is due Saturday, October 31, 2020. Please note that the Town Office is not open
on the weekend.
The Payment Drop Box, located outside of the main doors of the Town Office, will
be open on the weekend to deposit cheques.
There are several property tax payment options available for you:
• Internet Banking – pay your property tax online through your bank’s internet bill
payment option. Please allow up to two business days for payment processing;
some banks may take longer.
• Pay your property taxes in-person by cheque, cash or debit at the Town Office
until 4:30 pm on Friday, October 30, 2020.
• Most financial institutions will accept property tax payments while doing your
regular business.
• Town Office Drop Box – place your property tax payment in our drop box located
at the Town Office outside the main entrance. Cheques only, please do not

It's Fire Prevention Week!
This year’s Fire Prevention Week campaign is, “Serve Up Fire Safety in the
Kitchen!” Did you know cooking is the leading cause of home fires and fire
related injuries. In fact Thanksgiving is the leading day for fires involving cooking
equipment. Here are a few simple but important actions you can take to keep
yourself and those around you safe in the kitchen.
• Stay in the kitchen when you are frying, boiling, grilling, or broiling food.
• If you are simmering, baking, or roasting food, check it regularly and stay
in the home.
• Always keep a lid nearby when cooking. If a small grease fire starts, slide
the lid over the pan and turn off the burner. Leave the pan covered until
it’s cool.
• Keep anything that can catch fire away from your stovetop.
• Loose clothing can hang down onto stove burners and catch fire. Wear
short, close-fitting, or tightly rolled sleeves when cooking.
• Have a “kid-free zone” of at least 3 feet (1 metre) around the stove and
areas where hot food or drink is prepared or carried.

Seniors' Housing Project Community Engagement
The Wheatland Housing Management Body (WHMB) is embarking on a new seniors'
housing project. They are looking for community feedback to drive our design
decisions to develop program requirements and the schematic design for the new
lodge and hospice care facility.
There will be five live online community engagement sessions:
• Session 2: October 15, 2020
• Session 3: October 22, 2020
• Session 4: October 29, 2020
• Session 5: November 5, 2020
These sessions will be uploaded to the website for people to view on their own time.

Investigations by the RCMP of online
child sexual exploitation has led to the
arrest of over two dozen suspects from
across Alberta, including a Strathmore
man.
The Internet Child Exploitation (ICE)
unit of the Alberta Law Enforcement Re-
sponse Teams (ALERT), a collaborative
policing effort between RCMP and mu-
nicipal police, has charged 26 suspects
with 63 offences. Strathmore resident
Joseph Cadrain, 32, has been charged
with making, accessing and possessing
child pornography.
Most of the arrests resulted from in-
vestigative referral from the RCMP’s Na-
tional Child Exploitation Crime Centre,
which works with internet and social
media providers to track and investigate
child sexual exploitation online, accord-
ing to an ALERT press release.
“The internet isn’t anonymous and
these arrests demonstrate ALERT’s will-
ingness to travel to all corners of the
province to make arrests, put predators
behind bars and keep kids safe,” said
Supt. Dwayne Lakusta, ALERT chief ex-
ecutive officer, in the release.
Strathmore RCMP worked in collabo-
ration with ICE during the investigation
and subsequent arrest.
The arrests follow 18 suspects across
Alberta being charged with 65 child ex-
ploitation offences between May 20 and
June 23, announced on June 26. ICE re-
ported a record number of investigative
referrals in March, when 243 instances
of online child exploitation in Alberta
was reported, exceeding the unit’s two-
year average of about 110.
ICE speculates that an increase in the
number of investigative referrals is like-
ly to be in-part related to “digital depen-
dency” during COVID-19 isolation mea-
sures, according to the press release.

A week to support small businesses

The COVID-19 pandemic has been tough on small
businesses, but over Small Business Week, Wheat-
land County is providing more resources to help them
weather the storm.
Small businesses in Canada are facing a time of tur-
moil. Of the businesses responding to a survey con-
ducted by the Canadian Federation of Independent
Business (CFIB), 72 per cent reported reduced sales,
59 per cent reported reduced staff levels, while only 64
per cent reported being fully open, as of Sept. 2, 2020.
Businesses reported decreased revenue from having
fewer customers (58 per cent), customers spending
less on average (48 per cent), operational challenges
(27 per cent), ongoing government restrictions (20 per
cent) and staffing challenges (18 per cent), among oth-
er reasons.
But small businesses in Wheatland County are not
alone.
As part of this year’s Small Business Week, Oct. 18 to
24, Wheatland County Community and Development
Services, in partnership with Community Futures Wild
Rose, is providing a series of information sessions, in-
cluding talks and webinars, to help businesses with
planning, marketing and operations.
“We are inviting businesses to attend these sessions
throughout the week to learn and share ideas on how
to work through the challenges that COVID and the
economic downturn are creating,” said Wheatland
County Reeve, Amber Link, in a press release. “We
know innovation and adaptation are happening in our
region and with our business support partners, and if
we can share in discussing opportunities and possibili-
ties, we can lift others and get ideas flowing with more
people.”
These supports are nothing new, however. The coun-
ty’s economic development division has been hosting
online “infinite possibilities” calls since March 2020 to
have businesses and support organizations collaborate
in working through this year’s economic challenges.
These calls, held every Thursday from 1 to 2 p.m., grew
into a “share session” across levels of government and
support from different ministries looking to work and
share directly with businesses, explained Matthew
Boscariol, general manager of community and devel-
opment services, in the release. “We have seen since
the beginning of the pandemic, the importance of com-
munication and reaching out.”

tines. This year, though, everything felt

as a result of COVID-19?
In mental health support services we
are seeing the trend of increased mental
health needs that was predicted when
the pandemic hit. A recent study by Dr.
David Dozois from the University of
Western Ontario looked to determine
the mental health impact that the pan-
demic has had on Canadians. The results
are shocking. Published in The Journal
of Canadian Psychology, Dozois report-
ed that rates of “high to very high” anxi-
ety have quadrupled from five per cent

out of 20. In other words, this study is
considered a reliable and valid repre-
sentation of Canadians across Canada.
This is pretty serious stuff.
The downturn in our economy, slow
reopening, social isolation and uncer-

stantly flooded with stress hormones);
our adrenal systems are becoming fa-

it and may not know it. Causes of anosmia can

ry (exposure to toxic chemicals), cocaine, certain
medical conditions like Alzheimer’s, Parkinsons
MS, or simply aging. Some medications can also
cause it. Talk to your doctor if you are concerned.
Following WWII, polio was the most feared com-
municable disease in the world. The virus was first
identified in 1908 by Karl Landsteiner but it took
almost 50 years to develop a vaccine. Because of
the success of the polio vaccine and the acceptance
by the public, Canada was declared polio-free in
1994.
In the U.K. since smoking in public (bars, restau-
rants etc) has been the law, there has been a reduc-
tion in hospital admissions for children with asth-
ma symptoms. There are also less people smoking
which has also contributed.

Groups speak out about
COVID-19 impacts on seniors

The disproportionate impact of CO-
VID-19 on seniors in Alberta shows the
failures of the province’s seniors care
system, according to two Alberta orga-
nizations.
On Oct. 1, the International Day of
Older Persons, the Friends of Medicare
and Public Interest Alberta’s Senior
Task Force, composed of over 15 se-
niors groups and allied organizations,
hosted a press conference to discuss is-
sues facing seniors in Alberta.
The group spoke out against the dis-
proportional impact of COVID-19 on se-
niors. In Alberta, 97 per cent of COVID-
related deaths have been people aged
60 or older, including 165 residents in
continuing care, as of Oct. 1, 2020.
Across the nation, 81 per cent of CO-
VID-19 deaths were residents of long-
term care homes, according to the Roy-
al Society of Canada, a rate outpacing
other countries worldwide. These im-

ings of the seniors’ care system, from
decades of privatization and inequity
from “perpetual cost-costing.”
According to the organizations,
change is needed, including getting
profits out of senior care, ensuring the
system is easy to access and navigate,
legislating staff-to-patient ratios and
stopping the offloading costs of items
on residents.
“We are calling for a fundamental cul-
tural change in seniors’ care, a move
away from the culture of corporatiza-
tion,” said Sandra Azocar, executive
director of Friends of Medicare, in a
release. “We are calling for changes in
provincial policy to reflect the values
of public health care, to embrace clear
provincial standards that will improve
access to care and to establish ways of
assessing the quality of care that our se-
niors receive.”

I am so pleased to share with you the
protocol agreement that our Premier
and our Minister of Indigenous Rela-
tions, Rick Wilson, has signed with the
Stoney Nakoda-Tsuut’ina Tribal Coun-
cil. What is so exciting is that this agree-
ment is the first of its kind between
these governments. They become true
partners and build upon strong rela-
tionships to work towards addressing
important issues. This works towards
reconciliation and moreover a pros-
perous future for First Nations and all
Albertans. Protocol agreements func-
tion as a broad umbrella for meaning-
ful discussion and information sharing,
and to explore issues that affect our
governments. Alberta’s first protocol
agreement was signed in April 2016
with Treaty 8 First Nations. In Septem-
ber 2019, the Blackfoot Confederacy
renewed their protocol agreement with
the province.
In 2020-21, the Alberta govern-
ment will provide the Stoney Nakoda-
Tsuut’ina Tribal Council a $200,000
grant to support the agreement’s imple-
mentation. The agreement will remain
in place for as long as both parties wish
to keep it active.

Albertans in need will receive thousands of
pounds of fresh vegetables thanks to a season’s
worth of work by a group of volunteers and a local
business that gave them room to grow.
Since 1999, a group of TransAlta retirees have
been growing vegetables and donating them to
the Calgary Food Bank through an initiative called
Projects Organized with Energetic Retirees, or
“Power” for short.
Throughout this time, the Power Growers have
operated a garden on an AltaLink property hous-
ing its Janet substation, located just southwest of
Chestermere. But when Altalink needed to con-
struct a maintenance complex, the garden had to
be relocated.
To help with the relocation, the group ap-
proached Eagle Lake Professional Supply for com-
post, of which the company donated a few truck-
loads to the cause. But after seeing the group in
action, Eric Heuver, the company’s president, of-
fered the group land to establish a new garden.
Taking up this offer, the Power Growers expand-
ed their operations this year to include another
garden plot, coined the Get Growing Garden, lo-

Dairy Queen in Strathmore is in the
midst of a fundraising initiative to raise
much needed funds for Alberta Chil-
dren’s Hospital to support the children
and families in need.
As part of the fundraising initiative,
$2 or more will be donated from every
Blizzard sold and $5 will be donated for
every DQ Cake or Blizzard Cake eight-
inch or larger sold. Funds will be raised
through in-store, pick-up and drive thru
orders.
The fundraising initiative began Oct.
5 and goes through Oct. 11.
On average, 35,000 children enter a
Children’s Miracle Network hospital
each week. That’s 5,000 per day or 62
per minute. According to a news release
from Dairy Queen, to support the chil-
dren and their families receiving treat-
ment at Alberta Children’s Hospital,
Dairy Queen employees, franchisees,
volunteers and stakeholders come to-
gether throughout the year to help raise
funds. Since the partnership began in
1984, DQ has become a top contribu-
tor to Children’s Miracle Network, with
over $135 million raised to-date in sup-
port of sick and injured children across
North America.
In addition to the in-store fundraising,
Dairy Queen is calling on Canadians to
take part in the DQ Dance Challenge
with a goal to spread joy through move-
ment as a simple way to raise money to
provide healing and happiness to kids
across Canada.

After a season planting, weeding and maintain-
ing the garden, the Power Growers harvested
on Sept. 22. The 35 volunteers collected 23,362
pounds of produce, mainly root vegetables, includ-
ing onions, carrots, beets and potatoes, as well as
zucchini and spaghetti squash.
Zucchinis, harvested since early August, have
been particularly prolific, with 116 plants yielding
over 4,000 pounds of fresh produce for donation.
“It’s been a great producer,” said Ritter.
The Power Grower’s other garden, at Janet, was
harvested by 45 volunteers on Sept. 29, yielding
15,869 pounds of fresh produce, he said.
“Close to 40,000 pounds of produce has gone to
the food bank this year,” said Ritter. “It’s for a good
cause, especially with the need in the communi-

An architect has been selected to de-
sign a new seniors’ living facility to re-
place Wheatland Lodge, so community
input is now being sought to direct the
process.

developing plans to construct a new
165-room seniors living facility and hos-

an architect for the design was conduct-

Now with an architect selected, a
working group is looking to move for-
ward with a plan for the building. But
they want the design and location of
the structure to reflect the views of the
community.
To support this goal, the group is con-

The engagement process will be led
by Berry Architecture + Associates,
which has also developed a website

wheatland/).
This process will include five engage-
ment sessions, held Oct. 8 (from 7 to 8
p.m.), Oct. 15, Oct. 22, Oct. 29 and Nov.
5. Each session will focus on a different
aspect or theme. The answers garnered
from each week will be incorporated
into each following week.
Each session will be held via Zoom
– the link to the Zoom meeting will
be provided on the engagement web-
site, as well as on the Wheatland Lodge
Facebook page.
If anyone cannot attend the Zoom
meeting, they will have an opportunity
to provide input on that week’s theme
for several days afterward.
Updates about the project will be pro-
vided on the community feedback web
page and on the website of each partner
organization. “We want everyone in the
surrounding area to know about this
project and how they can get involved,”
said Cook.
The process, including the selection
of a site and provision of a completed
schematic design, is scheduled to wrap-
up by December. That way, by the end
of the year, the project then could be
considered “shovel-ready,” meaning
it will be ready for construction and
hence be more likely to be funded by
the government, explained Koester. “So
that’s why it’s so important to get the
community engagement done now.”

The Hussar Sundowners Club
had its beginning in April 1983,
when 21 seniors met with rep-
resentatives of WFCSS, in the
community hall to plan the
development of a senior cen-
tre. Grant money was obtained
from Alberta Culture Facility,
New Horizons and the Hussar
Recreation Board, and a fund-
raising committee canvassed
the community which respond-
ed generously. The charter to
become a society was granted
on Aug. 15, 1983. Membership
was set at age 50 and over, with
annual dues of $5 per person.
The building committee con-
tracted Paetkau Construction to
build their 40x70 foot building,
and it opened on Jan. 1, 1985.
The official opening was held
April 24, 1985.
The centre is a gathering
place most mornings for the
“boys” to enjoy coffee, con-
versation, pool and cards. The
“girls” meet each Monday af-
ternoon for tea, conversation,
crafts, art classes and exercise.
Considerable interclub activi-
ties with Bassano, Rockyford
and Standard seniors clubs
took place in the past years.
In 1986, the Hussar Lions
Club provided a blood pres-
sure machine. A footcare clinic
started in 1987. In 2017, the
club received county grants
to renovate the washrooms to
make them more wheelchair
accessible.
The members enjoy bus trips
to Camrose for dinner shows
and casino visits, to Calgary
for shopping and casino, and
the Spruce Meadows Christmas
light display. During the Sum-
mer Days parade, the club al-
ways has two members walking
to raise funds for the Wheat-
land Hospice.
Monthly meetings are held on
the third Thursday, with a pot-
luck supper beforehand. Every
Tuesday evening is cribbage
and the fourth Wednesday is
movie night with free popcorn.
In December 2019, 98 members
now pay $15 per month, per
year, which covers participa-
tion in the Christmas party, St
Patrick’s Day celebrations, bus
trips and summer barbecue.

2020 General and Annual Property

Assessment Inspections
Wheatland County Assessment Services will be performing the 2020 general property assessment inspection for the majority of improved parcels located in
Ranges 17 to 20 (easterly portion of the County and along highway 56). The purpose of these inspections is to update property assessment information.
Assessment staff will also be performing the 2020 annual property assessment inspection throughout the entire County. The purpose of these annual inspections
is to gather information on new or incomplete buildings constructed in prior years.
Both inspections will require taking digital exterior photographs and may require measuring of buildings. Due to COVID 19, Assessment Services will try to perform
most inspections visually from the road, but occasionally may require an onsite inspection. If required, a call back card will be placed on the main entrance door of
the residence or another conspicuous location. The inspections will occur during September, October and November of 2020.
All assessors carry personal identification, wear a high visibility vest and the vehicle entering the yard site will be clearly marked with a Wheatland County logo.
Assessors will be adhering to all safety procedures.
Assessment Services is striving to prepare and maintain a fair and equitable property assessment base and would like to thank residents in advance for their
cooperation during the 2020 assessment inspections.

A Vision for the Future

The Wheatland County Municipal Development Plan (MDP) was approved by Council in 2013 to provide a County vision for 30 years. Today,
six years later, the County wants to ensure the vision, policies and objectives within the MDP are being met and remain relevant, through
a comprehensive review and update. The MDP Review process will include a significant public engagement process to provide multiple
opportunities for County residents and stakeholders to participate and share their ideas.
