STATUS

 REPORT  
ON  THE  DEVELOPMENT  OF  IPTV  SERVICES  IN  INDONESIA  
 
Development   of   digital   technology   leads   to   more   rapid   convergence   between  
telecommunications,   broadcasting,   and   the   Internet.   Presently,   there   are   many  
technologies   that   emerged   in   response   to   the   demands   of   the   convergence   era,  
including  IPTV.  
 
IPTV   has   a   lot   of   potential   to   be   implemented   Indonesia.   But   without   a  
comprehensive  arrangement  of  the  regulation,  this  technology  has  the  potential  to  
cause   legal   uncertainty   in   the   world   of   ICT   in   Indonesia   that   will   lead   to   the  
uncertainty   in   business   and   related   industry.   This   problem   arises   because   the  
regulations   in   Indonesia   are   still   applied   with   a   sectoral   approach   to  
telecommunications,  broadcasting,  and  the  Internet.  For  information,  there  are  Law  
No.   36   of   1999   on   Telecommunications,   Law   No.   32   of   2002   on   Broadcasting,   and  
Law   No.   11   of   2008   on   Information   and   Electronic   Transaction   that   regulate   each  
sector  separately.  
 
To  get  the  best  out  of  IPTV,  the  Government  of  Indonesia,  in  this  case  is  the  Minister  
of  Communication  and  Information  Technology,  had  set  a  Ministerial  Decree  No.  30  
year  2009  on  the  Implementation  of  IPTV  Services  in  Indonesia  in.  In  this  Ministerial  
Decree,   IPTV   defined   as   a   multimedia   services   that   provide   service   in   form   of  
television,  video,  audio,  text,  graphics,  and  data  which  are  delivered  over  managed  
IP   based   networks   provide   appropriate   Quality   of   Services   (QoS),   Quality   of  
Experiences  (QoE),  security,  reliability,  and  interactivity.  
 
Therefore,  by  considering  the  above  definition,  IPTV  operators  in  Indonesia  obligate  
to  provide  services  as  follows:  
 
§ Broadcasting   services   (pushed   services)   are   services   that   provide   television  
services   both   received   by   the   customers   according   to   the   original   schedule  
(linear)   and   received   according   to   the   time   arranged   by   the   customers   (non-­‐
linear),  and  pay-­‐per-­‐view  services.  
§ Multimedia   services   (pulled   services   and   interactive   services)   are   services   that  
the   distribution   provided   based   on   request   from   the   customers   (e.g.   Video   on  
Demand,  Music  on  Demand,  etc).  
§ Electronic  transaction  services.  
§ Internet  services.  
 
IPTV  operator  in  Indonesia  is  a  consortium  that  has  been  licensed  as  a  subscription  
broadcasters,  local  fixed  network  provider,  and  Internet  Service  Provider.  
 
Field  trial  implementation  of  IPTV  services  has  been  implemented  by  a  consortium  of  
PT.   Telekomunikasi   Indonesia   and   PT.   Indonusa   Telemedia   which   completed   in  
December  2009.  The  Government  is  currently  evaluating  the  result  of  these  trial  to  
determine   the   licensing   mechanism   for   the   implementation.   IPTV   services   are  
expected  to  be  implemented  commercially  in  May  this  year.
