 INVITATION FOR BIDS (IFB)

1 The Municipal Commissioner, for and on behalf of MCGM, invites e-tenders consisting
of three packets (Technical i.e packet A & B and Price Packet ‘C’ on item-rate basis
for appointment of consultancy services for Detailed Engineering & Construction
Supervision (PMC services) for the construction of approximately 972 m long, 69 m
High Roller Compacted Concrete dam across the River Gargai and a water
conveyance tunnel approximately 2 km long, 2.5 m dia. from the proposed Gargai
reservoir to the existing Modaksagar reservoir and other allied works, under
International Competitive Bidding, from reputed consulting firms who meet the eligibility
requirements and fulfil the qualification criteria stipulated in the bidding document.

2 The detailed Qualification criteria will be as described in the Tender Document.

4 Contract Period is 60 months (Sixty months) from the date of Commencement

5 a) A soft copy of complete set of bidding documents may be purchased online by

interested bidders upon payment of a non-refundable fee of Indian 7000/- plus
applicable GST. For purchasing the bidding documents, the bidders will have to get
registered with MCGM for e- tendering process and obtain login credentials to
participate in the online bidding process. The details of the same are available on
MCGM portal (http://portal.mcgm.gov.in), under ‘e-procurement’ tab.

b) For registration enrolment for digital signature certificates and user manual, please
refer to respective links provided in e-tendering tab. Vendors can get digital signature
from any one of the Certifying Authorities (CA) licensed by controller of certifying
authorities namely Safecrypt, IDRBT, National Informatics Center, TCS, CUSTOMS,
MTNL, GSFC and e-Mudhra CA.

c)Blank Bidding documents shall be downloaded from MCGM’s portal

(http://portal.mcgm.gov.in) from 25.06.2019 at 11.00 A.M.to 06.08.2019 upto 01:00
 P.M. after payment of 7000/- plus applicable GST by e-tendering process from
approved banks under section “Payment of Tender Fees”

6 Bids must be accompanied by Bid Security of 2.25 Million paid through online system
of Municipal Corporation of Greater Mumbai. Any bid not accompanied by bid security
shall be rejected by the Employer.

7 E-tenders shall be uploaded up to 3.00 P.M. on 06.08.2019 and Packet ‘A’ & ‘B’ of bids
will be opened on the same day at 04.00 P. M.

The Packet ‘A’ & ‘B’ shall contain all duly certified credential documents, filled up forms
& schedules, undertakings and other information etc. required as stipulated in the
tender as per e-tendering process and “Item data” shall contain duly filled ‘Bill of
Quantities’ online.

8 Only the technical packets ‘A’ & ‘B’ will be opened on MCGM’s above mentioned portal
in the office of The Deputy Chief Engineer (Water Supply Projects), (Consultancy Cell)
at address mentioned at Clause No.3 above at 04.00 P.M. on 06.08.2019 in the
presence of bidder’s authorised representatives who choose to attend. The price
packet will be opened after technical evaluation, on a date which will be intimated to
the technically responsive bidders.

In the event of specified date of opening of bids being declared as holiday for the
MCGM, bids shall be opened on the next working day.

Bidders should note that timing of downloading/submission/opening of tender shall be

considered as per MCGM web time only.

9 The Corporation will arrange a site visit to the proposed dam locations and inspection of
rock core samples on 04.07.2019 at 08:00 A.M. Pre-bid meeting will be held in the
Office of Additional Municipal Commissioner (Projects)’s conference room, 2nd floor,
Annex Building, Municipal Head Office, Mahapalika Marg, Fort, Mumbai – 400 001,
INDIA on 05.07.2019 at 11.00 AM.

10 The details are available on MCGM’s portal (http://portal.mcgm.gov.in).

11 Bids shall remain valid for a period of 180 days after the date of technical bid opening
mentioned at Sr. No. 8 above.

12 The MCGM reserves the right to cancel the e-tenders before submission/opening of e-
tenders, postpone the e-tenders submission/opening dates and to accept/reject any or
all e-tenders without assigning any reason thereof.
13 Bids from joint venture/Consortium will be acceptable provided the partners individually
meet the requirements stipulated in the qualification clauses for the same in the
bidding document.

14 Payment under the contract will be in Indian Rupees only.
