1.0 GENERAL
1.1 Introduction
Qatar Petroleum has awarded the contract GC18104500 EPIC for CNG Stations in RLIC & MIC
to Black Cat Engineering & Construction W.L.L (BCEC), who has in turn subcontracted the
detailed engineering services for the project to Black Cat Consulting and Engineering Services
W.L.L. (BCCES).
1.2 Background
The project is raised for developing Compressed Natural Gas (CNG) as an alternate fuel
especially in public transportation and fleet applications in the State of Qatar.
State of Qatar intends to implement CNG as fuel in transportation sector by 2021. Qatar
Petroleum is leading the initiative by implementing CNG facilities to meet fuel demand of the
buses required for FIFA 2022 as short-term strategy. As long-term strategy, the project will be
implemented in future based on ‘’Mother-Daughter’’ concept to cater for the CNG fuel
requirement of public and private sector vehicles.
Prior to commencing on the implementation of CNG facilities for FIFA event, Qatar Petroleum
intends to build two CNG stations on fast track basis for the purpose of technology
demonstration by specialized CNG vendor packages.
1.3 Project Objectives
The project objective is to build two (2) new CNG refueling stations, one located at Ras Laffan
Industrial City (RLIC) and other one at Mesaieed Industrial City (MIC) based on fast-fill
dispensing concept. Gas to RLIC CNG station will be supplied by new 8” pipeline from Station
A4, and gas to MIC CNG station will be supplied by new 8” pipeline from Station S.
1.4 Document Objective
Objective of this document is to provide the sizing of the depressurization components such as
orifice plates, verification of associated line sizes, and adequacy of flare / vent systems where
inventory is being depressurized. The following are the main systems involved: -
1. Approx. 7km Pipeline from Station A4 to RLIC.
2. Approx. 6.5km pipeline from Station S to MIC.
3. Other misc. smaller piping inventory to be depressurized.

5.0 ACCEPTANCE CRITERIA


The following are the main acceptance criteria for the design of the depressurization systems:
1. Flow to Flare or vent stack shall not exceed stack rated flow capacity.
2. Wherever practically possible Restriction orifice Beta ratio (Orifice Diameter/Line ID)
shall be maintained in range 0.2 to 0.7.
3. Minimum temperature during depressurization shall be above piping minimum design
temperature.
4. Total pressure drop at inlet of RV shall not exceed 3% of RV set point.
5. SRV outlet lines (tail lines), shall be sized such that backpressure does not exceed
design pressure of flare system (i.e. 3.5barg). Tail pipe/sub header shall be sized for
required flow and mach number shall be limited to 0.7 or higher as per SHELL DEP
80.45.10.10.
The following extract provides the guidance for calculation of Mach No as per API 521, Section
5.5.5.

In addition, Mach no, can be automatically calculated in HYSYS when modeling a gas pipe,
which will be used as a verification for the same

6.0 SOFTWARE USED


Hydraulic modeling has been carried out using Aspen HYSYS-V10 software.
• Fluid Package used: Peng-Robinson
• Equation used: Beggs and Brill equation
• HYSYS Depressurization Dynamics module

Design / op. data from existing equipment is listed below. Figure highlighted in yellow is used as
the rated capacity of the equipment for verification of the depressurization. The values (Rated
capacity) are taken from the following reference documents:

The following are depressurization RO’s proposed for the following systems. RO’s are provided
downstream of depressurization valves to limit inventory release to venting system since
uncontrolled opening of depressurization valves may inadvertently yield undesired conditions on
the vent system such as low temperature, or exceeding vent capacity of line, flare or vent.

11.0 LOW TEMPERATURE ISSUES


Low temperature check has been verified in Hydraulic simulation report, doc. no. 4091-MGDTY-
6-17-0001, sec 6.1.3 and low temperature is found within the range of MDMT. For Pipeline
minimum wall temperature refer to section 10.1.1 and 10.2.1.

12.0 VENT AND FLARE SIZING CHECK

2) Manual Depressurization of piping section shall be via 2” globe valve (Cv=60). Time required
to depressurize 50m of blocked inventory via 2” globe valve shall be 90mins.
3) Relief / venting mass flowrate for dryer is considered same as filter relief valve (fire case).
4) Compressor 2inch vent sizing is based on compressor blocked discharge.
5) Compressor 1.5inch vent sizing is based on 50% of blocked inventory of compressor package,
considering relieving is from blowdown tank and shall be very minimal.
6) Priority panel vent sizing is based on one compressor train flow 2000/3 = 667sm3/hr
considering any one manifold in priority panel is relieved.
7) Storage bank vent sizing is based on blocked inventory of the one compressor train i.e.
2000Sm3/hr
8) Dispenser vent sizing is based on 5% blocked inventory of the one compressor train i.e.
2000Sm3/hr x 5% = 100Sm3/hr. This flow can only be expected when dispenser hose is
discharged from bus.

13.0 CONCLUSION
Dynamic depressurization / venting study has been performed. The following key findings are as
below: -
1. Existing flare at station A4 and station S shall be adequate for the new RO
depressurization of respective station.
2. All line sizing for venting system and their design criteria (Design pressure /
temperature) has been verified and found acceptable.
3. There are no low temperature issues. All vent piping MDMT is well below predicted
min. temperature during adiabatic depressurization.
