Rezumat
În România, ca şi în multe alte ţări din Europa Centrală şi de Est, trecerea la economia de piaţă s-a concretizat şi prin transferul dreptului de proprietate
asupra întreprinderilor de la stat la persoane de drept privat (pe scurt, procesul de privatizare) sau prin apariţia unor întreprinderi particulare noi, ca
rezultat al unor iniţiative particulare, independente. În lucrarea de faţă, analiza se va opri asupra sectorului IMM, nu şi a întreprinderilor mari şi foarte
mari. În ţara noastră, aşa cum se întâmplă de altfel şi la nivel european, întrprinderile mici şi mijlocii reprezintă factori cheie pentru creşterea economică,
inovare, ocuparea forţei de muncă şi integrarea socială. IMM-urile reprezintă peste 99% din numărul total de întreprinderi, în majoritatea economiilor.
În România această pondere se ridică la 99,6%. Tocmai de aceea, fiecare stat ar trebuie să ofere condiţiile necesare unui mediu de afaceri atractiv. În ţara
noastră, în momentul de faţă, nu se poate discuta însă de un mediu de afaceri atractiv, stabil, predictibil şi transparent. De exemplu, una din marile
probleme cu care antreprenorii se confruntă o reprezintă fiscalitatea excesivă. Având în vedere acest lucru, prin lucrarea de faţă ne-am propus să analizăm
impactul pe care anumite măsuri fiscale aplicate îl au asupra mediului de afaceri, în speţă asupra sectorului IMM, şi să evidenţiem felul în care aceste măsuri
au influenţat evoluţia demografică a întreprinderilor mici şi mijlocii din ultimii ani.

Rezumat
În țara noastră conceptul de RSC a apărut în anii 1990. Începând cu anul 2000 fenomenului de responsabilitate socială i-a fost acordată mai multă atenție, în
special în ceea ce priveşte întreprinderile mari și foarte mari. Practicile de RSC au început să ia amploare la acel moment și datorită intenselor pregătiri
făcute pentru integrarea în Uniunea Europeană. Sectorul IMM-urilor la acel moment nu a fost orientat spre practicile de RSC. Este adevărat că și astăzi, cel

puțin în România, nu există multe rapoarte privind punerea în aplicare a acțiunilor de RS de către IMM-uri, deși acest lucru ar fi foarte util, deoarece IMM-
urile reprezintă motorul economiei fiecărei țări. Ţinând cont de cele de mai sus, ne-am propus să evidenţiem în această lucrare avantajele pe care
întreprinderile le-ar avea dacă ar adopta un comportament responsabil, de ce ar face acest lucru, precum și un număr de soluții pentru a stimula IMM-urile
să dezvolte acțiuni de responsabilitate socială.

Abstract
In Romania, as in many other countries from Central and Eastern Europe, the transition to a market economy havematerialized and in the transfer
of ownership of enterprises from state to private individuals (in short, the privatizationprocess) or the appearance of new private enterprises, as a result of
private initiative. In this paper, the analysis will stop onSME sector and not on large or very large companies. In our country, as it happens otherwise to the
European level, smalland medium firms are key factors for economic growth, innovation, employment and social integration. SMEs represent over99% of
total number of businesses in most economies. In Romania this share rises to 99.6%. Therefore, each state shouldprovide necessary conditions for an
attractive business environment. At this moment, in our country, it can not talk about anattractive, stable, predictable and transparent business
environment. For example, one of the biggest problems thatentrepreneurs face is the excessive taxation. Given this, by the present study I have aimed to
analyze the impact that certaintax measures have on business environment, in this case on the SME sector, and to highlight how these measures
haveinfluenced the demographic evolution of SMEs in recent years.

In our country the concept of CSR has appeared in the 1990s. Since 2000 the phenomenon of social responsibility wasgiven more attention, especially from
large and very large enterprises. CSR practices have begun to grow at that time and becausethe preparations that were made for integration into European
Union. The SME sector at that time was not oriented to practices ofCSR. It is true that even today, at least in Romania, there are not many reports on the
implementation of CSR actions by SMEs,although this would be very useful, because SMEs are the engine of the economy of each country .Given the above,
we have intended to emphasize in this paper the advantages that businesses would have if they adoptresponsible behavior, why would do this, and a number of
solutions to stimulate SMEs to develop social responsibility actions.

Abstract
The aim of this paper is to analyse both in theory and in practice fiscal policy effects on the employment rate. For example, even if taxation is one of the main
instruments of fiscal policy of the government in reducing unemployment, high taxes reduce disposable incomes of consumers, which automatically leads to
lower consumption and when consumers buy less, increases the odds that the unemployment increase. To highlight this we used the comparison of literature
models of fiscal policy influence on macroeconomic variables in dynamics with the empirical results from an identified multidimensional model. Data shows a
positive conditional correlation between government spending expansion and labour force supply.

Vector Y represents the macroeconomic variables of output that changes as a result of vector employment (E) or vector unemployment (U) dynamics
properties impact. This correlation between output and employment or unemployment has been the subject to many studies, like the Okun’s analysis (1970) on
unemployment and GDP.
(2), Y is the output and – potential GDP/ real GDP rate, c is the factor of changes occurred in unemployment when growth rate
varies and U is the unemployment rate. This unidirectional relationship states that 1p.p. increase in unemployment rate will lower GDP with 2 p.p.
Another approach was made by Kapsos (2005) study in which it was analysed the link between employment and output (gross domestic product, labour
productivity, working hours). He defined the employment elasticity as the association between change in employment rate and change in output.
Nazara and Islam (2000) states that this way of estimating elasticities brings a lot of instability, which makes this model inappropriate for comparative
purposes, so they used another one, a multivariate log-linear regression model with country dummy variables, Di, interacted with log GDP for generating the
point elasticity.

D is the budget debt as a result of increased government consumption or cut taxes which will lead to a future rise of labour supply. C is the total public
consumption comprising administrative expenditure and national development investments. T is a vector of fiscal policy variables and in this case it includes
net taxes and a part of governmental spending. The model is a forecast with k lags and it can assume that some of the coefficient matrices are zero.
As Fatas and Mihov (2001), this study takes the government spending variables as predetermined with respect to macroeconomic shocks and unanticipated
changes in taxes. Changes in government investments, administrative spending are tackled for reasons other than immediate reaction to macroeconomic
conditions.
Data description
In this section this study is trying to calibrate a regression model in order to compare our results to the ones presented in the literature.
This paper uses data for Romania, hosted by the National and European Statistical Database, INS and Eurostat, for a time period of 15 years (2000 – 2014).
We used two models that shows in a tractable manner that the influences between the studies variables are caught by the next regression models:
This calculation both independent variables do not explain well enough the fluctuation of the output, as the determination coefficient has a very low value of
0,46. For further research, an individual study of employment influences on output, beginning with Kapsos’ methodology, separating different categories of
employees and their contribution to GDP’s attainment and, independently, an analyse of unemployment in relation with inflation, as the Okun’s coefficient is a
one way flux of changes.
Another approach is to determine the level of influence of each independent variable on the dependent variable, figure 1 and 2: Yt = (Et)0,8 * (Ut)0,2 (6)
Conclusions:
Concluding, we can see a large literature regarding the effects of fiscal policy on employment and economic growth, but one can easily observe different
findings from country to country, from period to period, depending essentially by the structure of the economy, other macroeconomic factors and economic
conditions.
