F3a RESOLUTION WHEREAS, the Cities of Minneapolis and Duluth have enacted bans an the practice of conversion therapy invalving minars within their cities WHEREAS, the State of Minnesota regulates and licenses behavioral health professionals WHEREAS, the City of Rochester does nat have the authority or ability to place a meaningful ban on the practice of canversion therapy in Rachester. WHEREAS, the City of Rochester believes the practice of conversion therapy is a harmful, barbaric practice that has no place in madem society BE IT RESOLVED by the Common Council of the City of Rochester that the City of Rochester: 1. The practice of conversion therapy is not welcome in the City of Rochester 2. Supports the State Legislature banning the practice of conversion therapy in the state of Minnesota. 3.
