Statement of Work (SOW)

Cryptocurrency Investigation Service

PART 1
GENERAL INFORMATION

1.1 Description of Services/Introduction: The contractor must provide worldwide web-based


access to a reliable cryptocurrency investigation service, also referred to as a Software-as-a-
Service (SaaS) solution required for use in criminal investigations and the other missions
conducted by the US Army Criminal Investigation Command (USACIDC). This is not a request
for the development of a software but an already web application in place. Administration of the
service will be done from Major Cybercrime Unit (MCU), USACIDC, Quantico, VA, with users
located throughout the US and overseas where there is a MCU presence. The capability must
include one user account with unlimited access and available queries.

1.2 Background: The USACIDC is the premier Military Criminal Investigative Organization
(MCIO) within the Department of Defense (DoD) and is responsible for conducting worldwide
felony criminal investigations anywhere there is a US Army interest. Among the other missions
the USACIDC also conducts are the protective services mission for senior DoD officials,
logistics security and major procurement fraud, computer crimes involving US Army networks
and computers, and sensitive investigations involving senior US Army personnel and sensitive
classified projects. The Terrorism and Criminal Investigative Unit (TCIU) of USACIDC is also
tasked with the investigation of alleged war crimes and acts of terrorism committed against US
interests.

The web based application must provide the capability to assist law enforcement identify and
stop actors who are using cryptocurrencies for illicit activity such as fraud, extortion, and money
laundering. Application must enables users to conduct in-depth investigation into the source of
cryptocurrency transactions and provides multi-currency analysis from Bitcoin to other top
cryptocurrencies. Currently, multiple US Government organizations and Federal Law
Enforcement Agencies, to include but not limited to the Federal Bureau of Investigation, Drug
Enforcement Administration, Securities and Exchange Commission, Transportation Security
Administration, US Immigration and Customs Enforcement, and Internal Revenue Service, use
web based applications. The web-based application must already be developed, this is not a
request to develop a new application.

1.3 Objectives: To acquire web based application solution that provides a capability to support
investigations where there is a nexus to virtual currency. The solution needs to be cloud-based, to
support USACIDC’s ability to quickly detect criminal and suspicious financial connections,
identify suspicious cryptocurrency transactions, and investigate cryptocurrency connections.

1.4 Scope: The contractor must provide the following specifications in the required SaaS
Solution.

-The SaaS must be web based. No hardware or software to install.

- Must provide real time Bitcoin and other cryptocurrency transaction tracing, to include service
attribution and identification.

- Must be able to spot transaction patterns and interactions with other entities

- Must have some type of visualization and/or link analysis tool to facilitate analysis of data

- Must be capable of exporting graphs and generate reports as a csv, pdf, or image file

- Must be an already developed and tested product

- The vendor will not provide the use data, to include content researched by MCU, to outside
organizations

-The service must be 28 CFR Part 23 compliant.

- Capability must contain training materials.

- Technical helpdesk support must be provided to Government users during business hours
Monday – Friday.

- The contractor shall provide technical support via phone, email and/or online support seven
days a week and 24 hours a day.

- The contractor shall provide the necessary labor, equipment and material required to perform
this contract and be able to provide a usage report upon request via email to the COR or via US
mail to MCU, USACIDC, Attn: Deputy Director – Support, Russell-Knox Building, 27130
Telegraph Road, Quantico, VA 22134, or via an online management tool. The usage report must
include the total usage for all users as well as detailed usage information for all users under the
contract.

- System uptime of 99.7% and shall inform the MCU designated representative(s) (e.g. the
Contracting Officer’s Representative, “COR’) in writing no less than 2 weeks prior to any
scheduled maintenance or planned outages that may degrade or interrupt service or user access to
the system.

- The capability shall be accessible to the Government user 24 hours/7 days/365days per year.

1.5 Period of Performance: The period of performance shall be from date of award through one
12-month base year with four (4) additional 12-month option years.

1.7 General Information: NA.

1.7.1 Quality Assurance: The government shall evaluate the contractor’s performance under this
contract in accordance with the terms of the contract.

1.7.2 Government Holidays: NA.

1.7.3 Type of Contract: Firm Fixed Price (FFP) type contract.
