This European Standard (EN 14502-1:2005) has been prepared by Technical Committee CEN/TC 147
“Cranes”, the secretariat of which is held by BSI.
This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by March 2006, and conflicting national standards shall be withdrawn at
the latest by March 2006.
This European Standard has been prepared under a mandate given to CEN by the European Commission
and the European Free Trade Association, and supports essential requirements of EU Directive(s).
For relationship with EU Directive(s), see informative Annex ZA, which is an integral part of this document.
To select a suitable set of crane standards for a given application see Annex B.

Introduction
Suspended baskets for use in lifting operations are lifting interchangeable equipment in the sense of the
Council Directive (98/37/EC) on the approximation of the laws of the Member states relating to machinery
(The Machinery Directive).
This European Standard is a harmonized standard to provide one means of conforming to the essential health
and safety requirements of the Machinery Directive. The standard deals exclusively with the health and safety
requirements related to the design of the suspended basket itself. However, whilst it does not specify the
requirements for particular types of crane when they are to be used with suspended baskets, it does provide
information about the equipment necessary to be fitted on cranes for the safe use of the baskets.
This European Standard is a type C standard as stated in EN ISO 12100-1:2003.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the scope of this document.
When provisions of this type C standard are different from those which are stated in type A or B standards, the
provisions of this type C standard take precedence over the provisions of the other standards, for machines
that have been designed and built in accordance with the provisions of this type C standard.

1 Scope
This European Standard applies to baskets suspended on cranes which are designed and built in accordance
with harmonized standards dealing with the lifting of persons.
This European Standard does not cover the controls for the movement of the basket.
NOTE 1 If baskets are intended to be suspended from other cranes, specific national regulations may apply.
This European Standard is not applicable to:
 lifts for crane drivers;
 moveable cabins;
This European Standard deals with all significant hazards, hazardous situations and events relevant to
suspended baskets, when used as intended and under conditions foreseen by the manufacturer (see Clause
4).
NOTE 2 Specific requirements for particular types of crane are given in the appropriate European Standard for the
particular crane type.
The significant hazards covered by this document are identified in Clause 4.
This European Standard is not applicable to suspended baskets which are manufactured before the date of
publication by CEN.

3 Terms and definitions

For the purposes of this European Standard, the terms and definitions given in EN ISO 12100-1:2003 and the
following apply.

Table 1 contains all the significant hazards, hazardous situations and events, as far as they are dealt with in
this document, identified by risk assessment as significant for this type of machinery and which require action

5 Safety requirements and / or protective measures
5.1 General requirements
Machinery shall conform to the safety requirements and / or protective measures of this clause. In addition,
the machine shall be designed according to the principles of EN ISO 12100-1 and EN ISO 12100-2, for
hazards relevant but not significant which are not dealt with by this document.
5.1.1 Suspended baskets shall be manufactured from material specified as being incombustible.
5.1.2 Those parts of the suspended basket where persons are intended to stand shall have a minimum free
standing height of 2 m.

5.1.3 When the suspended basket is designed to be used in situations where falling objects may be a
hazard, the basket shall be provided with a roof. Any aperture in the roof of the basket shall have dimensions
which shall not allow a sphere of 20 mm to pass through.
As a minimum the roof of the basket shall be able to withstand the impact of a steel ball weighing 7 kg, falling
from a height of 2 m, without plastic deformations exceeding 50 mm.
5.1.4 Suspended baskets shall be protected against corrosion.
5.2 Strength calculations
When calculating the rated capacity of the suspended basket the weight of each person shall be taken as at
least 80 kg plus at least 40 kg of equipment for each person. The loading considered shall be increased with a
factor of at least 2 when used in the design calculation. The strength of all parts of the basket structure should
be based on the design rules listed in Annex A.
5.3 Load lifting attachments
5.3.1 Suspended baskets shall be attached to the crane hook with flexible load lifting attachment(s)
consisting of steel wire ropes according to EN 13414-1 or chains according to EN 818-4 having a safety factor
of at least:
8 x (weight of basket + rated capacity) for chains, and

10 x (weight of basket + rated capacity) for steel wire ropes including the end termination.
NOTE Examples of suspended baskets and flexible load lifting attachments are shown in Figures 1 to 3.

5.3.2 Load lifting attachment(s) shall be fitted to the basket in such a way that they can only be removed
with tools.
5.3.3 When hanging from the hook, the vertical distance between the floor of the basket and the crane hook
shall be ≥ 3 m.
5.3.4 The following shall be used as rope end terminations:
- spliced eyes with thimble according to EN 13411-2 or

- ferrule secured eyes with thimble according to EN 13411-3 or
- thimbles shall be constructed according to EN 13411-1.
Wire rope grips shall not be used as rope end terminations.
5.4 Floor

5.4.1 The floor of the basket shall be secured to the frame by welding or some other equally effective
means (e.g. bolted).
5.4.2 The floor of the basket shall be slip resistant (see also EN 13586:2004, Annex B).
5.4.3 The floor of the basket shall have drainage.
5.4.4 Any aperture in the floor of the basket shall have dimensions through which a sphere of 20 mm
cannot pass through.
5.4.5 The free space on the floor shall be at least 0,6 m x 0,6 m for one person, and at least 0,4 m x 0,4 m
more for each additional person.
5.4.6 Free foot space in accordance with Figure 4 shall be available under the external edge of the basket
to avoid a crushing hazard.

5.5 Inclination
Suspended baskets shall be designed so that if a load 1,5 times the rated capacity is applied at the worst
position on the floor, any resulting inclination shall not exceed 20°.
5.6 Side guarding
5.6.1 Suspended baskets shall have on each side:
• a side protection with the following characteristics:
 enclosed up to a height of at least 0,5 m so that a sphere of 20 mm cannot pass through;

 the top of the enclosure shall be fitted with a guard rail;
 if the guard rail is lower than 1 m above the floor, another guard rail shall be provided at 1 m;

• a hand rail of at least 16 mm and not more than 40 mm diameter. To avoid crushing hands it
shall be located 0,075 m to 0,1 m inside and 0,075 m to 0,1 m above the upper edge of the side
protection (see Figure 5).

5.6.2 If the suspended basket is equipped with rigid corner posts up to a height of at least 2 m, each side of
the basket shall have:
• a side protection with the following characteristics:
 it shall be enclosed up to a height of at least 0,5 m so that a sphere of 20 mm can not pass
through;
 the top of the enclosure shall be fitted with a guard rail;
 if the guard rail is lower than 0,75 m above the floor, another guard rail shall be provided between
0,75 m and 1 m;

• a hand rail of at least 16 mm and not more than 40 mm diameter. To avoid crushing hands it shall
be located 1,1 m above the floor and 0,075 m to 0,1 m inside the side protection (see Figure 6).

5.7 Access and exit
5.7.1 Access to and exit from the basket shall be in accordance with EN 13586 (type 1).
5.7.2 Any door or gate for entering or leaving a working basket shall not open outwards and shall have an
automatic catch to prevent it from being opened inadvertently.
5.8 Anchorage for personal protective equipment against fall from a height
Suspended baskets shall be provided with anchorage points in accordance with EN 795 for personal
protective equipment.

7 Information for use
7.1 General
Information for use of the basket shall be provided in accordance with Clause 6 of EN ISO 12100-2:2003 and
includes but is not limited to the following specific information.
7.2 Instruction manual
The manufacturer of the basket shall provide an instruction manual and the minimum requirements to be
provided are the following:
The instruction manual shall state that the suspended basket shall only be used in combination with cranes
which are designed for the lifting of persons.
It shall be verified that the basket is compatible with the crane.
The combination of the crane and the suspended basket shall only be operated by people trained in the safe
use of the combination, including the operating procedures for egress in case of power supply failure or
control failure.
The lifting and supporting should be made under controlled conditions and under the direction of one
appointed person.
A crane driver should always be present at the normal crane control station when the basket is occupied.
Visible and audible communication should exist between the persons in the basket and the crane driver at all
times during the lifting operation.
The required equipment necessary to perform an emergency rescue shall be available throughout the lifting
operation.
During operation the employer should not require the crane driver and signaller to do other work at the same
time. During the operation they should operate only one crane or direct one suspended basket.
Load lifting attachments for suspended baskets should not be used for any other purpose.
Suspended baskets should not be used in wind in excess of 7 m/s (25 km/h), electric storms, ice, snow, fog,
sleet, or other adverse weather conditions which could affect the safety of personnel.
Machines which can be operated simultaneously in the same place with risks of collision should be stopped.
Unintended movement of the basket should, where possible, be prevented e.g. by means of guide ropes or
anchoring.
The suspended baskets, hook, catch, and fixed load lifting attachment should be inspected prior to each use.
If suspended baskets are moved through openings, measures should be taken against entanglement and
crushing risks.
7.3 Driver
All movements should proceed gently with low speeds.

7.4 Personnel
In suspended baskets a distribution as symmetrical as possible of the load should be achieved.
Persons in suspended baskets should fasten their safety harness onto the anchorages provided.
The basket rated capacity should not be exceeded.
Tools and material carried by personnel should be secured, in particular against displacement, tipping, and
falling out.
Occupants shall keep all parts of the body inside the suspended basket during raising, lowering and
positioning, to avoid pinch points.
Occupants shall not stand on or work from the handrail or side protection of the suspended basket or anything
in it.

The basket shall be positioned on a firm surface during access and egress.
7.5 Special requirements related to the work from the suspended basket
Any power cables or hoses provided to the basket should be connected in such a way that they will not
interfere with the safe operation of the basket.
Any guide ropes provided to the basket should be connected in such a way that they will not interfere with the
safe operation of the basket.
Power cables or hoses shall not be used as guide ropes.
When electric welding from the basket, special care shall be taken to earth the basket in order to protect the
crane and/or its ropes from becoming conductors of electricity.
7.6 Marking
Suspended baskets shall be fitted with a plate durably marked, with the following information and in visible
position:
a) name and address of the manufacturer or supplier;

b) year of construction;
c) type;
d) identification number;
e) dead weight of the suspended basket;
f) rated capacity of the suspended basket and maximum number of persons permitted in it.
Suspended baskets used on cranes shall be painted in a conspicuous colour.

Annex A
(informative)
Information for the manufacturer of the crane
A.1 Capacity
There shall be dedicated rated capacities provided for the lifting of persons with corresponding settings for the
rated capacity indicator and limiter.
The rated capacity on the fixed load lifting attachments of the crane from which the basket is to suspended
shall be at least 2 times (weight of the basket + basket lifting attachments + basket rated capacity) over the
whole working range of the crane.
A.2 Motion control system

A safe operation of the crane with the basket normally requires that the crane is operated from the ordinary
control station of the crane because:
- To operate a crane safely in this case requires direct contact between the crane operator and the crane
structure for the operator to feel the operational behaviour of the crane. If the crane has to be operated
from the suspended basket most of the feedback from the crane movements will get lost through the
ropes and the suspension of the basket.
- A working position in the suspended basket is not stable enough for a working position required for the
crane operator.

- The operator shall be able to monitor the wind speed during the lifting operation.
The crane should be equipped with systems such that when the controls are released the motions are brought
to rest automatically without jolting the basket.
The crane should be equipped with powered lowering.
Cranes with free-fall capability should not be used for the lowering and raising of persons.
The crane control system shall:
- provide a smooth acceleration/deceleration of the basket;
- automatically restrict the working speed to a maximum of 0,5 m/s.
Cranes used for suspended baskets should be designed so that in the case of failure of the power supply or
the control system, the suspended basket can be moved to a position to enable people to exit without risk.
A.3 Hook
The crane hook should be provided with a safety catch.

Requirements of EU Directive 98/37/EC
This European Standard has been prepared under a mandate given to CEN by the European Commission
and the European Free Trade Association to provide one means of conforming to Essential Requirements of
the New Approach Directive Machinery directive 98/37/EC amended by directive 98/79/EC.

Once this standard is cited in the Official Journal of the European (Union) Communities under that Directive
