Detective's Report ISMALLCOMBE, SAMUEL EDWARD 6104
INFORMATION
(On 8/10/20, Chief Bringman asked me to look into allegations that John McDonough was drinking alcohol again in
violation of his bond conditions. McDonough is currently the elected prosecutor for St. Joseph County. He was
approached by the two District Court Judges for our county with the allegations and they wanted the drinking
allegations investigated by us since McDonough lives in Three Rivers.
DATE AND TIME
‘The violations appear to have been occurring over the last two months.
VENUE
Incidents have occurred at the Hoffman Street Grocery 115 W. Hoffman St and Northside Beverage 135 N. Main St, City
of Three Rivers, County of St. Joseph, State of Michigan,
‘COMPLAINANT INTERVIEW
(On 8/10/20, | was requested by Chief Bringman to look into allegations that John McDonough was dining alcohol in
violation of bond conditions. Chief Bringman stated that he had been approached by the two District Court udges here
in St. Joseph County with the allegations of McDonough purchasing and drinking alcohol. The Judges wanted it
investigated by the Three Rivers Police Department since McDonough lives in Three Rivers
BOND CONDITIONS
| made contact with the 38 District Court to get a copy of the bond conditions covering John McDonough, per his arrest
‘0n 5/11/20 in Lockport Township, St. Joseph County. The bond conditions were set on 7/24/20 by Judge Westra from
Kalamazoo County.
CONTACT WITH HOFFMAN STREET GROCERY
| knew from personel experience that | had seen McDonough at the Hoffman Street Grocery in the past and it was close
to his residence. I made contact with Eric Bird, the owner of Hoffman Street Grocery. He stated that McDonough has
been cut off from buying alcohol at his business due to personal connections some of his staf has with McDonough
and his family.
Bird stated that the last time McDonough bought liquor from his store was prior to the bond conditions being assigned.
Since then all of his employees have been instructed not to sell to him,
Bird showed me video of the last time McDonough had purchased alcohol from his business, The video clearly shows
the clerk turning around and grabbing a bottle frorn behind her in such @ way to try to hide what she was grabbing. The
only thing behind the derk at Hoffman Street Grocery is alcohol bottles and specifically Maker's Mark,
used Axon Capture to record the video off from their surveillance system, The incident occurred before the bond
conditions were signed by the judge.

Las contacted by a ctizen who wanted to remain anonymous. The citizen stated that they were at Little Caesars on N.
Main St.in Three Rivers. They observed John McDonough leaving Northside Beverage with a black bag the size of an
alcohol container.
This incident occurred on August 3rd at approximately 1809hrs.
‘ONTACT WITH NORTHSIDE REVERAGE
| made contact with Tim Brundige, owner of Northside Beverage. He showed me his Maker’s Mark inventory. Brundige
stated thet McDonough was @ regular customer who always bought Maker's Mark whiskey from his store, He tated that
after McDonough was hospitalized, hs sale of Maker's Mark stopped. Shortly aftr is release from the hospital, his
sales of Maker's Mark began again,
| made contact with Brundige again on 8/28/20. He stated that he had errored out the fiash drive in an atternpt to
reformat it after he recorded the wrong time on there, He also stated that he nor his employees has seen McDonough in
the store in the last ten days.
Brundige further told me that he had multiple videos of McDonough coming into the store but he only felt that him
coming in Monday through Friday during normal office hours was a violation. He told me that what MeDonough does
‘on the weekend is his business but he does not appreciate McDonough buying alcohol during the times when he
should be at work,
| took a photograph of the inventory sheot to include with this report.
(On 9/4/20, | was contacted by Brundige again. He stated that the videos were ready for pick up. In his email to me he
stated that he had compiled a partial list of dates and times when McDonough was in the store purchasing alcohol, On
the USB drive he was turning over it shows one whole transaction on video from the different cameras as well as
snapshots from another trip on 8/5/2020.
Brundige was able to easly find the transactions because the price point for Maker's Merk is unique among the items
he sells.

‘On the video that was tumed over from Northside Video the timestamp shows the date of 8/12/2020. From the
diffecent camera angles | was able to identify McDonough as the person in the video purchasing a pint size bottle of
Maker's Mark as well as some other drinks,eee
