“Preventing and Combatting Crime in Today’s World” (700-750 words)

In their Paper, students shall follow the structure and checklist indicated below and may/ may
not expand their content outside the suggested items. Students shall address:

1. – in the Introductory Part: the nature of modern policing and the increased importance of
prevention,
2. – in the Body:
2.a. strategies and action plans regarded as effective, as inspired by relevant expertise of law
enforcement agencies,
2.b. a particular crime/ type of crime/ category of crime (e.g. ‘theft’, ‘property crimes’,
‘organised crime’) for which to personally devise 7-10 (local, national or international)
measures, aimed at preventing/ combatting the phenomenon,
3. – in the Concluding Part: summing up the above.

Vocabulary and Grammar Requirements: Minimum ten of the following items (distributed as
regarded suitable across the Paper*) shall be used and included therein in bold text: names of
law enforcement agencies, idioms, collocations, phrasal verbs and the Passive Voice.

Note: The degree of subjectivity may vary, both personal opinions and drawing inspiration from established
practices are accepted and equally weighed, if relevant.

 A police officer`s duties seem to be very well-known by the citizens of the country in
which he works: he must notice the crimes commited on his watch and simply apply the
law. Of course that it is the prior concern of any officer, but wouldn`t it be easier if the
temptation of breaking the law was smaller? And here begin the whole preventing
process that is so sought after long befor the actions of combatting. No one should be
considered prone to committing crimes by his nature and because of that the action of
prevention comes to limit any attempt of misbehaviour.

The reasons why a person may be determined to commit crimes are often very
complex and deeper than they seem at first sight. Starting breaking the law at a young
age is usually a consequence of the lack of a number of necessary protectiv factors
during their upbringing. This may involve shortcomings in the home environment or
failed schooling. Addiction, unemployment or other circumstances resulting in financial
insecurity can also be contributory factors to people committing crimes.

All over the world, official statistics show significant increases in crime-rate but also
increasing efforts to deal with it even if we speak about the state itself or about its
comunity.The best of both worlds is represented by a national preventing strategy
elaborated by the Gouvernment focused on harmonious social development, in which
the public authorities and specialized structures have the main role in coordonating the
programs at national, county and local level. It should include actions like: identification
of pre-conflictual situations that can resulte in violence, application of police warnings in
written or not and even presenting people the immediate consequences of committing
crimes.

However the combatting actions shouldn`t be neglected if needed and that`s why
structuresc like DIICOT or DNA in Romania are always on their toes, ready to
investigate and apply legal measures for any kind of serious crimes like drougs dealing,
corruption or embezzlement.
 The importance of prevention was so well-understood worldwild that in North
Carolina, USA a national program called `Crime Stoppers` has been implemented and
people across the country are encouraged to call Crime Stoppers at a local number with
information about that crime or any other unsolved crime in the area. Each caller is
assigned a number and will be asked to call Crime Stoppers at a later time to see if their
crime tip resulted in an arrest. If so, the caller will be eligible for a reward. In this way the
citizens are more motivated to give a helping hand and it didn`t take long for the
results to appear.

One of the most common nowadays` crime is considered to be burglary. There are
roughly 2.5 million burglaries a year in the USA, but unfortunately because most
burglaries are not witnessed and many burglars don't leave behind fingerprints or other
physical evidence, the average arrest rate for burglaries in the United States is only
13%.

That`s why when it comes to prevent burglaries is out of discussion to cut corners.
To ensure home safety authorities come with some serious recommendations for
people and also try to apply he most efficient measure by themself. So for your own
safe: do not make your travels public on social media if there is no family member at
home; be sure your street address number is large, in clear view and well lit so police
and other emergency personnel can find your home quickly; Have neighbors or family
pick up mail if you intend to be gone for a few days; Do not keep valuable things or larg
sum of money in the house; The measures taken have the role of inducing in the
criminals` mind the feeling that the chances of success are minimal and the risk of
capture is maximum, which is a psychological factor. Make sure that you have a solid,
metallic front door and you lock it every time a member of your family leave the house;
Illuminate the yard, especially doorways and the rear of the house. The presence of a
dog in the yard may be benefical; When you leave the house during the night let the
lights on and even a radio.

All of these recommendations are actions that should be taken by yourself, but also
the police is acting to protect you. All the information above are made public to citizens
and moreover there are programms for children which aim to teach them how to protect
what they love in a very serious way. Also the local police departement ensure patrols
especially during the night and each street is assigned to a local police officer who
knows all the citizens living in the area and has a permant connection with them.

To sum up I will quote Seneca who said „ He who does not prevent a crime when he
can , encourages it”
