NARRATIVE

SUMMARY:

On 8-15-20 I was assigned as a squad leader for a crowd management team (Sqaud 2) during this incident. Team members were wearing a KDPS
uniform and also a full padded suit and helmet for protection that stated POLICE on the front and back. The team I was assigned to consisted of
myself as a squad leader, #2 Sgt Cake as an assistant squad leader, #3 PSO Rieser, #4 PSO Jones who was equipped with gas and devised to
deploy gas at an extended range, #5 PSO A. Marshall #6 PSO Hutson and #7 PSO Deming. The team was not activated until command advised
that people were actively fighting in the downtown area near Arcadia Park. We responded and deployed at the west entrance to the park. During
this incident I deployed approx a 1 second burst of pepperspray to protect officers making an arrest. I also made 1 arrest for impeding traffic after
verbal warnings were given to the crowd. was arrested for impeding traffic after he refused verbal commands from
officers and refused to clear the area after repeated PA announcements were made. was lodged at KCSD.

OFFICER ACTIONS:

Upon arrival to Arcadia Park CMT officers were utilized to form a line and push through the park to clear the park of protestors. Prior to CMT
officers responding to the park PA announcements were made requesting the occupants of the park to vacate. CMT officers utilized a line
formation to move protestors from inside the park. After CMT officers cleared the park we moved to Church and Water St at the request of
command to assist with a crowd while officers made an arrest. CMT officers again formed a line to move protestors back. A fully marked police
car was driven behind CMT officers providing PA announcements for the protestors to exit the street and clear the area as they were impeding
traffic. Many protestors obeyed the commands to exit the street and began to move south on Church St to Michigan Ave.

I encountered one male subject later identified as that refused to obey the PA announcements and was standing
in the middle of Chruch St refusing to move and was yelling at officers. I was able to grab by his upper arm and pull him back behind the
police line. Other officers assisted with placing handcuffs on him and PSO Ponitz took custody of him. See his report for further.

After clearing Chruch St CMT Officers formed a police line and walked behind the protestors down E. Michigan. Upon reaching Rose and E.
Michigan I observed officers attempt to make an arrest and the suspect resist and take off running after attempting to punch another officer. The
subject was taken into custody by other officers and the crowd began running toward the arresting officers. Fearing that the crowd was running
back to assault arresting officers I deployed approx 1 second burst of my pepperspray to keep the crowd back. This appeared to work and allowed
other officers to assist and make a police line. CMT officers continued following the protestors east on E. Michigan to Edwards St and back to
Arcadia Park were the protestors dispersed after repeated PA announcements from police.

ARREST:

was arrested for impeding traffic and was lodged at KCSD. See PSO Ponitz report for further.
