grabbed ` weapon in an attempt to stop him from assaulting anyone. pushed through these people, ripped his weapon free, and ran
up to a "Proud Boys" member who was facing away from him. then swung his wooden club with both hands and hit the victim in the back
of the head. The male victim did not see coming and was struck with such violence that when he was hit by in the back of the
head he folded up and fell limply to the ground. then turned and ran directly away from the male he struck and back towards the Festival
Site.

The strike by was done with such force that I heard the sound of it striking the victim`s skull despite the loud fights and protests occurring
around us. I then followed movements as he ran into the site, relaying everything via radio to responding officers. took off his
tank top, but continued carrying his weapon into the Festival Site where responding officers were eventually able to apprehend him based on my
directions.

ARREST:

MEDICAL TREATMENT:

It should be noted that as took off his shirt and ran into the Festival Site after assaulting people I could see blood dripping down his
forehead from a cut somewhere on his head. This injury was present well before officers contacted and he was arrested. Please see
supplemental reports for information regarding medical treatment given to .

EVIDENCE:

The wooden object used by was collected on scene as evidence. I then packaged the weapon and stored it in locker 014.

VIDEO FOOTAGE:

Video footage of the assaults was not captured on police video, however video of carrying and swinging the wooden club was captured by
WWMT News and posted on their live feed of the protests. This video was saved and downloaded by KDPS Analysts.

SUMMARY:
On 8/15/2020 KDPS was monitoring protests near Arcadia Creek Festival Site. I was assigned to assist with crowd management. CRT officers
advised they had seen a male (later identified as ) commit a felonious assault. I later arrested and turned him over to PSO
Coy. I later collected the weapon (a wooden shovel handle with pointed end) used in the assault. It was photographed and destroyed.

INFORMATION:
KDPS was monitoring protests near Arcadia Creek Festival Site. I heard CRT officers advise over the radio they had identified a male (later
identified as ) who had committed a felonious assault. They advised other officers to take him into custody.

ARREST:
I, along with other KDPS officers, made contact with after he crossed the pedestrian bridge at the south end of the park. appeared
to be bleeding from a wound to his head. He was taken into custody without incident. He was handcuffed behind his back, the cuffs were checked
for tension, and double-locked. I then handed over to PSO Coy for transport.

WEAPON / EVIDENCE:
I later took custody of the weapon used in the assault from Assistant Chief VanderWiere. The weapon appeared to be a wooden shovel
handle or similar object. It had a point at one end where it had been broken or sharpened. There was also nylon cord wrapped around it that was
fashioned into a makeshift wrist strap. I took photographs of the weapon in the report room at KDPS HQ and it was collected by Inv. Day.

INFORMATION:

I was in an un-marked vehicle monitoring KDPS`s response to the Arcadia Creek Festival Site which was to be the location of the Proud Boys
demonstration as well as the counter-protest organized by Pastor Dannison`s group. While observing from a distance, a fight broke out between
the two groups. During this time, our overwatch individuals led by Sgt. Wonders, called out a suspect description of a black male carrying a
woorden stick of some sort that had just hit an individual. The suspect was described as a black male, no shirt and jeans with dreads in his hair.
Overwatch also advised he was walking south and crossing the bridge towards Water St.

ACTION TAKEN:

I was on Water Street directly in front of the bridge in question and ovbserved the suspect carrying the weapon (long stick) in his right hand. I
exited my unmarked vehicle and approached on foot. I gave several loud commands for the suspect to drop the stick. My hand was on my service
weapon and prepared to pull it out if my orders were not followed, however the suspect dropped the stick on the bridge just as he exited and
continued to walk towards me. Once off the bridge and after he dropped the stick, I told him to stop. It was at this time several member of KDPS
arrived on scene and took the suspect into custody.

EVIDENCE:

I secured the stick which i estimated to be a handle from a power rake or some other sort of tool that had broken off. The remnents of the stick
was still 4 feet long and intact. The stick, if used as a bat and swung at someone could inflict serious bodily injury if not life-threatening injury if
used as a weapon. I secured the weapon in my car until to was turned over to PSO Hillenbrang at KDPS headquarters.

I had no further role in this investigation.

INFORMATION:
On August 15, 2020, I acted as a covert surveillance unit monitoring the "Proud Boys" protest and "counter-protesters" within the City of
Kalamazoo at Arcadia Festival Site.

SCENE/OBSERVATIONS:
Myself and Inv. Day were in plain clothes surveillance and positioned in a covert location monitoring the activity of both parties present for the
protests. Please see Inv. Day`s report for additional overview. I observed the counter-protesters" who had been present in the park for a couple
hours, block the west entrance of the Park and began chanting something along the lines of No Proud Boys, No KKK, while banging on drums and
yelling orders over a microphone. During that time, assisting units advised that 200 "Proud Boy" members were marching east bound on Water St
toward the Arcadia Festival Site.

I responded to this location and observed the "Proud Boy" group approach the west side of the park on Water St and continue marching in the
middle of the street toward N Edwards. I observed the "counter-protesters" basically run to encounter the "Proud Boys" near an "orange slice"
statue and start antagonizing the "Proud Boys" by yelling profanities, clapping their hands together, lunging toward them, and producing weapons
such as sticks, bats, and what appeared to be pop cans The "counter-protesters continued this as they followed the "Proud Boys" from the
sidewalk on the north side of Water St (south side of the park). The "Proud Boys" yelled profanities back at the "Counter-protesters" and stayed in
the middle of the street.

An older black male, wearing a white tank top and blue jeans left the sidewalk where the "counter-protesters" were and started obstructing the
movements of the "Proud Boys", yelling at them and putting his hands up in the air. The male was pushed out of the way by a "Proud Boy"
member back toward the sidewalk. Several more "counter-protesters" started to interject themselves in the "Proud Boys" who continued to march
however caused several fights to break out. It was at this time, I advised perimeter units to move in. The fight grew to 30-40 people actively
fighting.

I observed one black male, wearing a black shirt and red shoes, break a metal street sign from the north side of Water St and began jabbing it
toward "Proud Boy" members. I also observed a group of "Proud Boys" and "counter-protesters", 7-10 people, engaged in a fist fight to where one
male appeared to be knocked unconscious which required medical attention in the middle of the street. I also observed a black male with dreads
hair style and no shirt, holding a wooden stick, later identified as , run into the crowd of people and struck an unknown male
while he was lying on the ground. During this time, I observed a unknown "Proud Boy" member deploy what appeared to be pepper spray toward
the "counter-protesters" and once dispursed, continued walking toward Edwards St.

As both crowds continued to move toward Edwards, the "Proud Boys" started walking south on Edwards with the "Counter-protesters" following
them. Both groups stopped just south of Water St and started yelling at eachother again. An unknown small group of "counter-protesters" entered
the middle of the "Proud Boys" crowd and started throwing punches which caused another larger fight to ensue involving multiple people from
both sides. I observed the same black male carrying the "no parking" steet sign, start to swing the metal sign toward a "Proud Boy" member
causing them to grab a hold of the sign and fight over the sign. Several additional people joined in and struggle for control of the sign. During

this time, more pepper spray was deployed by a "Proud Boys" member(s).

My observations were called out over radio and relayed to command and other units.

The "Proud Boys" continued south on Edwards toward Michigan and out of view. The "counter protesters" responded back to Arcadia Park.
