On February 14, 2020 at approximately 1525 hours, while working pods, | walking into intake after doing
@ round in pods and notice’ yelling standing next to the chairs and a sack lunch on the ground.
‘One of the booking clerks said that he just threw his sack lunch against the ol, Beane
‘to grab his stuff so he could get moved to general population. | assisted this movement with
Deputy EINHARDT. At this time QQ was still upset, he started to pace quickly as we walked out of
intake. When leaving intake ahead of us was Deputy SOOTSMAN with two or possibly three inmate:
Deputy SOOTSMAN and the inmates were walking on the left side of the hallway by medical >

EINHARDT with escortin EM down to B-South hall without incident.

Internal Affairs Investigation # 2020-004.
\t. Bishop maintains the inmate grievance file and received no copy of the inmate grievance that
Mr. Johnson referred to.
Lt. Bishop checked the intercom system to determine if any of the altercation was incidentally
audio recorded. There were no recordings.
(On February 26, 2020 | was able to interview Deputy Alan Miller in the morning and Correction
Deputies Chantel Einhardt and Taliah Harris in the aftemioon. Deputy T. Harris had been off work
for a few days and had not submitted a supplemental report prior to the report being locked and
‘secured in our -LEADS records Management system.
Corrections Deputy Tafiah Harris had prepared a Word Document as a supplemental report to be
copied and pasted into the I-LEADS RMS. She e-mailed that document to me and it is attached
to this report.
On February 27, 2020 Lt. VanZile and | interviewed Deputy Sootsman in my office. | explained
that | was conducting a criminal allegation of misconduct and that he, Deputy Scotsman, did not
have to speak with me and that if he wanted, he could have an attorney present. Deputy
Sootsman agreed to speak with me and the interview was audio recorded and later transcribed
by Ms. Julia Jankowiak, Administrative Assistant.
After the interview, Deputy Sootsman retrieved the original inmate grievance Torm filed by@i
QED. Deputy Sootsman held onto the grievance since he knew that Deputy Alan Miller had
witnessed this incident and given their relationship figured he hadn't heard the last of this matter.
Deputy Sootsman told me that he was not aware that the grievance was to be submitted to the
Jail Lieutenant's office
Upon completion of the interview, | placed Deputy Sootsman on Administrative Leave and
directed him to report to Captain Price at 8:30 am on Friday morning, February 28, 2020 as.
Captain Price would be conducting an internal investigation regarding this incident. Deputy
Sootsman was given a brochure and card for the Employee Assistance Program and encouraged
to reach out for guidance and support.
| requested video from the Jail’s video system on the older/linear side of the jail showing
GREED movement to his cell in the B-South wing. Sgt. Stryd checked the DESA server and
reports the video is no longer available, it had been overwritten, (Memo attached)
Review:

Clair Sootsman leading two other inmates down the hallway. The other two inmates have bees
identified as Mr. Graves and Mr. Humphrey. All three are walking on the left side ofthe hallway
heading away from the Intake area. (GRR 's seen walking in the same direction followed

Medical/Mental Health unit. Deputy Sootsman’s head is turned toward QD and >

RRB is carrying his bedding (sheets & blanket) and has his towel around his neck. He is
using alternately one or both arms as he is holding his belongings at about stomach height.
Deputy Sootsman can be seen in front of IMENNINP and appears to be continuously pointing
his hand or finger at Qa” qua b ack is against the wall,

Corrections Deputy Chantel Einhardt steps forward and grabs y his right arm (time
stamp 3:26:53) and helps_to pull him to the floor, during this time Deputy Sootsman transitions
from holding GENE neck with his right hand to a choke hold or » lateral neck restraint

Deputy Todd Adams arrives (Time stamp 3:27:12 PM) checks on the other officers and then
escorts Mr. Graves and Mr. Humphrey away.
MRR 's secured in handcufis behind his back without resisting. He is then lifted to his feet
by Deputy Sootsman and Corrections Deputy Einhardt. Deputy Sootsman held onto @®
