Please provide answers to the following questions at least by Monday, May 11, 2009 if we
meet then.

1. Have you discovered any issues with pipe not meeting minimum yield strength
requirements (SMYS)? No. We did look closely at the MAN 42" x 0.888" 5LX70 pipe
made with steel produced at MSG (Romania). Because we have had issues with this
plate provided by this producer (on another Project) we thought it in the best interest of
the Project to perform Tensile Tests on 30 heats. All 30 heats exceeded the minimum
yield strength. The testing was witnessed by MEP and PHMSA at a lab in Houston.
2. What are the steel grades and pipe weld seam type in your pipeline system and when
was it constructed? We used 5LX70 steel. Weld seams were both HSAW (Spiral) and
DSAW (Straight). The MAN pipe consisted of 42" x 0.555 spiral while the heavy wall
(.740 and .888) were Straight. All pipe made at Welspun (36") was spiral (Man and
Welspun made the majority of the pipe for the project). OSM provided Spiral, ILVA
provided Straight, JSW provided Straight.
3. Did you perform testing and/or inspections to determine if suspect pipe was in your
system? No (A construction type Caliper Tool was run after construction)
a. Deformation tool run: specify date, type, vendor name, accuracy
b. Was deformation tool vendor told to look for expanded pipe
c. Material testing: specify date, test and results
d. Other testing or inspections: specify date and type of testing/inspection
4. Did you have any hydrotest failures during the construction of this pipeline? No
a. What was the cause of the failure?
b. What was the test pressure at the failure and the %SMYS
c. What type metallurgical tests were conducted on the failed pipe joint?
5. Provide the following information related to sourcing of pipe located in your system. For
each, provide the pipe size, grade, wall thickness (Previously Provided)
a. Rolling mill, name, location
b. Steel mill(steel supplier), name, location
