One addition:
- We have some relations and provide some funding to the University of California at Berkeley (UCB), including
Institute for Transportation Studies, and to other researchers in North American universities, in the area of very wide-
area High-Accuracy Location ("HALO"): generally, sub-foot accuracy, over large geographic regions, with very high
reliability.
- In a study we funded by UCB, to be released soon, the benefits to the US of HALO are shown to be in excess of 1%
of GDP for core highway transport applications, with indications of substantially more if all HALO uses to all sectors
were considered. A study in Australia showed similar results.
- As the Australian study noted, the indications are that HALO will become one of the largest sectors of the economy
in benefits: among the top six or so, after agriculture, transport, energy, communications, etc.
- HALO is needed both for safe and efficient transport, but for time synchronization (including to back up GNSS) for
many other sectors outside transport. (As with most location/ position technologies, HALO generally deals with high
accuracy timing and time transfers at its core, and related radio carrier phase matching, etc.)
- As the Internet (and Google, etc.) locate things in cyberspace for knowledge efficiency, society needs HALO to locate
things precisely in real space, for physical-thing safety, efficiency, etc.
- METEOR BURST COMMUNICATIONS can provide not only very wide area communications very cost effectively (with
certain limits as to real-time higher data rates), but also augmentation to and backup of GNSS, which will be very useful
to HALO.

I explain the above since the collaboration we are looking for is not only for mutual economic trade benefits, but also
since Meteor Burst Communications has, it appears, unique characteristics very useful for HALO which will provide
benefits to the US, Russian Federation and other nation's key transport, energy, environment, emergency-response and
other essential functions.

- Skybridge is a nonprofit scientific, educational and charitable organization.
- The other companies are for-profit companies.
- Each holds FCC licenses for new nationwide wireless for smart transportation, energy, environmental and emergency
systems.
- One technology we want to use is "Meteor Burst Communications."
- We pursue this openly for public interest purposes. We are not governmental entities and have no current
governmental-entity contracts or relations.

standards worldwide, including for environmental monitoring and protection. (Also, we do not seek or deal with any
technology or matter that may be confidential to any government.)

Request:
- We would like to obtain and exchange expertise, by a suitable economic relation, with the following experts in Meteor
Burst Communications in the Russian Federation (and related spheres). The persons and entities listed below are from
public tech papers and Google searches available on the Internet.
- I have sent emails to some of them from emails I found in publications (various technical papers) but, to date, I have
not gotten a response (I include on this email some of these email addresses).
