1.0 INTRODUCTION
PEGS (PTTEP Engineering General Specification) is the PTT Exploration and Production PCL
internal publishes standard. The objective of PEGS is to promote the best practices collecting
from all PTTEP execution projects and to standardize those best practice to the future projects.
Every 5 years or upon request by the internal user, PEGS will be reviewed by related subject
experts to reach decisions/agreements, then the document will be updated and publish to
PTTEP intranet website. This is to ensure that all lesson learns from users can be applied to
the future projects as the benefit to PTTEP.
2.0 PURPOSE
This PEGS document specifies the minimum requirements for Specification, Manufacturing,
Testing, Inspection and Acceptance of Thermal Insulation Material use for hot service of
equipment and piping for onshore and offshore installations.
Unless otherwise authorized by PTTEP, this PEGS is intended for use by PTTEP users and
involved contractors.
3.0 SCOPE
This general specification defines the technical requirements of thermal insulation materials for
equipment and piping on offshore and onshore installations.

5.0 DEFINITIONS
A number of different terms are commonly used to describe the work stages, processes, and
approvals which take place during the early stages of a development. This can often be a
source of confusion so the following section is intended to show the PTTEP preferred
terminology as used in this document.
5.1 LANGUAGE
In this document, the words should and shall have the following meanings:
Shall Indicates a course of action with a mandatory status. The term “shall” shall be used
if a requirement is considered to be necessary to claim compliance with a PEGS
document.
Should Indicates a preferred course of action. Should is a non-mandatory word and is not
forbidden, but use in the body of the text should be the exception. Where none
mandatory terms are used, each paragraph within these clauses shall also have an
associated commentary paragraph that provides the rationale for why the stated
choices and modifications are appropriate and circumstance under which the stated
choices and modifications might be different.
5.2 TERMINOLOGY
Terminology Description
Approval The authorization in writing given by the COMPANY to the Contractor to proceed
the work without releasing in any way the Contractor from any of his obligations
to conform with the technical specifications, requisitions, etc. The words
“Approve”, “Approved” and “Approval” shall be construed accordingly
Certifying The independent body (approved by COMPANY) under direct contract with either
Authority (CA) COMPANY or Contractor to carry out certification tasks as required by the
contract.
Company PTT Exploration and Production Public Company Limited and affiliates.
Contractor Per contract: Contractor – ‘The contractor who is a PARTY to this CONTRACT
and where the context so requires including, SUBCONTRACTORS utilized by
CONTRACTOR for the performance of the WORK’
Manufacturer The company or its sub-contractors selected by the COMPANY or the Contractor
or the Supplier (as applicable) as the Manufacturer of the said material.
PPS Designates Project Particular Specification detailing the additional tests and
requirements or the possible modifications to the present specification, based on
the particular design conditions or the local legislation of the project.
Purchaser The COMPANY or the Contractor or the Supplier (as applicable) which have
placed
the Purchase Order to the Supplier/Vendor/Manufacturer.
Supplier/Vendor The company designed on the Purchase Order form or Contract as being the
selected supplier of the said materials.

6.0 REFERENCES
The reference documents listed below, including Industry Codes and Standards and COMPANY
specifications, form an integral part of this Engineering General Specification. Unless otherwise
stipulated, the applicable version of these documents, including relevant appendices and
supplements, is the latest revision published on the effective date of a contract.
2. Purchase Order/ Service Order/ Contract Documents (Only applicable for direct
purchase by COMPANY);
Any conflict between any of the Contract Documents, or between this specification and any
other Contract Documents, shall be reported to COMPANY for decision. In such a case, and
unless otherwise agreed or decided by COMPANY, it is understood that the more stringent
requirement shall apply.
Exceptions to, or deviations from this specification are not permitted unless previously accepted
in writing by COMPANY. For this purpose, requests for substitutions or changes of any kind
shall be completed with all pertinent information required for COMPANY assessment.
COMPANY’s approval, nevertheless, will not, in any way, relieve the responsibility of the
Contractor to meet the requirements of the industry Codes and Standards referred to and
amended herein, in the event of conflict.

The temperature limitations for acceptable insulation materials shall be as per material
specifications in Appendix 2. However, Vendor’s available manufacturing range shall be
considered. Calculation methods for heat transfer shall be as per ISO 12241
For specific cases not covered by these standards, the Contractor shall submit any variant to
the COMPANY for approval before application.
Rural atmosphere: the atmosphere prevailing in rural areas and small towns, without significant
contamination by corrosive agents such as sulphur dioxide and/or chlorides.
Urban atmosphere: the contaminated atmosphere prevailing in densely populated areas without
significant industry. It has moderate concentrations of pollutants such as sulphur dioxide and/or
chlorides.
Industrial atmosphere: the atmosphere contaminated by corrosive pollutants from local and
regional industry (mainly sulphur dioxide)
Marine atmosphere: atmosphere which prevails at sea, along coastlines and immediately in
land, and characterised by the presence in the air of sea water spray, more or less saline mist
and by the absence of dust.

Temperature range:
SNNN/SNNN: two-part code comprising a sign (S) and three digits (NNN) indicating the
minimum and maximum operating temperatures.
Note:
The maximum operating temperature shall be used to select the thermal insulation system and
to determine the thermal insulation thickness.
This temperature will be that referenced in the line list associated with process design. For a
given unit, it may be necessary to define two or more thermal insulation systems.
Alternative protective jacketing may be used, depending on the area in which the equipment is
installed.
In the vicinity of stainless steel equipment, galvanised steel jacketing should not be used due to
the risk of liquid metal embrittlement of stainless steel equipment by molten zinc in the event of
fire.
For installations in which a significant Corrosion Under Insulation (CUI) threat is identified in a
temperature range ambient to +120°C, then closed cell insulation systems such as cellular glass
and Flexible Elastomeric foam (FEF) shall be specified, in conjunction with polymeric jacketing.
CUI monitoring methods can be achieved by installation of CUI probes at locations where water
accumulation is most likely to occur.
The specific insulation codes as provided below refer to Appendix 4 which is the controlling
document for specification of insulation codes.
Maximum unit heat loss according to values given in the job specification (W/m2 on equipment
and W/ml on piping).
Pprotection from condensation, freezing and ice formation within piping/vessels No disruption
of service when temperatures fall below 0°C.
Insulation with reheating (Electrical heat tracing, liquid tracing and Steam tracing)
Maximum unit heat loss according to values given in the job specification.
The temperature of equipment or piping protected by covers or screens shall not exceed the
critical temperature of the fluids contained (taking into account maximum local solar radiation).
The thermal efficiency and integrity of the thermal insulation shall be guaranteed for a minimum
of five years from the date of acceptance.
Other requirements for fire resistance performance in terms of heat generation, flame spread
and smoke development may apply depending on the facilities being assessed and local fire
regulations require to be specified e.g. BS 476 Part 6, 7 may be specified for Northern
Continental shelf or IMO Res. MSC61 (67) regulations for shipping or FPSO units.
All materials shall be supplied according to the material specifications in Appendix 2 with their
certificate of conformity.
Insulating Materials
The materials required for insulation shall be procured before commencement of
operations, and shall remain in the original packaging, indicating the composition, type,
density and thicknesses. They shall be stored sheltered from water and in accordance
with the instructions in the suppliers’ data sheets.
Protective Jacketing
Jacketing materials shall be procured in packaging, with the protection needed to
prevent any surface deterioration. Shop-prefabricated elements shall be carefully
identified and stored to prevent any distortion or corrosion.
Adhesives used for bonding insulation sections together or to adjacent metal surfaces shall be
selected and applied in strict accordance with insulation suppliers’ recommendations.
Joint sealants for metal cladding shall be based on cross-linked silicone mastics. Grades to be
selected in strict accordance with maximum operating temperature of the systems.
Joint sealant for elastomeric jacketing shall be specified with adhesion characteristics and which
are compatible with the jacketing material and as recommended by the supplier.
Polyester tapes and mastics for weather protection of foam glass insulation shall be as per
suppliers’ recommendations.
Webbing tapes used to prevent metal-to-metal contact shall be reinforced fibres treated with
waterproof sealants and as per suppliers’ recommendations.
The Contractor shall take a sample from each batch of materials used for conformance
checking.
The dimensions and the necessary quantities shall be determined according to the
requirements of the specifications pertaining to inspection of materials.
The thermal insulation supports and circular collars have been installed according to the
insulation fabrication design documentation as per 10008-STD-6-STA-001, PEGS-12059-PVS-
001.
All tracer fastenings have been suitably installed, and the systems have been tried out (or tested
in the case of electrical trace heating).
An Inspection and Test Plan for the execution of the work has been approved by COMPANY or
his representative.
7.3.4.1 GENERAL
The Contractor shall obtain technical assistance from the suppliers. The insulation shall be
placed on dry, clean and degreased surfaces.
Insulation shall only be fitted if the substrate temperature is at least 3°C above the dew point.
No work shall be carried out during period of rain or in a damp environment, except under shelter
and in a controlled atmosphere.
Insulation thicknesses: these shall comply with the information contained in the job
specification.
The materials shall be applied according to the erection principles (Appendix 3). Only sound
and dry materials shall be applied.
The minimum and maximum temperatures of the environment or the application surfaces shall
be limited according to the suppliers’ data sheets concerning the materials and products used.
Cuts in the insulation material shall be clean, and shall allow perfect juxtaposition of the items.
Insulation shall be mounted in zigzag fashion, and in the case of multi-layer insulation, the upper
layer joints shall be offset from those of the lower layers. Each layer of insulation shall be
secured independently.
The tension of the retaining straps shall be such that the insulation is not damaged.
Mechanical Protection
Before starting to fit the protective jacketing, the insulation and the insulation limits shall
be checked for compliance with the specifications (if applicable, proceed with partial
acceptance testing, see Section 7.5).
Protective jacketing shall be implemented and applied in accordance with the assembly
principles in Appendix 3.
For vertical joints, the direction of overlap shall take into account the prevailing wind
direction. Protective jacketing sheet shall slightly compress the underlying insulation.
At accessories such as supports, nozzles, inspection hatches and nameplates, the cut-
outs shall be made with precision and finishing collars shall be applied to make the cuts
rigid and minimise the ingress of water. Mastic sealant shall be used as appropriate.

Bolts used for securing jacketing sheets shall be compatible with the type of sheet.
The insulating materials shall be fitted in accordance with Sections 7.3, and in accordance with
Appendix 1 and information from the suppliers.
Insulation materials shall again be applied in accordance with Sections 7.3, and according to
Metallic cladding for elbows shall be created by the use of cut segments or stamped elbows.
On piping less than 2 in diameter, the elbows may be squared.
Elbows shall be designed and installed to provide protection against surface run-off water.
For reasons of leak detection and prevention of water ingress, flanges, valves and accessories
shall not normally be insulated. However, when specified for process reasons, insulation shall
be provided by removable boxes or flexible insulating blankets. They shall be designed to be
dismantled and reassembled easily without damage. The use of flexible blankets shall be
subject to the COMPANY's approval.
Insulation shall be installed in strict accordance with the suppliers’ instructions. Typical
assembly details for Elastomeric jacketed mineral wool and FEF are shown in Appendix 3.
However, this list is not exhaustive and insulation installation details for piping, pressure vessels
and tanks shall be developed in the insulation handbook between Contractor and supplier.
For systems operating between ambient and 120°C and when CUI is of principal concern,
closed cell FEF (or alternatively cellular glass) shall be used as this affords greater protection
against the threat of CUI compared with open cells systems.
For closed cell FEF, the design and installation shall take account of thermal expansion of the
insulation material with temperature. The jacketing material shall be capable of accommodating
the expansion without causing splitting of the outer membrane and/or insulation.
Mineral wool or FEF insulation shall be installed with seams or joints sealed with contact
adhesive. Seams shall be staggered when applying multiple layers of insulation.
The polymeric outer jacket shall be applied as per the suppliers’ instructions and all
circumferential and longitudinal joints shall have a minimum overlap of 50 mm. Overlaps shall
be designed to provide natural “water shedding”. All jacket sealants shall be constituted with
adhesive and joint sealant properties. Jacket sealant shall be applied with a minimum throat
thickness of 3 mm and with a minimum bead width of 10 mm.
For small bore pipe penetration, i.e. 2” NB and below, located upwards between 10 o’clock and
2 o’clock position and at any protrusion where a correct application of watertight sealant bead
at the termination is not practical or at COMPANY request, the jacketing termination shall be
constructed with a double sealing arrangement. Typical arrangement with “Chinese hat” is
shown on Appendix 3. Alternate arrangement with fully glued polymer double barrier may be
proposed, subject to review and approval by COMPANY before implementation.
Tenders shall include the following details for thermal insulation systems:
Methods and means used to install the insulation;
Data sheets for the proposed materials, and their sources;
Certificates issued by approved laboratories (concerning trials and tests relating to the
proposed materials);
Detailed length measurements for each item of equipment, and summary by type of
equipment and insulation classes;
A quality assurance plan (QAP), including Inspection and Test Plan ITP) and in
particular:
- A nominal functional organisation chart;
- The presence of a specialised inspector;
- The list of installation and inspection phases, and their associated procedures;
- List of installation and inspection equipment;
- Resources provided for protection against adverse climatic conditions.
7.5.1 TESTS
During the work, the Contractor shall check the following points, in accordance with the systems
selected. The results of these checks shall be recorded in the control sheets.
Conformity of thermal insulation supports;
Condition of surfaces to which the thermal insulation is applied;
Climatic conditions of application;
Surface temperatures;
Quality of materials (compliance with specifications);
Thickness and number of layers;
Quality of implementation;
Effectiveness of fixings and clamping elements;
Quality of prefabrication of sheet components;
Compression of sheets on equipment and piping;
Fixing of sheets to each other, and to insulation supports, overlaps;
Finishing;
Water tightness of insulation;
Quality and water tightness of the termination seals;
Quality and strength of removable boxes (assembly/dismantling);
Compliance with specifications;
Compliance with fire testing specifications for combustible materials.
7.5.2 INSPECTION
As part of the Quality Plan, an Inspection and Test Plan (ITP) including all points indicated in
Section 7.5.1 shall be prepared and submitted to COMPANY who shall indicate the insulation
operations to be reviewed or witnessed in the various phases of execution and inspection (see
Section 7.5) of the work.
7.5.3 ACCEPTANCE
During acceptance testing by Certifying Authority, a check shall be run to ensure that all the
inspections listed in Section 7.5.1 have been carried out and that the results are satisfactory.
Particularly emphasis shall be made with respect to inspection of jacket seals at penetrations
and terminations and insulation overlaps to ensure natural water shedding is achieved.
After start-up of the installation, the following checks shall be carried out:
Surface temperature;
Heat losses infra-red cameras or other appropriate means, according to the
requirements of the COMPANY (means, measurement locations, duration, number of
measurements, etc.).
The Contractor shall guarantee that the insulation has been executed in strict compliance with
this specification. Compliance shall be established through insulation thickness tables.
The technical documentation submitted by the Contractor on completion of the work shall
include:
Certificates of conformity of materials;
Certificates of manufacture of the thermal insulation materials;
Certificates connected with tests and inspections by approved laboratories;
Certificates of fire performance as required by this specification;
Detailed execution standards;
Miscellaneous inspection forms;
Reports of tests and checks on thermal efficiency and effectiveness;
Acceptance test report.

rubber in the case of factory-made equipment.
