1.1 Landfill area with clay liner at least 75 cm thick with a permeability not more than
1x10-7cm/sec or a composite liner consisting of at least 1.5cm thick High Density
Polyethylene (HDPE) membrane over at least 60 cm thickness of compacted clay
materials with permeability not more than 1x10-6 cm/sec as prescribed by DENR
Administrative Order No. 10 Series of 2006 for Final Disposal Category 3
1.2 Leachate Holding Pond with geomembrane liner of HDPE of at least 1.5mm thick with
a permeability of 1x10-14 cm/sec, underlain by a low permeability compacted soil layer
or at least 0.30 m thick as provided in the Implementing Rules and Regulations (IRR)
of RA 9003

2. Sustainable Composting Project/ Facility (15-22 cubic meters per day): Primary
Separation/Sorting Area for unloaded waste, Mixing area for raw materials, Primary
Fermenter building for composting machine, Storage Building for secondary fermentation
and Stockyard Building/Production Area

1. Does the establishment conduct water quality monitoring of Water quality assessment (groundwater, surface
surface and ground waters and effluent, and gas emissions water, and effluent) is being conducted quarterly.
Noise and methane generation measuring equipment
are soon to be purchased.

2. Signage Installation

a. Signage indicating the establishment name and other

recyclable materials will be deposited

public health and safety

3. Application of Barrier / perimeter fence

Monitoring and maintenance of SLF Supporting Facilities
1. Regular Maintenance of the access roads

a. Are dust generation and materials tracking onto adjacent


roads minimized?

b. Are the roads kept in safe condition and maintained and


repaired on a regular basis such that vehicle access and
unloading can be conducted during inclement weather?

2. Maintenance of Sanitary Facilities

a. Sanitary facilities: Is there an adequate number of toilets and


hand washing facilities available to personnel at or in the
immediate vicinity of the site?

b. Is there safe and adequate drinking water supply for the site
personnel?

3. Does the establishment provide communication facilities


available to site personnel to allow quick response to
emergencies?
4. Is the site and/or equipment equipped with adequate lighting
as approved by the Department to ensure safety and to
monitor the effectiveness of operations.

5. Are the covered surfaces of the disposal area graded to


promote lateral runoff of precipitation and to prevent
ponding and to accost for future settlement of the fill
surface?

6. Are the cover material or native material un suitable for


cover, stockpiled on the site for use or removal, placed so
as not to cause problems or interface with unloading,
spreading, compacting access, safety , drainage or other
operations?
