Jeff,

I understand your point on getting the word out. You have already done a good job on that through your
communications with the trades and the April workshop, so I don't believe you could be criticized on that count.
You did not "overamp" what was said in the advisory, but rather understated what is known versus not known.

API takes the reports of problems with high strength pipe very seriously. The Operations Technical Committee,
representing the senior technical managers of the hazardous liquids pipelines, has been kept abreast of
developments. Our standards and certification groups are plugged into the issue and we have solid participation
from the 5L and 1104 committees in the upcoming INGAA meeting. We are attempting to gather specific,
actionable information we can use to investigate the claims that pipe does not meet 5L specifications. Anything
that PHMSA could do to encourage operators that have faced these pipe materials issues with monogrammed
pipe to report them to Don Whittaker, API's Monogram Program Manager at whittakerd@api.org or 202-682-
8263 would be helpful (Don and our Certification Director, John Modine, are copied). API will investigate a claim

that monogrammed pipe does not meet specs and we will also investigate misuse of API's monogram by an
unlicensed manufacturer. We have no way to compel reporting of a problem, however. As you know, we can
ensure that a pipe manufacturer is capable of producing pipe to spec and has the right QA/QC procedures in
place, but we can't guarantee that every piece of pipe will meet spec.

I don't understand why you would be excluded from the INGAA meeting, but that is Terry's call as it is his
meeting. I had assumed PHMSA would be included.

Peter - it is our responsibility to alert operators early - before events happen. I don't think we overamped it. We
aren't aware of the extent of the problem - and to my knowledge no one else is either - including API, and
potential legal and competitive forces are minimizing rapid and open collaboration. More assessment is clearly
needed, but prudence - given the potential - argues for leaning into it. It would be great to hear what API is doing
to better assess the problem and mitigate the potential risk. Regards...JW
