Montana --(Ammoland.com)- Three more MSSA bills have been
introduced and now have bill numbers:
HB 201, Allow employees to keep firearms in vehicle in workplace
parking lot (Note: Don’t be surprised when this bill gets swapped out for
a similar one that does a bit more. See LC0932)
HB 271, Harmonizing concealed weapon permit laws. Since 1991, a
CWP has not been required to carry concealed in 99.4% of Montana,
outside cities and towns. HB 271 will make the remaining 6/10ths of 1%
like the rest. It changes the law so that anyone eligible to apply for a
permit under current law can carry without a permit. So it applies to
Montana resident non-criminal adults who’ve taken a firearms safety
class.
HB 278, to clarify and specify the role of the Montana Home Guard. HB
278 will refurbish the laws relating to mission and formation of Home
Guard units; organizing volunteers in Montana.
Coming soon, introduction of bills for:
• Wolf control
• Cure school system abuse of guns in schools rules
• Award attorney fees and costs for person found not guilty for self
defense
• Encouraging production of smokeless powder, primers and brass
in Montana
• Clarify when police may seize firearms and when firearms must be
returned
HB 159, to prohibit FWP from regulating firearms or ammunition (lead
ban) was amended extensively by the House FWP Committee and
approved 12-8. The amendments did NO serious damage to the bill.
MSSA has asked the chairman of the House Judiciary Committee to
schedule two days of public hearings on gun-related bills on next
Wednesday and Thursday, February 2 and 3rd. We’ve bundled these bills
to make it more economical for you to come to Helena to speak in favor
of our bills.
Last item, we still need to get two of three senators to support Sheriffs
First, SB 114, to get it out of the Senate Judiciary Committee. Those three
are Jim Shockley, Jim Peterson, or Cliff Larsen. Keep up the messages to
those three.

Waterfowlers Urged To Keep Safety In Mind

LITTLE ROCK, AR --(Ammoland.com)- Changing weather conditions
have been the rule this duck season, and the final days of the 2010-11
season will be no exception.
After a season of very little rainfall, up-and-down temperatures and
other weather changes, Arkansas waterfowl hunters will get a shot of
almost spring-like weather over the final days of the season.
Temperatures will continue to rise throughout the weekend with highs
expected to reach the lows 60s by the weekend.

Nighttime temperatures for central Arkansas are forecast to drop into
the low 40s on Friday and Saturday night.
Arkansas Game and Fish Commission biologists took to the skies last
week for the 2010-11 season’s final aerial waterfowl surveys. Observers
counted a total of 1,786,677 ducks in the Delta with 1,311,245 mallards
included in that total. In the Arkansas River valley, observers counted
60,635 ducks including 41,850 mallards. Duck numbers have fluctuated
this season due to limited rainfall.
Biologists said it appeared that most ducks were scattered last week in
the Delta. Thursday’s freeze-up had ducks concentrated on Friday flight.
Habitat conditions and water levels in the fields looked about average as
a whole. Most rivers (e.g., Bayou DeView, Cache, White, Black, St.
Francis) looked well below average depths. The Cache and Bayou
DeView were especially low. The low water conditions forced ducks to
keep open holes in fields on Friday or continue south looking for open
water.
All shallow water habitats were frozen last week. Good numbers of ducks
were spotted on large bodies of water throughout the Arkansas River
Valley. Habitat conditions are still poor due to lack of rainfall. Hunters
with water might expect good success this last week of the season, but
the warm weather may prove a challenge.
Arkansas’s duck season ends Sunday, Jan. 30.

Forest Service decision conserves prime fish and wildlife habitat,
hunting and fishing on public lands while enabling other energy
projects in region to proceed.

WASHINGTON – A decision by the U.S. Forest Service not to issue
energy leases on more than 44,000 acres of public lands in the Wyoming
Range drew praise from the Theodore Roosevelt Conservation
Partnership.
The TRCP had submitted comments via the National Environmental
Policy Act recommending that leasing and development of these parcels
be prohibited to conserve important fish and wildlife habitat and sustain
hunting and other outdoor recreation.
Located southeast of Jackson, Wyo., in Bridger-Teton National Forest,
the proposed leases are sited in prime habitat for elk, mule deer, moose
and forest grouse that is a popular hunting destination. The area also is
home to native cutthroat trout populations and provides ample fishing
opportunities. These recreational offerings are a mainstay of local
economies and have supported outfitters, guides and a range of other
sportsmen-dependent businesses for more than a century.

federal scientific report released in November 2010 shows that mule deer

GEORGE WASHINGTON’S FIRST WAR - His Early Military Adventures
That officer was George Washington, twenty-three years old, more boy
than man. He emerged from disgrace to become the “Hero of the
Monongahela,” Braddock’s Defeat, one of the worst disasters ever to
befall British arms.
It is one of the dramatic incidents recounted in vivid detail by David A.
Clary in GEORGE WASHINGTON’S FIRST WAR: His Early Military
Adventures (January 11, 2011; $27.00).
Washington, says military historian Clary, was “not born a
great man. He became one during a long life of learning from
trial and error—especially error.” Washington spent his
adolescence in military service, starting as a colonel in
command at the age of twenty-two. He came from a society
without a military tradition, and had neither training nor
battle-wise sergeants to keep him out of trouble. He was a
young glory hound thrust into circumstances he was not
prepared to handle, by elders who should have known better.
Accordingly, Clary observes, “Washington survived a five-
year ordeal unlike that endured by any other Founding
Father. He emerged from it not yet the steady supreme
commander of the Revolution, but he had started on the road
that led him to become the great soldier and statesman of his
age.”
Neither Honor nor Glory
Washington’s adventures began with an epic trek into a howling
wilderness late in 1753, when he was twenty-one years old. He carried a
message from the governor of Virginia to the French commandant in the
Ohio Country, ordering him to leave the territory, although he was not
trained as a diplomat. The next year, having no military training either,
he received command of Virginia’s troops aiming to enforce the
province’s claim to Ohio. This ended in disaster. Washington’s party
attacked a French diplomatic mission and massacred the wounded.
Vengeful French and Indians ran his little corps down and nearly wiped
it out before he surrendered. So began the French and Indian War (in
Europe, the Seven Years War), a global conflict that Washington is

blamed for starting.
Facing demotion in the aftermath, Washington resigned his commission,
then in 1755 attached himself as a volunteer to General Edward
Braddock, leading a new expedition against the French on the Ohio. This
ended with the Battle of the Monongahela. Washington emerged from
that disaster as a hero, earning him command of all Virginia forces. He
spent the next two and one-half years dreaming of winning honor and
glory at the head of an army, but confined to life as that army’s chief
bureaucrat, begging for material support from his government while his
starving men deserted in mobs. He at last took the field in 1758 in a new
campaign commanded by a British general, but earned neither honor nor
glory.
Struggling to Become a Man
Washington’s early military adventures occurred while he struggled
through his long adjustment from boyhood to manhood. He was self-
focused, uneasy about his responsibilities, anxious about what others
thought of him, and inclined to shade the truth—hardly the qualities of a
good leader. Feeling isolated and frustrated, he lashed out against his
superiors, both civilian and military. But Washington’s behavior was
understandable for someone at his stage of life, Clary maintains. “He was
not incompetent, just young, a boy struggling to become a man, carrying
responsibilities that should not have been placed on someone so young.”

National Archery in the Schools (NASP) to register for Pennsylvania’s
2011 NASP State Tournament, which will be held on Friday, March 11, at
the Penn State Multi-Sport Facility in University Park, Centre County.
While there is no fee to register, the deadline to register is Monday, Feb.
18, and can be done through the NASP link on the Game Commission’s

Canada, Australia, New Zealand and South Africa. Tournaments are held
at the state, national and international levels. The national competition

The theme for the essay was “The Second Amendment to the
Constitution: Why it is important to our nation.”
All students enrolled in an elementary, junior high, or high school during
the 2010-2011 academic year who had not previously placed in the
contest were eligible to enter. A total of 726 entries were submitted in the
contest this year.
“You often see that an essay was a student’s first introduction
to the Second Amendment,” said Skipp Galythly, NRA
Assistant General Counsel. “It is great to see students looking
into the Second Amendment, for the very first time and on
their own without any preconceived notions, and making
discoveries and conclusions as to its meaning.”

Essays were judged on originality, scholarship and presentation. Prizes

were awarded in two categories: senior (grades 10-12) and junior
(grades nine and below). The first-place prize in each category was

PHOENIX , AZ --(Ammoland.com)- Grand juries have returned multi-
count indictments in five cases against 34 defendants accused of
assisting Mexican Drug Trafficking Organizations with illegally
trafficking firearms from the United States to Mexico.
Beginning earlier this morning, a multi-agency law enforcement task
force rounded up and arrested 20 defendants named in the 53-count
Avila indictment, which was unsealed today. More than 100 officers were
involved in the operation.
The Avila indictment alleges that from approximately September 2009
to December of 2010, the defendants conspired to purchase hundreds of
firearms, including AK-47s, to be illegally exported to Mexico.

Defendants, none of whom are licensed firearms dealers, acted as “straw
purchasers” by falsely declaring that they were buying the weapons for
themselves. AK-47′s are considered the “weapon of choice” for Mexican
Drug Trafficking Organizations.
“Our office is committed to stopping the illegal flow of guns
into Mexico,” said Dennis K. Burke, U.S. Attorney for the
District of Arizona. “The massive size of this operation sadly
exemplifies the magnitude of the problem — Mexican Drug
Lords go shopping for war weapons in Arizona.”
“These indictments are important steps in the Justice
Department’s effort to curb gun trafficking along the
Southwest Border,” said Assistant Attorney General Lanny A.
Breuer of the Criminal Division. “The Criminal Division is
working hard with its partners in the U.S. Attorneys’ Offices
and colleagues in Mexico to find and prosecute those who
seek to transport weapons illegally across our borders.”
In parallel cases, another 14 people have been charged with gun-
trafficking crimes in the District of Arizona under a series of grand jury
indictments that have been recently handed down or unsealed.
Defendants in those cases are pending trial.
“This investigation is further proof of the relentless efforts by
Mexican drug cartels, especially the Sinaloa Cartel, to illegally
acquire large quantities of firearms in Arizona and elsewhere
in the U.S. for use in the ongoing Mexican drug war,” said Bill
Newell, Special Agent in Charge of the ATF Phoenix Field
Division. “This investigation is also further proof that the
‘straw purchase’ of firearms continues to be a significant
problem and that those individuals that knowingly falsify
ATF firearms forms in order to supply Mexican drug cartels
with firearms have as much blood on their hands as the
criminals that use them.”
Firearms traffickers often use “straw purchasers” to buy guns from
licensed dealers. It is illegal for a purchaser to falsely declare they are
buying firearms for themselves when in fact they are obtaining them for
someone else.
The operations were conducted by a multi-agency task force through the
Organized Crime Drug Enforcement Task Force (OCDETF). The
principal mission of the OCDETF program is to identify, disrupt and
dismantle the most serious drug trafficking, weapons trafficking and
money laundering organizations, and those primarily responsible for the
nation’s illegal drug supply. Agencies included in this operation include

“Greed is the financial investigators friend. It allows us to
track the financial transactions involved with illegal business
operations and ferret out the individuals involved,” said IRS
Assistant Special Agent in Charge, Gabriel Grcham. “Through
the cooperative efforts of the agencies involved with the
OCDETF Strike Force and the United States Attorney’s
Office, agents documented the transactions of this
organization. In one example the indictment indicates seven
individuals allegedly spent approximately $104,251 in cash at
various Phoenix area firearms dealers to acquire 140
firearms. The organization utilized “straw purchasers” to
conceal the true buyer and source of the funds used to
acquire these weapons.”
Additional Indictments
• The Avila indictment alleges one count of Conspiracy, one count of
Dealing in Firearms without a License, one count of Conspiracy to
Distribute Marijuana, two counts of Possession with Intent to
Distribute Marijuana, one count of Conspiracy to Possess a
Firearm in Furtherance of a Drug Trafficking Offense, 35 counts of
Making a False Statement in Connection with the Acquisition of
Firearms, one count of Conspiracy to Commit Money Laundering
and 11 counts of Money Laundering.
• The Flores indictment alleges one count of conspiracy and 17
counts of making a false statement during the purchase of a
firearm. This indictment includes 8 individuals that made multiple
“straw purchases.”
• The Broome indictment alleges 1 count of conspiracy and 13 counts
of making a false statement during the purchase of a firearm. This
indictment includes four defendants that were involved in multiple
“straw purchases” involving approximately 58 firearms.
• The Aguilar indictment alleges 1 count of an individual making a
false statement during the purchase of a firearm.
• The Abarca indictment alleges 6 counts of making a false statement
during the purchase of a firearm. The indictment alleges the
defendant was involved in multiple “straw purchases” involving
approximately 13 firearms of which 6 were AK 47 type weapons.

I was able to attend last year, and I can report that the annual firearms
symposium is an outstanding experience.

Minnesota Man Sentenced for Smuggling Firearms to Mexico
In his plea agreement, De La Rosa admitted that on November 11, 2009,
while buying two handguns from a licensed firearms dealer in Albert
Lea, Minnesota, he made false statements on the required firearms
application. Specifically, he claimed to be the actual buyer of the
firearms, when, in fact, he was making the purchase for individuals in
Mexico. De La Rosa later admitted he had been conducting similar
“straw purchases” of firearms since 2007. In fact, from 2007 through
November 16, 2009, he purchased more than 100 firearms.

De La Rosa also admitted that after buying the weapons, he routinely

smuggled them into Mexico. Between 2007 and November 16, 2009, he

crossed the U.S.-Mexican border 20 times for that purpose. During that
time period, he received approximately $70,000, via wire transfers, De
La Rosa was arrested on November 16 in Laredo, Texas, while
attempting to re-enter the United States. During an inspection of his
vehicle, border authorities found 14 firearms, along with ammunition
and $10,000 in cash, hidden in a sofa in the back of his mini van.

At a minimum we need recorded floor votes, even if we lose, for use at

election time. I am asking a number of Senators to use the rules to force
a full Senate floor vote.

However, if you and I can mobilize enough voters in the districts of these
pro-gun Democrats we should be able to push through to victory this
year.

That is why it is critical that you you go to www.vgoc.org and register.

I have the names and address of thousands of gun owners in the districts
of these Democrats who lean pro-gun.

My consultant has handed me a modest budget of $13,542 to mobilize

30,000 gun owners in these five key districts.

We need to make our pro-gun Democrat friends realize that they will be
