For my Eagle Scout Service Project I designed and created


a mobile solar powered satellite communication and charging
unit to be used by our community after a natural disaster.
This idea came about after we went through two category 5
hurricanes two years ago on our island of St Croix.
We experienced massive destruction and were left with no power for months and limited
ability to communicate off island.I wanted to create something that was low cost, could be
easily deployed, and would provide free power for phones, computers, fans, lights, and
satellite phones.
As a result of this working prototype, twenty more units are planned to be constructed by
FEMA, The St. Croix Foundation, and The Long Term Recovery Consortium. Those units
will be placed all around the Island in hopes of helping as many people as possible.

Mr. Burrows has served as vice president, Investor


Relations since June 2006. Prior to joining the company, Mr.
Burrows served as vice president, Investor Relations at Gene
Logic, Inc. from 1999 to 2006.
He has also served as lead investor relations officer for Sunrise Assisted Living from
1998 to 1999, and Allied Capital Corporation from 1996 to 1998. Mr. Burrows received his
M.B.A. in Public and Non-Profit Management from Boston University and his B.A. in Art
History and Studio Art from The University of California, Davis.
Mr. Burrows earned his Eagle Scout award in June 1985 as a member of Troop 5, based
in Pasadena, CA. and part of the San Gabriel Valley Council.
CAPT. W. Jack Campbell, USN (Ret.)

Defense Intelligence Agency

Mr Campbell has been a Defense Intelligence Senior Executive


Service (SES) since 2008, and is currently Defense Intelligence
Officer for South Asia, representing the Director with support to the
SECDEF and Joint Staff, setting priorities for collection, analysis
and production across the Defense Intelligence Enterprise. He served in a variety of leadership
roles in the DIA, the Office of the Director of National Intelligence, and, for the Chairman of the
Joint Chief of Staff. In each, he supported policy- and decision-makers at the most senior levels
of government and all Combatant Commands. He managed small and large organizations across
the Enterprise and Intelligence Community that collected intelligence; managed the operations of
the Defense Collection; and developed mission-based evaluations and resource plans for future
collection capabilities -- and integrated the collected data.
Before becoming a SES, Mr. Campbell served 26 years in Naval Intelligence, closing out his
career as Director of Navy TENCAP, developing Navy space capabilities. His multiple analytic
and operational tours spanned the Cold War, the Gulf War, and global war on terrorism (GWOT)
eras. His four afloat tours in both the Pacific and Atlantic Fleets shaped his operational support
skills. As Assistant Chief of Staff for Intelligence on the SEVENTH Fleet Staff, he provided Naval
intelligence support from Guam to India, and was also the J2 for Joint Task Force 515 in Southeast
Asia. His USS KITTY HAWK intelligence team was the afloat support for Joint Special Operations
and Activities in the opening days of Operation ENDURING FREEDOM. He was the principal
Navy targeteer in the Joint Force Air Component Commander (JFACC) during Operation DESERT
STORM. He also supported ops in Iraq, Somalia, and Bosnia (DENY FLIGHT).
He became a Mason in 1980 in his hometown, and has supported and led a variety of Masonic
fraternity and philanthropic organizations at the local, state and international levels. He was
appointed to the General Grand Chapter of the Order of the Eastern Star (OES) as a Committee
Member and served as Worthy Grand Patron for the District of Columbia. He is a Trustee for DC
OES and DC Scottish Rite, where he was invested with Knight Commander of the Court of Honor
in 2017. He also leads multiple DC York Rite bodies, a DC Grand Lodge Committee Member, and
is Sovereign Master of New Rome Council #554, Allied Masonic Degrees.
Mr Campbell also supports his community and youth. He is a Paul Harris Fellow with
Rotary International. He was the Chairman of the National Capital Area Council’s Patriot District
Committee in Burke, VA, and has been on the Committee since 2008.
He holds the Knights Templar Cross of Honor, and his civilian awards include the JCS/
Chairman’s Joint Civilian Distinguished Service Medal, National Intelligence Meritorious Unit
Commendations and other performance-based awards. In the Navy, he was awarded a Defense
Superior Service Medal, two Legions of Merit, a Defense Meritorious Service Medal, three
Meritorious Service Medals, and variety of other lesser Service and Joint medals. He is an Eagle
Scout.
Mr. Campbell grew up in Mount Airy, North Carolina, and graduated from Wake Forest
University in 1981 with a Bachelor of Arts in Politics. He continued his education at the University
of Oklahoma 1986-1989, studying Economics, and completed his Master of Arts in National
Security and Strategic Studies at the United States Naval War College in 1995.
Maj. Gen. Stephen Clark, USAF (Ret.)

Stephen retired from the Air Force after 32 years of


service. He now serves on the board of the Jack and
Jill Late Stage Cancer Foundation (JAJF.org) a national
non profit who’s mission is “Treating families to WOW!
Experiences®, giving children who will lose their Mom or Dad to cancer a timeout
to create indispensable memories as a family… while they can”. He also serves
on the board of Education Loan Finance dba ELFI, a not-for-profit financial holding
company which oversees $3.5B in collateralized student loan investments and
owns SouthEast Bank. Stephen also owns his own consulting company focusing
on corporate leadership, strategic planning, technology start-ups, national security
and public speaking.
Prior to his retirement, he was the Director of Programs for the United States
Air Force leading the development, justification, and consolidation of the Air Forces
five-year resource allocation plan totaling over $800B. Previously, Stephen served
as the Director of Plans, Programs, Requirements, and Manpower for the United
States Special Operations Command leading the development and consolidation
USSOCOM’s five component commands integrated resource plans. He also served
as the Deputy Commanding General of the Joint Special Operations Command.
Stephen has commanded at the Squadron, Group and Wing level. During his
command of the 27th Special Operations Wing he was responsible for over 4000
Airmen, Civilians and their families, $15B worth of infrastructure and aircraft, a
multi-year construction program worth $1.5B, the operations of a military base,
airfield, training range, and the execution of over 5000 combat hours globally. He
has deployed in support of operations in Bosnia, Somalia, Haiti, Afghanistan, Iraq
and other classified operations.
Stephen earned his bachelor’s degree in Political Science from the University
of Tennessee, Masters in Public Administration from Troy State, Masters in
National Security from the Naval War College, and was a Senior Defense Fellow
at Harvard’s Center for International Affairs. He is a command pilot with over 3300
hours primarily in the AC-130H/U Gunship. Stephen is a member of the National
Association of Corporate Directors and the Great Falls Rotary Club. He is an avid
cyclist, skier, and enjoys fly fishing. Stephen and his wife Cynthia have two grown
daughters Shelby and Sydney and reside in Herndon, Virginia.
Chris Deegan
President and Chief Executive

Mr. Deegan was promoted into the position of President


and Chief Executive in June 2016. He joined Gibbs & Cox as
the Engineering Group Vice President in April 2013 following a
distinguished 28 year civil service career with the United States
Navy.
In his federal career, Mr. Deegan served in a wide variety of naval engineering and
acquisition leadership positions, leading nuclear submarine and complex surface warfare
programs. For the last ten years of his career he was a member of the Department of the
Navy’s Senior Executive Service (SES). In 1997 he was selected for a Brookings Institution
Fellowship and assigned to Congressman John Murtha’s personal staff.
Mr. Deegan is a recipient of the Naval Sea Systems Command’s Engineer of the Year
award and the Presidential Medal for Meritorious Service. He is published in two military
journals, authored the Naval Open Architecture Contract Guidebook for Program Managers,
is a certified Program Management Professional and a licensed Professional Engineer in
Naval Architecture (Louisiana). He received engineering degrees from Penn State University
(BS Industrial Engineering) and the Catholic University of America (MS Engineering).
Gibbs & Cox is the largest independent and privately-held Naval Architecture and
Marine Engineering firm in the United States. The company has been serving government,
commercial, and recreational maritime markets worldwide since 1929. The firm is
headquartered in Arlington, Virginia with offices in New York City, New Orleans, LA, Newport
News, VA, Chesapeake, VA, Philadelphia, PA, and Canberra, Australia.
RDML Patrick Dunne, USN (Ret.)

Patrick W. Dunne is currently the Chief Operating


Officer for Catholic Charities of the Archdiocese of
Washington, Inc. Catholic Charities is the social ministry
outreach of the Archdiocese of Washington assisting
individuals and families in need, especially those who are most vulnerable.
Immediately prior to assuming this position he was the Associate Director of the
Center for Infrastructure Protection and Homeland Security at the George Mason
University School of Law.
Prior to joining the Center, he served as the Under Secretary for Benefits for
the Department of Veterans Affairs. He also served as the Assistant Secretary for
Policy and Planning at the Department.
Mr. Dunne retired from the U.S. Navy as a Rear Admiral. His flag assignments
include President of the Naval Postgraduate School in Monterey, CA and
Commander, Naval Forces, Marianas. As a nuclear submariner he served as
Commanding Officer of USS Baltimore (SSN 704) and USS Frank Cable (AS 40).
His shore assignments included Deputy Chief of Legislative Affairs for the Navy
and Naval Aide to President Ronald Reagan.
He is a graduate of the U. S. Naval Academy at Annapolis, MD, where he
earned a Bachelor of Science degree in mathematics. He earned a Master of
Science degree in mathematics from the Naval Postgraduate School.
Jonathon Gifford

Jonathan Gifford studies transportation policy at


George Mason University. The Interstate Highway
System has been one area of study. Originally conceived
in the 1920s and ’30s, Congress and President
Eisenhower secured its funding in the 1950s with a dedicated federal gas tax. The
states constructed the system in the 1960s, ’70s and ’80s with federal grants.
The Interstate system transformed American life, fostering a massive expansion
of cities and a revolution in freight distribution. It also fostered a revolution in public
policy about air quality, the environment, urban and community preservation and
civil rights. Today, the challenge is how to renew the system when the political
appetite for increased gas taxes and expanded tolling is limited.
Another focus of Jonathan’s work has been the redevelopment of railroad
stations through creative partnerships between public authorities and private
developers. With a team at the World Bank, he is developing a guide and case book
of station redevelopment projects in Rome, Milan, Bologna, Madrid, Kuala Lumpur,
Melbourne, Tokyo, Washington, D.C., Denver and San Francisco. India and other
World Bank client countries are considering such partnerships to redevelop their
stations. Indian Railways, for example, has more than six thousand stations in its
system, most of which are seriously in need of renewal and expansion.
Another area of Jonathan’s research is the influence of American bankruptcy
policy on infrastructure project delivery. He is beginning a new project on the future
of infrastructure policy in the face of rapid technological and economic change.
At George Mason’s Schar School of Policy and Government, Jonathan directs
the Center for Transportation Public-Private Partnership Policy. The Center focuses
on the impact of different approaches to developing and delivering transportation
facilities and services. He also teaches in Mason’s Master’s in Transportation
Policy, Operations and Logistics and its Ph.D. in Public Policy. He was educated
as a civil engineer at Carnegie Mellon University and the University of California,
Berkeley, where he earned his Ph.D.
He was born in McKeesport, Pennsylvania, and grew up in Lawndale, California,
Albuquerque, New Mexico, Las Vegas, Nevada, Mt. Lebanon, Pennsylvania, and
San Juan, Puerto Rico, where he graduated from high school. As a scout, he
watched the Apollo moon landing on a small portable TV in a cabin in the wilderness
at Philmont Scout Ranch. He was awarded his Eagle Scout in Mt. Lebanon.
Outside of work, he enjoys travel, architecture and renovating houses. He’s a
member of the Cosmos Club in Washington, D.C., which he served as president in
2017-2018. For 38 years he was partnered with and then married to Bob Vastine,
who died in 2018. Jonathan has lived in Washington, D.C., since 1988, and recently
moved to the Logan Circle neighborhood.
Jerry Gordon

Highlights: Virginia Business magazine named Gerald L.


Gordon as its “2010 Virginia Business Person of the Year.” Each
year from 2011 through 2018, the magazine named him one of
the 50 Most Influential Virginians. The International Economic
Development Council presented Dr. Gordon with its Jeffrey A. Finkle Organizational Leadership
Award in 2015.Leadership Fairfax, Inc. named Dr. Gordon the recipient of the 2011 Northern
Virginia Regional Leadership Award.
Gerald L. Gordon, Ph.D., serves as a Fellow in the Joseph P. Riley Center for Livable
Communities at the College of Charleston. He also teaches in the college’s Graduate School
of Public Administration.
Until 2018, Gordon served for 35 years as the president and CEO of the Economic
Development Authority in Fairfax County, Virginia, the second-largest suburban office market
in the nation and the largest in the Commonwealth of Virginia. Under his leadership, office
space in the county grew from 32 million square feet to more than 116 million, and jobs in the
county grew from 243,000 to almost 600,000. As a result, the real estate tax rate decreased
from $1.47 to $1.13.
Dr. Gordon also worked for ten years for the Arlington County, Virginia, local government
and the United States Department of Labor. In 2005, the FCEDA was named by Site Selection
magazine as one of the Top Ten Economic Development organizations in North America.
In 2007, Time magazine called Fairfax County “one of the great economic success stories
of our time.” In 2011, the Washington Post said that “Fairfax County remains the economic
wunderkind of Virginia and in many ways of the Washington area.”
Dr. Gordon has also taught at Catholic University, the University of Maryland, George
Mason University, and Virginia Commonwealth University. He has consulted with city and state
governments throughout the United States and around the world, as well as the governments
of Poland, the island of Vieques in Puerto Rico, and Micronesia. He has also served as a
consultant to various government agencies, the United States Navy, businesses, non-profit
organizations, associations, colleges and universities, and the United Nations.
Dr. Gordon holds a bachelor’s degree from The Citadel, a master’s degree from The George
Washington University, and a doctorate in international economics from The Catholic University
of America. He is the author of 13 books on strategic planning and economic development.
Dr. Gordon is the 2003 recipient of the prestigious Israel Freedom Award of the Israel Bonds
organization. In 2006, Dr. Gordon became the first American to address the All-Parliamentary
Exports Group in the British House of Commons. In 2007, he was accepted for inclusion on the
roster of Fulbright Senior Scholars. Also in 2007, he was named a Fellow of the International
Economic Development Council. In 2010, Virginia Business named Dr. Gordon its “Virginia
Business Person of the Year.” That year he also received the James Rees Award from the Fairfax
County Chamber of Commerce. In 2013, 2014 and 2015, Virginia Business tapped Dr. Gordon
for its “50 Most Influential Virginians” list. In 2015, the International Economic Development
Council (IEDC) awarded Dr. Gordon its Jeffrey A. Finkle Organizational Leadership Award.
Dennis Gurtz

Dennis M. Gurtz and Associates

Dennis M. Gurtz has been a personal financial planner for


over 38 years, co-founding the firm now known as Brostrom
and Berlin Wealth. Management in Bethesda, MD. Prior to that,
he spent 8 years as a regulator of mutual funds and investment
advisors at the Securities and Exchange Commission and 2 years as a direct report to the
Chairman as the first Director of Office of Internal Audit (now Office of Inspector General).
Earlier in his career he was Tax and Internal Audit Manager with Ringling Bros.-Barnum &
Bailey Combined Shows, Inc. and Staff Accountant, Arthur Andersen & Co.
Mr. Gurtz is a Certified Public Accountant, Chartered Financial Analyst, and Certified
Financial Planner. He received a B.S. in Accounting and a MBA in Finance from the
University of Maryland, College Park.
His scouting career started as a Cub in Washington, DC and then Adelphi, MD where
he continued as a Scout, earning his Eagle Award in 1964. On campus, at Maryland, Mr.
Gurtz was very active in Alpha Phi Omega, the National Service Fraternity. He was the
Overall Chairman of the Arrangements Committee for APO’s National Convention in 1968
in Washington, DC, attended by over 1500.
As an adult, Mr. Gurtz served in a number of capacities in his sons’, Michaeland
David, Cub Packs and Scout Troops. Both boys earned their Arrow of Light and Eagle
awards. He has served on the National Capital Area Council’s Executive Board for 20
years. For a number of years Mr. Gurtz has been Chair of the Investment Committee and
previously was Chair of the Endowment Committee and a Council V.P. He received the
Silver Beaver Award in 2003.
Mr. Gurtz is an avid collector of maps of Washington, DC, Maryland and Virginia. He
was president of the Washington Map Society for two years. Mr. Gurtz is a member of the
Steering Committees of groups supporting the map collections of the Library of Congress
and Library of Virginia and the Miami International Map Fair.
Mr. Gurtz was recently elected Chair of the Robert H. Smith School of Business
Foundation at the University of Maryland. He is a member of the Cosmos Club and serves
as Chair of its Audit Committee.
Mr. Gurtz also serves as Chair of the Endowment Committee of his church and as the
“unofficial” president of his “unofficial” homeowners association.
He previously served three years as a Trustee of the Foundation for Financial Planning
and seven years as a Board member and Treasurer of the Parks and History Association
which operated the bookstores in 20 DC area National Parks.
Mr. Gurtz has been married for almost 50 years to his very supportive wife,Carolyn,
and resides in Gaithersburg, MD with their dog, Gus. They have three grandsons who live
outside Boston, the oldest is a Scout!
CAPT. Forrest Horton, USN (Ret.)
National Capital Area Council
Endowment Chair

Forrest A. Horton joined the National Capital Area Council,


Executive Board, in 2014 as Volunteer Endowment Committee
Chair and accepted additional duties as Volunteer Interfaith
Working Group Chair in 2017. His previous Scouting affiliation
included Troop 97 Blue Hill, Maine; Camp Roosevelt, Katahdin Area Council; Pamola Lodge
Order of the Arrow; Troop 124 Falls Church, Virginia, and Troop 24 Norfolk, Virginia.
Forrest and his twin brother grew up on their Dad’s dairy farm on the coast of Maine and
earned their God and Country Awards, Eagle Scout Ranks, and Order of the Arrow Vigils
together. His most treasured Scouting times were summers working with provisional troops
at Camp Roosevelt! Following graduation from George Stevens Academy, Forrest earned a
Bachelor of Science Degree in Naval Engineering from the U.S. Naval Academy (1965) and
a Brevet Technique from the French Naval War College in Paris, France (1974).
Upon commissioning in 1965, Mr. Horton served in a broad range of Surface Warfare
command, operational and staff assignments, including antisubmarine warfare officer,
weapons officer, operations officer, executive officer, commanding officer and destroyer chief
staff officer. After joining the Office of the Chief of Naval Operations in 1987, he served as
Navy Planner for international negotiations, arms control, combating terrorism and counter-
proliferation issues. His responsibilities included serving as the Navy’s spokesman with the
Joint Staff, the Office of the Secretary of Defense, and the Interagency. Throughout his
naval career operational assignments tracking and deterring potential enemy submarines
were his most rewarding tasks! Subsequently he served as Director for the Chief of Naval
Operations’ Strategic Program Analysis Group. Mr. Horton retired from the Navy in the rank
of Captain in 1991 with award of the Legion of Merit.
Beginning in 1991 Mr. Horton led adversarial analysis, arms control development,
counter- proliferation and homeland security analysis for several research and development
companies. His efforts as a Director of ANSER Inc. helped shape corporate growth,
particularly in homeland security. Standout work by Mr. Horton’s teams for the Defense
Advanced Research Agency and the Department of Defense led to successful initiatives
with the Department of Agriculture and the National Guard Bureau. In particular, Interagency
homeland security war games for the Secretary of Agriculture and nation-wide operational
exercises by FEMA Regions for the Chief of the National Guard Bureau were his favorite
and most productive projects!
Gary Miller
Research Entomologist
U.S. Department of Agriculture

Gary L. Miller is a Research Entomologist and former


Research Leader in the Systematic Entomology Laboratory
(U.S. Department of Agriculture, Agriculture Research Service),
Beltsville, MD.
He was born and raised in the Pennsylvania Dutch region of Lancaster County. He received
his B.A. in Biology from Millersville University of Pennsylvania; M.S. in Entomology and Plant
Pathology from The University of Tennessee, Knoxville; and Ph.D. in Entomology from Auburn
University, Alabama. Dr. Miller works for USDA’s Systematic Entomology Laboratory in Beltsville,
Maryland where he serves as the national aphid specialist. His assignment includes systematic
research (classification), service identifications (specimens intercepted at ports of entry), and
curation of the Smithsonian’s aphid collection of more than 100,000 microscope slides.
Dr. Miller is internationally recognized in entomology and has published over 160 manuscripts,
including over 70 peer-reviewed papers and 4 book chapters. His entomological research
involved investigations within thousands of insect species and resulted in the descriptions of
insects new to science. Among his notable new species are the Buffalo Mountain mealybug
(critically imperiled species and known only from a single site in Virginia) and the first insect
species described from Valles Caldera National Preserve (U.S. National Park Service), New
Mexico. His publications are considered as authoritative and serve as the premise for related
research. His service identifications are used by federal agencies for regulatory/trade issues
and provide a critical role in protecting the U.S. agriculture. He is also an authority on Cultural
Entomology (influence of insects on human society) and the world authority on the impact of
insects on the American Civil War.
Dr. Miller spearheaded (in cooperation with the Smithsonian Institution) an intern program in
the Systematic Entomology Laboratory where volunteers gain educational experiences with the
Smithsonian’s entomology collections. Since 2014, the program hosted nearly 400 individuals
(including underserved and minorities) for more than 240,000 volunteer hours.
He, along with two other Scouters, received the Boy Scouts of America’s National Award of
Merit and the American Red Cross, National Office’s, Lifesaving Award of Merit, for their efforts
in saving the life of a gunshot victim. Dr. Miller’s other awards include Millersville University’s
Distinguished Alumnus Service Award; President’s Volunteer Service Award (gold); co-recipient
of Vice-President Gore’s Hammer Award; election to Sigma Xi (honorary science fraternity); and
Gamma Sigma Delta (honorary agriculture fraternity). He served on the Biodiversity Societal
Benefit Area Team (White House Office of Science and Technology Policy). He was honored
by having an insect named after him, Stigmacoccus garmilleri.
Gary has been involved in Scouting since a youth. As an adult Scouter, he served at the unit
level and is currently a district Roundtable Commissioner. He has served on staff at 5 National
Jamborees teaching the Insect Study merit badge and most recently as a U.S. contingent/
International Service Team member to the 2019 World Scout Jamboree (teaching about insect
pollination).
Gary and his spouse, Melissa, have been married for more than 33 years. They have one
son, Brian, who is also an Eagle Scout.

Norman Pruitt is married to Yolanda Johnson Pruitt and


resides in Ashton, Maryland. He is the proud father of Lauren
and Mary Ella (deceased) Pruitt and Valerie Collins (daughter-
in-law), and the grandfather of Harrison and Grant. He is Director
of the College of Agriculture and Natural Resources, University of Maryland College Park,
Office of Human Resources Management and Compliance Programs. He currently serves
on the Boy Scouts of America, National Capital Area Council, Scoutreach Committee. He
is a member of the Alpha Phi Alpha Fraternity, Inc. Montgomery County Maryland Chapter
and a member of Colesville Presbyterian Church. He was awarded the Eagle Scout badge
on December 18, 1970 as a member of Friendship AME Church Troop 178 in Clinton South
Carolina.
Norman retired after 40 plus years of service to the United States Department of
Agriculture (USDA) including 14 years with the National Institute of Food and Agriculture
(NIFA) where he served as the National Program Compliance Review Leader and finished
his NIFA career as Acting Civil Rights Director. During his NIFA career he organized and
exercised leadership oversite, and provided technical guidance to, civil rights on-site
compliance reviews, audits, legal cases, training and investigations of Land-Grant Universities
(LGUs) and other institutions that receive federal financial assistance. He has conducted
reviews in 40 States/Territories of the United States involving 58 LGUs. He established
review techniques to identify the level of participation of underserved, underrepresented,
and socially disadvantaged clientele in USDA funded programs throughout the United States
and U.S. Territories. He was and remains a strong advocate of equal access and opportunity
to Agricultural and youth programs and developed the methodology to determine the equality
of University programs delivered to minority youth. He has given 35 invited talks to LGUs and
is currently authoring a book chapter on civil rights laws and inclusion. Prior to joining NIFA
he was employed for 27 years by the University of Maryland College Park Extension where
he maintained a federal appointment and held many faculty and administrative positions.
Norman’s service to the community included being appointed to represent Montgomery
County Maryland as a Commissioner for the Washington Suburban Sanitary Commission that
provides service to 1.8 million customers via a network of 10,000 miles of pipes, reservoirs
and dams. He was also appointed to the first Montgomery County Commission on Common
Ownership Communities. He served his local Montgomery County school district as a parent
member on several committees.
Norman earned his MBA in finance, M.S. in Agriculture and B.S. in Journalism from the
University of Maryland College Park. Among his awards and recognition includes Certificate
of Appreciation from the US Assistant Secretary of Agriculture for Civil Rights, Certificate of
Appreciation from USDA/NIFA National 4-H, and the Ethnic Minority Achievement award
from the University of Maryland College Park President’s Commission on Ethnic Minority
issues.
Born in Dillon, South Carolina Norman grew up in Clinton South Carolina and graduated
from Southside High School in Greenville, South Carolina.

Guy Snodgrass is CEO of Defense Analytics, a national


security and foreign policy advisory firm specializing in strategy
development, government policy, and technology adoption.
A career Navy F/A-18 fighter pilot, Commander Snodgrass
led combat missions in support of forces on the ground in the Middle East. Subsequently
selected as a TOPGUN Instructor, he served as the U.S. Navy and Marine Corps expert
in air-to-air combat and tactics development. Guy then moved to Atsugi, Japan where he
served as a training officer and department head with the “Diamondbacks” of VFA-102. Guy
then returned to America, where he held senior level positions in the Pentagon as part of
the U.S. Navy’s 2014 Quadrennial Defense Review team and as speechwriter to the Chief
of Naval Operations.
Commander Snodgrass then returned to Atsugi, Japan, where he commanded a F/A-
18E Super Hornet squadron. During this tour he created the U.S. Pacific Fleet’s 2016
Pacific Warfighter Symposium and the “Benkyoukai Initiative,” a tactical-level partnership
with Japanese Air Self Defense Force squadrons. He transformed his command into the
finest Super Hornet squadron in the Western hemisphere, earning the coveted Navy-wide
2017 Battle Efficiency award.
Guy then reported to the Pentagon as Director of Communications and Chief
Speechwriter to Secretary of Defense Jim Mattis. In this role he led the Pentagon’s
formulation, articulation, and refinement of all strategic messages and policies, and authored
the publicly released 2018 National Defense Strategy.
Guy is a 1998 graduate of the U.S. Naval Academy with a bachelor’s of science degree
in computer science. Immediately following graduation, he attended the Massachusetts
Institute of Technology where he earned masters of science degrees in nuclear engineering
and computer science.
Guy is a 2012 U.S. Naval War College graduate where he completed additional studies
in nuclear deterrence, artificial intelligence, cyber warfare, and the employment of space
systems. He graduated first in his class, earning a MA in National Security and Strategic
Studies (highest distinction).
Commander Snodgrass logged more than 2,784 total flight hours, 2,390 F/A-18 flight
hours, 719 aircraft carrier landings, and was presented with the Defense Superior Service
Award at retirement.
Greg Wallig

Grant Thornton LLP

Life for Greg Wallig started on the tiny island of Pohnpei,


now part of the Federated States of Micronesia. He was born
on a layover of then-Continental Airlines’ Island Hopper as it
made its 15-hour journey across the Pacific from Honolulu to Guam. He returned for the first
time only last year with his father and fellow Eagle Scout, Mark. A sense of adventure and
intentional engagement with the unknown, along with a healthy dose of risk management,
has informed Greg’s life to this day, contributing to his success in his current role as Office
Managing Principal of Grant Thornton LLP’s MetroDC-Arlington office.

Systems Auditor (CISA), Certified in the Governance of Enterprise Information Technology

In his free time, Greg enjoys spending time with his wife and fellow William & Mary
alumni, Beth, their two young sons, James and Thomas, and their pug, Lily. Greg also

Andrew Wheeler

On February 28, 2019, the U.S. Senate confirmed Andrew


Wheeler as the fifteenth Administrator of the Environmental
Protection Agency. President Donald J. Trump had announced
his appointment as the Acting EPA Administrator on July 5,
2018. Mr. Wheeler had previously been confirmed by the U.S. Senate as the EPA Deputy
Administrator on April 12, 2018.
Mr. Wheeler has dedicated his career to advancing sound environmental policies. He
began his career during the George H. W. Bush Administration as a Special Assistant in
EPA’s Pollution Prevention and Toxics office.
He was a Principal and the team leader of the Energy and Environment Practice Group
at FaegreBD Consulting, as well as Counsel at Faegre Baker Daniels law firm, where he
practiced since 2009. He also served as the Co-chair of the Energy and Natural Resources
Industry team across the entire firm.
Prior to his work with the firm, Mr. Wheeler served for six years as the Majority Staff
Director and Chief Counsel, as well as the Minority Staff Director, of the Senate Committee
on Environment and Public Works. Before his time at the full Senate EPW Committee,
Mr. Wheeler served in a similar capacity for six years for the Subcommittee on Clean Air,
Climate Change, Wetlands and Nuclear Safety.
Mr. Wheeler is the past Chairman of the National Energy Resource Organization
(NERO) and a Stennis Fellow. Mr. Wheeler is also an Eagle Scout.
Mr. Wheeler is from Fairfield, Ohio. He completed his law degree at Washington
University in St. Louis, his MBA at George Mason University, and his undergraduate work at
Case Western Reserve University in English and Biology.

Cliff brings over two decades of professional experience gained in the consulting,
financial services, and nonprofit sectors delivering business results and social value. Prior
to NVFS, Cliff was the Managing Director of Corporate Social Responsibility consulting
services at Raffa (Marcum LLP’s Social Sector practice) where he advised forward leaning
organizations on assessing, improving, and implementing their social impact and partnership
strategies. Earlier in his career, Cliff was the SVP/Senior Director of Community Affairs
& Market President Network at Capital One Financial directly responsible for managing
over $250M in philanthropic grants, in-kind, and volunteer service during his tenure. Cliff’s
professional background also includes experience as a strategy consultant with CAST
Management Consultants, the Associate Executive Director of the Sigma Alpha Epsilon
Fraternity & Foundation, and an information technology consultant with Broughton Systems.
Cliff earned an MBA from the Peter F. Drucker School of Management at Claremont
Graduate University and a BS in Business Administration cum laude from the E. Claiborne
Robins School of Business at the University of Richmond. He also holds a Certificate in Social
Sector Leadership from the University of California – Berkeley, a Certificate in Nonprofit
Management from the University of Illinois at Chicago and is a Certified ScrumMaster with

NOESA Award and Judging Criteria
The National Eagle Scout Association (NESA) Outstanding Eagle Scout
Award (NOESA) was introduced in 2010, Scouting’s Centennial year. The
award honors Eagle Scouts who have excelled on a local, state, or regional
level and is a counterpart to Scouting’s national-level Distinguished Eagle
Scout Award (DESA).
The NOESA does not require recipients to be registered members of
the Boy Scouts of America. They are Eagle Scouts who have achieved
extraordinary success in professional and civic life, and they serve as
Scouting’s finest examples of good men.
National Capital Area Council (NCAC) seeks nominees for each year’s
NOESA Class. Preliminary selection of NOESA recipients is at the local
level; selections are then carefully reviewed and awarded as national
recognitions from BSA.
NCAC’s NOESA judges select honorees based on the following judging
criteria:
• Great weight is given to achievements outside Scouting, long-term
impact, prominence at the state or regional level, and the criteria of
“peak of their notoriety” and “cornerstones of the community.”
• State and regional professional achievement at the top of a
candidate’s field along with significant “avocational distinction,”
which in some cases, but not all, involves Scouting service.
• Younger candidates are especially welcome, specifically those
who elevate the stature of Eagle Scouts in the public’s eye.
• Eligibility for NOESA is described at www.NCACBSA.org/NOESA.
• Neither self-nominations nor nominations by parents are selected.
• Judges select only those Eagle Scouts whom they believe meet
all of the criteria and celebrate the outstanding professional and
civic achievement of exemplary men.
They are Scouting’s, and America’s, best.

This year we lost two Eagle Scouts who were also members of
NCAC’s executive board and integral parts of our recent growth and
successes. John Graham was recognized as a Distinguished Eagle
Scout in 2013, and our 2016 honorees as NESA Outstanding Eagle
Scouts were named the “John Graham Class” in his honor. Chris
Lucander was recognized by NCAC as an Outstanding Eagle Scout
in 2018. Their contributions to Scouting on the local and national
level made an impact that will last for generations to come.
