Attachments: IMG_3160PG; IMG_3237JPG Greetings, DC Anderson was courageous enough to come see me this evening and informing me that many officers were mad/upset at a my actions this wknd. He said talk was circulating on many fronts/divisions. | genuinely thank him. | know it doesn’t take long for information to be spread, especially when itis someone with rank, and deservedly so, higher rank, higher accountability. So | will at least shed a litte light from my chair to hopefully not create more stress on this department than we already occurred and are occurring and especially with our heavy hearts tomorrow approaching, now seems the right time share with all vs waiting. I'l try my best, but emails are not the best but direct ‘communication with each and every one in our department is not feasible. Joe stated these are the concerns in our dept right now. Why is DC out and about when on light duty? Ihe can be out and about, how come he wasn't out on the front line with the rest of us? Why was he among the Protestors by himself? His actions could have caused me to risk my self-trying to rescue him. How come he wasn’t listed on the OP’s plans, We officers didn’t know he was out there how's that even possible? He was drinking beer out there? He was yelling “Fuck the Cops” with the Protestors? Why would he hold a sign and be among eventual rioters? | will accept those valid concerns and understand your anger. Were my actions during a riot your typical playbook, Absolutely NOT. And for that | own it. Not sure any of us are riot playbook experts, !am not. * | am grateful we are not experts and hope we don’t become so. However, do | regret my overall actions from this wknd, | do not. Ifyou want my 31 hours in full detail for the wknd, come visit. Happy to share. Cliff note version: Ok, a little more than cliff notes, but not 31 hours’ min/min detail worth. © * Sorry, I have to set the stage a lttle bit as most of you do not even know me, my values, my beliefs, my passion for FPD for 32 years and living and breathing downtown Fargo with my family and friends all 32 years. Most just know me as DC Osmundson. An old guy with Rank. | had the green light from the Chief to go to the lake for the wknd with my family and my daughter who | haven't seen since Xmas from Oregon for a planned family wknd with her friends. Bartender and cook for wknd. Jess had the PIO duties and | had no assignment in the FS OPS plan. But my gut/heart/soul said the March may turn into something more, and this city, especially downtown, is my passion, so even in my light duty status, | felt | could be helpful in protecting it. My only restriction from fully duty is running on the new tendon yet. | know | could do it ifhad to, just may need some sewing up again if it became extremely necessary. Retreating, not Chasing. @ So my whole family and friends | sent to the lake on Friday and | stayed. | chose to go walk the route to look for issues/potential bldg. destruction and passed them onto FS to be helpful | came in at 6am Saturday to see where I could help on Sat morn. | asked the Chief if he would ok me to suit up as! really wanted to participate in the days events, he said | haven’t run for 30 years, so why would I start now running. now. Chief knows me well. But | used to outrun him in our SWAT days all the time however. ® So | got approval to fully suit up. Thanks Chief. You are the best. In the TOC I was just making Social Distancing not a thing by being in the small FS Sgts room being used for the TOC, (Mask were still a thing at that time) so decided to go get a camera from Jess office and took pictures of the crowd to document from Chiefs office as | wasn’t aware of any photos being obtained from high ground or on the ground. Thought a good way to capture thousands of Marchers and zoom in on the highly agitated ones if needed to ID later. | do take photos in my off time, so a passion of my as well, After the crowd appeared to get more and more agitated, and the Mayor's didn’t seem to settle down the crowd too much, I went out there, | felt an obligation to not have our bldg. destroyed. (yes, no riot gear on, but | knew the risk/reward- hoped the standard uniform would at least help in a somewhat normal conversation if that would be possible) I called the Chief to discuss us both going out there, no answer, so went out, no answer because the Chief was already out there among the yelling attendees. That’s why he is the Chief, he knew his presence was needed before me. © | stood an observed for quite a while. When one of the Marchers jumped into our squad car using the PA, and then began yelling BLM repeatedly, no calming of the crowd seemed to be happening at ground level view anyways. More organizers then came through the line of officers and went up top of our planter. There was a mention of wishing to remove them, but that person knew that wasn’t really an option. | agreed on both of those fronts. More of the crowd starting to go North and East around our bldg, | then decided it was time to engage those on our planter since the crowd would fully follow the lead they would take next. Walk away or encourage everyone to push past our line of very few officers and to get up close and personal to ‘our bldg, which is not desired obviously. The thousands compared to the few officers out there was not a good ratio to quell a crowd peacefully Conversations with these individuals were civil and genuine at the time. They asked why don’t we have more Black Officers, | said | would give them each an application and wish we did have Blacks and other races/gender to match our demographics of our community. They asked if we are trained and taught to kneel on the neck to constrain handcuffed individuals. | said no. ‘They asked me if | thought LE nationwide needed to improve on issues of equality and bias. | said yes. And | beli we can improve nationwide on these topics. They asked me | would chant BLM with them, | said how about “all lives matter” Race ~ Human Race. | said | will hold that sign as being “humar duty and off duty. ‘By now, you have seen the photos. | have no regrets holding that sign. If you are appalled and disgusted, and assuming along with many others in LE across the nation who have seen that photos. | can accept that. We are all different and | still respect differences, even yours and others. Fortunately the few individuals bent on doing bldg. destruction and the large group of participants left without attempting to destruct our bldg. | was grateful. | would protect our wonderful bldg. and not abandon it as they ended Up having to do in MPLS. | would help arrest anyone destroying our bldg. or injuring our officers. As the group left our location, they plan became to disrupt traffic flow by planning to kneel in major intersection’s while making their way to WE PO, | informed Jess who was in the TOC that | would go out and grab more photos so we could inform the public that this event has gone from "March” to a “Protest”. | changed into Civilian attire to be able capture photos without drawing attention. Being solo in uniform in unpredictable situations is not a good choice, hence why | changed. | am not the smartest cop, but even | knew this one. @ No real pic's as | got caught behind all the “traffic” stopped as well. No lights in my personal vehicle | bring to work every day. To shorten the story by hours, the Protest finally gets all the way to WF PD and walk back to downtown Fargo with lots of disruption’s along the way. fully hen | saw the sign that said, One is what defines us, not color and that | fully support on Now back to downtown where Protesters have blocked streets with vehicles and taking over downtown. When our officers were standing in line protecting the Alerus bank on Broadway for a very long time , | knew the high vulnerability they were in by standing there. Especially from individuals standing farther away if they desired to bring harm to officers. So since nobody seemed to care who | was while in civilian clothes, just another participant, | broke from normal officer safety protocol and continued to walk around with the group taking photos for those who may need to be ID’ later and primarily watching individuals for weapons. Those hours went by uneventful thankfully. | know a few officers knew | was done there taking pictures even though | was wearing sunglasses and surgical mask the whole time, | did take a few close up of the officers for historical purposes. But it was apparent as time waned on, that the March had turn to a Protest and the temperature was rising and new people were coming who did not March in the morning, Al the local media was in and among the crowd and the protestor where happy to be filmed. A really safe zone if you had a camera. Ihadone. © had informed the TOC/Jess around 6pm that | was hanging around a back group of “agitators” by Pounds who really were separate from the group. They sat back smoking week, drinking and playing “hate cop” music from their vehicles. With intel of weapons among the crowd, again, didn’t have to be very smart to know these individuals had the highest potential for destruction and harming our officers in a serious way. | gave a few updates on activities/movements/fights to Jess in the TOC as | knew the Drones where up and could zoom inifa situation | saw really needed it. ‘My #1 goal and fear was a weapon/automatic could be pulled from a vehicle, obviously obscured from those on the li due to the hundreds of Protestors always in their face. These “agitators” knew each other, they used guys on Cycles to scout locations of our officers and direct the vehicles in the group to safe locations once our skirmish line advanced. ‘These vehicles were logistic vehicles - they provide tunes ~ hate music for cops - weed ~ booze and backpacks filled with rocks, bats, sledgehammers, hockey sticks, leather gloves, etc. (Sticks and leather gloves so they could toss back gas canister at the cops) They kept the vehicles close to the crowd to keep protected from being picked off by LE if they left ‘After they took aggression to smashing our 3 squads, you knew this Protest now went to Riot mode. As their violence escalated through the night and darkness approach, | felt the firearm potential had just jumped up 10 fold. Bad guy thinking, no way would they know I did the shooting among the chaos and gas/smoke. \ did inform the TOC a few times during the crazy times of the evening that 200 bik to 600 bik was still undamaged. It was not drivable for our UC guys in cars throughout the night, so hence | felt a duty to keep track on those store fronts as the TOC did not have staffing nor the time or screens to monitor those cameras. They needed to be all eyes on the large crowd. | kept my focus on watching who I thought were the highest “agitators”. How did | select you ask? Hanging with a March/Protest/Riot group all day, you realize certain individuals never join the masses shouting the 10- 15 different Chants. It was Fuck the Police and Middle fingers, then more drinking and weed smoking, There were several times a few of these extreme agitators broke away when chaos was at it tops. | followed from a distance as other always followed the bad boys as well. One time | followed these guys to the 200 blk of Broadway during a gas deployment down the street at 1* ave/Broadway. They were trying to push down the fence to get to Block 9, fortunately | didn’t have to call it in. ‘The Good guys stopped them and they went back down Broadway to the gas, fight. | had observed many times “individuals true for a cause of change, not destruction” step in and stop these guys. That took balls | saw them push/shove and try to get some of these guys out of downtown, some left, just came back later or went ‘around the block, a few decide to fight and | saw my share of melees as well. Good guys eventually would outnumber the bad guy and they would leave, temporarily 'm thinking. Plus | saw 6-7 different white counter protestors throughout the night walk in and shout many bad things ~ primarily directed to Black individuals. The mob would start to approach and start chucking bottles at them. Again, a few “good guys" stepped in front, getting hit themselves by bottles and would always get the mob to stop and they would direct those redneck outs of the area. | felt another obligated now to observe these incidents and call into TOC if things would e ever get the level of Aggravated Assault. Again, so really big brave and dedicated to the cause of nonviolence to do that. Quite amazing during a full riot. Most of these came at darkness. Plus as the media ran this live, we had many good local college kids/HS kids/parents with kids who wanted to fully experience a protest/riot. Taking selfies and saying it was thelr first riot experience. They would be the first and fastest to run when the bangs would go off, but eventually once they knew it was firepower, they encourage each other to stay and “eat some smoke” to brag they have been gassed. So there were many good local kids down there wanting to experience something they have never seen or may ever again, | would have never comprehended that if | didn’t witness first hand. Once full blown destruction began, my goal was to hang and stay around the parked vehicles next/closest to the agitators, again, if along gun was coming out, it was coming from a vehicle. No slung weapons did | see by this time of the night, So | felt | would have time as drones up 300-400 feet at night would have difficulty locating. The crowd became much thinner and my ability to walk by close to their vehicles and casually look in, required extra UC efforts IMO. Yes, | used to work in Narcs and do UC buys, but that is another story. © So | grabbed an empty Coors Light can from the street since many were drinking by 10-11pm. | was trying to fit in. And yes, they would shout/scream “Fuck the Police” , so | would walk by them,, look in their vehicle and give a casual, low voice, yah, fuck those police. It must have worked because they never really gave this old guy a thought to being a ‘young strong fast COP. A perfect UC guy | guess. But | give credit to Don Haney, he was out there running around all of ‘them as well do narration for KFGO, | think they thought he was my brother, at least that would have been my story if challenged, and Don would have backed me, Plus | made sure | tried to stay close always to those “good guys” as well ‘So | could go on and on, but time to wrap this up and hopefully addresses my decisions this past wknd. Best | can offer and lesson your rage towards me. Obviously nobody wants a riot, nobody wants to go rescue a cop, | took actions that forever many within this department will call me stupid. That is probably just, | can’t argue that. But as they say, we should avoiding casting “stones” (or rocks/pavers/bottles/chairs) © until you walk in someone's shoes or hear the whole story in context before Judging. My intention was to voluntarily come in to see where I could help FS TOC, then to Protect this Bldg, then to document the March becoming a Protest, then to Protect each and every officer downtown who had to stand there fully exposed for hours upon hours and always having to be “reactive” instead of “proactive’.....which is the protocol for a riot based of our current societally norm, but damn dangerous. So to all by fellow brothers/sisters in Blue, | apologize for going off protocol and lack of information shared or pre-planning, even at my age, new to riots so Ijust, went with my 32 years of street knowledge and made safe and calculated decisions based on that. | was hoping to stay for a March and be drinking and cooking at our Cabin by 1pm. As Paul Harvey said, now you know the rest of the story. And being sleep deprived still today, maybe this email was a waste for many of you, but It may allow this old guy to sleep tonight with the dept. burden that Joe graciously shared with me this evening. | thank Joe for the courage to share and not the rumor mill go without every telling me. It was one of the most difficult things | will ever witness, People throwing rocks/chairs/pavers/bottles at you, and | could do not take them down immediately and arrest them! But our day will come to prosecute those who have it coming.
