PROBABLE CAUSE / SUMMARY:
On 8/15/2020 KDPS was monitoring protests at Arcadia Creek Festival Site at 145 E Water Street in the City of Kalamazoo, County of
Kalamazoo, State of Michigan. was given verbal commands to leave the park, as a police zone had been established. refused
and was arrested for Violating a Police Zone. He was transported to KCSD and lodged with a $100 bond.
INFORMATION:
Numerous KDPS officers were monitoring protests at Arcadia Creek Festival Site. Verbal commands given via loudspeaker advised protesters in
the park that a police zone had been established and they needed to leave the park. Officers then began moving towards the crowd to ensure they
left the park. The crowd had turned the protests into riots with violent physical assaults, throwing of objects, yelling and non compliance with
police orders.
IDENTIFICATION / TRANSPORT:
was identified with his Michigan ID. He lives at in Kalamazoo. He provided phone number .I
completed a KCSD booking sheet for and handed him off to KCSD deputies for transport.
LODGING:
was lodged at KCSD for Violating a Police Zone with a $100 bond.

SUMMARY:
On 08/15/2020, I assisted in arresting for violating a police zone. After his arrest and turning him over to other PSOs for transport
to the KCSD Jail, I had no further involvement in this case.
SCENE:
On 08/15/2020, protests and counter protests occurred in the downtown area of Kalamazoo. After reports of multiple fights with dangerous
weapons, I responded to the area with other PSOs as a member of a team assigned to made arrests.
Upon arrival to Arcadia Park, I overheard loud verbal announcements conveying the message that a police zone had been established and that
subjects who violated that zone would be subject to arrest. While moving forward behind the primary line of fully uniformed officers, a male
subject was identified who was not departing the park as ordered. The arrest team was then ordered to take him into custody.
ARREST:
I assisted in arresting the male subject, later identified as , by applying flex-cuffs to his wrists. I ensured that I could fit my gloved
pinky in both holes of the cuffs that I applied to his wrists.
WATCHGUARD:
My BWC WFC1-011846 were activated for this incident and coded out as, case written.

SUMMARY:
On Saturday 8-15-2020 at approximately 1345 hours, I (Sgt Noble #12915) was assigned to the area of Arcadia festival sight, 145 E Water St., for
a protest and counter-protest that had become violent. I assisted at this location as part of the Crowd Management Team. During operations in
Arcadia Park I made contact with arrestee . was arrested for violation of the police zone.
Crowd Management Team officers were in full uniform, supplemented with protective gear. The protective gear included chest, arm and leg
components designed to protect officers from impacts as a result of direct battery or projectiles. The chest protectors had nine-inch wide,
three-inch tall reflective "POLICE" name plates clearly displayed.
SITUATION:
A planned protest by the Proud Boys and a counter protest began to clash near the Arcadia Festival sight an it turned violent.
CMT DEPLOYMENT:
We deployed to the Arcadia festival sight and began Crowd Control Operations. I did not use any force during this event, aside from loud verbal
directions and Officers Presence. I was assigned as Assistant Squad Leader for the Third Platoon.
OFFICER ACTIONS:
At the time of the incident, I was assigned to an arrest team. KDPS was deployed at Arcadia Park. While in the area, numerous loud verbal
announcements were continually given by a patrol vehicle PA system. Those announcements were informing subjects that a police zone had been
established and anyone violating that would be subject to arrest.
While moving forward behind in the Arcadia Park, a male subject later identified as was not following police orders that were given
over the PA system was asked to repeatedly move back by myself and other CMT members. continued to question the reasoning for
the police zone and why he was not able to be in the park. As the CMT line continued to move forward did not move and refused to move
for me. then slightly leaned up on me with his body forcing me to slightly move him back. At this time the decision was made that he was in
violation of the police zone. Members of the CMT took custody of the subject and passed him back to the arrest team.
SPECIAL EQUIPMENT:
I was assigned a Mk-9 Sabre OC Canister.

who were in violation of the police zone.

INFORMATION
I am an Executive Lieutenant (Ex/Lt) employed by the Kalamazoo Department of Public Safety (KDPS); assigned to the Criminal Investigations
Division. I am also a member of the KDPS Crowd Management Team (CMT). My duties include, but are not limited to, the investigation of
violations of Kalamazoo City Ordinances and Michigan State Statutes. I have been a certified police officer for over fifteen years.
The mission of the Crowd Management Team is to provide an effective and appropriate law enforcement presence at public assemblies and
gatherings while protecting the constitutional rights of participants and discouraging acts of lawlessness. It is made up of twenty-seven officers
specifically trained to handle large-scale protests and civil disorder utilizing nationally recognized crowd management techniques.
On Saturday, August 15th, 2020, the KDPS Crowd Management Team was placed on stand-by due to events scheduled at Arcadia Festival Site.
The Crowd Management Team was primarily going to be utilized in the following situations: officers in distress; large uncontrollable crowds
causing unsafe conditions for citizens and officers; acts of lawlessness including, but not limited to, destruction of property, looting, and assaultive
crimes. The Crowd Management Team was not going to be utilized for peaceful protests.
Crowd Management Team officers were in full uniform, supplemented with protective gear. The protective gear included chest, arm and leg
components designed to protect officers from impacts as a result of direct battery or projectiles. The chest protectors had nine-inch wide,
three-inch tall reflective "POLICE" name plates clearly displayed. In addition, Crowd Management Team officers were equipped with helmets
with face shields and self-contained breathing apparatus masks with adapters and filters to be utilized in environments where OC or CS chemical
agents were being used.
All Crowd Management Team officers had MK-9 OC projectors and standard straight batons. One Crowd Management Team officer was assigned
a 37mm launcher with CS munitions. Two Crowd Management Team officers were assigned MLR launchers. These launch frangible munitions
filled with powdered OC and CS modeled after traditional spherical paintballs. Squad Leaders were assigned CS and smoke pocket specialized
chemical agent dispersal devices.
ASSIGNMENT:
I was assigned as the CMT Commander (Platoon Leader). I was dressed in a department-issued blue colored full padded suit for protection in
contrasting 2-inch white block letters was the word "POLICE" on the front. I was assigned the following equipment: MK-9.
For this deployment I was designated as Platoon leader and had the following team members under my command. The following squads were
