The bank will promote the virtues of credit card use in every district, he said, adding that the bank has
recently set up airport lounges in Chattogram and Sylhet to tempt people.

The electronic payment mode has an important role to play in making the economy vibrant as it
encourages people to engage in economic activities, said the central bank report.

People can also pay utility bills, loan instalments and insurance premium through the platform.

In 2012, the central bank set up the National Payment Switch Bangladesh (NPSB) with a view to
attaining interoperability among banks for card-based and online retail transactions.
At present, the NPSB is processing interbank ATMs, POSs and the internet banking fund transfer
(IBFT) transactions.

In a major move, the central bank launched the Real-time Gross Settlement System (RTGS) in 2015,
facilitating safe, secured and efficient interbank payment system in a digital manner.

The system allows banks to transfer funds from one bank’s account to that of another on a real-time
and on gross basis.

The RTGS is designed to settle high-value (more than or equal to Tk 1 lakh) local currency as well as
foreign currency transactions on real-time basis.

Currently, MFS transactions average Tk 1,100 crore daily.

Interoperability among MFS is yet to be introduced, which has created a barrier to expanding the
service further, said a BB official.

circular issued on Sunday. The announcement was made after a meeting with banks and other

It was intended to curb illegitimate transactions, but bankers criticised it as an anti-digitisation move
that would hinder the e-commerce industry of the country.

"To bring further simplification in online transactions, it has been decided to waive the OTAF
formalities for online payments abroad made through international credit cards," reads the circular.

However, the central bank advised banks to safeguard against illegal online payments made through
international credit cards, including online gambling, betting in casinos abroad, forex trading, buying
scrips in foreign stock exchanges, buying cryptocurrencies, lottery tickets, etc.

We welcome the revised decision because the OTAF is a complex process and would make it
difficult for both customers and banks to comply with, said Syed Mohammad Kamal, country

However, boosting websites and Facebook page views using international credit cards is still
restricted.

According to the previous circular, international credit cardholders would have had to submit the
form to their banks mentioning their names, card numbers, beneficiary names, amount of foreign
currency being used and details of products and services to be purchased.

The banks would then activate the card, after due diligence. The foreign payment option would be
deactivated immediately after completing the transaction.

"Banks will have to verify the executed online transactions by checking them against the declaration
in the OTAF, and satisfy themselves regarding payment of applicable VAT, tax and duty for online
purchase of goods and services from abroad using international cards," read the previous circular
issued on November 14.

Sources said some people were also using their international cards for online gambling.

However, instead of taking proper technological measures such as restricting the misuse of cards
through introduction of purpose specific codes, the central bank directed that all international online
transactions be first permitted through the OTAF.

The move came after the discovery of some cardholders using their international credit cards to buy
shares abroad. Such capital transfer is illegal under existing regulations.

illegally flew out of the country in 2015, which has predictably negatively affected the country’s tax-
GDP ratio.

hit by a wave of illegal casino and gambling business in recent times. The central bank has recently
issued a circular restricting the use of cross-boundary financial transactions through international

cardholders while on travel abroad... Cardholders shall, for online payment through ICs, submit

internet platform or in hardcopy, ADs will activate the respective ICs for international transaction,
and after execution of the transaction, the same shall be deactivated immediately.”

offering a host of discounts and cashbacks on their cards at point-of-sales -- and those with debits
cards can avail them too.

For instance, Visa is offering up to 25 percent discounts for using their cards in a host of eating joints
and clothing stores.

It is not just at point-of-sales and cash point where the debit card is of use. One can pay bills,
recharge mobile number, buy train, bus and air tickets online, order food and do online shopping with
the debit card -- from the comfort of one's home.
“Whenever I feel like having food from a restaurant, I fire up the food delivery app and order away. I
need not worry if I have enough cash at home,” she added.

Total transactions through debit cards at point-of-sales hover between Tk 1,000 to Tk 1,500 crore and
ATM withdrawals Tk 20,000 to Tk 30,000 crore a quarter.

As of April, the total number of debit cards in circulation is 1.22 crore with a penetration of about 26
percent, according to the data from the Bangladesh Bank.

There are about six lakh active credit cards, with their numbers fast rising for the ease of convenience
they provide as a mode of payment and an instrument for withdrawing cash from automated teller
machines.

For instance, in December last year, total credit card transactions were upwards of Tk 594 crore, up
Tk 46.3 crore, or 8.5 percent, from the previous month. Point-of-sales terminals accounted for nearly
85 percent of the transaction amount.

The rising use of credit and debit cards though has attracted the crooked eyes of fraudsters, who have
gotten busy trying to find ways to steal money off people through the cards.

“The guidelines are very much necessary in the wake of the recent card frauds. We have given our
feedback on the draft guidelines more than six months ago, but nothing has happened yet,” said an
official of Eastern Bank. Bankers said the guidelines will help them set fees, charges and interest
rates on credit cards.

It will also help a card issuer to design and undertake marketing strategies for the growing plastic
money business, they said.

The draft guidelines stipulate that credit cards be issued only to citizens or residents of Bangladesh,
who are above 18 years of age on the date of the application and have the means to pay the bills.
Cardholders must have valid electronic tax identification number and a positive credit history.

The card issuer will solely be responsible for fulfilment of all Know Your Customer (KYC)
requirements and such documents shall be maintained under the safe custody.

There are also conditions on the issuance of supplementary credit cards.

The guidelines will not only reduce frauds but also help the banks structure credit card business, said

Until 2009, our banking system had been following a paper based route. After that, with the
supportive role of Bangladesh Bank, we moved towards an automated banking system that is
compatible with international standards. In the provision of Bangladesh Bank's order, it is said under
7A (e) that Bangladesh Bank will have to promote, regulate and ensure a secured and efficient
payment system. From 2009 onwards Bangladesh Bank has issued as many as six sets of regulations
starting from automated cheque clearing, BFTN, electric fund transfer and, of late, mobile service. In
2013, they introduced agent banking system. In the meantime, both government and private banks
have invested a good amount of resources to make the system automated and updated both
horizontally and vertically. They have also taken financial inclusion projects to reach a wider

The credit card market will not achieve its expected level of growth unless the Bangladesh economy
graduates to the next level and appreciates cashless transactions, Arefin said.

The lack of infrastructure -- point-of-sales terminals and automated teller machines -- is a big barrier
to the expansion of the credit card market in Bangladesh, said Anwar Hossain, head of cards and
alternative delivery channels at Mutual Trust Bank.

“Credit card requires huge investments, from POS to ATMs and marketing costs. Moreover, it's a
collateral-free product, for which the risk is very high.”

The installation of a POS terminal costs Tk 30,000 and it goes as high as Tk 10 lakh to Tk 15 lakh for
an ATM.

Moreover, banks also have to offer incentives and discounts to attract credit card customers, the MTB
official said.

Nazeem A Chowdhury, head of consumer banking of Eastern Bank, a fast growing player in the
sector, attributed the slow growth to the non-negotiable requirement for TIN.

“Many customers cannot enjoy the facility because they don't have a TIN,” he added.

Shafiqul Alam, managing director of Jamuna Bank, said he is very surprised to see such a small
number of credit cards in Bangladesh.

Bankers also said issues related to tax act as a fear factor for card users who think that their expenses
will be tracked down by the tax administrator.

Many people refrain from taking credit cards due to the growing cyber crime, said Ahmed Kamal
Khan Chowdhury, managing director of Prime Bank.

“The benefits the credit card users enjoy can be given through debit cards also to encourage cashless
transactions. People do not feel the necessity of availing credit cards, as banks also sell many loan
products that the cards offer,” he said.

The slow growth can also be attributed to a fear of excessive charges and interest rates.

It is one of the costliest forms of borrowing, where any credit card outstanding balance could carry an
annual interest as high as 36 percent. The average interest rate for credit cards in the country is nearly
30 percent.

This makes it imperative for a user to clear the outstanding amount within the allocated timeframe.

The Bangladesh Bank has asked banks not to charge compound interest on credit card bills until May
31 as users are facing difficulties in paying their monthly bills on time amid the ongoing coronavirus
crisis.

"So, do not impose compound interest on bills on a daily or monthly basis from March 15 to May
31," Bangladesh Bank instructed lenders in the circular.

"Banks that have already charged compound interest on the unpaid monthly bills of March must
return the amount or adjust it to the next bill," it said.

The central bank had earlier asked banks not to charge late payment fees on credit cards until May 31.
The decision will help card users as some of them have already failed to pay their bills due to the
impacts of coronavirus on the economy and businesses.
According to the central bank data, till January, 59 banks issued 15.56 lakh credit cards and the
transactions in January stood at Tk1,357 crore.

repay loans till June.

This Visa-to-bKash add money service wants to enable millions of customers to reload their bKash
balance using Visa debit and credit cards issued by any bank of Bangladesh.
"We introduced the service to minimise customers' visit to agent points to reload their accounts amid
corona crisis," said Kamal Quadir, chief executive officer of bKash.
"Limited banking activities amid lockdown in the city will hamper bKash transactions. This is
because the agents will have to deposit customers' money to the bank at the end of the day. So, bKash
hurriedly introduced the new money loading option last week, earlier than planned."
"The introduction of money loan from visa card will allow millions of cardholders to get bKash
service from home. This new money loan option will not help the poor, but a large segment will be
benefited, though."
Earlier, in March last year, bKash introduced a new service, enabling customers to transfer funds
instantly from Mastercard-branded debit, credit and prepaid cards issued by banks to bKash wallets.
The growth of average daily transaction value through the mobile financial service platform saw a
sharp rise of 5 percent in February from 3.58 percent in January, according to the Bangladesh Bank
data.
The total daily transaction value in February was Tk1,425 crore compared to Tk1,358 crore in
January.
Now, 15 banks are providing mobile financial services. The number of total registered accounts stood
at 8.18 crore in February. bKash had 3 crore plus registered clients as of December 2018.

Visa, the global leader in digital payments technology, today, announced an independent study,
conducted in collaboration with YouGov, examining the consumer sentiment around digital payments
in Bangladesh. The study observed high inclination amongst consumers (65%) in favour of adopting
newer modes of digital payments, indicating increased awareness, acceptance and adoption of digital
forms of payments among Bangladeshi consumers.
One of the factors that surfaced as the key drivers of this adoption include the ease of transition to
digital form factors of payments, as stated by 74% respondents. Amongst those who have used less-
cash currently than before, 54% state that the main reason to transit away from cash include –
convenience while 40% vouched for efficiency and speed of transaction offered by digital modes.

This survey was aimed at understanding the pulse of the Bangladeshi consumer and their views
towards the transition to a digital economy. The study indicates that amongst people for whom this
adoption was tough:

69% find insufficient modes of payments as a key barrier.


25% find that merchants they go to only accept cash.
25% are worried about the security of their transactions.
Significantly, over half of the consumers (55%) value security more than convenience when it comes
to making payments online. This is similar across the board - gender, ages, household income and
even education levels.

The survey, which was conducted across three countries – Bangladesh, India, and Sri Lanka - also
shows that millennials are more likely to use digital payments for everyday essentials like shopping at
supermarkets, online, department stores, fast food restaurants, taxis/cabs etc. than other generations.
The study also shows that the inclination towards embracing digital payments is higher amongst those
from a higher income household.
Unveiling the findings, TR Ramachandran, Group Country Manager, Visa, India & South Asia, said,
“More and more consumers are becoming digital natives, expecting a differentiated experience,
oriented towards convenience and practical usability. IoT, contactless payment technology, enabling
simplified, secure and faster eCommerce experience are some of the trends defining the next wave of
the future of payments. The study shows that while consumers are steadily embracing digital
payments, they are also seeking secure payment forms. At Visa, we constantly innovate and evolve to
provide seamless and secure digital payment options that will make transition to a digital economy a
frictionless and trusted process.”

According to the survey, cash usage continues show steady decline from over 52% last year, to 49%
currently, and is expected to come down further to around 46% over next 12 months. On the contrary,
preference for digital payment instruments such as cards continue to be on the rise, with over 32%
respondents opting for these currently as against 29% a year back.

While there is a visible shift in consumer spend pattern from cash to digital modes, there is also a
clear and willing adoption of this transition among consumers today. People across geographies
realise the benefits of adopting digital modes of payment and are open to experimenting with newer
form factor of payments. Some of the biggest challenges inhibiting this transition is the lack of
availability of the acceptance infrastructure and the promise of security. There is a slow but steady
change in the consumer mindset paving the way to a digitally enabled economy.
The study, which sampled people in India, Bangladesh and Sri Lanka this October, was conducted by
market researchers YouGov on behalf of Visa using active sampling, a method that focuses on
ensuring the quality of the sample, rather than the quantity of the respondents. The research probed
over 2000 people across the Indian Subcontinent. Commissioned by Visa, the online survey was
conducted independently by YouGov to find out the sentiment of the consumer adoption of digital
payments and user habits in the region.

As per the Bangladesh Bank data released on Sunday, e-commerce in terms of value through the transactions-soar-by-54pc-in-fy19

However, transactions through the banking channel constitute a minor part of the total e- commerce
transactions as the majority of e-commerce and f-commerce (facebook commerce) businesses and the
customers still prefer cash-on-delivery mode of payment.

In cash-on-delivery mode, e-commerce and f-commerce businesses receive cash upon delivery of products
ordered online.

In terms of volume, the number of e-commerce transactions increased by 58.61 per cent or 15.11 lakh
year-on-year in FY19.
Through the banking channel, 40.88 lakh transactions were executed in FY19 against 25.77 lakh
transactions in FY18.
E-Commerce Association of Bangladesh general secretary Abdul Wahed Tamal told New Age,
‘Transactions through e-commerce sites have been on the rise as customers are becoming used to
purchasing through such sites.’

Besides, growing use of cards and mobile financial services are among other reasons for the significant rise in
e-commerce transactions through the banking channel, he said.

E-commerce businesses are also offering discount on purchases for payment through cards or MFS thus
prompting the customers to pay through the banking channel, Tamal said.

He said that payment through the banking channel was highest 15 per cent to 20 per cent of the total
transactions through e-commerce businesses and the rest payments were accepted in cash.

Tamal hoped that the transactions through the banking channel would increase further. The e- CAB general
secretary, however, did not have any data on how much transactions of f-commerce were executed through the
banking channel.

A significant portion of the formal e-commerce transactions was placed from abroad.

The BB data showed 5.96 lakh transactions worth Tk 598.1 crore were placed from abroad in FY18 and the
figure increased to 9.64 lakh transactions worth Tk 771.5 crore in FY19.

In daily transactions including shopping and bill payment, customers don't carry money in their transactions-up
wallets as most of the payments have now become cashless. They transact through American Express
Card, ATM Card, Credit Card, Debit Card, Gift Card, Master Card, Travel Card, VISA Card and
mobile banking.
According to the central bank, there are over 9698 ATM booths of different banks across the country,
41000sale point terminals, 14 million plastic cards including debit, credit and prepaid. Several
countries in the country including local and foreign has issued 13 million debit cards, 1 million credit
cards and 160000prepaid cards.
Bangladesh Bank data also showed there are over 60 million mobile banking accounts across the
county. Through the mobile banking, daily average transactions worth Tk 10 billion are being taken
place.
Syed Mahbubur Rahman, Managing Director of Dhaka Bank Limted told The Asian Age that
cashless transactions are getting very popular as these are free from all hassles.
He said for a cashless transaction, the customer does not carry cash for shopping and other payment
including gas, electricity and other. Now e-commerce business is rising in the country.
A huge number of unemployed people are involved with e-commerce business. A good number of
transactions are being taken through cards or mobile banking. Sirajul Islam, executive director and
spokesman of Bangladesh Bank said the central bank has taken a number of initiatives to reduce cash
transactions.
The central bank is trying to introduce cashless transactions.He said, following the Bangladesh bank
initiative banks also want to reduce cash transactions. Banks are taking various promotional activities
in card-based transactions.
