executive Summary
The purpose of this document is share food relief information applicable to Camden County Georgia.
Specifically,
To help the food insecure1 (individuals and families) locate an organization, service and/or
program that can help meet their immediate need for food to maintain health and wellbeing.
To help people in Camden County understand the depth and scope of food relief available in our
community and the support and volunteer needs of listed food relief organizations.
To stimulate communications, coordination, and cooperation among individuals and food
assistance organizations in Camden County Georgia.
These food assistance programs and activities are managed by government, nonprofit, and faith-based
organizations - often with interdependent rules and regulations.
In this document’s Table of Contents, nonprofit and faith-based organizations are presented in
alphabetical order. Government organizations and programs are listed at the end of the Table of
Contents table.
With widest dissemination and your feedback, the content and value of this composite document will
continue to be improved: designed to improve community awareness, participation, and utilization of
services and programs that reduce food insecurity in Camden County Georgia.

The USDA defines food insecurity as meaning “consistent access to adequate food is limited by a lack of money
and other resources at times during the year.” Food security means access by all people at all times to enough
food for an active, healthy life. Although related, food insecurity and poverty are not the same. Unemployment
rather than poverty is a stronger predictor of food insecurity.

Service: Via our cooperative, we provide food assistance directly to the food insecure using food
pantries, mobile food pantries, and meal deliveries. + 2
Mission: Working in concert with Camden County organizations to provide food to those in need.
(Organization’s primary support/focus is in the north end of Camden County.)
1. Member pantries* serve throughout Camden County on a scheduled and emergency basis.
2. Food related activities to build relationships with the food insecure population.
3. Collaborate with other community organizations and help coordinate and staff the Camden Hunger

Camden Missions
A Missions for Camden Collaborative – Clearing house for emergency needs
Food Service:
1. Community meal every Sunday from 3 to 4 pm at The King’s Village located at 451 South Lee
Street Kingsland, GA 31458.
2. Meals provided on Thursdays for veterans and seniors from 11 a.m. until 12:30 p.m.
A reservation is required.

3. We only provide pantry/packaged food when no other avenue is available. Our criteria must be
met before any services are provided.

St. Marys United Methodist Church actively places food stocks and prepared meals in the hands of those who
need food the most. We are a partner of the Together Coalition and with Church World Service, ECHO (Educational
Concerns for Hunger Organization) and MAP (Medical Assistance Programs) International; creating a sustainable
agricultural food base in participation with the people of Northern Uganda. We work with a number of agencies
which care for children who need protection and nurture (The Methodist Home for Children and Youth), for adults
with special needs (Wesley Glen Ministries), and for adults who are post-retirement (Magnolia Manor), all located
in Saint Marys.

Through a variety of targeted programs such as Head Start, Early Head Start, Weatherization, financial

a) Early Head Start – Promotes early developmental learning for infants and toddlers.
Children also receive nutritious formula or meals.
b) Head Start – Child care services provided to three, four and five year olds at National
Association for the Education of Young Children accredited, licensed facilities – includes
nutritious meals.
c) Pre-K – Provides developmentally appropriate activities for four year old children –

The Commodity Supplemental Food Program (CSFP) works to improve the health of low-income elderly
persons at least 60 years of age by supplementing their diets with nutritious USDA Foods. Women,
infants, and children who were certified and receiving CSFP benefits as of February 6, 2014 can continue
to receive assistance until they are no longer eligible under the program rules in effect on February 6,
2014. Through CSFP, USDA distributes both food and administrative funds to participating States and
Indian Tribal Organizations.
Includes low-income elderly persons at least 60 years of age who meet income eligibility requirements.
Women, infants, and children currently receiving CSFP benefits who were certified to receive such
assistance on or before February 6, 2014 are also eligible to continue to receive assistance under the
program rules in effect on that date, in accordance with the Agricultural Act of 2014 (P.L. 113-79, the
2014 Farm Bill). As required by the 2014 Farm Bill, women, infants, and children who apply to
participate in CSFP on February 7, 2014, or later cannot be certified to participate in the program. Such

Food Assistance Service: The Georgia Division of Family and Children Services (DFCS) issues:
1) Supplemental Nutrition Assistance Program (SNAP) – more commonly referred to as Food Stamps,
and
2) Temporary Assistance for Needy Families (TANF) – more commonly known as Welfare.

Beneficiary Eligibility and Access Limits: DFCS follows federal guidelines to determine eligibility for
social services programs. Specific to food assistance:
The Food Stamp Program which has been renamed “SNAP” (Supplemental Nutrition Assistance Program) is
available to ALL Georgia residents, regardless of age or number of family members if a household is under
federally determined income limit. There is also a Senior SNAP program which is a streamline application
process for seniors. Georgians are able to apply for food stamps online with Georgia COMPASS at
www.compass.ga.gov. After the application is filed, the applicant or a member of the applicant’s household
must be interviewed by a staff person from DFCS. The person who is interviewed must know about the
household situation.
The Temporary Assistance for Needy Families (TANF) program is designed to help needy families achieve
self-sufficiency. It is the monthly cash assistance program with an Employment Services component for
low-income families with children under age 18, and children age 18 and attending school full-time.
States receive block grants to design and operate programs that accomplish one of the purposes of the
TANF program. The four purposes of the TANF program are to:
i. Provide assistance to needy families so that children can be cared for in their own homes
ii. Reduce the dependency of needy parents by promoting job preparation, work and marriage
iii. Prevent and reduce the incidence of out-of-wedlock pregnancies
iv. Encourage the formation and maintenance of two-parent families

Service: Operated by the City of St. Marys, the Center is open five days a week to offer a full array of
recreational, health and fitness and socialization programs for seniors 60 and over who reside in St.
Marys.
Mission: To enhance the health and wellbeing of St. Marys seniors ages 60 and above by providing
socialization, health and fitness classes and a nutritious lunch five days a week.
Synopsis of Food Service Activities: Mid-day Meal; Monday through Friday (except holidays). The free
meal is provided in conjunction with other programs provided. Lunch is served at 11:30 a.m. and
advance reservations are required. There is no cost for members. However, this is not a free lunch
program for walk-ins. Participants must register as members of the Senior Center before enjoying lunch
and engage in other social, recreational and health related programs offered by the Center.

Beneficiary Eligibility and Access Limits: Senior Citizen (60+)
The Emergency Food Assistance Program (TEFAP) is a federal program that helps supplement the diets
of low income persons in Georgia, including the elderly, by providing them with emergency food and
nutrition assistance at no cost.
Under TEFAP commodity foods are made available to the states by the USDA United States Department
of Agriculture. The states provide the food to local agencies they have selected for distribution to the
needy. These agencies are Food Banks, Soup Kitchens and Food Pantries.
Food Banks subcontract with other organizations throughout the state, like food pantries
and soup kitchens. Some food banks distribute food through brown bag programs to the

Soup Kitchens provide meals to the needy and the homeless on a regular basis. Soup
kitchens receive foods from the local food bank in their area for a small handling fee.
Food Pantries are any organization that distributes food to low income and unemployed
households for home consumption. Food pantries receive commodity foods from the local
food bank in their area for a small handling charge.

All initial SNAP aka food stamp applications must be received in the local office and can no
longer be submitted on line. We can mail them to Camden County requesters or they are
available at our office. After an initial case is opened, case renewals can be handled on line.
If several people in a household qualify for Food Stamps, the head of the household applies for
the program and lists the names and Social Security numbers of all adults in the household. For
food stamp purposes, any adults in the house who purchase and prepare food together are a
household even if they are unrelated.
The funds allocated for SNAP can be used to purchase many types of food items sold at
approved retail stores. Prepared foods, such as hot deli sandwiches and precooked meals ready

for consumption are out rightly ineligible for purchase with SNAP benefits. This rule can
however be exempted when some homeless individuals may be approved for precooked meal
purchases if they do not have the ability to store or cook food.
Foods Authorized to be purchased using SNAP benefits:
o Fruits, Vegetables and Grains: In Georgia, food stamps can be used to purchase all kinds
of fruits, vegetables and grains. Food stamps may be used to purchase these items at
participating stores and farmer's markets. You can also use your food stamps to
purchase seeds that produce fruits and vegetables.
o Food Supplements: A food supplement, or dietary supplement, can be purchased with
food stamps in Georgia. Acceptable food supplements that can be purchased with food
stamps include Ensure and PediaSure. If you are not sure if a dietary supplement is
covered by your food stamps check with store personnel.
o Ice and Water: Ice and water may be bought with food stamps in Georgia. Bottled water
and bags of ice are eligible for purchase as long as they are intended only for use
outside of the store. However, ice or water cannot be purchased with food stamps if
they are meant to be consumed in the store.
o Canned and Dried Goods: All canned and dried foods are eligible to be purchased with
food stamps, as long as they are for human consumption. Pet foods are not authorized
to be purchased with food stamps. Examples of acceptable foods in this category
include soups, canned meats and canned vegetables.
o Packaged Meat: Food stamps can be used to purchase meat from participating stores.
However, meat has to be intended to be consumed outside the store. Meat products
read for consumption do not qualify in most cases for food stamp purchase. Packaged
meats such as chicken, ground beef and pork chops may be purchased. Consult the
store personnel for restrictions on meat purchases with food stamps, if you are unsure.
Restricted Food items: Food stamps may not be used to purchase household products, alcohol,
vitamins or medicines. In addition to those items, you may not purchase cigarettes or other
tobacco related products.
Eligibility Requirements
o Before receiving SNAP Food Stamp benefits in Georgia, you must meet SNAP's income
limits. The requirement states that families must not exceed two sets of monthly
income limits, gross and net. Gross income is the total of all income earned by the entire
household, while net is the amount remaining after deductions.
o Georgia mandates that healthy SNAP beneficiaries participate in work or school related
activities in order to keep their benefits. You must participate in any one or a
combination of the following activities as a condition of their SNAP eligibility:

12 months. Most recertification and report forms will be mailed to you. You may not be
required to report any other changes, but they may choose to report changes such as: (1)
Addition of a household member, and their income; (2) Increase in other household expenses,
such as shelter costs, daycare costs, etc.
