The Flash Flood, March 30,2013... The Untold Saga
On Saturday 30th March 2013 between about 1250 hrs and 1450 hrs, i.e. within two hours, Metropolitan Division (South)
received 152.6 mm of rainfall, engendering a flash flood covering a large expanse of the city centre with 4-5 feet deep
water that came mostly rushing down in torrents from the Port Louis-Moka Mountain Range onto the city, motorway
and side-roads before it curiously dried up in an hour or so, after causing havoc to traffic, business, public routine and
other activities and taking 10 lives. Though the incident took place outside normal working hours and therefore, by
surprise, except for those engaged in essential station and other shift duties, some 285 other Police Officers of all
ranks played an active role to help the public, to look for the missing and establish normalcy especially traffic flow on
the motorway by about 2015 hrs on that day. Despite surprise and there was a race meeting, the Police Force reacted
to the incident very well indeed. In fact, the early warning came from the Traffic Police, Divisional patrol teams and
ERS out on the ground through the Divisional Operations Room, Traffic Branch Operations Room and Police Information
and Operations Room. Consequently, at about 1330 hrs, Road Safety Unit and the Police Press office through the
private radios and MBC warned members of the public to avoid using the motorway in Port Louis on the North-South
axis and instead, to use alternative routes and to transit by Moka and Nouvelle Découverte route. Initially, Traffic
Riders, ERS and Divisional Police immediately grappled with the problem before they were reinforced by the SSU,
Vehicle Recovery Teams, SMF, SMF GIPM, NCG, NCG Commandos, Police helicopters and others.
The pictures below bear testimony to the courage, determination and commitment demonstrated by our men and
women in the face of a sudden and a new challenge that the flash flood posed.

SMF& SSU

The photographs below give proof of the Herculean tasks carried out by the SSU and in particular, the SMF. In fact, they
carried out major operations at the following places:
(a) Some 36-hour Search and Rescue in the Southern (and Northern) Underpass and Underground Parking, Harbour View
building; (SMF GIPM and NCG Divers);
(b) Evacuation, relief and cleaning operations and security at Canal Dayot. They also assisted in rescue mission;
(c) Assistance and road clearance on the motorway in front of Hindu House/Royal College. On the same day, that is 30 th
March 2013 until early morning of 31st March 2013, the SMF removed some 25 tons of rubbish/debris from the same

(d) SMF GIPM on the other hand, helped in the evacuation of 116 elderly persons from James Burty David Senior Citizens

Bidding farewell to Mrs Lam.


A bit hesitant, moved with emotions but always with a smile, Mrs Lam joined us to say goodbye. The Commissioner of Police and
some PHQ Staff gathered to bid farewell to Mrs Lam Hang at PHQ on 05.04.2013. She served
the Police Department from July 2000 to Sept 2007 as Assistant Manager. She took post anew
in the Police as Human Resource Manager in March 2010. She has been instrumental in the
reorganisation of the HR Division and contributed to HRM Capability pillar of NPSF. During her
conversation with CP and PHQ staff, she said:“My tenure has been a thrilling adventure. ...
By always having a positive attitude and constantly striving to give the best efforts, I
gained in strength and confidence to meet unforeseen challenges and move ahead for the
benefit of the HR Division. I am appreciative that CP was always available to discuss HR
matters and to give his advice on critical issues. My thanks also go to PHQ and HR staff who bore with me and supported me
during this unforgettable journey”. Her stay in the Police Department will be engraved in her memory.

Caught On Fire
Not Much Difference Between Them
A lady was filling her tank at a
gas station, smoking a

that came out of the gas tank
ignited, severely burning her
hands.
But it also lit up her arm, too!

ground to put it out, she
panicked. She took off running
down the street.
A Police Officer who was at the intersection where it
happened, tried to stop her to put out the fire, but she
just kept running and screaming. All the officer could
think of doing was to shoot her. This took everyone by
surprise. The officer ran over to her and put the fire out,
