Under consideration is an undated RTI Application from Shri Pulkit Bansal.

The
original RTI Application was scanned and uploaded to the RTI Account of this Section on 28-
05-2020.

2. The applicant has sought the following information (reproduced below verbatim):

(a) Complete certified list of Advocates of District Patiala, who are Central
Government Counsel/ on the panel of UOI
(b) What criteria has been adopted at the time of empanelment
(c) What is the parameter of experience for empanelment
(d) Whether son or daughter of a person who is already working for UOI can
represent the other party against UOI
(e) What is the minimum term of empaneled advocates of UOI
(f) What is the criteria/ procedure of removal of Advocate from the panel of
UOI

3. In this regard, it may be noted that Compiled list of all panel counsel is not
maintained, however, all orders regarding empanelment showing names of panel counsel
for District Courts in Punjab are available on website i.e. www.legalaffairs.gov.in. With
respect to query in Sl. Nos. (b) and (c), it may be noted that <template reply> . With regard
to query in Sl. No. (d), it may be noted that this Department had issued O.M. No. J-
16/11/2017-Judicial dated 08-02-2018 detailing the restrictions on the Panel Counsel in
respect of advising or accepting any case against the Government of India / PSU which is
likely to affect or lead to litigation against the Government of India or the PSUs . With
respect to the issue of minimum term of empanelment as raised in Sl. No. (e), it may be
noted that there is no minimum term, however advocates are empanelled for an specific
term which may be extended further if required. As far as the Sl. No. (f) is concerned,
empanelled advocate can be removed from the panel on his proven mis-conduct.
4. In view of the facts stated in Para 3 above, a reply letter has been prepared and is
placed below for perusal. If approved, the same may be provided to the applicant.
