Dans une interview accordée à France 3, le président syrien Bashar el Assad a appelé
l'administration américaine à dialoguer "directement ou indirectement" avec le Hamas
et le Hezbollah, pour obtenir la paix au Moyen-Orient. Estimant que l'influence du
Hamas notamment, était incontournable, Assad a proposé à Washington sa médiation
pour l'ouverture d'un dialogue avec ces organisations, classées comme terroristes par les

Damascus said the 'confederation is based on two governments : one in the West Bank led by
Fatah and the Palestinian National Authority and the other in the Gaza Strip led by Hamas. It
is a government for each of the two principal factions of the Palestinian conflict', the source
said."
"Under the accord, a coordinating commission would supervise the two executives in a type
of 'central government', sources said. The commission would not have particularly broad or
binding responsibilities, it will co-ordinate the two governments so that they act like a single
body ... The two governments will restrict themselves to managing reconstruction and election
preparations, without a clear political function,” one source said."
This agreement sounds a little like a two-headed hydra monster, a totally unworkable "unity
government". However, if this new unity can silence Hamas' strident opposition to the
creation of a Palestinian State, this new type of government makes sense. For this scenario to
occur, Fatah must be given preeminence over Hamas.
If Fatah's Masonic President, Abbas, can exercise nominal control over Hamas on this one
issue, then the Western Illuminati can forge forward in its plans to declare a Palestinian State.

HAMAS AND FATAH REACH 'HISTORIC ACCORD': REPORT
DAMASCUS (AKI) -- Rival Palestinian factions Fatah and the Islamic resistance
movement Hamas have reached an historic accord for the creation of a new
“confederation” with two governments to rule in the Gaza Strip and the West
Bank, sources have told Adnkronos International (AKI).
Top-level Palestinian sources told AKI that the two groups are waiting for the
right moment to make an official announcement about the agreement.
“It is a government for each of the two principal factions of the Palestinian
conflict,” the source said.
A Damascus official from the Democratic Front for the Liberation of Palestine
has already said that his organization is “totally opposed to this plan since it
reinforces and perpetuates the divisions between the Palestinians, hampers
the possibility of creating an independent Palestinian state and confirms the
division of power between the two principal factions.”
“This option is nothing more than a way of escaping the problems and of
finding a solution.”
Fatah and Hamas have been divided by a serious rift since Hamas took control
of the Gaza Strip in mid-2007 after it won a surprise victory in the Palestinian
parliamentary elections the previous year.

Hezbollah durant le récent conflit à Gaza, qui ont exhorté les militaires égyptiens à
s'opposer à la direction politique, pour soutenir les militants du Hamas.
Par ailleurs, le Secrétaire général se dit encouragé par le fait que le DIALOGUE
NATIONAL convoqué par le président Sleimane se poursuit régulièrement mais
constate qu'il n'a engrangé jusqu'ici que des acquis limités.
Selon lui, les élections parlementaires prévues pour le 7 juin 2009 constitueront une
nouvelle étape de la transition cruciale dans laquelle le Liban s'est engagé depuis
l'adoption de la résolution 1559 (2004).

Who Is Arming the Mexican Drug Cartels?

The state, Mexican authorities and their US propaganda arm, known in most circles as
the Mainstream Media, have recently embarked on a huge disinformation campaign to
demonize the American gun owner as the supplier of weapons to the Mexican drug cartels.
Everyone in the media, with the possible exception of Lou Dobbs, has joined in the campaign
of lies.
Shown here, on a CBS special, is video proof of the lies and disinformation by CBS, US and
Mexican authorities. Anderson Cooper and Janet Napolitano are either ignorant or complicit
in the myth that M-203s, RPGs and hand grenades are readily available to the American gun
consumer. Most intelligent folks, and those without a state sponsored agenda, realize these
weapons are usually only available to the military.
This week, Secretary of Homeland Defense, Janet Napolitano, announced a new plan to curb
the alleged flow of weapons from the US into Mexico. This program, which will cost the
overwhelmed US Taxpayer another 700 million dollars plus, includes machines that employ
what is referred to as “virtual strip search.” This plan will supposedly slow down the number
of guns traveling south from the US to the drug cartels in Mexico. If this program has the
same success rate as the government’s efforts at stopping the flow of contraband north into
the US, the Mexican drug cartels will have nuclear weapons by the end of April!
While not stated as such, I am sure this will eventually morph into “the war on guns.” Funny,
is it not, every time our government “declares war” on something, it always increases
exponentially! Whether it is poverty, drugs, terrorism or guns, when the state declares war,
rapid growth and expansion of that which is the object of that war is inevitable.
Napolitano stated, “70% of the weapons in the hands of the drug cartels are coming from the
US.” The implication is obvious she is referring to private gun owners. The MSM sucks up
this propaganda like a large-mouth bass takes a worm, and regurgitates it to Boobus without
ever questioning the truthfulness behind the claim. Neither Mexican, nor US officials, has
ever produced an ounce of proof to back up these wild accusations.
Wednesday, on MSNBC, in an interview by Andrea Mitchell, New York Congressional
Representative, Nita Lowey stated 97% of the guns in the hands of the Mexican drug cartels
originated in the US. Representative Lowey, in her support for a new Assault Weapons Ban,
alleges these firearms are coming from the American gun owner. She is correct in her
assertion many of the firearms being used by the cartels are coming from Americans. They
are, but, from the American taxpayer, not the American gun owner!
The fact is: the Mexican authorities have refused to release the serial numbers of weapons
confiscated from drug cartel members. Releasing the serial numbers would implicate the
corrupt governments of the US and Mexico and their involvement in arming the drug cartels.
Considering the above, it is my belief the Mexican drug cartels are procuring a large
percentage of weapons from the world’s largest supplier of these weapons: the United States
government!
The type of weapons confiscated and the unwillingness of those involved to supply weapon
serial numbers is a clear indicator.
Because of the “narco-wars,” the US government supplies the Mexican military with arms
and training. The Mexican military has trained at Ft. Bragg, North Carolina, and the arms
budget from the US to Mexico is in the billions.
Drug profits realized from the sale of drugs in the US by Mexico’s violent drug cartels are
estimated to be as high as 40 billion dollars per year. With that amount of money, is there any
question as to the ability of the cartels to purchase military weapons provided by the United
States government from corrupt Mexican government officials and members of their military?
In the mid 1990s, U.S. government statistics revealed at least six billion dollars a year was
spent by the cartels in bribes and payoffs to officials in the Mexican government and military.
In February of 1997, the Clinton Administration announced it was certifying the Mexican
government as a “full ally” in the war on drugs. Clinton’s Drug Czar, Army General Barry
McCaffrey, described Mexican General Jesus Gutierrez Rebollo, who headed up the Mexican
National Institute to Combat Drugs (INCD) as a “man of absolute unquestioned
character.”(Emphasis added) Shortly after McCaffrey’s statement, Rebollo was arrested for
taking bribes from one of the largest drug cartels in Mexico. Rebollo had been present at
secret meetings involving the White House, the Central Intelligence Agency and the Drug
Enforcement Agency.
When speaking of drug cartels and military weapons, one would be remiss in not covering the
involvement of the Central Intelligence Agency (CIA) and their decades-long involvement
in worldwide drug trafficking. The evidence produced at the Iran Contra hearings proved
the CIA was involved with smuggling cocaine in order to fund the Nicaraguan Contra Army.
Is there any question they are involved with the Mexican drug cartels and perhaps facilitating
their procurement of military weapons, or better yet, trading arms for drugs?
In 2007, then President George W. Bush, with help from Secretary of State Condoleezza Rice,
was able to get legislation passed that would provide Mexico with at least 1.4 billion dollars
for Mexican military and police forces.
In May of 2008, Kristen Bricker wrote of Plan Mexico, “Plan Mexico will provide resources,
equipment, and training to the Mexican government, police, and military. It will not give
Mexico liquid funds. The US military, government agencies such as USAID, and US defense
contractors such as mercenary firms and weapons manufacturers will receive funding to carry
out Plan Mexico. Plan Mexico is yet another bill to line the pockets of the military industrial
complex.”
Our government is certainly aware of the rampant corruption within the Mexican government
and military, yet we continue to provide them with money, military weapons and training,
including all of the military weapons mentioned earlier in this article and shown in film clips
by the mainstream media as proof positive we need a new Assault Weapons Ban. (AWB)
Our corrupt government, cooperating with Mexico’s equally corrupt government, has
embarked on a campaign to deprive American citizens of the means to defend ourselves from
tyranny, screening their own involvement in arming violent criminal drug cartels. We can
weakly submit, or stand for truth and liberty; the choice is ours.

DARFOUR : UNE DÉLÉGATION DE LA MINUAD RENCONTRE AU
TCHAD LES REBELLES DU MJE
Le représentant spécial conjoint des Nations Unies et de l'Union africaine au Darfour, Rodolphe Adada.
5 février 2009 – Une délégation de haut niveau de l’Opération hybride UA-ONU au Darfour (MINUAD), a
effectué mercredi et jeudi une visite de deux jours à N’Djamena (Tchad) pour rencontrer les dirigeants
du Mouvement pour la justice et l’égalité (MJE) qui ont annoncé le retrait de leurs troupes de la zone de
Muhajeriya, au Sud-Darfour.
La délégation, qui était dirigée par le représentant spécial conjoint des Nations Unies et de l’Union
africaine, Rodolphe Adada, a eu des discussions avec le président du MJE, le Dr. Khalil Ibrahim, et
d’autres hauts responsables du mouvement. La rencontre s’inscrivait dans le cadre des efforts de la
MINUAD pour établir une bonne relation de travail avec toutes les parties impliquées dans le conflit au
Darfour et pour discuter des récents développements à Muhajeriya.
Le Dr. Ibrahim a informé M. Adada que son mouvement avait décidé de se retirer de Muhajeriya après la
décision de la MINUAD de rester dans la zone et après les appels du Secrétaire général de l’ONU, Ban Ki-
moon, du président de la Commission de l’Union africaine, Jean Ping, et de la communauté internationale
à garantir que la population locale soit préservée de tout danger imminent.
M. Adada a salué la décision du MJE. « Le retrait a sans aucun doute sauvé de nombreuses vies et
empêché de tragiques conséquences pour les civils », a-t-il dit.
Le chef du MJE a déclaré que son mouvement souhaitait établir des relations de travail avec la MINUAD
pour protéger les civils. Il a approuvé l’idée qu’il était nécessaire d’éviter des situations similaires à celle
de Muhajeriya à l’avenir.

SECURITY COUNCIL DEMANDS THAT UGANDAN REBELS SIGN
PEACE ACCORD
A presidential statement, read out by Ambassador Nevin Jurica of Croatia, which holds this month’s
rotating presidency of the 15-member body, condemned the repeated failure of LRA leader Joseph Kony
to sign the Final Peace Agreement negotiated between the Government of Uganda and LRA.
It recalled that the International Criminal Court (ICC) had issued arrest warrants for “certain LRA
leaders” on charges of war crimes and crimes against humanity, including murder, rape and the
enlistment of children through abduction. The ICC issued arrest warrants for Mr. Kony and two other LRA
leaders, Okot Odhiambo and Dominic Ongwen, in 2005.
“The Council reiterates its deep concern at the long-running and brutal insurgency by the LRA, which has
caused the death, abduction and displacement of thousands of innocent civilians in Uganda, the Sudan
and the Democratic Republic of the Congo,” the statement said. “It demands that the LRA cease its
recruitment and use of children and that it release immediately all women, children and other non-
combatants.”
Noting that “it attaches vital importance to promoting justice and the rule of law, including respect for
human rights, as an indispensable element for lasting peace,” the Council reaffirmed that “ending
impunity is essential for a society recovering from conflict to come to terms with past abuses committed
against civilians and to prevent their recurrence.”
It called on the LRA to sign the peace accord immediately and begin the process of disarmament,
demobilization and reintegration to ensure a peaceful, political solution to the 21-year-long conflict.
The Council welcomed the re-establishment of peace and security in northern Uganda, which has seen
the LRA disperse into Southern Sudan and eastern DRC, and called on the Ugandan Government to
accelerate reconciliation, recovery and development in the north by disbursing anticipated financing
without delay.
Last week the Council voiced support for a joint military operation launched by the DRC, Uganda and
Southern Sudan to flush the LRA out of a remote national park in north-eastern DRC.
Meanwhile, the UN World Food Programme (WFP) has helped ship in 24 tons of food for 8,500 people in
the DRC’s Dungu region affected by the LRA. “These people are very happy,” WFP programme manager
Ibrahime Diallo said after helping to supervise the distribution. “They have been waiting a long time.
Now they see that when we say we will do something, we will do something.”
Local men offloaded bags and cans of food bearing the logos of the United States Agency for
International Development (USAID), ECHO (European Commission Humanitarian Office) and other
donors. WFP’s feeding programme in the area is expected to last two or three months.
Dungu town’s population has grown as internally displaced persons (IDPs) arrived. With the area outside
Dungu now considered by many a no-go zone, hunger is on the increase.
“The harvest season begins in January and they are unable to go to their farms and fields,” WFP Dungu
sub-station chief Charles Gemenze said. “There is no famine but IDPs, host families and returnees need
to complement what little food they still have.”

RDC : OBASANJO VA LANCER À NAIROBI UN
DIALOGUE ENTRE GOUVERNEMENT ET
REBELLES
Les affrontements entre le CNDP dirigé par l'ancien général Laurent Nkunda et les forces armées
régulières (FARDC) ont causé le déplacement de dizaines de milliers de personnes dans l'Est de la RDC
depuis plusieurs mois.
La Mission de l'Organisation des Nations Unies en République démocratique du Congo (MONUC) a salué
le résultat des négociations préalables des médiateurs avec les dirigeants régionaux, notamment la
décision de normaliser les relations bilatérales ainsi que la coopération économique régionale.
La MONUC continue sur le terrain ses efforts pour maintenir un cessez-le-feu durable entre les
combattants dans la province du Nord-Kivu et pour relancer les pourparlers de paix. La Mission redéploie
aussi ses casques bleus et ses renforts, a précisé la porte-parole.
Des troupes francophones supplémentaires ont été envoyées à Goma pour renforcer les troupes
assignées à la protection des civils et des troupes spéciales des Nations Unies surveillent la frontière avec
le Rwanda ainsi que d'autres zones sensibles.
D'autre part, le Haut Commissariat des Nations Unies pour les réfugiés (UNHCR) a affirmé vendredi ne
pas pouvoir trouver la trace de près de 90.000 déplacés dans la région de Rutshuru qui avaient trouvé
refuge dans des camps de fortune.
Selon l'agence, ils ont dû rentrer dans leurs villages et leurs villes d'origine.
Enfin, selon le Bureau de la coordination des affaires humanitaires (OCHA) les raids de l'Armée de
résistance du Seigneur (Lord's Resistance Army, LRA), groupe armé originaire de l'Ouganda, ont causé le
déplacement de près de 83.000 personnes dans la Province Orientale. Ces raids se poursuivent et les
travailleurs humanitaires sont de retour dans la région pour aider les populations.

BAN CALLS ON BURUNDI'S GOVERNMENT, REBELS TO QUICKLY
COMPLETE PEACE ACCORD
4 December 2008 – Burundi’s Government and the rebel group Palipehutu-FNL must now summon the
political will and courage to overcome outstanding issues and successfully conclude the peace process
they agreed to two years ago, United Nations Secretary-General Ban Ki-moon said today.
“Time is of the essence,” he told a regional summit of the Burundi Peace Initiative in a message
delivered by his Executive Representative for Burundi Youssef Mahmoud in Bujumbura, the small Central
African country’s capital. “The crucial deadline for completing the full implementation of the
Comprehensive Ceasefire Agreement is fast approaching.
“I therefore urge the Government and the Palipehutu-FNL to work with greater urgency and
determination to reach compromises on the difficult issues which have so far hindered their efforts.”
Burundi is rebuilding after a brutal civil war between the Hutu majority and the Tutsi minority. In
September 2006, the Comprehensive Ceasefire Agreement was signed between the Government and
Palipehutu-FNL, the last major rebel hold-out group.
The group’s leader, Agathon Rwasa, returned home this May in what Mr. Ban the called a “significant
development.”
Today, he thanked the Regional Initiative leaders, the South African Facilitation and the African Union for
“their tireless efforts” to help the parties in their quest for a durable solution.
“I urge you to do your utmost at this Summit to achieve an outcome that helps restore hope for the
Burundian people, and enables them to imagine a more prosperous and peaceful future,” he said. “For
my part, I reaffirm the commitment of the United Nations as well as the Organization’s readiness to
continue its support, in full coordination with regional and international partners.”

Le Burundi est en pleine reconstruction après une violente guerre civile entre la majorité Hutu et la
minorité Tutsi. En septembre 2006, l'Accord global de cessez-le-feu avait été signé entre le
gouvernement et le Palipehutu-FNL, le principal groupe rebelle.
Le chef du groupe, Agathon Rwasa, est retourné dans son pays en mai, ce que le Secrétaire général a
qualifié de « développement important ».

INTEGRATION OF MAOIST FIGHTERS IN NEPAL REMAINS

The unresolved issue of combatants still remains “very important and quite difficult” for the United
Nations Mission in Nepal (UNMIN), although its mandate is even more limited following Constituent
Assembly elections, Special Representative in Nepal Ian Martin told a news conference in New York.
The peace agreement, which ended a decade-long civil war between Maoists and the then-government
that claimed an estimated 13,000 lives, provides for a committee of all major political parties, including
the Nepali Congress which went into opposition after the formation of the Maoist-led Government, to
integrate and rehabilitate Maoist army combatants.
“The Government has announced the establishment of the special committee and indeed the Secretary-
General welcomed that during his visit [earlier this month], but there is still a negotiation going on
regarding both its composition and its terms of reference before the Nepali Congress is willing to
nominate representation to participate,” Mr. Martin said.
Mr. Martin, who briefed the Security Council on Friday, said the country is going through “a very
profound transformation” from what he experienced in 2005, when he arrived to the UN human rights
office in Nepal at a time when armed conflict raged, the then king exercised executive authority and
democratic rights were under attack.
“It is by any standards extraordinary that now only a little over three years later Nepal has taken
decisions that have made it a republic,” he added, noting that it had declared itself a federal democratic
republic but still had to draw up a new constitution to give reality to the transition to federalism. “That’s
a difficult issue because different groups mean different things [when they speak of federalism],” he
said.
“One of the most remarkable aspects of the transformation has been the coming to the fore of ethnic
groups that have traditionally been marginalized and now for the first time are much more strongly
represented in a uniquely inclusive constituent assembly.” He warned that such a profound
transformation “should lead us to expect that it will have difficulties along the way.”
Mr. Martin stressed that the issue of former combatants would not be easy. “There are widely differing
views among the political parties and sometimes within them regarding the extent to which Maoist army
combatants should or should not be integrated into the State army and in what manner,” he said.
He cited other problems, such as the weak implementation of other peace process commitments which
remain at issue among the parties and also commissions that have yet to be formed.
“Commitments to compensation to victims of the conflict, to investigations into the fate of those who
disappeared, to the return of displaced persons and property seized during the conflict, to ensuring that
the youth groups of political parties remain within the law – all of these need to move beyond rhetoric
into practical measures to put them into effect,” he said.
Mr. Martin noted that the Security Council had itself called for the political parties to cooperate “in a spirit
of compromise” to complete the peace process.
The Secretary-General noted that in his meetings with Mr. Ban in Nepal, Prime Minister Pushpa Kamal
Dahal expressed his view that a UN presence in Maoist army cantonments would remain necessary
pending integration and rehabilitation.
But, given that “even under the most optimistic assumptions” that process will not be completed by the
time UNMIN’s current mandate expires at the end of January, Mr. Martin said the Secretary-General had
urged that the Government come forward very soon with any request for an extension.
“The Secretary-General and we all share the desire of the Council to bring UNMIN’s mandate to
completion as soon as possible, to draw down further and close the mission, but of course in a manner
that does not jeopardize the peace process,” he said.

POUR LE NÉPAL, SELON BAN
« Le défi le plus immédiat est de réintégrer les combattants maoïstes », a déclaré samedi M. Ban lors
d'une conférence de presse à Katmandou, à l'issue d'une visite au Népal.
Il a salué la récente création d'un comité spécial pour réintégrer ces ex-combattants et a appelé le
nouvel organe à commencer à travailler dès que possible. Il a aussi appelé le gouvernement à avancer
rapidement dans la démobilisation formelle de combattants mineurs.
Depuis la signature de l'accord de paix en 2006 mettant fin à une longue guerre civile qui a causé la mort
d'environ 13.000 personnes, les combattants maoïstes restent cantonnés avec leurs armements dans
des casernes sous la surveillance de la Mission des Nations Unies au Népal (MINUNEP), qui a été créée
en janvier 2007 pour assister le processus de paix.
La Mission a également joué un rôle crucial en soutenant l'élection en avril de l'Assemblée constituante,
qui a été chargée de rédiger une nouvelle constitution.
Le Secrétaire général a dit à l'Assemblée que la transformation politique du pays devait aller de pair avec
la transformation économique et sociale. Il a appelé tous les partis au sein de la coalition
gouvernementale à maintenir leur cohésion tout en continuant à travailler avec les partis ne faisant pas
partie du gouvernement.
Avant de quitter le Népal, M. Ban s'est rendu à Lumbini, le lieu de naissance de Bouddha, au pied de
l'Himalaya.

LES ÉTATS-UNIS ENVISAGENT DE NÉGOCIER AVEC LES TALIBANS

Les États-Unis envisagent de négocier avec les talibans en Afghanistan, affirme mardi le Wall
Street Journal, qui cite des responsables anonymes au sein de l'administration américaine.
Cette nouvelle approche était envisagée dans un avant-projet de recommandation d'un rapport
classifié de la Maison-Blanche sur l'évaluation de la stratégie américaine en Afghanistan,
précise le Wall Street Journal.
Les négociations seraient menées par le gouvernement afghan, «avec la participation active
des États-Unis», ajoute le journal.
La version finale de ce rapport sur la stratégie américaine est attendue le mois prochain, après
l'élection présidentielle du 4 novembre, toujours selon le quotidien.
Des responsables afghans ont rencontré début octobre à la Mecque, en Arabie Saoudite,
d'anciens membres du régime des talibans (au pouvoir à Kaboul de 1996 à 2001), marquant
une première ébauche de négociations à haut niveau entre les deux parties.
En Afghanistan, les contacts informels sur le terrain n'ont cependant jamais cessé entre les
représentants du gouvernement d'Hamid Karzaï (dont certains, en particulier dans les
provinces, sont d'anciens membres de la milice fondamentaliste) et les talibans.
L'armée américaine est elle-même en contact depuis des années avec des ex-dignitaires
talibans, comme Wakil Ahmed Muttawakil, ancien ministre des Affaires étrangères sous le
régime de Mollah Omar, qui s'est rendu en 2002 aux soldats américains.
Vivant depuis lors en résidence surveillée dans son pays, Wakil Ahmed Muttawakil est
susceptible de faire l'intermédiaire avec les leaders actuels du mouvement taliban et son nom
a été cité dans la presse comme étant impliqué dans les négociations de la Mecque.
Les talibans ont lancé une insurrection meurtrière depuis qu'ils ont été chassés du pouvoir à la
fin 2001 par une coalition internationale emmenée par les États-Unis.
Les violences ont redoublé d'intensité depuis près de deux ans malgré la présence de 70.000
soldats de deux forces multinationales, l'une de l'OTAN, l'autre sous commandement
américain (Operation Enduring Freedom).

L'ONU SALUE UN NOUVEL ACCORD ENTRE LES PARTIES
SOMALIENNES
Selon les documents signés par les chefs des délégations du Comité conjoint de sécurité, un cessez-le-
feu interviendra le 5 novembre 2008, indique un communiqué du Bureau politique des Nations Unies en
Somalie.
L'accord prévoit aussi la relocalisation des troupes éthiopiennes et des mesures visant à éviter un vide
sécuritaire, notamment en impliquant des forces de l'AMISOM, la Mission de l'Union africaine (UA) en
Somalie, avec l'assistance de forces des deux parties, en attendant le déploiement de forces des Nations
Unies.
Le représentant spécial a salué "l'établissement de principes très importants » et espère qu'ils seront mis
en oeuvre pour le bénéfice du peuple somalien.
L'accord, signé par le Vice Premier ministre Ahmed Abdisalam Aden et le président de l'Alliance pour la
re-libération de la Somalie, Sheikh Sharif Ahmed, prévoit une assistance de la part des Nations Unies et
la création à court terme d'un gouvernement d'unité nationale.
Il affirme aussi que le gouvernement sera ouvert à tous les Somaliens et que le parlement devra avoir
une composition diversifiée.

LA REINTEGRATION DES EX-COMBATTANTS DU SUD-SOUDAN EST

« Les politiques sont en place, la planification a commencé et le financement de certaines des étapes est
disponible », a déclaré le représentant spécial du Secrétaire général et chef de l'UNMIS, Ashraf Qazi, lors
d'une allocution à Khartoum devant le Conseil de coordination nationale du désarmement, de la
démobilisation et de la réintégration (DDR).
Le DDR est une des tâches de base confiées aux missions de maintien de la paix pour éviter la reprise
d'un conflit. Il s'agit de récupérer les armes, de former les anciens miliciens et de les intégrer dans
l'armée nationale aux côtés des forces régulières. L'UNMIS a été mise en place à l'issue d'un accord
global de paix qui a mis fin à 20 ans de guerre civile entre le Nord et le Sud Soudan.
Le représentant spécial a salué les efforts du Conseil de coordination pour son « approche constructive »
concernant l'une des plus complexes et plus vastes opérations de DDR dans le monde.
Ashraf Qazi a annoncé que l'ONU s'engageait à lancer un projet pilote probablement dans l'Etat du Nil
bleu avant la fin de l'année.
Il reste beaucoup à faire, a-t-il néanmoins prévenu, soulignant la nécessité de maintenir le niveau de
financement adéquat.

NORD KIVU : 67 COMBATTANTS RWANDAIS DÉPOSENT LES ARMES
VOLONTAIREMENT
Cet événement s'est déroulé en présence d'une délégation des autorités congolaises conduite par le
ministre des affaires étrangères de la République démocratique du Congo (RDC), Mbusa Nyamwisi, ainsi
que des représentants de la « task force » du groupe de suivi du Communiqué dit « de Nairobi », a
précisé la MONUC dans un communiqué.
Par le Communiqué dit « de Nairobi », signé le 9 novembre 2007 à Nairobi, le gouvernement de la RDC
et le gouvernement du Rwanda, en présence de la communauté internationale (Union africaine, Union
européenne, Etats-Unis, Royaume Uni, Afrique du Sud et Nations Unies), se sont engagés à œuvrer
ensemble, dans le cadre d'une approche commune, à l'élimination de la menace que constitue la
présence des combattants FDLR à l'Est de la RDC, pour la sécurité de la RDC, du Rwanda et de
l'ensemble de la région des Grands Lacs.
Les soixante sept combattants rwandais qui ont déposé volontairement les armes à Kasiki font partie
d'une faction du FDLR, le Rassemblement pour l'unité et la démocratie (RUD), et se sont présentés avec
une centaine de leurs dépendants. Ils ont remis quelque 45 armes, pour la plupart des AK 47 ainsi que
de nombreuses munitions aux équipes du Programme de Désarmement, Démobilisation, Rapatriement,
Réinsertion et Réintégration (DDRRR) de la MONUC.
La MONUC salue cette initiative, notant que le désarmement volontaire simultané d'un tel nombre de
combattants FDLR n'a plus été effectué depuis 2006.
Depuis lors, la MONUC a continué de recevoir, sur base volontaire de nombreux candidats au programme
DDRRR, mais, sur base individuelle ou par petits groupes.
Cependant la MONUC observe avec regret que beaucoup de combattants continuent d'être
instrumentalisés par certains de leurs dirigeants qui empêchent leur libre participation au processus de
désarmement, de démobilisation et de retour au Rwanda.

Les accords prévoient la fin des hostilités, la transformation des groupes armés en partis politiques, le
retour des déplacés et des réfugiés chez eux et l'intégration des cadres de tous les groupes armés dans
la vie politique nationale, a précisé la Mission de l'Organisation des Nations Unies en République
démocratique du Congo (MONUC) dans un communiqué.
La cérémonie de signature, à laquelle de M. Doss a participé, a eu lieu lundi à Goma, capitale provinciale
du Nord-Kivu. Elle s'est déroulée en présence des co-facilitateurs, l'ancien Président nigérian Olusegun
Obasanjo, Envoyé Spécial du Secrétaire général de l'ONU pour la région des Grands Lacs, et Benjamin
Mkapa, ancien Président tanzanien, nommé par l'Union africaine, qui ont signé en tant que témoins.
“Ce qui compte aujourd'hui, c'est la mise en oeuvre”, a souligné Alan Doss après la cérémonie. Il a
également souligné la nécessité d'aller vite pour mettre en exécution les accords afin de profiter de la
dynamique qu'ils ont créé. Il a promis que la MONUC “accompagnera le processus en étroite
collaboration avec tous les acteurs impliqués pour sa réussite. Cet accord doit servir d'outil pour mettre
fin à la souffrance de la population, et à l'impunité ».
« Les populations de l'Est de la RDC, et surtout les femmes et les enfants, ont été trop longtemps des
victimes de conflits armés, de déplacements et de violences sexuelles. S'ils sont respectés ces accords
peuvent avoir un impact extrêmement positif sur la vie des populations des deux Kivu », a-t-il ajouté.

SOUDAN : LE PROGRAMME DE DÉMOBILISATION D'EX-

26 mars 2009 – La démobilisation de plus de 180.000 ex-combattants de la guerre civile qui a opposé le
Nord et le Sud du Soudan entre dans une nouvelle phase avec le lancement de la composante
réintégration à la vie civile, a déclaré jeudi la Mission des Nations Unies au Soudan (UNMIS).
Cette semaine, 14 participants, dont quatre femmes, ont été reçus par le Service de référence et de
conseil personnel (ICRS) au bureau de la Commission conjointe (Nord-Sud) DDR à Ed Damazin. Ils ont
tous reçu un kit destiné à les aider à générer un revenu.
Des 5.000 ex-combattants destinés à être démobilisés dans l'Etat du Nil bleu cette année, un total de
1.300 l'a été depuis le début de l'opération il y a six semaines.
Les préparatifs sont bien avancés pour qu'une opération similaire démarre dans les localités de Julud et
Kadugli dans le Sud-Kordofan, début avril.

RDC : DIX COMBATTANTS REBELLES SE RENDENT À UNE
PATROUILLE MONUC/FARDC
Lors de leur reddition qui a eu lieu dans la localité de Mikumbi, au sud-ouest de Masisi, à 90 kilomètres
de Goma, les combattants ont remis neuf armes (six AK47, 2 M-16, 1 carabine 9mm), et un important
stock de munitions.
La MONUC lance un nouvel appel urgent aux autres combattants FDLR pour qu'ils saisissent la chance qui
leur est toujours donnée, dans le cadre de la campagne KIMIA 2, de déposer pacifiquement les armes, et
de rejoindre le programme DDRRR de la MONUC, qui reste ouvert. « La pression militaire en cours et qui
va s'accentuer a déjà fortement affaiblie les structures militaires, d'approvisionnement et d'accès aux
ressources des FDLR. La vie en brousse va continuer à se détériorer et devenir de plus en plus difficile »,
estime la Mission.
La MONUC les encourage à se dissocier de l'aile dure des dirigeants de leur mouvement qui les tient
otages et à penser à l'avenir de leurs familles et de leurs enfants en choisissant de leur offrir une vie
décente comme l'ont déjà fait bon nombre de leurs compatriotes.
Entre le 1er janvier et le 25 avril 2009, la section DDRRR de la MONUC a rapatrié 1.668 ex-combattants
FDLR et leurs dépendants (586 ex combattants et 1082 dépendants). La moyenne mensuelle de
rapatriement des ex combattants depuis le début de l'année 2009 est d'environ 146, soit quatre fois plus
que la moyenne mensuelle en 2008, qui s'élevait à 37.

4 May 2009 – Secretary-General Ban Ki-moon today welcomed the opening of a new
forum for the United Nations to advance its work on the disarmament, demobilization
and reintegration (DDR) process in countries emerging from armed conflict.
Mr. Ban noted that there have been nearly one million beneficiaries of DDR efforts
worldwide over the past 20 years, in a message to the International DDR Congress in
Cartagena, Colombia.
“Our experiences in Mozambique, Sierra Leone and many other places have shown how
effective DDR initiatives can be in helping ex-combatants build a new life for themselves
and a better future for their countries,” he added.
The message highlighted the first edition of the Integrated DDR Standards launched in
November 2006 to guide the design and implementation DDR programmes.
“I am glad there is now a wider forum where we can join with other partners to push
this work forward,” Mr. Ban stated, welcoming the Congress’s focus on how DDR can
fit into peacebuilding, and how DDR can be better coordinated with broader projects.

The Somali pirates attacking shipping in the Gulf of Aden and Indian Ocean are
directed to their targets by a "consultant" team in London, according to a European
military intelligence document obtained by a Spanish radio station.
The document, obtained by Cadena SER radio, says the team and the pirates remain in
contact by satellite telephone.
It says that pirate groups have "well-placed informers" in London who are in regular
contact with control centres in Somalia where decisions on which vessels to attack are
made. These London-based "consultants" help the pirates select targets, providing
information on the ships' cargoes and courses.
In at least one case the pirates have remained in contact with their London informants
from the hijacked ship, according to one targeted shipping company.
The pirates' information network extends to Yemen, Dubai and the Suez canal.
"The information that merchant ships sailing through the area volunteer to various
international organisations is ending up in the pirates' hands," Cadena SER reported
the report as saying.
This enables the more organised pirate groups to study their targets in advance, even
spending several days training teams for specific hijacks. Senior pirates then join the
vessel once it has been sailed close to Somalia.
Captains of attacked ships have found that pirates know everything from the layout of
the vessel to its ports of call. Vessels targeted as a result of this kind of intelligence
included the Greek cargo ship Titan, the Turkish merchant ship Karagol and the
Spanish trawler Felipe Ruano.
In each case, says the document, the pirates had full knowledge of the cargo, nationality
and course of the vessel.
The national flag of a ship is also taken into account when choosing a target, with British
vessels being increasingly avoided, according to the report. It was not clear whether this
was because pirates did not want to draw the attention of British police to their
information sources in London.
European countries have set up Operation Atalanta to co-ordinate their military efforts
in the area.

9 avril 2009 – « Après des années de conflit et de crise humanitaire, la région aspire maintenant à la
paix et la communauté internationale attend la mise en œuvre des accords récemment signés », ont
souligné Olusegun Obasanjo, Envoyé Spécial du Secrétaire général de l'ONU pour la région des Grands
Lacs, et Benjamin Mkapa, Représentant de l'Union africaine, qui viennent d'effectuer une tournée dans la
région des Grands lacs.
Après avoir rencontré le président du Kenya, Mwai Kibaki, président de la Conférence internationale sur
le Grands lacs, les deux Co- facilitateurs ont se sont rendus à Kinshasa et Kigali, pour y rencontrer les
présidents Kabila de la République démocratique du Congo (RDC) et Kagamé du Rwanda, selon la
déclaration faite par les deux responsables à l'issue de leur tournée.
Ils ont fait à Mwai Kibaki le point sur les accords politique et sécuritaire signés, il y a quelques semaines,
entre le gouvernement congolais, les rebelles du Congrès national pour la défense du peuple (CNDP), et
d'autres groupes armés dans les Kivus. Et avec les chefs d'Etat congolais et rwandais il a été question
des suites de ces accords et de la fin de la récente opération conjointe menée contre les Forces
Démocratiques pour la Libération du Rwanda (FDLR).
Les deux Co-facilitateurs ont salué le courage et la volonté politique du gouvernement de RDC, qui a
ouvert la voie à la signature de ces accords. Ils ont, en outre, rappelé les parties que la mise en œuvre
rapide et de bonne foi est la clé de la réussite, et ils leur ont demandé de procéder urgemment à cette
mise en œuvre, conformément aux engagements proclamés et au calendrier établie accepté.
Olusegun Obasanjo et Benjamin Mkapa ont appelé l'ONU, l'UA et la communauté internationale à
poursuivre leur soutien critique en vue de maintenir l'élan de la paix. Ceci implique, ont-ils indiqué, de
poursuivre le soutien matériel et politique, mais aussi le renforcement des capacités et l'assistance
financière, notamment.
De son côté, le Représentant Spécial du Secrétaire général de l'ONU en RDC, Alan Doss a estimé jeudi
devant le Conseil de sécurité, que d'« importants progrès avaient été enregistrés en matière
d'intégration des combattants du CNDP, et d'autres groupes armés, et dans les opérations conjointes
contre les groupes armés rwandais, les FDLR ». Il a cependant reconnu que le processus d'intégration au
sein de l'armée congolaise « faisait face à des difficultés considérables ».
« J'espère que la consolidation de la situation sécuritaire à l'Est permettra dans un avenir proche de
réduire progressivement la présence de la Mission de l'Organisation des Nations Unies en République
démocratique du Congo (MONUC), à travers tout le pays et de préparer notre départ », a-t-il ajouté.
Pour leur part, les membres du Conseil de sécurité se sont félicités de l'amélioration des relations entre
les pays de la région, qu'ils ont encouragé à continuer de renforcer leur coopération politique, militaire,
et économique en vue de garantir la stabilisation de la région des Grands Lacs sur le long terme.
Dans une déclaration à la presse lue par la Présidence du Conseil, ils soulignent l'importance de la
réforme du secteur de la sécurité, et déclarent appuyer les opérations planifiées et conduites
conjointement par les forces armées congolaises (FARDC) et la MONUC contre les Forces Démocratiques
pour la Libération du Rwanda (FDLR), l'Armée de résistance du Seigneur (LRA) et les autres groupes
armés.
Les membres du Conseil se déclarent gravement préoccupés par la poursuite des déplacements des
populations et les violations massives des droits de l'homme. Ils se disent particulièrement « consternés
par les nouvelles faisant état de violences sexuelles généralisées et de la persistance du recrutement de
mineurs dans les groupes armés ». Ils soulignent qu'il était urgent de mettre fin à l'impunité des
personnes responsables de ces violations des droits de l'homme et du droit international humanitaire.

La présence des gangs de rue de la grande famille des Rouges empoisonne la vie des citoyens
du secteur nord-est de Montréal-Nord depuis plus de 20 ans.
La présence des gangs et les problèmes socio-économiques qui y règnent ont valu à ce secteur
le surnom de Bronx. D'honnêtes commerçants y sont extorqués, uniquement parce qu'ils se
trouvent «sur le territoire» des Rouges, aussi nommés Bloods.
Les frères Paul, soupçonnés par la police de Montréal d'être des membres des Bloods, résident
dans ce quartier. Au moins quatre membres de cette famille ?Philistin, 30 ans, Grégoire, 28
ans, Jocelyn, 21 ans, et Miguel, 20 ans ? ont des antécédents criminels.
«Tu ne sais pas à qui tu as affaire. On est des Bloods», aurait dit Miguel, 20 ans, au
commerçant du Danny's Wear lors d'un vol en mai au magasin de vêtements situé au coin des
boulevards Léger et Rolland. Le commerçant aurait été menacé après avoir porté plainte
contre Miguel. Le jeune homme est accusé de ce vol, mais aussi d'un vol avec séquestration
qu'il aurait commis avec son frère Grégoire dans un café italien. Ce dernier événement
s'inscrit dans le contexte d'une nouvelle guerre entre les Bloods et la mafia qui a fait cinq
victimes en juillet dans des cafés italiens du nord de la ville. Philistin Paul a été l'une de ces
victimes atteinte par balles. Il a survécu à ses blessures.
«Ils n'hésitent pas à dire qu'ils sont membres des Bloods à qui veut l'entendre», a résumé la
juge Hélène Morin la semaine dernière pour justifier son refus de libérer Grégoire et Miguel
Paul. Lors de l'arrestation de Grégoire, un pistolet à décharge électrique emballé dans un
foulard rouge a été saisi chez lui.
Les gangs de rue de Montréal sont de plus en plus organisés. Ils sont une « copie conforme»
de ceux de Los Angeles, en Californie, lieu de naissance du phénomène, selon l'expert en
gangs de rue du Service de police de la Ville de Montréal, Jean-Claude Gauthier. Ce dernier
avait donné ce cours de «gangs de rue 101» au procès du gang de la rue Pelletier, premier
gang de rue inculpé de gangstérisme au Canada, en 2006. Les noms sont pareils: Bloods et
Crips. Les couleurs et les crimes (fusillade au volant d'une voiture, braquage de domiciles,
trafic de drogues, proxénétisme) aussi.
Les Bloods seraient moins nombreux, formés de gangs plus hétérogènes, mais tout aussi
violents que les Crips, selon des experts de la scène criminelle montréalaise.
«Des Haïtiens de Montréal-Nord qui ne sont même pas membres de gangs attendent l'autobus
dans Saint-Michel et se font tirer dessus. C'est grave», avait raconté le sergent-détective
Gauthier lors du procès. Autre exemple: un jeune homme, Raymond Ellis, pris à tort pour un
Rouge a été assassiné par au moins un membre des Crips, Grégory Dardignac, au bar Aria en
2005. Dardignac a été reconnu coupable du meurtre non prémédité et ses coaccusés subiront
leur procès en septembre.
À leur apparition dans la métropole en 1985, les gangs portaient fièrement leurs couleurs. La
rivalité entre les gangs haïtiens de Montréal-Nord et de Saint-Michel remonte à cette époque.
Ces gangs ont porté plusieurs noms. Aujourd'hui, les deux grandes familles ennemies sont les
Bloods, présents notamment dans Montréal-Nord et Rivière-des-Prairies, et les Crips, qui sont
notamment dans Saint-Michel.
Une récente étude d'une criminologue de l'Université de Montréal révélait toutefois qu'il ne
fallait pas résumer le phénomène de gangs dans la métropole à cette rivalité. Le tiers des
gangs ne serait pas affilié à l'un ou l'autre. Et des membres de gangs supposément ennemis
s'associent parfois pour commettre des crimes. De son côté, la police de Montréal affirme qu'il
y a une vingtaine de gangs majeurs regroupant entre 350 et 500 membres.
Ce procès a aussi démontré qu'il ne fallait pas résumer les gangs de Montréal-Nord aux gangs
des Rouges. Le chef du gang, Bernard Mathieu, n'était affilié ni aux Rouges, ni aux Bleus.
Et pourtant, son réseau vendait du crack dans la rue Pelletier en face de la polyvalente Calixa-
Lavallée. Mathieu faisait des affaires avec les Rouges et les Bleus.
Il était à ce point puissant qu'il pouvait garantir à un membre des Ruffriders (Bleus) de venir
en toute sécurité à Montréal-Nord. À l'époque, deux trafiquants approvisionnés en crack par le
gang de Mathieu vendaient au coeur du «Bronx» sur les boulevards Rolland et Langelier.

Sri Lanka says Tigers defeated
COLOMBO (Reuters) - Sri Lankan President Mahinda Rajapaksa on Saturday said the Tamil
Tigers had been militarily defeated as soldiers seized control of the entire coastline for the
first time in a 25-year war.
Rajapaksa, on a visit to Jordan, said he would return to Sri Lanka on Sunday "as a leader of a
nation that vanquished terrorism."
Rajapaksa spoke after troops took control of the Indian Ocean island nation's entire coast for
the first time since war broke out in 1983, cutting off the Tigers' last hope of escape from a
military advance aimed at crushing separatist resistance.
The LTTE's conventional defeat has been a foregone conclusion for months. The only
question remaining has been the fate of tens of thousands of people the United Nations and
others say the Tigers are holding in harm's way as human shields.
Explosions rocked the battlefield as the LTTE set off its ammo dumps, the military said.
"My government, with the total commitment of our armed forces, has in an unprecedented
humanitarian operation finally defeated the LTTE militarily," Rajapaksa told a meeting of 11
developing nations in Jordan.
A presidential official who declined to be named said Rajapaksa's statement was not the
official declaration of victory, which would come in a TV address after his return.
Nearly 11,900 people fled rebel areas on Saturday, bringing the total to more than 25,000
since Thursday, military spokesman Brigadier Udaya Nanayakkara said.
TIGERS WARNING
The LTTE said a conventional defeat would only result in a new phase of Asia's longest
modern war.
"Colombo's approach, to finish the war in 48 hours through a carnage and bloodbath of
civilians, will never resolve a conflict of decades," the pro-rebel website www.TamilNet.com
quoted the LTTE's S. Pathmanathan as saying.
"On the contrary, it will only escalate the crisis to unforeseen heights."
Pathmanathan, believed by diplomats to be somewhere in southeast Asia, has for years been
the Tigers' chief weapons procurer, and is wanted by Interpol.
The Tigers have answered early battlefield losses with suicide bombings in the capital,
Colombo. Their widespread use of assassinations and suicide blasts has prompted the United
States, European Union and India to class them as terrorists.
U.N. Secretary-General Ban Ki-moon's chief of staff, Vijay Nambiar, was due in Colombo to
make a last-ditch attempt for a negotiated end to the war.
The Tigers this week again refused to surrender or to free civilians, while the government
rejected calls to pause its assault to protect civilians.
Each side accuses the other of killing civilians, and diplomats say there is evidence both have
done so. The U.N. rights chief on Friday said she backed an inquiry into potential war crimes
and humanitarian violations by both sides.
British Prime Minister Gordon Brown called for an immediate end to fighting and said Sri
Lanka "must understand that there will be consequences for its actions."
Nambiar's visit, U.N. and Western condemnation and U.S. threats to withhold a $1.9 billion
International Monetary Fund (IMF) loan all appear to have come too late to stop a fight to the
finish between uncompromising foes.
The Red Cross called the civilians' plight an "unimaginable humanitarian catastrophe"
because of the lack of food, water and medical care in the battle zone, where the United
Nations estimates 30,000-80,000 people are trapped.
"We have not eaten for weeks," a Tamil woman who escaped told Derana TV.
"Tell your leader to rescue all our children, all the Tamils. There are children without legs,
some are dead on the streets. After seeing so many, I have lost interest in life."
ECONOMIC CHALLENGES
Many analysts expect the LTTE to return to its hit-and-run guerrilla roots with financing from
the global Tamil diaspora, but the military says it is ready to face that threat.
That could complicate Rajapaksa's plans to revive Sri Lanka's $40 billion economy, reeling
from falling revenues from garment and tea exports, a balance-of-payments deficit, a
declining rupee, and depleted foreign exchange reserves.
Despite the U.S. threats, the IMF on Friday indicated it expected the loan to be worked out in
a few weeks.
Prabhakaran began his fight for a separate state for Sri Lanka's minority Tamils in the early
1970s, and it erupted into full-scale civil war in 1983.
Tamils complain of marginalization at the hands of successive governments led by the
Sinhalese majority, which came to power at independence in 1948 and took the favored
position the Tamils had enjoyed under the British colonial government.

RIVAL PALESTINIAN FACTIONS RESUME UNITY TALKS IN CAIRO
Rival Palestinian factions Hamas and Fatah began a fifth round of talks Saturday aimed
at forming a deal to share power, the latest session in months of fruitless negotiations.
The key stumbling block in the Egyptian-mediated talks remains the political program
of a unity government that would be in power until elections are held in January 2010.
The international community says it will only deal with a Palestinian government that
recognizes Israel , a concession the Islamic militant Hamas is unwilling to make.
Hamas seized Gaza by force in June 2007, four months after its previous power-sharing
deal with President Mahmoud Abbas's Fatah movement collapsed.
Each side set up its own government, Hamas in Gaza and Abbas in the West Bank.
The division has complicated Israeli-Palestinian peace efforts and hindered the
reconstruction of Gaza after Israel's devastating three-week offensive against the coastal
strip's Hamas rulers in December and January.
Egyptian intelligence chief Gen. Omar Suleiman, the top mediator in the talks, expects
to receive a final response to an Egyptian compromise proposal, according to an
Egyptian official close to the talks.
Under that proposal, Hamas would stay out of the transitional government, allowing the
moderate Abbas to run it. In return, Hamas and other Palestinian factions would
become part of an advisory committee that would be given a say in the government's
decisions.
The Egyptian official spoke on condition of anonymity because he was not authorized to
speak to the media.
Hamas' Gaza strongman, Mahmoud Zahar, at the start of Saturday's session said the
group was still studying the Egyptian proposal. He repeated the group's position that it
will not be part of any government program that involves the recognition of Israel.

logistique », a-t-il indiqué au sortir de la rencontre qui a rassemblé les ministres

Les deux ministres se sont félicités de cette rencontre entre militaires et civils engagés
dans le processus en tant qu'acteurs principaux, et dont l'objectif est entre autres de «
répertorier ensemble les problèmes et leur apporter une solution ». « Nous sommes en
plein dans la partie militaire de l'Accord politique de Ouagadougou notamment
l'Accord 4 », a indiqué M. Tagro
M. Amani N'Guessan a pour sa part noté la nécessité de mieux coordonner les actions. «
L'accord politique est un accord, il faut maintenant et de façon technique, voir les
problèmes financiers, les problèmes de cadre d'accueil des redéployés, la mission même
de l'opération et un certain nombre de points techniques », a-t-il souligné, annonçant
par ailleurs qu'à ce jour 500 éléments des FDS étaient déployés à Bouaké et 101
éléments FAFN à Abidjan.

Les rebelles tamouls du Sri Lanka, qui ont de facto perdu la guerre contre l'armée
gouvernementale, se sont dits mardi prêts à conclure un cessez-le-feu sous l'égide de la
communauté internationale et à réamorcer des NÉGOCIATIONS DE PAIX avec
Colombo, qui a rejeté cette offre.
Ce pays en guerre depuis 37 ans observe depuis lundi une trêve de 48 heures, consentie
par le gouvernement sous pression internationale pour soulager ou laisser partir les
100.000 civils tamouls pris au piège dans la zone du conflit dans le nord-est de l'île.
«Un tel cessez-le-feu servirait de base à des négociations politiques», ont insisté les
Tigres, ce qui mettrait fin à la phase militaire d'un conflit séparatiste qui a fait depuis
1972 des dizaines de milliers de morts, dont 2.800 civils depuis le 20 janvier selon l'ONU.
La mini-trêve avait été saluée par le secrétaire général de l'ONU Ban Ki-moon, qui avait
toutefois déploré un répit plus court que le «cessez-le-feu humanitaire» de «quelques
jours» qu'il appelait de ses voeux.
Mais son homologue sri-lankais Rohitha Bogollagama a argué qu'une trop longue pause
ne garantissait nullement que le LTTE laisse partir les populations tamoules utilisées
comme «boucliers humains». L'insurrection pourrait même en profiter pour se réarmer,
redoute Colombo.
Depuis que le Sri Lanka a lancé en janvier son offensive «finale» contre le LTTE, la
communauté internationale s'émeut du sort des civils tamouls dans le nord-est coupé du
monde et auquel seule la Croix-Rouge a accès.
Certes, Colombo a fait brièvement taire les armes, mais il a aussi annoncé lundi ne plus
vouloir d'Oslo comme médiateur de paix, un rôle tenu depuis janvier 2000.
Un cessez-le-feu entre les Tigres et l'armée avait été conclu sous l'égide de la Norvège en
février 2002, avant d'être rompu par Colombo en janvier 2008, après l'échec de
négociations en octobre 2006 à Genève.
Personne n'a fait officiellement le lien entre ce camouflet infligé à la Norvège et l'assaut
la veille par des Tamouls contre l'ambassade du Sri Lanka dans la capitale norvégienne.
Colombo a accusé la Norvège d'avoir failli à sa «mission de protection» de sa
chancellerie. Oslo a présenté ses excuses.

11 juin 2009 – La réconciliation avec les populations tamoules au Sri Lanka après la
victoire militaire des troupes gouvernementales sur les Tigres de libération de l'Eelam
tamoul (LTTE) doit commencer immédiatement, a lancé jeudi le Secrétaire général de
l'ONU, Ban Ki-moon.
M. Ban a insisté pour que cette réconciliation commence tout de suite, « afin que
l'histoire ne se répète pas ».
L'armée sri lankaise a remporté à la mi-mai une victoire militaire sur les LTTE qui
militaient par la violence depuis 25 ans pour l'indépendance du nord du pays, au prix de
nombreuses victimes civiles et du déplacement de près de 300.000 personnes vivant dans
40 sites d'urgences dans le pays.
Le Secrétaire général a déclaré s'apprêter à envoyer une lettre au Président sri lankais
Rajapaksa pour qu'il remplisse ses engagements, en particulier concernant une enquête
transparente et responsable sur les violations éventuelles du droit international lors des
dernières étapes du conflit.

CARTER WANTS OBAMA TO REMOVE HAMAS FROM TERROR LIST
The Obama Administration should remove Hamas from the terrorist list, former
President Jimmy Carter told media following his visit to Gaza today. He said he plans
on pushing for the change when he meets with U.S. officials on Thursday to discuss his
latest trip to the Middle East.
Carter’s comments came during a joint press conference with Hamas leader Ismail
Haniyeh following their meeting today in Gaza. The former president said he tried to
convince Hamas leaders to denounce violence, accept the existing interim agreements
and recognize the right of the Jewish state to exist.
"Hamas leaders want peace and they want to have reconciliation not only with their
Fatah brothers but also eventually with Israelis to live side by side, with two nations,
both sovereign nations recognized by each other and living in peace," Carter said.
Haniyeh told Carter that he supported any plan that aims at preserving Arab rights and
leads to the establishment of a sovereign Arab state on all the territories that were
occupied by Israel in 1967 "with Jerusalem as its capital." He urged Carter to pressure
Israel to lift the security blockade which was imposed on Gaza’s border crossings to
prevent weapons smuggling.
During his visit Carter handed over a letter from kidnapped Israeli soldier Gilad
Shalit’s parents and asked the group to deliver it on humanitarian grounds. He shared
his version of a prisoner swap proposal which included releasing PA women, children,
and parliament members he claimed were being held by Israel.
Haniyeh said Hamas desired to end the Shalit case and welcomed Carter's mediation
efforts.
Asked about his feeling after touring Gaza, Carter said, "My feeling is a feeling of
sadness, anger and despair after seeing all this destruction that was caused to innocent
people." He said that he would send President Obama a report explaining in details the
situation in Gaza.
Carter said he felt personally responsible that American weapons were during Israel’s
offensive in Gaza in January to stop terrorists from launching rockets against Israeli
civilians in the south. "I know that the Israeli destruction of houses, infrastructure, and
factories in Gaza was carried out by American weapons. I hope that this won't be
repeated again," he said.

SECURITY COUNCIL EXTENDS UN FORCE IN GOLAN HEIGHTS FOR
FURTHER SIX MONTHS
23 June 2009 – The Security Council today extended for another six months the
mandate of the United Nations force in the Golan Heights that has been tasked with
supervising the disengagement accord between Syrian and Israeli forces after their 1973
war.
The Council, in a unanimously adopted resolution, renewed the mandate of the UN
Disengagement Observer Force (UNDOF) until 30 December 2009.
In his recent report on the Force, Secretary-General Ban Ki-moon said that the situation
in the Golan Heights has remained generally quiet.
“Nevertheless, the situation in the Middle East is tense and is likely to remain so, unless
and until a comprehensive settlement covering all aspects of the Middle East problem
can be reached,” he added.

soit jusqu'au 30 décembre 2009, le mandat de la Force des Nations Unies chargée
d'observer le dégagement (FNUOD).
Le président du Conseil de sécurité, M. Baki Ilkin (Turquie), dans une déclaration lue
au nom de ses membres, cite le paragraphe 11 du rapport de M. Ban Ki-moon, où il est
indiqué que « la situation au Moyen-Orient est tendue et le restera probablement, à
moins que l'on ne parvienne à un règlement global portant sur tous les aspects de la
question au Moyen-Orient ». « Cette déclaration du Secrétaire général reflète le point de
vue du Conseil de sécurité », précise le président du Conseil de sécurité.
Le Secrétaire général observe que « la situation dans le secteur Israël-Syrie reste d'une
manière générale calme ». La FNUOD « a continué de s'acquitter de sa tâche de manière
efficace, avec la coopération des parties », écrit M. Ban dans son rapport.

Le Conseil, a ainsi suivi la recommandation émise par le Secrétaire général dans son
rapport sur les activités de la FNUOD au cours des six derniers mois. Dans ce
Document, Ban Ki-moon estime « indispensable », au vu de la situation actuelle, le
maintien dans la région de la présence de la Force.
Dans une déclaration lue au nom de ses membres, le Président du Conseil de sécurité, M.

20 juillet 2009 – Les deux principales tâches à accomplir dans le cadre du processus de
paix au Népal sont l'intégration et la réinsertion des membres de l'armée maoïste et la
rédaction de la nouvelle constitution, affirme le Secrétaire général de l'ONU, Ban Ki-
moon, dans un nouveau rapport au Conseil de sécurité.
Aux termes des accords de paix, les personnes ne remplissant pas les critères retenus
(dont la plupart étaient âgés de moins de 18 ans en mai 2006) au titre de la vérification
de l'armée maoïste devaient être démobilisées sans délai tandis que les autres devaient
bénéficier de mesures d'intégration ou de réinsertion. L'ONU a sans cesse demandé
qu'une solution rapide soit trouvée concernant l'avenir des éléments de l'armée maoïste
et qu'il soit mis fin aux cantonnements prolongés.
Les dirigeants politiques népalais ont laissé entendre que la présence de la MINUNEP
était nécessaire jusqu'à l'intégration et la réinsertion du personnel de l'armée maoïste.
Au plan politique, le Secrétaire général souhaite que « les parties s'accordent sur un
idéal et une feuille de route communs, au moins jusqu'à la fin du processus
d'élaboration de la Constitution et la consolidation des institutions clefs du pays".
Les principaux dirigeants politiques ont indiqué qu'un gouvernement d'unité nationale
était maintenant nécessaire. Ils reconnaissent ainsi, à la lumière de la crise actuelle, que
seule l'unité entre les parties peut garantir le succès du processus de paix.
Le Secrétaire général estime aussi qu'il faut trouver des solutions politiques aux
motivations politiques (plutôt que criminelles) à l'origine de la violence continue dans la
région du Terai.

En 2006, les rebelles maoïstes et le gouvernement népalais ont signé un accord de paix
historique.
Par la résolution 1879 (2009), adoptée à l'unanimité, le Conseil de sécurité convient avec
le Secrétaire général que le dispositif de contrôle actuel est une mesure temporaire et
non une solution à long terme et qu'il faut que le gouvernement népalais envisage les
mesures nécessaires pour réduire les responsabilités actuelles de la MINUNEP en la
matière, indique un communiqué.
L'accord conclu le 25 juin 2008 par une Alliance de sept partis stipulait que l'intégration
et la réinsertion membres de l'armée maoïste s'effectuerait dans un délai de six mois.
Celle-ci a finalement commencé au mois de juillet 2009.
Par ailleurs, la Haut Commissaire aux droits de l'homme, Navi Pillay, a envoyé jeudi
également une lettre au gouvernement du Népal confirmant son acceptation de
l'extension des accords entre le Haut Commissariat des Nations Unies aux droits de

NEPAL'S PEACE PROCESS IS STAGNATING, TOP UN ENVOY WARNS
23 July 2009 – The peace process in Nepal has stagnated, the top United Nations envoy
to the South Asian nation said today, as the Security Council extended the world body’s
mission there for an additional six months.
Today’s unanimous Council resolution extends the mandate of the mission, known as
UNMIN, until 23 January 2010.
Established following the signing of the 2006 peace deal by the Government and the
Maoists to end the country’s decade-long civil war, UNMIN has been assisting with key
tasks, such as monitoring of the management of arms and armed personnel of the
Maoists and the Nepal Army.
“The peace process has had significant successes since its inception,” Ms. Landgren told
reporters in New York.
But she pointed to several issues that could derail the process, such as polarization
among the parties and the controversy over the roles of the army and the president.
In his most recent report to the Council on Nepal’s request for UN assistance in support
of the peace process, Secretary-General Ban Ki-moon said that progress on the peace
process has slowed since the onset of the crisis sparked by the resignation of Prime
Minister Pushpa Kamal Dahal (“Prachanda”) in early May, which occurred one day
after the Chief of Army Staff – who he had fired – was reinstated.
The resolution passed by the 15-member Council today called on “all parties to take full
advantage of the expertise and readiness of UNMIN, within its mandate, to support the
peace process.”
In her letter to the Nepalese Government confirming her acceptance of that agreement,
High Commissioner Navi Pillay wrote that OHCHR “remains strongly committed to
further strengthen the national human rights protection system, in particular the
National Human Rights Commission, through continued cooperation and capacity
building,” according to a press release issued in Kathmandu.
Last weekend, a new UN-backed project was launched to help heal the scars left by
Nepal’s civil war, using transitional justice mechanisms to spur reconciliation.
The “Peace through Justice” initiative, financed through a $2 million grant from the UN
Peace Fund for Nepal (UNPFN), seeks to aid in setting up effective transitional justice
systems provided for in the 2006 peace agreement.
OHCHR said that “a systematic approach to dealing with the past can help societies heal
and work their way back to normality. Establishing the facts of the conflict,
acknowledging the losses suffered by the victims and providing a platform for justice
helps end impunity and aids reconciliation.”
The project, which will run initially for 12 months, will support the Ministry of Peace
and Reconstruction (MoPR) to set up bodies, such as the Commission on Inquiry on
Disappearances, and will focus on documenting human rights and international
humanitarian law violations committed during the conflict, which claimed some 13,000
lives.

The New York Times appears content to ignore history on the origins of Al Qaeda and
the Taliban. In a recent article titled “Iraq Veterans Find Afghan Enemy Even Bolder,”
it’s author RICHARD A. OPPEL Jr. elaborates on how the enemies our troops are
fighting in Afghanistan seem to have had a bit of tactical training.
NAWA, Afghanistan — In three combat tours in Anbar Province, Marine Sgt. Jacob
Tambunga fought the deadliest insurgents in Iraq.
“In Iraq, they’d hit you and run,” he said. “But these guys stick around and maneuver
on you.”
The New York Times reports this without once mentioning that our own government
trained, funded, and armed these same groups all through the 1980’s and 90’s via our
surrogates in Pakistan, the Inter-Services Intelligence (ISI).
Wikipedia – Although there is no evidence that the CIA directly supported the Taliban
or Al Qaeda, some basis for military support of the Taliban was provided when, in the
early 1980s, the CIA and the ISI (Pakistan’s Inter-Services Intelligence agency)
provided arms to Afghans resisting the Soviet invasion of Afghanistan, and the ISI
assisted the process of gathering radical Muslims from around the world to fight against
the Soviets. Osama Bin Laden was one of the key players in organizing training camps
for the foreign Muslim volunteers. The U.S. poured funds and arms into Afghanistan,
and “by 1987, 65,000 tons of U.S.-made weapons and ammunition a year were entering
the war.”
The claim that there is no evidence that the CIA directly supported the Taliban and Al
Qaeda is laughable, when in the same sentence it is explained exactly how they did it
indirectly through Pakistan. The denial is the admission of guilt, how’s that for double-
think?
Wikipedia – (1982) ISI, CIA and Mossad carried out a covert transfer of Soviet-made
weapons and Lebanese weapons captured by the Israelis during the Israeli invasion of
Lebanon in June 1982 and their subsequent transfer to Pakistan and then into
Afghanistan. All knowledge of this weapon transfer was kept secret and was only made
public recently.
Wikipedia – (1982-1997) ISI played a central role in the U.S.-backed guerrilla war to
oust the Soviet Army from Afghanistan in the 1980s. That Central Intelligence Agency
(CIA)-backed effort flooded Pakistan with weapons and with Afghan, Pakistani and
Arab “mujahideen”, who were motivated to fight as a united force protecting fellow
Muslims in Soviet occupied Afghanistan. The CIA relied on the ISI to train fighters,
distribute arms, and channel money. The ISI trained about 83,000 Afghan mujahideen
between 1983 and 1997, and dispatched them to Afghanistan. B. Raman of the South
Asia Analysis Group, an Indian think-tank, claims that the Central Intelligence Agency
through the ISI promoted the smuggling of heroin into Afghanistan in order to turn the
Soviet troops into heroin addicts and thus greatly reducing their fighting potential.
I was going to say something silly like, “The New York Times must have a short
memory,” but I know very well that they know what you and I know. This is a
deliberate effort to re-write history for those of us that DO have a short memory or no
understanding at all. Fortunately, we are not all drinking the municipal water.

Le Conseil de sécurité a prorogé, cet après-midi, d’un an, jusqu’au 30 avril 2010, le
mandat de la Mission des Nations Unies pour l’organisation d’un référendum au Sahara
occidental (MINURSO).
Par la résolution qu’il vient d’adopter, le Conseil leur demande de continuer de faire
preuve de volonté politique et de travailler dans une atmosphère propice au dialogue
afin d’engager plus résolument des négociations de fond et de garantir ainsi
l’application de ses résolutions 1754 (2007), 1783 (2007) et 1813 (2008) ainsi que le succès
des négociations.
Prenant la parole à l’issue du vote, le représentent de la France a indiqué que son pays
continuait d’attacher la plus haute importance à la proposition d’autonomie du Maroc
de 2007, qui constitue, selon lui, une feuille de route crédible dans la mesure où elle
respecte le principe d’autodétermination.
Les représentants de l’Ouganda et du Costa Rica ont cependant regretté que le Conseil
de sécurité n’ait pas inclus dans le mandat de la MINURSO une composante « droits de
l’homme ».

SOUDAN : L'ONU SE FÉLICITE DU RETOUR À LA VIE CIVILE DE
15.000 ANCIENS SOLDATS
Il est faux de dire que les enfants-soldats sont retournés à la vie civile. Le programme de
désarmement, démobilisation et réinsertion (DRR) a pour but de désarmer les groupes
rebelles (contrôlés par les NU) pour ensuite les intégrer dans les forces militaires
internationales des Nations Unies. Ces enfants-soldats qui ont souvent été enlevés à leur
famille dès leur enfance et ont été formés pour devenir de bons petits esclaves tueurs par
la contrainte et la torture. Ces jeunes n'ont connu que cette misère tout au long de leur
enfance. Ils sont donc bien conditionnés pour semer la terreur, là où ils seront déployés.
L'objectif de ce programme, qui a été lancé en février dans le cadre de l'Accord de paix
global de 2005 ayant mis fin à la guerre civile entre le Nord et le Sud-Soudan, est
d'assurer à terme la réinsertion de quelque 180.000 anciens combattants à travers le
pays.
« L'élan actuel est impressionnant et se poursuit alors que de nouveaux sites deviennent
opérationnels », a souligné M. Qazi lors d'un rassemblement mardi de partenaires
impliqués dans la mise en œuvre de ce programme.
Notant un manque d'argent pour financer les efforts du Fonds des Nations Unies pour
l'enfance (UNICEF) pour démobiliser les enfants soldats, le représentant spécial a
souligné qu'il était important de relancer la réinsertion des enfants associés aux groupes
armés pour les empêcher de retourner vivre dans des casernes.

TOP UN OFFICIAL IN SUDAN HAILS RETURN TO CIVILIAN LIFE OF
15,000 FORMER CIVIL WAR SOLDIERS
It is hoped that as many as 180,000 ex-combatants across Sudan will return to civilian
life under the Disarmament, Demobilization and Reintegration (DDR) scheme that was
launched in February as part of the 2005 Comprehensive Peace Agreement (CPA),
which ended the war.
“The momentum built up thus far is impressive and continues to grow as new sites will
become operational in the Three Areas and Southern Sudan,” the Secretary-General’s
Special Representative for Sudan Ashraf Jehangir Qazi told a gathering of partners
involved in implementing the DDR on Tuesday.
The DDR process “has given hope to ex-combatants and their communities as they see
something concrete being done to promote peace,” said Mr. Qazi, adding that the UN
has started to work with its Sudanese partners to extend DDR operations.
Mr. Qazi, who also heads the UN Mission in Sudan (UNMIS), stressed that the return to
society of former fighters from the Sudan Armed Forces (SAF), Popular Defence Forces
and Sudan People’s Liberation Army (SPLA) was “critical to creating a conducive
environment for the upcoming elections.”
At the partnership meeting, held in the Sudanese city of Kadugli, the representative
from Norway announced an additional pledge of around $5 million to support adult and
child DDR.

EDINBURGH (Scotland): Ending the war in Afghanistan would include senior Taliban
commanders sitting in Afghan government, Britain’s foreign secretary said on Tuesday.
David Miliband also told a meeting of Nato’s parliamentary assembly that military
action must be accompanied by a political surge to restore Afghans’ faith in their
corruption-scarred government.
He said the vast majority of Taliban fighters were not committed to a global jihad and
could be persuaded to stop fighting.
He said a settlement must include the top Taliban commanders prepared to renounce
violence.
‘Once reintegration gains momentum, and the insurgency is starting to fray, we will
need to support President Karzai in reaching out to those commanders that can be
persuaded to renounce Al Qaeda and pursue their goals peacefully within the
constitutional framework,’ he said.
‘Blood enemies from the Soviet period and the civil war now work together in
government. Former Talibs already sit in the parliament. It is essential that, when the
time is right, members of the current insurgency are encouraged to follow suit.’ — AP

SUD-SOUDAN : ADOPTION PAR UN GROUPE ARMÉ D'UN PLAN POUR
DÉMOBILISER LES ENFANTS SOLDATS
Le but n'est pas d'aider ses jeunes à reprendre une vie normale, ni à les sortir de cette
terreur constante à laquelle ils ont été soumis depuis leur enlèvement. Ce que ces jeunes
ont vécu n'est que la première partie du plan.
Dans l'article présent, l'Unicef dit qu'elle n'a pas les moyens financiers pour assurer un
autre avenir à ces enfants du Sud-Soudan. Nous savons que pour d'autres groupes
d'enfants "libérés", des montants dérisoires leur ont été accordés pour soit-disant les
aider à réintégrer une vie normale. Ce qu'ils ont reçu n'est rien, en comparaison aux
montants accordés aux différents groupes paramilitaires pour créé ces différents chaos.
Ces enfants qui ont été habitués à vivre ainsi souvent depuis de nombreuses années se
font offrir un poste de soldat au sein de la force internationale de Paix des Nations
Unies, sous le programme DRRR. Cela est la deuxième partie du plan.
Que leur dit-on pour pouvoir ainsi les convaincre de s'enrôler? Que malgré tout ce qu'ils
ont vécu, ils auraient quand même acquis de l'expérience et que cette expérience
pourrait maintenant servir pour la Paix? Les salaires offerts pourraient grandement
aider à convaincre ces jeunes de s'enrôler. De jeunes enfants qui ont subi les pires
traitements tant physiquement que psychologiquement durant de nombreuses années et
qui tombent maintenant sur des gens qui disent se préoccuper d'eux, voilà un bien grand
piège pour ces milliers de jeunes et un autre grand danger pour les peuples.
Ces jeunes que l'on a abusé de toutes les manières possibles et qui souffrent tous de
déficiences quelconques seront par la suite déployés dans différents pays sous le couvert
du "maintien de la Paix." Il y a des milliers d'enfants qui sont pris dans ce système
démentiel. Et dire qu'il y en a qui pense encore que l'Unicef et les Nations Unies sont là
pour mettre en place un monde meilleur.
L'Unicef a aussi un programme nommé "La convention sur les droits des enfants" afin
d'aider les enfants qui vivent dans les pays sous-développés. Ce programme "United
Nations Children's Fund" a été créé par l'assemblée générale des Nations Unies, le 11
décembre 1946, pour apporter de l'aide concernant la nourriture et les soins médicaux
aux enfants. La seule chose que nous voyons surgir de tout cela est un contôle
alimentaire des plus sévères, qui fait que des milliers d'enfants meurent chaque année
car ils ne reçoivent pas assez pour vivre et même survivre. Quant au programme des
soins de santé, celui-ci est avant tout une couverture pour le programme eugénique qui
passent par toutes sortes de campagnes de vaccination et de stérilization des
populations. Quant aux soins qu'ils apportent à la population, le minimum est fait.
Quand nous regardons tout l'argent qui est dépensé par ces hommes-dieux qui dirigent
le monde, pour construire leurs nouvelles ambassades, l'argent dépensé pour bâtir de
grandes places pour le monde de la culture et ainsi de suite, nous voyons que l'argent ne
va pas là où elle devrait aller.
Combien de bénévoles et de missionnaires se rendent dans ces régions pour aider ses
peuples, qui n'ont bien souvent qu'un pauvre bâtiment en décrépitude ou une simple
tente comme hôpital.
Ce qu'ils font à nos enfants est terrible. Vous n'avez qu'à regarder de plus près le
programme de l'Unicef, qui ne sert en réalité qu'à faire de nos enfants des êtres soumis à
ce Nouvel Ordre Mondial, en les invitants à dénoncer leurs parents et voisins s'ils
n'endossent pas les vues de ces tyrans. Cette organisation internationale sert également
de base pour détruire l'innocence des futures générations avec leur programme sur
l'homosexualité et ses dérives.
Comme les nouvelles générations sont de plus en plus micro-pucées dès leur naissance, le
pire est sûrement à venir.
Quant à ces enfants soldats, ils continueront à semer la terreur car c'est tout ce qu'ils
ont appris depuis qu'ils sont tout petit. Malheur à celui qui fait du mal aux petits
enfants, dit le Seigneur.
Mme Coomaraswamy, qui vient d'effectuer une visite de neuf jours au Soudan, s'est
félicité de l'engagement par l'APLS de ne pas enrôler ou réengager des enfants dans ses
forces armées. Dans un communiqué publié vendredi, elle a aussi rappelé les efforts de
son secrétariat en collaboration avec le Fonds des Nations Unies pour l'enfance
(UNICEF) pour financer la réinsertion de ces enfants dans la vie civile.
Elle s'est aussi inquiétée de la participation d'enfants soldats dans d'autres factions au
Darfour, dans l'ouest du Soudan, notamment dans le Mouvement pour la justice et
l'égalité (MJE) et l'Armée de libération du Soudan (ALS).
Plus encore c'est l'internationalisation du conflit qui a alarmé Mme Coomaraswamy
avec la participation du groupe rebelle ougandais l'Armée de résistance du seigneur
(LRA) au Sud-Soudan. Lors de sa visite, elle a pu rencontrer des enfants victimes
d'enlèvement par la LRA et qui ont subi les pires sévices.
Mme Coomaraswamy a par ailleurs déploré dimanche les peines de mort prononcées à
Khartoum contre six enfants qui sont soupçonnés d'avoir participé à des attaques au
Darfour. Le ministre de la justice soudanais lui a cependant promis que ces six enfants
ne seraient pas exécutés.

SECRET U.S. PLAN TO SUPPORT AFGHAN MILITIAS ECHOES
CANADIAN GENERAL'S IDEAS
Lt. Gen. Andrew Leslie, chief of land staff, has been arguing in recent interviews that
tribal militias should be factored into Afghanistan's security architecture.
Over the weekend, reports emerged that the U.S. is doing just that with a program
dubbed the Community Defence Initiative.
Said to have the support of NATO's Afghanistan commander, Gen. Stanley McChrystal,
the program aims to provide resources to encourage tribal groups to fight the Taliban.
"The Afghan National Army now is a powerful entity, and so there is no longer the same
danger of arming tribal auxiliaries," Leslie said in an interview last week before news of
the U.S. initiative emerged in weekend media reports.
"In the absence of any other silver bullet idea, I think its time to open a debate about
arming some of the local auxiliary forces."
Ultimately, the decision to do so would have to come from the Afghan government, said
Leslie, who stressed that the Canadian military has no plans of its own to train or arm
tribal militias.
American military officials have indicated the program does not include providing
weapons to the tribal groups, many of whom are already armed. But it does include
ammunition, food and other resources.
"The last thing you want to do is scatter thousand of weapons across the entirety of
Afghanistan because there is already enough here, thank you very much," Leslie said
last week.
"So you have to carefully select who you arm and who you don't."
He highlighted the danger of recreating the tribal warlord systems that have dominated
Afghanistan's recent history and which essentially prevented the emergence of a strong
central government, indirectly fomenting the growth of the Taliban.
The Canadian military is already making limited use of tribal militias in Kandahar to
provide security at reconstruction project sites.
But Leslie floated the idea of taking such projects one step further, tying development
aid to a tribe's ability to secure their region.
"Now, professional aid workers don't like to hear that, because it potentially makes aid
directly linked to support for indigenous governments," he said.
"But I like that idea. That's the good tension between long-term and short-term aid."

UN AND NEPAL SIGN ACTION PLAN FOR RELEASE OF NEARLY 3,000
MAOIST CHILD SOLDIERS
16 December 2009 – The United Nations, the Nepalese Government and Unified
Communist Party of Nepal-Maoist (UCPN-M) today signed an action plan to accelerate
the release of nearly 3,000 child soldiers who served in the Maoist army during the
country’s decade-long civil war and remain in temporary camps three years after a
peace deal ended the conflict.
“Today, the minors who have spent the last three years in Maoist army cantonments
with their lives on hold will finally be able to take the next step towards a more positive
future,” Secretary-General Ban Ki-moon’s Special Representative for Children and
Armed Conflict Radhika Coomaraswamy said at the ceremony in Kathmandu, the
capital.
The move will constitute the first step in deleting the UCPN-M from the list of parties
which recruit and use children in conflict. The UN and the Government will assist in the
orderly rehabilitation of the minors to ensure that they have the choice to participate in
programmes that return them to a civilian environment and are not recruited by violent
or criminal gangs.
“The Government of Nepal, the United Nations and our partners are prepared to ensure
that these disqualified benefit from rehabilitation packages, including education and
skills training to create a brighter future,” UNICEF Representative Gillian Mellsop
said.
Calling it “a historic step” in Nepal’s peace process, Mr. Ban’s Representative in the
country Karin Landgren added: “We hope that it will encourage other steps to unblock
the current political stalemate.”
Last month, Ms. Landgren reported little progress in overcoming the political impasse
that emerged earlier this year when the President revoked the Army Chief’s dismissal
by the then-Government and the ruling UCPN-M stepped down.

Au chapitre de la protection des civils, le Conseil de sécurité exige notamment de tous les
groupes armés qu'ils cessent immédiatement toutes formes de violence et de violation
des droits de l'homme visant la population civile, les actes de violence sexuelle en
particulier. Le Conseil désigne nommément à cet égard les Forces démocratiques de
libération du Rwanda (FDLR) et l'Armée de résistance du Seigneur (LRA).
Il exige par ailleurs des autorités congolaises qu'elles prennent immédiatement les
mesures voulues pour protéger les civils, notamment les femmes et les enfants, les
engageant à assurer l'application intégrale de sa « politique de tolérance zéro ».
Le représentant congolais a pris la parole pour rappeler que son pays n'était pas à
l'origine des troubles dans la région des Grands Lacs. C'est la RDC qui a été la victime
d'une agression armée, aujourd'hui unanimement reconnue mais curieusement jamais
qualifiée comme telle par le Conseil, a-t-il affirmé. Il a regretté par ailleurs que, malgré
les efforts fournis par son gouvernement, la résolution 1906 pointe du doigt l'indiscipline
« supposée ou avérée » de l'armée congolaise.

TO PROTECT CIVILIANS

23 December 2009 – Faced with widespread reports of massacres and other serious
human rights abuses by Government soldiers and rebels in the Democratic Republic of
the Congo (DRC), the Security Council today again called on United Nations
peacekeepers to “use all necessary means” to protect civilians from threats from any
party.
Extending the 10-year-old mission’s mandate at a strength of some 22,000 military and
police personnel until 31 May, with the intention of renewing it then for a further 12
months, the Council called on MONUC to work “in close cooperation with the
Government” to continue its coordination of operations with FARDC brigades in the
strife-torn east “premised on the protection of civilians as a priority.”
Such operations are aimed at disarming foreign and Congolese rebel groups to ensure
their participation in previously signed agreements for their demobilization and
reintegration into the national army or civilian society, holding cleared territory to
ensure civilian protection, helping the Government restore its authority, and enhancing
efforts to end smuggling of the country’s vast natural resources, such as gold and tin,
that fund the illegal armed groups.
MONUC has been aiding the so-called Kimia II offensive launched in eastern DRC by
Congolese and Rwandan troops against the mainly Rwandan Hutu rebel group know as
FDLR with helicopter lifts, medical evacuation, fuel and rations, as well as firepower
support to FARDC, but the operation has been seriously tarnished by allegations of
widespread human rights violations.
Noting the “dilemma” of MONUC’s mandate to protect civilians while at the same time
working with FARDC, which includes elements responsible for killings, widespread rape
and the recruitment of child soldiers, Secretary-General Ban Ki-moon’s Special
Representative in DRC Alan Doss last week asked the Council for “clear guidance in
this respect.”
Today’s resolution stressed that MONUC support for FARDC-led operations against
rebels “is strictly conditioned on FARDC’s compliance with international humanitarian,
human rights and refugee law,” and that the mission must withdraw support from any
suspect units.
The Council called on MONUC to help the Government with security sector reform
based on setting up “a core, well-vetted, multi-ethnic force.”
It demanded that the FDLR, the Ugandan rebel Lord’s Resistance Army (LRA) blamed
for massacres and other abuses in eastern DRC, and other armed groups “immediately
cease all forms of violence and human rights abuse against the civilian population,” stop
recruiting child soldiers, and lay down their arms pending reintegration under a
MONUC-backed process.
“MONUC shall deter any attempt at the use of force to threaten the Goma and Nairobi
processes [signed by some rebels for their reintegration] from any armed group… and
undertake all necessary operations to prevent attacks on civilians and disrupt the
military capability of armed groups that continue to use violence in that area,” it added.
Since its inception MONUC has seen a return to relative stability in much of the vast
country, culminating in the first democratic elections in more than 40 years, but fierce
fighting has persisted in the east, particularly in North and South Kivu, where Hutu
militants blamed for the Rwandan genocide of 1994 have fled, compounding hostilities
in a region already beset by ethnic tensions.

RABBI'S MURDERERS TRAINED BY BARACK AND BARAK?
The announcement by the Al Aksa Martyrs organization that its men are the ones who
killed Rabbi Meir Avshalom Chai raises some difficult questions, when one bears in
mind that the United States assists the Fatah organization through military training
under the supervision of Gen. Keith Dayton.
Interviewed by Ben Bresky Thursday night, journalist David Bedein reminded Arutz
Sheva's audience that the Al Aksa Martyrs formally joined Fatah's security forces at the
Fatah convention in August. Fatah receives military training from US military forces
with the full approval of Israel Defense Minister Ehud Barak.
Bedein's descrïption of the matter means that the United States (headed by President
Barack Obama), with the Israeli government's passive agreement, has indirect
responsibility for training and funding the terror force which murdered Rabbi Meir
Chai.

démobilisation et réintégration (DDR) et de faire en sorte que le désarmement et la
démobilisation soient terminés avant les élections de 2010.

« Le Conseil se félicite de la création du BINUCA, avec effet au 1er janvier 2010 et pour
une période d’un an. Il demande instamment à la Représentante spéciale du Secrétaire
général de prendre toutes les mesures voulues pour que le Bureau intégré devienne
opérationnel le plus tôt possible après le 1er janvier 2010, comme le prévoit le mandat
défini pour lui, le 7 avril 2009, par son Président (S/PRST/2009/5). Il confirme qu’il

La conflit afghan est sans doute à un tournant alors que le président Barack Obama a
décidé récemment l'envoi de 30 000 soldats américains en renfort tout en annonçant un
début de retrait des troupes en 2011. Les pays participant à la Force internationale
d'assistance à la sécurité (ISAF) de l'OTAN doivent pour leur part dépêcher sur place
7000 soldats supplémentaires.
La guerre est encore loin d'être gagnée. Les pertes des forces occidentales sont en
augmentation alors que le soutien au conflit dans les pays de la coalition est en baisse, et
que les talibans se montrent de plus en plus audacieux, comme l'ont montré leurs
attaques sanglantes du 18 janvier en plein coeur de Kaboul.
Reste qu'elle a été conçue au moins en partie pour soutenir deux dirigeants en difficulté:
Gordon Brown et Hamid Karzaï. Le Premier ministre britannique espère redorer son
blason à l'approche d'élections générales prévues au plus tard en juin, tandis que le
président afghan souhaite démontrer que son gouvernement bénéficie toujours d'un
large soutien international.

Les Talibans modérés réintégrés dans la vie civile et politique? Y a-t-il des talibans

Nous avons vu que tous les pays, un coup le chaos mis en place faisait le même genre
d'alliance avec les groupes rebelles.
Voyez comment prend place cette future alliance de "Paix" = Islam radical, plan
soutenu par plusieurs joueurs internationaux, dont Goldon Brown, premier ministre de
la Grande-Bretagne.
"On leur tend la main avec des billets verts." On va les remercier pour leurs loyaux
services d'avoir aidé à créer ce climat de tension et de répressions envers les populations
afghanes. Cette réconciliation n'est autre qu'une immunité accordée à des criminels tout
en tentant de nous faire croire que ces talibans ne sont pas associés à Al Qaeda.
Pourquoi, alors, proposerait-on des milliers de dollars à des talibans qui sont dans leur
village et sans emploi?
Comme vous le voyez, au lieu de mettre en prison tous ces gens qui ont tué, violé et
détruit tout un peuple, on va le couvrir de cadeaux et d'honneur et leur procurer des
emplois (sûrement dans les forces de Paix des Nations Unies). À ce jour, le plan aurait

SANAA: The leader of Yemen’s northern rebels announced Saturday a cease-fire with
government forces, and said he accepted the government’s terms for a cease-fire.
“In order to avoid ... the annihilation of civilians we reiterate our acceptance of the five
points” for a cease-fire, Abdul-Malik Al-Houthi said in an audio recording posted on the
Internet.
Houthi said the rebels had launched three previous initiatives to end the conflict but had
been rebuffed by the government.
Yemen is under international pressure to end the conflict quickly to free up resources to
confront a separate threat from Al-Qaeda’s offshoot in the country.
The latest round of fighting broke out Aug. 11, when the military launched “Operation
Scorched Earth,” an all-out assault against the rebels. Saudi Arabia was forced to join
the fighting on Nov. 4, a day after the rebels killed a Saudi border guard and occupied
two villages inside Saudi territory. The rebels announced Jan. 25 that they had
withdrawn from Saudi land. The Kingdom said they had been driven out.
The Yemeni government offered the rebels the conditional cease-fire in September.
The UN refugee agency said Friday fighting in northern Yemen was spreading and that
the five-year conflict had driven 250,000 people from their homes, deepening a
humanitarian crisis. The number of displaced in the country has doubled since August
when the latest round of fighting between the government and the rebels erupted, it said.
The office of the UN High Commissioner for Refugees said in Geneva the fighting has
moved gradually from Saada city to the northwest, while more people were fleeing the
province because they could not sustain themselves.
About 12,000 of the displaced have sought shelter in the capital Sanaa.
Meanwhile, Yemeni forces on Saturday captured an Al-Qaeda militant wearing an
explosive belt who was planning a suicide attack on “economic facilities,” a government
official said.
The man was detained while driving a motorbike in the Khalf area in the Hadramaut
region, the Ministry of Interior official said in a statement. He was identified as Saleh
Abdul-Habib Saleh Shawash.
“The primary interrogation of this terrorist (revealed) he was planning a suicide attack
against economic facilities in Hadramaut ... the interrogation is ongoing to reveal more
information about this and to see who else might be involved in the plan,” a ministry
source said.
Yemen has gained a reputation as a haven and a training and recruiting center for Al-
Qaeda militants since the Sept. 11, 2001 attacks in the United States. Authorities stepped
up operations against the group after its Yemeni wing said it was behind an attempt to
blow up a Detroit-bound US airliner on Dec. 25.

NÉPAL : NOUVELLE VAGUE DE DÉMOBILISATION D'ENFANTS

En 2006, les rebelles maoïstes et le gouvernement népalais ont signé un accord de paix
historique.
8 février 2010 – Un total de 268 hommes et femmes enrôlés alors qu'ils étaient mineurs
par l'armée maoïste au Népal ont retrouvé la vie civile lundi après trois ans passés dans
un cantonnement.
« La libération de ces jeunes gens n'est pas seulement un symbole pour le pays, c'est
aussi une étape fondamentale pour ces jeunes hommes et femmes qui ont passé leurs
années de formation dans une structure militaire sans développer les aptitudes
essentielles à leur vie adulte », a déclaré la représentante du Fonds des Nations Unies
pour l'enfance (UNICEF) dans le pays, Gillian Mellsop.
« Toutes les personnes concernées doivent agir maintenant et rapidement pour garantir
une réintégration réussie et aider à reconstruire une société népalaise fracturée après ce
long conflit », a-t-elle ajouté.
En tout, 2.973 mineurs ont été démobilisés de l'armée maoïste après un processus de
vérification conclu par les Nations Unies en décembre 2007. 500 d'entre eux ont toujours
moins de dix-huit ans aujourd'hui, et 15 ont moins de 16 ans.
Un autre groupe de 1.035 jeunes a été démobilisé car ils ont été recrutés après le cessez-
le-feu de mai 2006 qui a mis fin à dix ans de conflit armé dans le pays. Environ un tiers
de ces individus sont des femmes.
Les jeunes démobilisés ont à leur disposition des cours et des formations, notamment
dans le domaine de la santé et à la création de petites et micro-entreprises . Ils ont
douze mois à compter de leur démobilisation pour bénéficier de ces mesures offertes par
le gouvernement et les Nations Unies.
Ces mesures sont une composante essentielle du Plan d'action signé en décembre 2009
par le gouvernement népalais, le Parti communiste du Népal (maoïste) et les Nations
Unies.

JOINT UN-AFRICAN UNION ENVOY TO DARFUR TALKS PEACE
WITH ARMED REBEL MOVEMENTS
9 February 2010 – The newly appointed head of the joint African Union-United Nations
peacekeeping mission in Darfur, known as UNAMID, today met with members from key
rebel militia as part of a series of talks on the prospects for a durable peace in the war-
scarred region in western Sudan.
The meeting, which took place in the Qatari capital of Doha, was held between
UNAMID Joint Special Representative Ibrahim Gambari and negotiators from the
Justice and Equality Movement (JEM) and the Sudan Liberation Army/Armed
Revolutionary Front (SLA/ARF).
UNAMID noted that the talks, covering a range of issues relating to cooperation
between the joint peacekeeping operation and the rebel groups, were transparent,
constructive and promising, with all parties committed to working closely to advance the
peace process in Darfur.
The JEM and SLA/ARF militia also underscored the need to reach an agreement to end
all hostilities and tackle the root causes of the conflict in Darfur.
In addition, the parties voiced their desire to cooperate with UNAMID, which was set up
in late 2007 to protect civilians and quell the violence in Darfur, where an estimated
300,000 people have been killed and another 2.7 million have been forced from their
homes since fighting erupted in 2003, pitting rebels against Government forces and
allied Janjaweed militiamen.
At the end of last month, Mr. Gambari held talks with Sudanese officials in Khartoum,
where he expressed appreciation for the warm welcome he received from the
Government and people of Sudan since arriving in the country and vowed to do his
utmost to promote lasting peace and security in Darfur.

au Darfour (MINUAD), Ibrahim Gambari, a rencontré mardi à Doha des représentants
des groupes armés impliqués dans le conflit au Darfour.
« Ces rencontres ont été transparentes, constructives et prometteuses, toutes les parties
étant engagées à travailler ensemble et de manière coordonnée pour faire avancer le
processus de paix et soutenir le médiateur conjoint de l'UA et de l'ONU, Djibril Bassole
», a indiqué la MINUAD dans un communiqué publiée dans la capitale qatarie.
« Toutes les parties ont convenu d'accélérer le processus politique et de renforcer leur
coopération », est-il ajouté.
Tous les participants ont rendu hommage au rôle constructif joué par le Qatar et à tous
les efforts visant à parvenir à une paix durable et globale aussi tôt que possible au
Darfour. Ils ont réaffirmé la nécessité de cesser les hostilités dans le contexte de
l'Accord-cadre qui doit s'attaquer aux causes premières du conflit dans la province
soudanaise.
La MINUAD souligne également que « toutes les parties ont exprimé leur désir et leur
volonté de travailler ensemble afin de garantir que la Mission mette en oeuvre son

DARFOUR : LES GROUPES ARMÉS APPELÉS À NÉGOCIER AVEC LE
GOUVERNEMENT
Un nouveau groupe à ajouter sur la liste du programme DRRR, qui consiste à engager
les groupes rebelles dans les forces armées des Nations Unies après qu'ils aient complété
le programme de destruction d'un pays, tel que planifié par leur propre gouvernement
pour pouvoir instaurer la dictature militaire afin de s'ajuster aux nouvelles normes de
sécurité internationale. Ces gens appartenants à ces groupes sont ensuite appelés des
"Peacekeepers" et participent aux différentes missions de "Paix" à travers le monde.

Cette réunion était destinée à faire le point sur la situation dans la région depuis une
précédente rencontre à Kigali, au Rwanda, en février.
Evoquant ensuite la stabilité et la sécurité de la région, les participants se sont dits très
préoccupés par la détérioration de la situation au Darfour ces derniers mois. Ils ont
appelé le gouvernement soudanais et le Mouvement pour la justice et l'égalité (JEM) a
cessé immédiatement les combats et à reprendre le dialogue. Ils ont formulé la même
demande à l'encontre de tous les autres groupes armés rebelles, appelés à rejoindre les
pourparlers de paix de Doha.
Les participants à la rencontre d'El Fasher ont également fait part de leur
préoccupation quant au regain de violences ethniques ces dernières semaines au
Darfour. Ils se sont inquiétés du développement croissant de la criminalité, en
particulier de la pratique des enlèvements d'employés internationaux et des attaques
contre le personnel de la Mission des Nations Unies et de l'Union africaine au Darfour
(MINUAD).
Mettant enfin en avant les liens existants entre sécurité, retours volontaires des déplacés
et des réfugiés et développement humain, ils ont rappelé au gouvernement soudanais son
rôle et sa responsabilité dans la construction d'un environnement sûr et de perspectives
durables de développement au Darfour.

NEPAL: UN CALLS FOR RAPID ACCORD ON MAOIST COMBATANTS
AS MISSION DRAWS TO CLOSE

15 December 2010 – The top United Nations official in Nepal has called on the
Government and political parties to reach rapid agreement on the reintegration of
Maoist army personnel, in addition to other monitoring-related issues, as the UN wraps
up its mission to help the country recover from a decade-long civil war.
The UN Mission in Nepal (UNMIN) – set up a in 2007, a year after the Government and
Maoists reached a peace agreement ending a war that claimed 13,000 lives – is due to
leave the country on 15 January, as its Security Council mandate expires then.
UNMIN’s activities have included monitoring the management of arms and armed
personnel of the Nepal Army and the Maoist army as well as helping the parties
implement their agreement on the management of arms and armed personnel.
“We encourage the parties to expedite an agreement on all aspects of monitoring and
supervision, how cantonments will be supervised, including a clear legal framework and
a formal dispute resolution mechanism that will be applied following the withdrawal of
UNMIN,” she wrote in a letter to Prime Minister Madhav Kumar Nepal and the
Chairman of the Unified Communist Party of Nepal-Maoist (UCPN-M), Pushpa Kamal
Dahal, released today.
“It is in the interest of all parties to have a common understanding about supervisory
arrangements that are to be in place following UNMIN’s departure,” the letter added.
“To date, only notional elements of the arrangement have been shared with the United
Nations.”
Earlier this month, the Under-Secretary-General for Political Affairs, B. Lynn Pascoe,
visited Nepal and reported to the Security Council that he had found a greater sense of
urgency and willingness to compromise, but that no concrete results had emerged from
the readiness to engage.
The future of the Nepalese and Maoist armies and the drafting of a new constitution are
among the major remaining issues. In September, the political groups reached the so-
called Four-Point Agreement on completing these tasks by 14 January, calling for
Maoist combatants to be brought under a so-called Special Committee set up to address
the supervision, integration and rehabilitation of former fighters.
She noted that the UN had always recommended that rather than establish a new
monitoring regime, the parties should concentrate on reaching rapid agreement on the
integration and rehabilitation of Maoist army personnel, but as long as there was little
progress on this, follow-on supervisory arrangements would need to be considered.

6 janvier 2011 – A dix jours du retrait de la Mission des Nations Unies au Népal
(MINUNEP), programmé le 15 janvier, la Représentante de l'ONU et chef de la mission,
Karin Landgren, a estimé dans son dernier exposé devant le Conseil de sécurité
mercredi, que le risque d'échec du processus de paix n'était pas à exclure et que la
gestion future des armements et du personnel armé maoïste restaient la principale
question en suspens.
Soulignant qu'il y avait eu peu des progrès sur les questions les plus critiques -la
formation d'un nouveau gouvernement, l'intégration de 19.000 ex-rebelles maoïstes et la
rédaction d'une nouvelle constitution- elle a indiqué que le processus de paix était « en
grande partie dans l'impasse » et que « les prévisions de son échec pourrait devenir une
prophétie auto-réalisatrice ».
« Alors que le Népal avait enregistré des gains politiques peu susceptibles d'être perdus,
les risques ont néanmoins clairement augmenté », a poursuivi Karin Landgren, avant
d'expliquer qu'« il y avait encore des craintes parmi de nombreux Népalais sur une
éventuelle « révolte des peuples », une démission du président, ou un coup d'Etat
soutenu par l'armée ». « De telles mesures menacent la paix et la démocratie fragile du
Népal », a-t-elle insisté.
Créée en 2007, après l'accord de paix entre le gouvernement et les maoïstes qui a mis fin
à une guerre civile qui a fait plus de 13.000 morts, la MINUNEP était chargée de
surveiller la gestion des armes des armées népalaises et maoïstes et le personnel des
forces armées du Parti communiste unifié népalais-maoïste (PCUN-M). Les parties
étaient en revanche chargées de compléter la réinsertion et la réhabilitation des ex-
rebelles maoïstes, soit au sein de l'armée et la police nationale, soit dans d'autres
secteurs d'activités.
« A maintes reprises, j'ai souligné la nécessité pour les parties d'éclaircir la question de
la gestion de ces arrangements après le départ de la Mission », a-t-elle poursuivi, avant
d'indiqué qu'elle avait reçu, le 3 janvier, une lettre du gouvernement népalais indiquant
que le Comité spécial chargé de la supervision, de l'intégration et de la réinsertion des
membres de l'armée maoïste succèderait à la MINUNEP dans l'accomplissement de ces
fonctions.
Karin Landgren a estimé qu'il n'existait pas de consensus au sein dudit Comité et que
ces mesures semblaient « dévier de manière significative de la Constitution provisoire ».
Elle a d'ailleurs rappelé que la proposition du gouvernement népalais avait d'ores et
déjà été rejetée par le Parti communiste unifié népalais-maoïste. « Les divisions existant
au sein du Comité spécial empêchent cet organe de régler des questions politiques en
suspens », a-t-elle insisté.
« L'absence de progrès dans le processus de paix a renforcé ceux qui le considère comme
improductif ou beaucoup trop lents», a-t-elle encore déclaré devant les membres du
Conseil de sécurité, avant d'exhorter les parties à « faire preuve de souplesse et de
compromis pour tracer la voie à suivre ».
« Ce processus de paix peut être achevé de deux manières: de façon satisfaisante, grâce à
la résolution négociée des questions en suspens, ou de manière précoce, avec une ou
plusieurs parties qui manquent à leurs engagements solennels », a-t-elle conclu. « Les
échecs et les défis sont inévitables, mais il est dans l'intérêt du pays, de la région et de la
communauté internationale que le processus de paix soit maintenu, respecté et finalisé
correctement ».

15 janvier 2011 – La Représentante du Secrétaire général au Népal, Karin Landgren, a salué
samedi l'accord conclu vendredi soir entre le gouvernement du Népal et les Maoïstes sur un
nouveau mécanisme permettant de surveiller les armes et les armées après le départ de la
Mission des Nations Unies au Népal (MINUNEP).
Créée en 2007, après l'accord de paix entre le gouvernement et les Maoïstes qui a mis fin à
une guerre civile ayant fait plus de 13.000 morts, la MINUNEP était chargée de surveiller les
armes les armées des deux parties. Son mandat s'achève le 15 janvier à minuit.
"Même s'il est arrivé au dernier moment, l'accord devrait ouvrir la voie à l'examen par le
quartier général de l'ONU d'un prêt temporaire et ensuite d'une donation au gouvernement
d'un circuit de télévision interne et d'autres équipements associés qui peuvent être transférés
selon les procédures de l'ONU. La nécessité d'un accord sur la poursuite des arrangements en
matière de surveillance avant que tout transfert d'équipements de l'ONU puisse être considéré
semble avoir été remplie", a-t-elle ajouté.

NEPAL: UN ENVOY WELCOMES AGREEMENT ON ARMS AND ARMIES
MONITORING
“I congratulate the Government and the Unified Communist Party of Nepal-Maoist for agreeing on arms
monitoring arrangements, which are so crucial to reinforcing confidence in the peace process. I hope the
parties will build on this to implement the long-awaited integration and rehabilitation of the Maoist army
personnel,” said Ms. Landgren, the Representative of the Secretary-General to Nepal.
“Although it came at the last hour, the agreement should also pave the way for UN headquarters to
consider a temporary loan and later donation to the Government of the closed circuit television (CCTV)
equipment and other monitoring-related assets that can be transferred under UN procedures. The need
for agreed follow-on monitoring arrangements before any transfer of UN assets could be considered
appears to be met,” she added.
The mandate of the UN Mission in Nepal (UNMIN), which Ms. Landgren headed, ends at midnight
tonight. The mandate included monitoring the management of arms and armed personnel of the Nepal
and Maoist armies, while the parties themselves were to complete the reintegration and rehabilitation of
the former Maoist rebels either with the Nepal army and police or in other sectors.
UNMIN was set up in 2007 after the Government and Maoists reached a peace agreement ending a war
that claimed 13,000 lives. The Security Council decided to end its mandate after the Government and the
Maoists pledged to complete the remaining tasks of the peace process.
“The UN will continue to offer all the support that it can to the new monitoring mechanism. Even as they
are hours away from leaving the cantonments, UNMIN arms monitors are preparing to brief the members
of the new monitoring mechanism,” said Ms. Landgren.
Yesterday, the Security Council reaffirmed its support for the peace process and called on the
Government and the parties to work together in the spirit of consensus to fulfill their commitments to
resolve the outstanding issues of the peace process, including the completion of a new constitution by 28
May.
