Bukdinon State University has taken a big accomplishment by making this episode. It
was full of information that will really help the people of Bukidnon. I can say that it is
a good episode because it does not mainly concern of thee individual responsibility
of the citizens, but also the responsibility of local and national government agencies.
It somehow gives me the assurance that COVID as it is the biggest issue faced by
the country today, was given due attention that it deserved.

I was astonished how Ma’am Mylah Faye Aurora B. Carino, the director of NEDA,
Region X, thoroughly explained the different strategies and efforts done by the
national agency. It was revealed that all along our key to survival is the sector
neglected for over a period of time which is the agriculture. Bukidnon known as the
land rich in agricultural activities seems to be very much appreciated nowadays and
it sad that it takes COVID for the people to throw eyes on us. Scarcity on foods and
basic necessities are the first thing that must be given solution in this time of
pandemic.

In addition, she made mention,” Agriculture becomes less sexy in the eyes of the
young people,” and I could not disagree on this. I was relieved when I heard that the
national government are already shaping their activities in addressing this issue and
these are the following; (a) adoption of early continuity planning; (b) promote
business continuity planning; (c) must support key partners of modernize technology
needed for agriculture; (d) increase capacity community base organization; and
invest resilient rural infrastructure and storage facilities. With these, agricultural
sector will be given additional parameters to help them produce better products and
to advertise to younger people that there is money in agriculture.

The Mandanas Doctrine clarifies that the share from the Internal Revenue Allotment
(IRA) of the local government units (LGUs) does not exclude other national taxes like
customs duties.  The exclusion of other national taxes like customs duties from the
base for determining the just share of the LGUs contravened the express
constitutional edict in Section 6, Article X[1] of the 1987 Constitution. As a conclusion
of NEDA, many national operations will be given to local specially the agriculture
activities.

As to the second speaker, he made mentioned about the effects COVID had done to
the locality of Malaybalay, He made it clear that it had taken a very big part of the
budget that the city should have. He even enumerated the local activities that gives
income to the city, but highly affected by the current situation. Although the second
speaker draws how COVID affects the entire City of Malaybalay, he also assured
everyone that the local authorities are doing their job. As many as the affected areas
he presented are the safety measure and activities they had done to combat COVID
in our territory.

Now, why am I stating these facts on this reflection paper on partnership subject?
How is this related to this course?

Because, I want to show how COVID affected businesses in the locality. I want to
express how big this pandemic that caused damage not just on our social aspect but
also on our economy. With this episode, they had shown that COVID is a serious
problem and everyone should be involved in combatting it. The local and national are
doing their job and we, as citizen should do our part which is to do the protocols they
had established. It even damaged the business world. It caused less income and
less opportunity for the investors and businessmen to produce and grow their
productions. It is good that with this episode, everyone was given an assurance that
they are doing their job and we are still protected.
