NOTICE INVITING QUOTATION (NIQ)

NEEPCO/Sr. Mgr.(C)/KiHEP/Khetri/2014/NIQ NO. 01 Dated 15/12/14
Sealed Quotations (Single Stage – Single Envelope) with minimum 120 (One hundred &
twenty) days validity are invited from the Manufacturer/Authorised Dealer/Reputed Suppliers
for supply of “WATER CURRENT METER (cup type) WITH DIGITAL ELECTRONIC COUNTER” as
per the quantity, and terms & conditions as indicated below:

Terms and Conditions:

1. The quotationer shall submit the following information regarding technical aspects of the
equipment along with the quotation without which the offer shall be summarily rejected:
a) Make & Model
b) Velocity Range
c) Accuracy
d) Contact
e) Contact chamber
f) Expected response rate
g) Provision of dynamic balancing (in the form of counterweight adjustment)
h) Provision of mounting facilities
i) Provision for attaching sounding (fish) weight
j) Bearings – Details, lubrication
k) Calibration criteria-velocity range/ type of calibration
l) Availability of operation and servicing manual
m) Manufacturer’s recommended list of essential site spares and maintenance spares &
accessories for each current meter for at least two years with its cost.
2. The Quotation should be submitted in Sealed Envelope super scribed with
(i) “NIQ FOR SUPPLY OF WATER CURRENT METER (CUP TYPE) WITH DIGITAL ELECTRONIC
COUNTER” against NIQ No NEEPCO/Sr. Mgr.(C)/KiHEP/Khetri/2014/NIQ NO. 01 Dated
15/12/2014.
(ii) Date of Opening: 16/01/2015.

3. The bidders shall have experience of executing similar types of supply to any PSU / Govt.
organisation in last 2-3 years. In support of this, bidders should submit copy of such supply
orders along with their quotation. Quotations without this evidence shall be summarily
rejected.
4. Bidder should submit self attested copy of their Tax payer Identification Number, Tax/VAT
Registration, Service Tax Registration and PAN Card as applicable.
5. Authorized dealers should submit valid authorized dealership certificate along with the
Quotation.
6. Price Basis: The Price shall be quoted on FOR Khetri, Kamrup (Metro), Assam. The rates for
Taxes & Duties, if any, should be separately and clearly indicated in the quotation. The rate
shall be indicated both in figures and in words.
7. Earnest Money Deposit: EMD amounting 2% (two percent) of the total quoted amount in the
form of Demand Draft/ Banker’s Cheque duly pledged in favour of NEEPCO Ltd., payable at
Guwahati should be submitted along with the quotation. Quotation without EMD shall be
summarily rejected.
i) EMD submitted by successful quotationer shall be retained as security deposit towards
satisfactory execution of the order and will be released only after delivery of the entire
quantity of the material to the satisfaction of the Corporation. If the successful
quotationer fails to execute the order then EMD shall be forfeited by corporation.
ii) EMD of all unsuccessful quotationers will be returned after finalization of the quotation.
iii)Quotationers registered as Micro & Small Enterprises are exempted from paying
applicable Earnest Money Deposit.
8. Payment: 100% (one hundred percent) payment shall be made within 20 (twenty) days on
submission of bill after receipt of the materials by the Consignee in full and good condition
and after successful testing of the current meters at site by the purchaser. The Head of
Finance, F&A Wing, NEEPCO, Guwahati will be the Payment Authority.
9. Delivery Period: The delivery of the materials shall be completed within 30 (thirty) days from
the date of issue of supply order. Each current meter to be supplied shall be engraved with
source of manufacture, trade mark, year of manufacture and the serial number.
10. Consignee: Senior Manager(C), Killing Hydro Electric Project, NEEPCO, Khaloibari, Khetri,
Kamrup (Metro), Assam, PIN 782403 shall be the Consignee.
11. Compensation for delay: In case of delay in supplying on part of the supplier after scheduled
delivery period, compensation for delay @ 0.5% per week of delay subject to a maximum of
10% of the total shall be applicable subject to force majeure.
12.Warranty / Guarantee:
The material supplied shall be warranted / guaranteed against any manufacturing defect/
poor workmanship for a period of 12 months from the date of receipt of materials.
13. Taxes & Duties: Taxes and duties, as applicable, should be indicated clearly.
14. Make: The quotationer shall mention the make/Brand of material in their quotation.
15. Submission of Quotation: The quotation in sealed envelope may be submitted to the office of
the undersigned in person or by any authorized representative of the quotationer and must
be submitted only under the quotationer’s letter head with details like complete address for
communication, telephone/ fax no./ email id, name of contact person etc. so as to reach at
this office on or before the due date and time of submission. Quotation received through fax/
email / telegram etc. shall not be accepted. The quotationer shall sign each pages of this NIQ
document in support of acceptance of terms & conditions of NIQ and submit along with the
quotation.

16. The Quotations will be received & opened at the time and date mentioned below in presence
of authorized representative (if any) of the quotationers. In the event of holiday, the
quotation will be received & opened at the same time in the next working day.

a) Last Date & Time of receipt of Quotation: Up to 13-00 Hrs. (IST) of 16.01.2015.
b) Date & Time of opening of Quotation: 16.01.2015 at 15-00 Hrs. (IST).

17. Quotation received late after the last time of receipt either by hand or by post will not be
considered or will be returned unopened.
18. The language and currency applicable are English and Indian currency respectively & shall be
legibly written. In case of any discrepancy between figures and words, the amount indicated
in words will be considered. In case of any discrepancy between unit rate and total amount,
the total amount evolved by multiplying unit rate and quantity shall be considered.
19. Any action on the part of the quotationer to revise the price at his own instance after opening
of the bid and within the validity of the offer shall not be acceptable.
20. The Corporation does not bind itself to accept the lowest tender and reserves the right to
reject any or all tenders without assigning any reason thereof in the interest of the
Corporation.
