Purpose
The purpose of this working paper is to document the audit procedures planned and performed in
respect of significant accounts and disclosures covered by this Audit Program. It documents:
n audit objectives relevant to each of the significant accounts and disclosures and the planned
audit approach
n our understanding of the entity’s accounting and reporting activities relevant to the classes of
transactions, account balances (estimates or other) and disclosures
n our understanding and evaluation of the selected controls for audit objectives associated with
a significant risk and those objectives when we choose to rely on controls, together with the
assertions that they address; this includes evaluating the design and implementation of
selected controls and, where applicable, testing their operating effectiveness. Where
applicable, we document a description of the nature, timing and extent of our tests of
operating effectiveness and the results of the procedures performed
n our assessment of the inherent risk and control risk (where we evaluate the underlying
controls) for each audit objective, resulting in our assessed risk of significant misstatement
Applicability
Completion of this working paper is required for all audits, unless the engagement is an
Integrated Audit (pursuant to PCAOB Standard No 2) or the engagement meets the small
engagement (SE) criteria. In these instances, the appropriate Integrated Audit or SE working
paper is completed.
For each audit objective, either Section III – Audit objectives where we evaluate the underlying
controls
n the audit objective is associated with a significant risk (including a risk of fraud), in which
case, at a minimum, we evaluate the design and implementation of selected controls, or
n we choose to rely on controls when this is the most effective audit approach.
a description of the client’s accounting activities and related controls, and for classes of
transactions, significant risk points and a walkthrough of the activities and controls
the evaluation of the design and implementation of the selected controls and, where
appropriate, the test(s) of their operating effectiveness, and
the assessment of the risk of significant misstatement and our substantive procedures.
n we have an audit objective which is NOT associated with a significant risk (including a risk
of fraud), and
n it is possible, practical, and efficient to reduce audit risk to an acceptable level only through
performing substantive procedures.
In Section IV we document:

III. Audit objectives where we evaluate the underlying controls
A.1 Description of accounting activities and controls
Our documentation of controls for classes of transactions, estimates and disclosures, and other
account balances covers: [KAM 4421]
For all other documentation considerations, see the guidance in the individual sections below.
Class of transactions, including significant risk points and the walkthroughs [KAM 4330]
We document our understanding of the activities over the initiation, authorization, recording,
processing and reporting of classes of transactions, including the relevant computer information
systems and end-user computing applications, and sources of the information related to those
activities. We also document activities relevant to the preparation of relevant disclosures. This
understanding will help identify relevant controls to be tested and includes:
n related accounting records, whether electronic or manual, and supporting information; and
n activities which generate information used to prepare the entity’s financial statements, if
applicable.
We also document how relevant journal entries are initiated, authorized, recorded, processed and
reported. This includes what significant journal entries management develops, why management
develops them, and how they are recorded in accounting records.
Based on the documented understanding of activities for the class of transactions, we identify
significant risk points in the client’s accounting activities at which a misstatement, whether due to
fraud or error, could arise – i.e., points where there is more than a remote likelihood that a
misstatement could occur that, individually or in aggregate, exceeds the Significant Misstatement
Threshold (see Section III of the Planning Document). [KAM 4340]
For significant risk points, we identify the client’s controls that address the potential misstatement
and determine which controls we will evaluate. It may be necessary to evaluate multiple controls

over a particular significant risk point. Alternatively, one control may sufficiently mitigate multiple
significant risk points. [KAM 4421]
We perform a walkthrough for each class of transactions to confirm our understanding of the
activities documented, to confirm that we have identified all of the relevant significant risk points,
and to confirm our understanding of the design of controls that mitigate significant risk points
(including those related to the prevention or detection of fraud), evaluate the design of controls, and
confirm whether controls have been implemented. A walkthrough requires us to trace a single
transaction through each step of the entity’s information system, including those controls which we
intend to evaluate. [KAM 4430]
We are not required to repeat our documentation of activities and controls in the “Walkthrough”
section of this Audit Program. We document sufficient information to enable others to reperform the
walkthrough and for an experienced auditor to understand:

G. Obtener evidencia suficiente de auditoria sobre la integridad, existencia y exactitud de los
saldos de caja, bancos, inversiones temporales y a largo plazo, obligaciones financieras e ingresos
y gastos no operacionales relacionados.
Ingresos - Comercial: Consiste en la actualización del sistema Cerg Finance a través de la interfaz
que se origina en el sistema comercial y logístico (SICLO).
Diariamente, en las horas de la tarde se efectúa el proceso de cierre de las cajas, ubicadas en las
plantas de Bogotá y fuera de la ciudad; el cual consiste en totalizar los ingresos del día generando un
resumen de las operaciones en efectivo, cheques y consignaciones. Con el cierre se genera un archivo
que contiene el resumen de los ingresos. El archivo es recibido a través del sistema integrado de
Tesorería (SIT) para posteriormente exportar esta información al Cerg Finance.
Con esta información el departamento de tesorería puede tener un control del efectivo que ingresa a
la compañía y así mismo efectuar proyecciones de su utilización en el flujo diario de caja.
Cuentas por Pagar: A través del Lotus Notes y la herramienta “administración /flujo de ingresos y
egresos", se reportan los ingresos que no corresponden al recaudo de cartera y los pagos a
proveedores, esta información ingresa al Cerg Finance diariamente a través del proceso de
actualización de archivos que realiza el administrador del programa.
A continuación se detallan los codigos utilizados para el registro de los diferentes ingresos:

Como resultado de esta conciliación se genera un archivo llamado movimientos en espera que
corresponde a la relación de los movimientos pendientes de conciliar. Las partidas más usuales son:
Cheques pagados con número errado (por lo general son errores de digitación en el banco)
Consignaciones de clientes, que no fueron reportadas por el cliente
Comisiones y notas débito efectuadas por el banco (3 por mil, impuestos, remesas, etc.)

Adicionalmente, se efectúa la integración de los movimientos en espera “Denominados Espacios en
Blanco” y que dentro de la conciliación no tienen contrapartida como por ejemplo los cheques
girados a proveedores y que no han sido cobrados y las remesas consignadas por la compañía que no
han sido confirmadas por el banco.
Una vez efectuado el cierre y depurados los movimientos se obtiene el flujo de caja diario / semanal /
mensual, en donde se pueden evidenciar los saldos reales y proyectados.
Caja
La Compañía cuenta con 7 cajas generales: El área de Cemento maneja 1 (Bogotá) y la de Concreto
maneja 6 (Bogotá, Fiscala, Bucaramanga, Ibagué, Cali, Medellín). Mensualmente los responsables de
cada área realizan autoarqueos y adicionalmente contraloría debe hacer dos arqueos como mínimo 2
veces al año.
Adicionalmente, la Compañía maneja un anticipo para peajes para asumir los gastos de peajes de la
flota propia, la Transportadora; este anticipo es administrado y custodiado por el Director
Administrativo de Logística y distribuido en sobres que contienen los valores que deben ser pagados
en peajes por las diferentes rutas asignadas a cada conductor.

Conciliaciones Bancarias
El departamento de contraloría cuenta con una área cuyo objeto es efectuar las conciliaciones de caja
y bancos.
En el área de caja y bancos diariamente se recibe a través de interface el archivo Banque, sobre el
cual se verifica que contenga la información de los días hábiles que se van a preconciliar. Esta
información se baja en una tabla dinámica y se determina el efecto neto del mes.
El departamento de finanzas reporta los saldos de los bancos, en el área de caja y bancos se determina
el movimiento neto del mes de acuerdo a extracto y se compara con el neto determinado en el archivo
banque. Las diferencias son analizadas e identificadas.
Una vez se tienen detectadas las diferencias, el archivo banque se sube al sistema JDEdwards a través
de una opción llamada “Data Tranfer”, el cual al terminar el proceso emite un reporte del número de
registros que cargó al sistema de conciliación y emite un archivo donde se listan las partidas que no
fueron cargadas, estas partidas son cargadas en el sistema de forma manual.
En el módulo de conciliaciones bancarias hay una opción mediante la cual se transfieren los datos
contables para proceder a efectuar la conciliación bancaria.
Los cierres de caja se hacen mensualmente en el cierre contable y se deben emitir reportes de
integridades.

intencionado del efectivo se envía a Contraloría para que este determine el movimiento del
mes de acuerdo al extracto y lo compare con el archivo Banque,
identificando y analizando las diferencias. Una vez se detectan las
diferencias, el archivo Banque se sube al JDEdward, el cual al
terminar el proceso de conciliación, emite dos reportes, el primero
con el numero de registros que cargo al sistema y el segundo un
listado de partidas que no fueron cargadas, para proceder a realizar
su conciliación. Una vez caja y bancos recibe el archivo del
JDEdward genera un registro llamado póliza contable, cuyo objeto
es realizar contablemente los valores resultantes de la conciliación.
Control realizado por: Área de Caja y Bancos.
Periodicidad: Mensual.
Competencia: Es de funcionario autorizado por la Administración,
con conocimiento y manejo de los sistemas propios de la operación.
Errores e irregularidades que puede detectar: Con base en lo anterior
podemos concluir que el diseño del control es adecuado y en el
evento que funciones como está diseñado previene errores e
irregularidades con respecto a la integridad, existencia y exactitud
de los pagos e ingresos realizados a través de las cuentas que tiene
la Compañía en las entidades financieras.

We assess the inherent risk and control risk for the audit objective and provide a rationale for the related assessment. Based on our assessments of
the inherent risk and control risk, we assess the risk of significant misstatement arising from error for each audit objective. [KAM 4900]
We also document specific inherent risks and other risks not mitigated by controls relating to this audit objective in the table below. These risks
are considered when determining the nature, timing and extent of substantive procedures to be performed for this audit objective.
Effective entity level controls support the risk of significant misstatement assessments. However, deficiencies in entity level controls could
undermine the effectiveness of some of the control activities and therefore may require us to amend upwards our assessment of the risk of
significant misstatement for some or all audit objectives.
We use the RoSM matrix when assessing RoSM for each audit objective. If we determine that a lower (or higher) RoSM than that suggested by
this matrix is appropriate, we can make such a choice of RoSM provided the decision is appropriately documented and justified. [KAM 4934]

We document substantive audit procedures, which include substantive analytical procedures and/or tests of details. We consider the sufficiency
and appropriateness of the substantive audit evidence that is planned to be obtained from substantive analytical procedures before determining the
extent of tests of details.
For an audit objective for which we have identified an assertion level fraud risk, we identify substantive procedures which are responsive to the
fraud risk, including tests of details.
If we decide to test journal entries, we consider whether to include tests of journal entries and other adjustments in the tests of journal
entries and other adjustments in the tests of details in this section of the Audit Program. Journal entries relevant to regular processing
of significant account s are normally documented and tested as part of the audit objectives relating to the relevant significant accounts
in the relevant Audit Program. “Topside” or non-routing journal entries processed during the preparation of the financial statements
would normally be considered in the Financial Reporting Audit Program.

Verifique que los gastos bancarios (comisiones, sobregiros, intereses,
impuestos, rendimientos) son registrados en el mes en que se generaron.
Sobre las cuentas bancarias que se encuentren en sobregiro, verifique que en
contabilidad se haya efectuado la reclasificación a sobregiros bancarios.
Verifique que los extractos bancarios se encuentran a nombre de la Compañía
en la cual está registrado el saldo.
