Barangay: Its Nature and Roles
“The barangay is not only the basic unit of society but also the
one closest to the heart of the people. It is the bridge of the
national government to its people and is its partner for change
and development of society. It also serves as the primary
planner and implementer of policies, plans, programs and
projects and of similar activities with the sole intention of
providing welfare to the people. It is also the conciliator of the
various differences and conflicts among neighbors in the
barangay. Through the barangay, the people can freely express
their needs and woes that need to be addressed and resolved to
reach all duly elected leaders. In so doing, it is able to ensure
structure, order and peace in all communities throughout the

Political and Corporate Nature of LGUs (Sec. 15, RA 7160)

qEvery LGU is a body politic and a body corporate


endowed with powers to be exercised by it in
conformity with law.
§ As a political body it shall exercise inherent and
devolved powers as a territorial and political
subdivision of the National Government.
§ As a corporate body it represents the inhabitants
within its territory. and promotes their welfare.

THAT LGUS (incl. barangays) PREPARE A
DEVELOPMENT PLAN
§ Section 106, Local Government Code (LGC), mandates the LGU to
have a comprehensive multi-sectoral development plan
spearheaded by the LDC and approved by the Sanggunian.
§ Article 405(e) of the Implementing Rules and Regulations (IRR) of
the LGC requires that the budget of the LGU be utilized in the
implementation of the approved development plan.
§ Article 410 of the IRR of the LGC directs the LDC to submit a copy
of the approved development plan and annual investment
program to the local finance committee.
§ Section 16 of the LGC mandates LGUs to exercise all powers
necessary, appropriate or incidental for its efficient and effective
governance and for the promotion of the general welfare.
What is the Barangay Development Plan?
q An official document of the barangay that contains
programs, projects and activities intended to provide
solutions to issues and concerns facing the local
residents of the community.
q It also contains the processes which the barangay
government can harness to attain higher levels of
quality of life, prosperity and peace for their
constituents.

Who are supposed to prepare the BDP?
Ø The body principally responsible for preparing the BDP is
the Barangay Development Council which consists of:
- The Barangay Council
- Representatives of non-government sectors
- Representative of the Congressman
Ø Assistance to be provided by the office of the
City/Municipal Planning and Development Coordinator
Ø Expert advice to be provided by any official of the LGU or
of any national government agency as per Sec. 107 (d)
of the Local Government Code
Planning Functions of the BDC

1. Mobilize people’s participation in local


development efforts.
2. Prepare barangay development plans based
on local requirements.
3. Monitor and evaluate the implementation of
national and local programs and projects.
4. Perform such other functions as may be
provided by law or competent authority.
The DILG Planning Manual
To assist barangays in the preparation of their Barangay
Development Plans, the National Barangay Operations Office
(NBOO) of the DILG issued a Barangay Planning Manual.
The manual gives a detailed instructions on how to undertake the
different steps of the planning process as summarized in the flow
chart below (next slide).
Barangays however find the manual too long and complicated and
only a few, if any, are able to formulate their own BDP.
Actually the LGC has a simple requirement: The IRR says that for
the purpose of the BDP, a list of priority programs and projects
based on the needs of the barangay residents is sufficient. The
question is what is a simple way to identify the people’s needs and
priorities?

2. How to develop programs, projects and
activities from the General Welfare Goals
Step 1. Study the General Welfare Goals as found in
Sec. 16 of the Local Government Code.
Step 2. Generate success indicators for each goal by
asking the question: If this goal is already attained in my
barangay, what evidences can I cite?
Step 3. Taking one success indicator at a time, what do
you need to do to actually realize it?
Step 4. Describe the effect of the success indicator on
the welfare of the citizens of your barangay.

3. How to use the Problem-Solution Matrix
in doing in-depth analysis
Step 1. Make observations from the statistical data in the
Socio-economic or Ecological Profile, from map overlay
analysis, or from any other source.
Step 2. Dig deeper into the explanations or causes of the
observed condition by asking “Why?”.
Step 3. Project the possible implications of the observed
condition if it remains unresolved by asking “So what?”.
Step 4. Formulate policy options based on the answers
to the two questions.

Structuring Policy Options
Step 1. Sift all policy options formulated from the vision-reality
gap analysis, the problem-solution matrix, and other analytical
tools separating projects from non-projects and regulatory
measures.
Step 2. Classify projects by administrative ownership or
responsibility using Sec. 17 of the LGC as template. Farm out
projects to responsible jurisdictions and retain only what belongs
to the LGU concerned.
Step 3. Check out non-projects for possible upgrade into
projects.
