1.0 SUMMARY
The SABIC project includes Cooling Water and Sea Water System is furnished with six (6) back pressure
turbines. Normally two turbines are in service for each CW and SW. These turbines need around 95 ton/hr
steam to develop the required power to drive the respective CW & SW pumps. This 95 ton/hr HP steam
converts to LP steam into turbine and charged into LP steam header of the complex, and any surplus LP steam
is condensed by fin-fan condensers. This project will modify the Cooling Water and Sea Water Turbine Rotors
and exhaust piping in order to change the turbine from back pressure to low pressure full condensing. The
existing fin fans will be utilized to condense the very low pressure exhaust steam.
This TOR covers the technical requirement for the supply of 2 Nos. of Pressure Control Valves and 1 No. Self-
Regulated Pressure Control Valve.
The scope includes the design, selection, sizing of Valves and supplied with complete assemble and
accessories. This scope also includes inspection, labeling, packing after testing done by Tamimi.
The units shall be supplied complete unit with accessories and delivered to Tamimi Valve Services Workshop
Jubail within 20 weeks of the PO.
3.1 General
3.1.1 This scope is to bid for selection, manufacture and supply of Control Valves and accessories, material,
fabrication, workmanship and performance guarantee.
3.1.2 The scope shall include design, selection, sizing of control valves and accessories, material,
fabrication, workmanship and performance guarantee.
3.1.3 Control Valve design and selection shall be based on process application, design pressure and
temperature requirements as well as economic considerations.
3.1.4 The PO will be will be finalized after approval of the bid from SABIC.
3.1.6 All material (body, trim etc.) shall be verified by manufacturer based on process data.
3.2 Instrumentation
3.2.1 Supply of 3 Nos. New Control Valves as per attached data sheets and applicable SABIC standards.
3.2.2 The supplier shall be responsible to study/clarify the requirement as per site conditions and technical
scope of supply.
3.2.3 The design, sizing, selection of material, fabrication shall comply with specification in Section 5.
3.2.4 The supplier is required to perform re-sizing, calculation and selection of Control Valves as per given

3.2.6 The selection of Control Valve shall be in accordance to SABIC Standard R07-E01 Rev. 4- Selection
of Control Valves.
3.2.7 Surfaces preparation and painting system shall be suitable for the specified conditions and in
accordance with the requirements of SES T01-S01 and relevant instruction for painting system and
final color indicated in Sabic Engineering Standard (SES) for each kind of equipment.
3.2.9 The color of actuator exterior shall be in accordance with the manufacturer’s standard unless
otherwise specified.
Supplier shall provide list of spare parts needed in two years of normal operation. The list shall
include description, part number and quantity of all spare parts.

Valve shall be warranted to be free from defects in material and workmanship for a period of eighteen (18) months
from date of invoice from manufacture and authorized sales channel.
3.4 Others
3.4.1 List of spare parts for startup and commissioning shall be provided as part of quotation.
3.4.2 Supplier shall include list of exclusions (if any) as part of proposal.
3.4.3.1 Supplier shall review and comment Consultants’ and/or SABIC E & PM or drawings and data for
compatibility with Supplier’s equipment from a design, installation and integrity point of view.

training. Supplier shall provide per diem rates if applicable.
4. BASIC REQUIREMENTS & GUIDELINES
4.1 General
4.1.1 Selection of control valve shall be referred to the specification provided in attached data sheet as minimum.
However, supplier may propose additional specific design features in accordance to the requirement.
4.1.2 List of recommended spares for at least two (2) years of trouble free operation shall be submitted with the
offer.
4.1.3 Cost and delivery period for recommended spares shall be indicated separately in the Bid offer.
4.2.2 Supplier shall procure material, perform mechanical design, manufacture, paint and prepare for shipment
of equipment in view of the requirements as detailed in relevant data sheet and specifications.
4.2.3 Equipment and accessories shall be installed open in a marine salty, high humidity, high temperature and
dusty atmosphere.
4.2.4 SI units shall be used for all documents and drawings. English language as medium of documentation
and communication for the project.
4.2.5 Supplier shall provide the details for all connections for utility services.
4.2.6 Control Valve identification shall be as per SABIC standard. Supplier’s scope shall be following as
minimum:

4.2.7 Supplier shall be responsible to study/clarify the requirements as per site conditions and TOR,
accordingly.
4.2.8 All the piping equipment shall be as per SABIC standard. Supplier shall prepare all relevant data sheet in
SABIC standard.
4.3 QA/QC
4.3.1 Manufacturer/Supplier shall prepare and submit project specific quality plan detailing the requirement of
QA/QC plan for review and approval of SABIC.
4.3.2 Control Valve shall be subject to all tests and checks required as per quality control requirements &
testing requirements. However, supplier shall submit their detailed QAP in line with the specifications
stipulated in this document.
4.6.2 Control Valve shall be dry, clean and free from moisture, dirt and loose foreign material of any kind.
4.6.3 Control valve shall be protected from rust corrosion and any mechanical damage during transportation,
shipment and storage.
4.6.4 Rust preventive on machined surface shall be protected with oxygen service compliant solvent.
4.6.5 Each end of the valve shall be protected with following materials:
