Purpose
This document prescribes the procedures to be utilized for providing air traffic control services at the Islip Air Traffic
Control Tower (ATCT) and any of the positions within the Islip Area of New York TRACON (N90) and the airports it
serves. The procedures described herein are supplemental to the New York ARTCC Standard Operating Procedures and
FAA Order JO 7110.65.
Distribution
This order is distributed to all New York ARTCC personnel.
Procedural Deviations
Exceptional or unusual requirements may dictate procedural deviations or supplementary procedures to this order. A
situation may arise that is not adequately covered herein; in such an event use good judgment to adequately resolve the
problem.
Annotation of Changes
Any modifications to this document from the previous revision will be annotated with a line in the left hand margin to
signify that that section has been changed. New pages inserted will be annotated by a line in the left hand margin
extending the entire length of the page. Although major revisions will often be accompanied by an outline of changes,
controllers are still responsible for becoming familiar will all material that has been revised.

NORTH SHORE ROUTE: From VPROK waypoint (Execution Rocks Lighthouse) eastbound via VPLYD waypoint (north of Lloyd Harbor) to the
VPJAY waypoint (northwest of Port Jefferson LIPA plant smokestacks), then via and off the shoreline to Orient Point. Note: CAUTION rotary and
fixed-wing aircraft, possible wake turbulence from IFR jet traffic as noted on the chart.
SOUTH SHORE ROUTE: Verrazano Bridge to the tip of Coney Island direct Breezy Point Jetty then eastbound via and off the shoreline to Montauk.
Note: CAUTION rotary and fixed-wing aircraft, banner towing, possible wake turbulence from JFK heavy jet overflights.
WILLIAMSBURG ROUTE: East River direct Williamsburg Bridge, maintain 900' eastbound south of Twin White Tanks direct Ridgewood Reservoir
as assigned, (see ** routes).
RESERVOIR ROUTE: East 34th Street Heliport direct Newtown Creek to Twin White Tanks direct Ridgewood Reservoir as assigned, (see ** routes).
HARLEM RIVER ROUTE: Triborough Bridge via Harlem River northbound to Spuyten Duyvil.
HUDSON RIVER ROUTE:
Northbound – East side of Verrazano Bridge to Governors Island direct to southwest tip of Manhattan Island then via east bank to Spuyten Duyvil.
Southbound – Harlem River direct west bank of Hudson River southbound via west bank to western Holland Tunnel Ventilation Tower to Hudson
Checkpoint.
EAST RIVER ROUTE:
Northbound – Governors Island direct Williamsburg Bridge via east bank to Bowery Bay.
Southbound – Bowery Bay to west bank via west bank to Battery Park.
CREEK ROUTE: Lincoln Terrace Park direct Spring Creek Park direct to a point immediately adjacent to northwest end of runway 13R parallel

General Procedures
1) Coordination
Procedures contained in this document shall apply unless prior verbal (or textual) coordination between N90
sectors has been effected otherwise.
2) Position Combining/Decombining
Coordinate prior to combining/decombining pertinent positions within the TRACON with any affected controllers.
3) Point Outs
a. When using an automated point out, verbal (or textual) approval must be obtained before an aircraft may enter
another controller’s airspace. An automated point out not accompanied by a verbal or textual description does
NOT constitute a valid point out.
b. A controller either initiating or receiving a point out or handoff shall be responsible to complete any necessary
coordination within his or her own area.
4) Airspace Delegations
Altitudes depicted on the airspace delegation charts are in hundreds of feet and reflect unconditional airspace. A
controller whose airspace overlies another’s airspace has jurisdiction for the 500 foot level between the two for
VFR traffic, unless otherwise specified in this manual.
Ensure pilots monitoring your frequency are aware of any hazardous weather around your sector by making routine
broadcasts on frequency.
3) Additional Notes
a. For all uncontrolled airports, please reference the airspace delegation to determine who will be providing IFR
releases from those fields.
b. It is recommended to reference the local operation times of Class C and D towers in order to determine airspace
classification and type of services provided. Local operation times can be found on AIRNAV. When the tower is
closed locally, it is at the discretion of the controller whether or not to provide services to that airport.
c. Review controller ATIS information in order to determine sector/area combinations or splits. The HAARP sector,
for example, may be controlling approach and departures services for multiple areas in N90. Monitoring controller
ATIS information will help you in determining who controls which satellites.

• Each Area except Islip has primary Approach and Departure sectors; Islip has a primary TRACON sector.
• Whenever a controller handles a departure, they shall use the radio name “New York Departure” when referring to
themselves on frequency.
• Whenever a controller handles an arrival or enroute traffic, they shall use the radio name “New York Approach” when
referring to themselves on frequency.
• If talking to other controllers via land line, refer to yourself as the sector name for which you are controlling.

3) Position Combining/Decombining
Coordinate prior to combining/decombining pertinent positions within facilities with any affected controllers.
4) Point Outs
When using an automated point out, verbal (or textual) approval must be obtained before an aircraft may enter
another controller’s airspace. An automated point out not accompanied by a verbal or textual description does
NOT constitute a valid point out.
5) Separation Minima
Minimum radar separation between aircraft shall be at least three miles (intra-TRACON) or five miles (TRACON-
Center) constant or increasing when transfer of control is accomplished. Other factors such as wake turbulence
separation and miles-in-trail requirements may increase this minimum.
6) Conflicting Flows
When the facilities for which the LOA pertains to must use conflicting traffic flows, they shall do so alternately,
governed by traffic volume and delays at each airport or airspace.
