NARRATIVE

SUMMARY:
On 08/15/2020 at approximately 14:12 hrs near Water St/Church St, I assisted the Crowd Management Team during a protest/rally in the the City
of Kalamazoo. This later turned in to a riot. After numerous announcements were given, refused to disperse and leave the area.
was placed under arrest for impeding traffic and rioting. He was transported by Deputy Justin Barts from Kalamazoo County to KCSD
without further incident.

OFFICERS ACTIONS:
I observed the Crowd Management Team speaking to and telling him to leave the area where numeorus people had gathered and were
causing issues with the safety of citizens. The Crowd Management Team was all clearly identified as police in full CMT police gear and labeled
"POLICE." was yelling back at officers and refusing to comply. While this was occuring, annoucements were being made via PA from a
marked black and white KDPS cruiser that the crowd`s actions were unlawful and that they were ordered to disperse. I assisted the Crowd
Management Team with placing under arrest after he refused to disperse and leave the area, disobeying the multiple lawful orders.
I placed my KDPS issued handcuffs onto and checked them for tightness. Prior to him being transported he was placed in zip tie handcuffs
that were also checked for safety and tightness.

ARREST:

being placed in a Kalamazoo County Transport Unit, was searched by KCSD deputies.

INFORMATION
I am a Sergeant employed by the Kalamazoo Department of Public Safety and am assigned to the Operations Division. I am also a member of the
KDPS Crowd Management Team (CMT).

During this deployment, I wore a full Class B KDPS police uniform, supplemented with protective gear. My protective gear included chest, arm
and leg components designed to protect from impacts as a result of direct battery or projectiles. The chest protector I wore bore nine-inch wide,
three-inch tall reflective "POLICE" name plates clearly displayed. I also wore a helmet with a face shield and a full-face mask with a filter for
environments where OC or CS chemical agents were being used. I carried a MK-9 OC projector and straight baton.

ASSIGNMENT:
I was assigned as the assistant team leader of Squad 2.

CMT DEPLOYMENT:
I was part of the CMT deployment beginning at 145 E Water St, Arcadia Festival Site. CMT was focused on keeping an opposing crowd seperate
from one another to insure that no person(s) go injured. We were deployed because of officer witnessed assaults against oposing group members.
This caused KDPS command to initiate a police zone duet to violations of city ordinances observed and for the safety of all persons.

After one of the groups retreated from the Festival Site, it was announced over police radio that the group was leaving from the Radisson parking
ramp. This ramp exits onto N Church St just south of Water St. CMT was depoyed to that exit due to reports that the opposing group was
blocking the exits, damaging vehicles and creating confrontations with vehicles as they left.

ARRIVAL:
As soon as CMT officers arrived to the intersection of Water / Church I observed a crowd of about 30 doing what was reported above at the exit.
Portage Police Officers moved in to make an arrest (for an unknown reason) near the exit and CMT officers protected those officers making the
arrest. While there I reminded people to leave the area and dispurse. One male in particular, , was standing in the exit route of the
vehicles holding a sign.

ACTION:
I politely asked if he would move along. He questioned why and I told him that the police zone has been set in place for the safety of all.
refused to move. At this point the CMT commander began to push our line of officers south on Church St and I then told to move
along. Again, instead of complying, asked questions such as who establised the zone and why he wasn`t allowed to stand and protest
against them (the group exiting). As I began to get lost behind the line of CMT officers I gave one last command to leave the area
refused to move as he was told and was arrested by PSO Miller.

I left the area and continued with my CMT duties.

INFORMATION
I am a Sergeant employed by the Kalamazoo Department of Public Safety (KDPS); assigned to the Criminal Investigation Division. I am also a
member of the KDPS Crowd Management Team (CMT). My duties include, but are not limited to the investigation of violations of Kalamazoo
City ordinances and Michigan State statutes. I have been a certified police officer since 2012.

During this deployment on August 15, 2020. I wore a full Class B KDPS police uniform, supplemented with protective gear. My protective gear

OFFICER ACTIONS:
I was part of the CMT deployment beginning at 145 E Water St, Arcadia Festival Site. CMT moved into Arcadia from the west, and moved east
toward N Edwards St. The movement of CMT was accompanied by loud, announcements by an officer utilizing a PA system in a fully-marked
KDPS police cruiser. The announcements declared the assembly unlawful, that a police line had been established, and that violators who remained
in the area would be arrested. The announcemnts also described the city ordinance for impeding pedestrian and vehicular passage, and provided a
warning to violators of that ordinance. From N Edwards St, the team was requested to respond to the area of N Church St / W Water St to assist in
clearing a crowd blocking the passage of vehicles out of the Radisson parking ramp onto the street (N Church St). The Radisson had already
advised that they did not wish those vehicles (attempting to exit the ramp) to be on their property any longer, as they were associated with
belligerent groups in the protest. As we arrived in the area, loud announcements on a cruiser PA system continued.

CMT began to clear N Church St in a line extending from buildings on both sides of the street. I was on the east side of the street, closest to the
Radisson ramp. Sgt. Cake and I told a group of individuals, including , to move out of the area. Sgt. Cake also spoke with him. He
told us he was moving, but moved slowly, stopping a couple of times to argue with officers. It was extremely clear that he was moving slowly to
intentionally disobey officers` orders. Eventually, we fell far behind the main line of CMT officers moving up the street. At this point, was
standing in the northbound lane of N Church St. It was clear that he was not going to obey commands. I took physical hold of him with the
intention of arresting him, as he was impeding traffic and interfering with a PSO by disobeying a lawful order. I advised him he was under arrest. I
then handed him off to other officers from arrest squads for handcuffing and transport.

INJURIES:
Barker did not make any complaint of injury to me. No officers were injured during his arrest.
