AN ADMINISTRATIVE ORDER PROVIDING GUIDELINES ON THE


IMPLEMENTATION OF THE ALTERNATIVE WORK SCHEME OF
THE CITY GOVERNMENT OF CALAPAN DUE TO THE
CORONAVIRUS DISEASE 2019

WHEREAS, President Rodrigo Roa Duterte declared the Philippines under a State of
Public Health Emergency under Presidential Proclamation No. 922,Series of 2020.

WHEREAS, Sec. 2 of Presidential Proclamation No. 922 enjoins Local Government


Units to render full assistance and cooperation and mobilize the necessary resources to
undertake critical, urgent and appropriate response and measures in a timely manner and curtail
and eliminate the Coronavirus Disease 2019 (COVID-19) threat;

WHEREAS, the Inter Agency Task Force on Emerging Infectious Disease Resolution
No. 30, Series of 2020 recommended the resumption of work in government offices in areas
under the General Community Quarantine to provide its constituents vital services provided
guidelines on the “new normal” set to provide an alternative work scheme in view of the
continuing threats of COVID-19;

WHEREAS, the City Government of Calapan deems it necessary to set guidelines on


the operation of the City Government of Calapan under an alternative work scheme due to the
threats of COVID-19.

NOW, THEREFORE, I, ARNAN C. PANALIGAN, by virtue of the powers vested in


me as CITY MAYOR under Article III, Section 8 (b) (3) of Republic Act 8475, the Charter of the
City of Calapan and Section 455 (b)(2)(iii), Article One, Chapter 3, Title Two, Book III of
Republic Act 7160, the Local Government Code of 1991, do hereby promulgate this
Administrative Order as follows:

Section 1. GENERAL GUIDELINES. All departments and offices of the City


Government of Calapan shall adhere to the following general operating guidelines as the “New
Normal” in view of the threats of COVID-19:

I. Physical Arrangements

1. One entry and exit point in each building shall be established.


2. Footbaths at the entrance area of each building shall be set up.
3. Hand washing facilities with soap dispensers at strategic locations shall be installed.
Supply of liquid soap and water shall always be available.
4. Alcohol dispensers in every office and in strategic locations at corridors shall be
installed. Supply of alcohol shall always be available.
5. Physical set up in the offices shall be rearranged to prevent/minimize contact and
maintain social distancing.
6. All doorknobs, faucet handles, and cabinet handles should be replaced or modified
so that these can be opened/closed using elbows.

7. Plastic, acrylic or glass barriers should be installed in frontline counters used in
transacting with clients to protect both employees and clients.
8. Social distancing must be observed. Social distancing signages and floor markers
shall be provided along corridors and in waiting areas of customers in every office.
9. Exhaust fans or other similar equipment shall be installed in every office to ensure
adequate air circulation and that airflow in the office and waiting area moves away
from the employees and clients.
10. A One-Stop Shop for the different needs of barangays, indigents, children, youth,
women, senior citizens, persons with disability, and individuals in crisis situation,
and others, shall be established at the ground floor of the City Hall. The City Human
Resource Management and Development Department shall lead in the
operationalization of this endeavor.
11. For departments that are usually visited by large groups of people and clients such
as City Treasury Department, City Assessor Department, Business Permit and
Licensing Office, City Civil Registry Department and City Social Welfare and
Development Department, among others, tables and chairs must be placed at the
corridors and outside the main office to maintain proper distancing. Some
employees may be assigned do the work at the corridors.

II. Health and Safety Measures

1. Social distancing shall be observed in all city government buildings and facilities
at all times.
2. All employees and clients are mandated to wear face masks while they are at the
premises of any city government building or facility.
3. "No schedule, No entry policy" shall be implemented in all city government
buildings. This will include employees who are not assigned to work. The
departments and offices shall adopt a system to implement this without
unnecessarily causing undue damage or disservice to the public.
4. If the client needs to be accompanied or assisted, only one companion shall be
allowed.
5. The temperature of all employees or customers who will enter any city government
building shall be taken. An individual who will register a temperature of above 37.5
degrees centigrade shall be denied entry and referred to the nearest health clinic.
6. Everyone must step on the foot bath before entering any city government building.
7. Every employee must wash his/her hands every two (2) hours.
8. Regular disinfection of common areas shall be done every two (2) hours by the
General Services Department.
9. The plastic, acrylic or glass barriers shall be disinfected every two (2) hours by the
concerned department or office.
10. Wearing of jewelry should be avoided.
11. Mobile phones must be placed in a zip lock bag or any clean plastic pouch to
facilitate disinfection before going home. Mobile phones must not be used during
office hours, unless necessary or in an emergency.
12. Disinfect the office telephone after every use.
13. Personal hygiene and office cleanliness must be observed at all times.
14. The practice of air exchanges per hour shall be observed, i.e.:

15. A Psycho-Social-Emotional and practical assistance/service shall be provided for


employees.

III. Work Operations

1. The number of staff who will report for work daily must be reduced by at least
50% through rotation schemes. A Four or Five- day work scheme with skeletal
work force may be considered. Department/Office Heads shall discuss the work
schedule with their personnel.
2. Work from home and on call basis activities shall be assigned to high risk
employees, i.e. with medical condition, senior citizens, and employees who reside
with person/s with co-morbidities or other health risks.
3. Each department/office shall prepare work schedule identifying shifting
mechanism every two (2) weeks. It shall be submitted to CHRMDD for attendance
monitoring.
4. Department/Office Heads shall review their respective Office Performance
Commitment and Review (OPCR) for possible adjustment. This will ensure that
key tasks to be accomplished and accomplishments of staff are clearly agreed and
reflected in writing given the current situation. The template, which shall be
prepared by OPCR Performance Management Team (PMT), shall be
accomplished and submitted by the Department/Office Heads to the CHRMDD
every month as basis of the evaluation of their respective OPCR.
5. A more simplified office and regulatory procedures to facilitate/expedite
transactions and eliminate the need to go to the office on the part of the clients
must be adopted. The approval processes, decision-making authority, verification
systems, staffing availability, and incentive structures shall be reassessed and
modified to facilitate remote citizen access to services. This will avoid direct
human interaction and reduce paper documentation to fulfill service delivery.
6. An appointment system with customers shall be implemented by the
department/office to minimize queuing.
7. Job Order employees, if renewed, shall be aid only for the days that they will report
for work. Reducing the number of JOs shall be considered since priority programs,
projects and activities will have to be drastically scaled down or even cancelled.
8. Trainings, travels and other similar activities shall be postponed or cancelled.
Team building activities are prohibited.
9. Bringing of children to the office is no longer allowed.

IV. ICT Interventions

1. All Departments/Offices shall create their official social media page or account
with a designated administrator. This way, queries may be posted directly and may
be attended to without any physical meeting.
2. All Departments/Offices shall create their own social media group to facilitate
connection and collaboration among their personnel. This will integrate high task

interdependence among teams and can enhance trust, forge a sense of unity, and
encourage knowledge sharing.
3. The Management Information System (MIS) Office shall establish a strong, safe
and secure IT infrastructure for the city government to facilitate work at home
activities and virtual meetings.
4. Regular virtual meetings of Department/Office Heads and Program Managers
shall be conducted.
5. The City Government, through the MIS Office, shall strengthen the existing digital
infrastructure for remote service delivery. This will facilitate citizen access to
services through online options. It will also allow public officials to use video
conferencing to collaborate and interact with citizens.
6. IT resources and literacy for all public officers shall be ensured. All city
government officials and employees shall have access to and adequate knowledge
of internet connection and IT equipment, including laptops and other devices.
Establishing and strengthening virtual connectedness is now more important than
ever for team morale and public sector productivity.

V. IEC Measures

1. A Central Media Bureau with an official spokesperson to give regular and official
updates regarding city government initiatives, plans, program, etc. to avoid the
"infodemic" or fake news shall be established by the Mayor's Office. The
spokesperson should have the voice, look, integrity, credibility and the wisdom to
speak for the city government.
2. The CGC HELPLINE shall be established. The contact numbers shall be posted
in every barangay and in the official social media page of every department/office.

Section 2. All departments/offices shall submit their respective Supplemental Work


Operations Plan providing specific guidelines that are not yet mentioned in this order and an
Alternative Work Scheme to reinforce and localize the rules in their respective work settings. It
shall be submitted to the Office of the City Mayor and CHRMDD on or before 15 May 2020.

Work in the City Government of Calapan shall remain at its present status until May 15,
2020 wherein only frontline and necessary offices are open. The period from May 4, 2020 until
May 15, 2020 shall be utilized by all departments for the physical re-arrangement or preparation
of the offices to ensure compliance with precautionary health and safety measures to mitigate,
control and/or eliminate the threats of COVID-19. All offices are expected to be totally prepared
for the re-opening of all city government buildings and facilities by May 17, 2020.

All Department Heads, Heads of Offices, and Program Managers shall inform all their
subordinates of the provisions of this Administrative Order and the respective work schedule to be
submitted to the CHRMDD.

The City Government of Calapan shall implement the Alternative Work Scheme starting
May 18, 2020.

Section 3. Manpower requirement at the City Health and Sanitation Department, City
Public Safety Department, City Disaster Risk Reduction and Management Office, City Social
Welfare and Development Department shall remain in full force at all times under the General
Community Quarantine.

Section 4. All departments/offices shall document their implemented Best Practices like
Mobile Palengke, Mobile Botika, Relief Operations, Price Monitoring, misting facilities, contact

tracing, disinfection of public spaces, etc. This will be used in analyzing the impact of COVID-19
and in assessing the response of the city government. It shall be submitted to the Office of the City
Mayor and Urban Planning and Development Department on or before June 15, 2020.

Section 5. This Order shall take effect upon its approval.

DONE IN THE CITY OF CALAPAN THIS 30th DAY OF APRIL IN THE YEAR OF OUR
