NARRATIVE

SUMMARY:
On Saturday 8-15-2020 at approximately 1345 hours, I was dispatched to the area of Arcadia festival sight, 145 E Water St, for a protest and
counter-protest that had become violent. I was deployed to this location as part of the Crowd Management Team. I arrested two persons during the
incident.
At approximately 1423hrs Arrest # 2 (20-12763) - Travis Anderson - E Michigan Ave/ N Rose St. for Felony R&O/Resisting or
interfering(22-20c) as he punched PSO Deleeuw who was attempting to arrest a protestor that was agitating the crowds and creating and engaging
in riotous behavior.

CROWD MANAGEMENT TEAM:


The mission of the Crowd Management Team is to provide an effective and appropriate law enforcement presence at public assemblies and
gatherings while protecting the constitutional rights of participants and discouraging acts of lawlessness. It is made up of twenty-seven officers
specifically trained to handle large-scale protests and civil disorder utilizing nationally recognized crowd management techniques.

Crowd Management Team officers were in full uniform, supplemented with protective gear. The protective gear included chest, arm and leg
components designed to protect officers from impacts as a result of direct battery or projectiles. The chest protectors had nine-inch wide,
three-inch tall reflective "POLICE" name plates clearly displayed.

SITUATION:
A planned protest by the Proud Boys and a counter protest (various group affiliations) began to clash near the Arcadia Festival sight. When the
two groups met it immediately erupted in to a large fight with several people utilizing weapons. There were immediately reports of persons that
had been battered with weapons and were rendered incapacitated from violent attacks.

CMT DEPLOYMENT:
I was part of Squad 2. We deploy to the Arcadia festival sight and began Crowd Control Operations.

SPECIAL EQUIPMENT:
I was equipped with my standard Police Duty belt and a Mk-9 Sabre OC Canister with a baton.

I did not deploy either pieces of equipment.

ARREST # 2 (Travis Anderson):


Officers were initially deployed to the Arcadia Festival sight and had successfully moved the crowd of several hundred persons out of the area.
The crowds proceeded to walk march down the roadway impeding traffic on E Michigan Ave in the downtown area. Continuous loud verbal
commands announcing that a police line had been established had been given over a loudspeaker for more than 40 minutes. The verbal commands
were instructing people to leave the area, or they would be arrested. Robinson remained in the middle of the roadway refusing to obey officer
commands as uniformed officers marched down the street.
As the CMT continued to push the crowd eastbound from N Rose St onto E Michigan Ave the protestors would stop in the middle of the road each
time the CMT would stop. Continuous verbal commands were given via loudspeaker instructing people to disperse however the crowd would not
comply with the loud, clear lawful commands.
As the CMT began to push the crowd eastbound on E Michigan I observed a CMT officer attempting to arrest an agitator in the crowd of
protestors. The offender ran from this officer (ultimately identified as PSO Deleeuw). As PSO Deleeuw was attempting to arrest the protester I
observed a male (ultimately identified as Travis Anderson) aggressively ran up and punch PSO Deleeuw. An officer (later identified as PSO C
Smith) immediately deployed OC spray onto Anderson to thwart his attack on PSO Deleeuw and Anderson immediately fled eastbound on foot. I
immediately gave chase and tackled Anderson to the ground. I gave Anderson loud verbal commands to put his hands behind his back as I held
him to the ground. Several officers immediately arrived to assist me in controlling him. I stepped away once we had control of Anderson and
allowed the arrest team to place Anderson into custody.

Notes/Narratives

It should be noted that I did not interview or personally identify Anderson. I would describe Anderson as a white male, with blond/sandy shaggy
hair, wearing jeans and a pair of black / red gloves.

USE OF FORCE:
When Anderson displayed ACTIVE AGGRESSION towards PSO Deleeuw by punching him with a closed fist PSO Christian Smith deployed his
MK-9 onto Anderson.
Sgt. Werkema depolyed an MK-9 and PSO Knauf deployed a pepperball gun on other protesters to keep them back as myself and other officers
placed Anderson into custody.

My assigned Body Camera, WFC1-0279013 was active during this incident.
NOTE for Anderson`s arrest: This incident occures near 39minutes on my body camera footage. My body camera shows me chasing after
Anderson, The footage does not show him attacking PSO Deleeuw, It does show Anderson being controlled and placed into custody by myself and
other officers.
PSO Christian Smith`s Body camera (WFC1-045511) does show PSO Deleeuw chasing after another protester as Anderson punches him. Smith
proceeded to deploy his MK-9 on Anderson when he punched PSO Deleeuw.

SUMMARY:
On Saturday 8-15-2020 at approximately 1330 hours, I was dispatched to the area of Arcadia festival sight, 145 E Water St., for a protest and
counter-protest that had become violent. I was deployed to this location as part of the Crowd Management Team. I was a member of Squad one
and was not given any other specialty assignments. During the incident I was physically assaulted while deployed as a member or the Crowd
Management Team by Travis Anderson.

arrival at the Arcadia festival sight the two opposing groups appeared to be separated.

CMT DEPLOYMENT:
The Crowd Management Team deploy to the Arcadia festival sight and began Crowd Control Operations. I did not use any force during this event,
aside from loud verbal directions and Officers Presence. I did not make any arrests while clearing people from the Arcadia festival sight after it
was declared a police zone by KDPS Officers in the area over the loudspeaker.

The group at Arcadia festival sight was moved from the area and began to move through downtown. The Crowd management team followed this
group on foot in order to keep it separated from the other group of protestors.

ASSAULT ON A POLICE OFFICER:


While deployed on line on Michigan I attempted to take an unknown subject into custody for impeding traffic. While pursuing this individual on
foot I was struck once in the chest by Travis Anderson as I was travelling past him. Anderson was arrested on scene by PSO Hudson.

The group that the Crowd Management Team was following eventually broke apart near the Arcadia festival sight and dispersed.

SUMMARY:
On Saturday 8-15-2020 at approximately 1345 hours, I was dispatched as a member of the KDPS Crowd Management Team (CMT) to the area of
Arcadia festival site for a protest and counter protest that had become violent. I did not arrest any of the involved parties or deploy any less lethal
chemical munitions. My involvement included moving the crowd out of the Arcadia festival site, through the downtown area, and back into the
festival site where the crowd eventually dispersed without further police intervention.

CROWD MANAGEMENT TEAM:


The mission of the Crowd Management Team is to provide an effective and appropriate law enforcement presence at public assemblies and
gatherings while protecting the constitutional rights of participants and discouraging acts of lawlessness. It is made up of twenty-seven officers
specifically trained to handle large-scale protests and civil disorder utilizing nationally recognized crowd management techniques.

Crowd Management Team officers were in full uniform, supplemented with protective gear. The protective gear included chest, arm and leg
components designed to protect officers from impacts as a result of direct battery or projectiles. The chest protectors had nine-inch wide,
three-inch tall reflective "POLICE" name plates clearly displayed. I was equipped with a CMT 37mm launcher as well as assorted CS gas hand
grenades.

SITUATION:
The KDPS CMT team was made aware of two groups protesting near the Arcadia festival site. It was reported that the two groups turned violent
and that numerous fights broke out between the involved parties.

CMT DEPLOYMENT:
The KDPS CMT team in concert with other municipalities deployed to the area of the Arcadia festival site. No active fights were observed by me
upon our arrival on scene. CMT was tasked with dispersing the crowd from the festival site following the reported fights. I was assigned as the
grenadier. I took a position behind the main line of CMT officers and successfully moved the group out of the park.

Following this, the group moved to the downtown area are proceeded eastbound on Michigan. CMT then moved to the intersection of Michigan
and Church and began to move the crowd east on Michigan through the downtown area. Multiple arrests were made during our path of travel. I did
not partake in any of these arrests. At one point, I observed a white male attempt to punch a CMT member (later determined to be PSO DeLeeuw)
who was attempting to effect an arrest on an agitator within the group. PSO Hutson tackled this individual to the ground and he was taken into
custody by officers on scene.

CMT then followed the group back to the Arcadia festival site and took a position outside of the festival site. The group, which had moved back
into the park, dispersed a short time later without additional police intervention being necessary. CMT then returned to our staging location.

ADDITIONAL:
During this incident, I did not take part in any arrests or utilize any less lethal chemical munitions.

SUMMARY:
On Saturday 8-15-2020 at approximately 1330 hours, I was dispatched to the area of Arcadia festival sight, 145 E Water St., for a protest and
counter-protest that had become violent. I was deployed to this location as part of arrest team (Squad 4) with Crowd Management Teams Squads
1, 2, and 3. During the incident I observed PSO Deleeuw get physically assaulted by Travis Anderson while he was trying to affect an arrest on
another person. Anderson was arrested and transported to KCSD for lodging.

INFORMATION / LOCATION:
Officers were creating a police line across W Michigan at Rose St in order to move people out of the roadway on W. Michigan. The Kalamazoo
City Crowd Management team was directing people away and out of the roadway. Announcements were being made by individual Officers and by
Officer Dillenbeck over a loud speaker.

OFFICER OBSERVATIONS /ACTIONS / R&O:


While standing behind the Crowd Management Team, I observed Crowd Management Officer DeLeeuw try and arrest a male subject. Another
male subject came up and hit PSO DeLeeuw. PSO Hudson was able to run after Anderson and tackle him to the ground. After arrest he was
identified as Travis Anderson. I ran up to PSO Hudson and assisted with placing Anderson in handcuffs. As Anderson was being placed in
handcuffs, he continued to resist arrest by straightening his arm and clinching his fist. Anderson was given several verbal commands to stop
resisting and to put his hands behind his back.

Once Anderson was in handcuffs, he walked back to a crusier by PSO Weston.

DVR:
My department issued body worn camera was in use during this investigation.

DISPOSITION:
I had no other involvement in this incident.

INFORMATION:
On August 15, 2020, I was assigned to the Crowd Management Team due to the protests that were set to occur today. While moving the crowd off
of W. Michigan Ave I assisted in preventing an assault from Travis Anderson by deploying pepper spray. Anderson was later arrested and
transported to KCSD where he was lodged.

VENUE:
I was assigned to the Crowd Management Team at Kalamazoo Department of Public Safety, due to the local protests that were set to occur on this
date and time, that being August 15, 2020, at 1200 hrs. During this time, the crowd became unruly and would not vacate the police zone areas in
which KDPS designated and set forth to control the crowds of protesters.

OFFICER ACTIONS:
While formed on a police line on W. Michigan Ave near the Radisson downtown, a supervisor advised that officers needed to place an individual
under arrest. Upon one of the officers attempting to arrest this individual, he began running and the officer began chasing after this individual into
a crowd that was hostile towards police. Due to me being in fear that this officer was going to be attacked by a violent crowd, I removed my
pepper spray and followed. Upon following the officer, Travis Anderson attempted to assault him by attempting to strike him and aggressively
running towards him in a manner that made it appear as though he was attempting to assault the officer. Upon seeing Anderson aggressively come
towards PSO DeLeeuw, I then deployed my MK9 pepper spray on Anderson`s person. At that point Anderson stopped his assault on PSO
DeLeeuw due to the MK9 being effective, and was apprehended by PSO Hutson. Please refer to their reports for further information.

I had no further involvement in this incident.

INFORMATION:
On 08/15/2020 officers were attempting to break up large crowds at the intersection of Rose St and Michigan. This was a riot situaiton. I observed
fully uniformed officers with the crowd management team attempting to place a suspect under arrest just east of Rose St on Michigan Ave. As
officers were attempting to place the suspect under arrest numerous protesters were approaching the officers attempting to prevent the arrest.
While this was occuring numerous announcements were being made over the PA of a fully marked cruiser that the crowd was illegally
congregating and that they were ordered to disperse. The group disobeyed these commands.

USE OF FORCE:
In attempt to disperse the crowd and to protect officers I deployed pepper spray toward the crowd. I was approximately 12 feet away from the
crowd. It is unknown if any of the crowd was actually hit with the pepper spray as the crowd began to run east on Michigan Ave after it was
deployed.

After deploying the pepper spray, I stayed near the arrest to provide safety to officers that were effecting the arrest.

SUMMARY:
On Saturday August 15, 2020, officers were providing a heavy presence in the downtown Kalamazoo area due to protests and later riots. I assisted
with the arrest of Travis Anderson at the intersection of W Michigan and Rose St of Travis Anderson. Anderson was transported by a Kalamazoo
County Jail van to Kalamazoo County Jail.

INFORMATION:
Officers were creating a police line across W Michigan at Rose St in order to move people out of the roadway on W Michigan. The Kalamazoo
City Crowd Management team was directing people off of the roadway and announcements were being made.

OFFICER OBSERVATIONS /ACTIONS / R&O:


While standing behind the Crowd Management Team, I observed a Crowd Management officer run after a male, later identified as Travis
Anderson. I ran after the Crowd Management PSO and assisted with placing him in handcuffs. As Anderson was being placed in handcuffs, he
continued to resist arrest by tensing his muscles and clenching his fist, making it difficult to place his hand in the zip tie handcuff.

Once Anderson was in handcuffs, he was placed into the backseat of vehicle 1111 to wait for the transport van to come and bring Anderson to the
county jail.

IDENTIFICATION:
Anderson was verbally identified while he was in the backseat of the police cruiser as he did not have any form of identification on him. His
identity was verified with his information in SOS. ( .

DVR:
My department issued body worn camera was in use during this investigation.

DISPOSITION:
This concludes my involvement in this incident.
