1. Introduction
This user manual provides guidelines and instruction to the Architect/Engineer/Supervisor
for sanctioning of sanction of building plans upto 500 sq. mt. for Residential building types
by A/E/S.
The user manual shall include the following in details –
• Sanction of Building plan of area up to 500 Sq. Mtrs.
• Select confirm documents
• Payment of Complete fee
2. Audience / Users
This user's manual has been designed to cater to the needs of different Audience (users) of
the application. The basic audience is and not limited to the one listed below -
• Architect/Engineer/Supervisor
• Citizens/Public
3. Process in the Application

The application facilitates the following processes for user perspective -
3.1. Registered Architecture/ Engineer/Supervisor

• Sanction of residential building plans up to plot area 500* sq. Mtrs
• Select Confirm Documents
• Payment of Complete Plan

5. Using the Application
5.1. Architect/Engineer/Supervisor
5.1.1. Access the Application

Architect/Engineer/Supervisor can access the application in MCD website using the
following steps and URL –
• Access the following URL in your web browser –
http://mcdonline.gov.in/
• The home page of MCD will open (Figure 1). Click on any of the corporation (North,
South and East) listed on the screen.

• The next screen will open with all the options available. (Figure 2)
• Click on ‘Online Building Plan’ option on the menu bar of the screen.

• The login screen will open. (Figure 2)

• Provide login ID and password. Click on ‘Login’ button.
• The home screen will open where users can view and process the requests.
5.1.2. Forgot Password

In case, if empanelled Architect/Engineer/Supervisor forgot the password, contact MCD IT
Help Desk at the following email id –
mcd-ithelpdesk@mcd.gov.in
The detailed process for empanelled Architect/Engineer/Supervisor has been described

under next section of this document.
5.1.3. Sanctioning of Building plans up to 500 sq. mt

For Sanctioning of Residential building plans of plot area up to 500 Sq. Mtrs. By A/E/S, the
process is as follows –

• For raising the request for SARAL Scheme building plans, A/E/S will click on the ‘Upto
500 Sq. Mt By A/E/S’.

Note: - A/E/S can apply by regular process too for sanction.
• As click on “Upto 500 Sq. Mt By A/E/S’” the below page shall display :-
• After submit the plan type the below details shall be visible :-

• Select the plan type, Building type and ‘Sub Building type’ according to the need.

• Read the checklist, Click on Done.
• Read the undertakings, Click on checkbox “I agree” and click on Next.

• A/E/S fills all the necessary details and uploads the required documents in the form
and click on “submit”.

• A unique Request ID will be generated with the status “NEW”. Request will be
available on A/E/S dashboard with status “New”.

• Building plan file will be checked by rule engine and if the dimensions in the layout
are correct then we receive a status
➢ Self-confirmatory test passed
• In case of failure:
➢ Template error
➢ Validation error
➢ Building Bye law error
• In case of Building bylaw error and validation or template error, there will be an
option available to upload the building plan file again.
• Final processed status will be ‘Self confirmatory test passed’.

• A/E/S will open the request with status ‘Self confirmatory test passed’ and request
details will be available with the ‘Departmental NOCs’.

• There is no NOC option, if architect want to apply any NOC than he/she has to come
from the regular sanction process.
• Select Confirm Document option will open now :-

• After the view confirm document, the payment details shall be visible with paynow
option :-

• The ‘Payment Details’ screen will open with the Amount to be paid online.
• Click on ‘Pay Now’ button.

• User now will be redirected to the Payment Gateway page.

• Select the following payment options.

o Internet Banking
o Credit Card
o Debit Card
o NEFT/RTGS
• In case of Net Banking user needs to provide the Net Banking Details.
o User Name
o Password
o Transaction Password
• In case of Debit card or Credit Card User needs to provide the card Details.
o Card Number
o Expiry Date
o Security Code
• In case of NEFT/RTGS – User needs to fill the Challan form and take print out of the
Challan copy.
• For the successful payments, the success screen will open.

o A unique request ID will be generated and displayed on this screen.

• Once the fee is paid, the request shall be available to release the plan for A/E/S :-

• Now, As A/E/S opened the request & click on the “Release” button :-
• The Status of the request become “Plan Released DS pending with A/E/S :-
• As A/E/S open the DS dashboard the request shall be display :-

• After the DS apply :-
• After the DS the status the request status become :-
• And after some time the status of the request become “Plan Released”, now A/E/S
can download the letter from right “Download” link:-

5.1.4. Acknowledgement/Receipt for Sanction by A/E/S up to 500 sq. mt

1. Once the request status changed to “Plan released”, A/E/S shall open the request by clicking
on that request.

2. A/E/S selects the “Upto 500 sqmt sanction Letter” from the dropdown select report version,
and downloads the Acknowledgement/Receipt.
3. After that A/E/S has to give the feedback.

5. Using the Application

5.1.1. Access the Application

• Access the following URL in your web browser –

• The login screen will open. (Figure 2)
