Learning Goals: To introduce the participants with lane discipline, speed limits on different
roads, advantages of observing speed limits, dangers of over speeding and rash driving and to
introduce parking rules to the participants.
Training Objectives: At the end of this class, the participants will be able to correctly describe
about the following :

1. Observing lane discipline.


2. Observing speed limits.
3. Advantages of reducing speed limits.
4. Effects of over speeding.
5. Effects of wrong parking and dangerous driving.

Road Discipline (an introduction)
Whereas it is important for traffic police to be fair in dealing with the
commuters, it must be borne in mind that adherence and respect for road
rules is very important for not only the protection of vulnerable road users Brain Storming
but also for the efficient management of traffic on road. Questions:
Facts show that the majority of traffic accidents are caused as a result of
indiscipline and disregard for road regulations.
It is common knowledge that many motorists are in the habit of lane
violation, over speeding, dangerous driving, wrong parking and only 10 Min
observe road rules when they sight traffic police officers.
So as a NH & MP patrolling officers we need skills about the following
to ensure Road Discipline on Highways and Motorways.
 Proper understanding of the rules and regulations of Highways and
Motorways.
 High level of vigilance during patrolling.
 Expertise to operate speed measuring equipments.
 Strict and indiscriminate enforcement of law on roads.
LANE DISCIPLINE AND ITS IMPORTANCE
Observance of lane discipline is key to ensure safety on roads, so it is
imperative for us to exhibit it first in our conduct on roads and then should
make sure that others show it also in the following manner:
1. If there is a need to change lane, firstly mirrors should be used to
make sure that no other driver or rider will have to swerve or slow
down.
2. The commuters should be instructed to change lane only when it is
necessary with not doing it more than one lane at a time.
3. As at some junctions, lanes may go in different directions, so by
following the signs they should get into the correct lane in good
time.
4. In a traffic hold-up, the commuters should be educated not to 'jump
the queue' by cutting into another lane or by overtaking the vehicles

5. Where a single carriageway has three lanes and the road marking do
not give priority to traffic in either direction, middle lane should be 10 Min
used only for overtaking or turning right, remembering the fact that
the right to use the middle lane than a driver coming from the
opposite direction. They are not allowed to use the right-hand lane.
6. Where a single carriageway has four or more lanes, they should not
use the lanes on the right-hand side of the road unless signs and
markings indicate them to do so.
7. On a two-lane dual carriageway, they should use the right-hand lane
only for overtaking or turning right.
8. On a three-lane dual carriageway, stay in the left-hand lane. If there
are slower vehicles than their in that lane, they should use the middle
lane to overtake them but return to the left-hand lane when it is clear.
The right-hand lane is for overtaking (or turning right) ; if they use it
for overtaking, they should move back into the middle lane and then
into the left-hand lane as soon as it is safe to do so.
9. In one-way streets, they must choose the correct lane for their exit as
soon as they can. No sudden lane changing is allowed. Unless road signs
or markings indicate otherwise, choosing the left-hand lane when going
to the left, the right-hand lane when going to the right and the most
appropriate lane when going straight ahead while remembering that
traffic could be passing on both sides.
Speed Limits on different roads
We need to ensure that the commuters comply with the maximum speed
limits or any special speed limit fixed for their vehicle and that they drive
slowly in residential areas. In some roads there are features such as road
humps and narrowing intended to slow them down. They must remember by
heart the maximum speed limits as provided in law for various roads and
should never exceed the posted speed limit. Where speed limit is not
specified they must not exceed the limit mentioned in figure given below. Brain storming

Advantages of reducing Speed Limits on Motorways


We need to impress upon the commuters the advantages of reducing
speed limits on highways and motorways. This is a fact that lower
speed limits on motorways are generally associated with road safety.
But several European countries are now debating whether they also 10 Min
benefit the environment and, if so, how much. There is no simple way
of measuring the environment benefits of lower speed limits but several
factors clearly play a key role. The theory is very simple.

The commuters should be clearly instructed that driving under the
influence of drinking or drugs and dangerous driving is strictly
prohibited. And they are also not allowed to involve in race competition

Instructions Related to Vehicle Lights and Horn


The motorists should also be sensitized about the following:
 All lights of the vehicles should be in working condition.
 Head light must be on half an hour after the sunset. Brain Storming

 When their vehicle is moving, they are allowed to use horn only if
they need to warn other road users.

Prohibition of Wrong Parking of Vehicles
The motorists must clearly be instructed that wherever possible, pull
off the road on to an area provided for parking. If they have to stop on the
road, they should stop as close as they can to the side. They need to leave
plenty of room when parking next to or behind a vehicle displaying a
disabled person's badge. Before they or their passengers open a door, they
should make sure it will not hit anyone passing on the road or pavement or
force them to swerve; watching out particularly for pedestrians, cyclists
and motorcyclists. It is safer for them and their passengers (especially
children) to get out on the side next to the kerb. They must switch off the
engine and headlights. Before leaving the vehicle and ensure that the
handbrake is on firmly. They always should lock their vehicle.

 A Clearway
 A road marked with double white lines even if one of the
lines is broken, except to pick up or set down passengers;
 A bus or cycle lane.
