NARRATIVE REPORT

LOCAL GOVERNMENT

Local government is a form of public administration which, in a majority of


contexts, exists as the lowest tier of administration within a given state.

The Local Government Code of 1991 provides for the three levels of Local
Government Units or LGUs in the Philippines:

Province

There are 81 provinces in the Philippines at present, grouped into 17


based on their geographical, culture and ethnological characteristics. Being the
largest political unit in the Philippines, it can possess the power to acquire and
transfer properties, exercise rights and other obligation as expressly authorized
by law.

A province is governed by two elected branches of the government the


Executive which composed of the Governor (Chief Executive and Head of
Province) elected for three terms and to three consecutive terms and has the
authority to appoint directors in the provincial department and the Legislative
branch composed of the Vice Governor that acts as the president for the
Sangguniang Panlalawigan and elected members of SP which is determined by
its income class.

Some of the most important functions of the provincial board are to


provide a mechanism and appropriate funding to ensure the safety and
protection of all provincial government property, public documents and
records, prepares and approves the provincial budget, maintenance of
equipment and buildings for provincial purposes. The board holds a regular
weekly meeting.

Municipalities

A municipality is often called town. It is created by an act of Congress. A


municipality is based on its average annual income for the last two (2)
consecutive years, population and a contiguous territory of at least 50 square
kilometers. There are 1,488 municipalities in the Philippines
The elective officials are the municipal mayor, vice-mayor and councilors
with three terms elected by registered voters. There are also appointive officials
in charge in various offices in the municipal government.

The Municipal Mayor is the chief executive officer of the town. The
mayor’s responsibilities are primary to reside at council meetings, act as head
for ceremonial purposes and for purpose of the military law, issues order for
maintaining peace and order of the town and to recommend measures to the
municipal council aimed at the improvement of the social and economic
conditions of the people.

CITIES

A cities maybe created only by Act of Congress All cities are chartered cities.
There are three groups of cities in the Philippines the highly urbanized are
autonomous local government units from the province , independent
component cities are independent cities of the province and component cities
are cities which do not meet the requirements to become a highly urbanize and
independent city.

A city should have a City Mayor , vice – mayor and Sangguniang


Panglungsod members elected by the popular vote. The Mayor acts as the chief
executive and public face of the city. He has the power to appoint head of
departments and offices. The vice mayor id the presiding officer of the board.

BARANGAY

The barangay is the smallest unit in the local government of the


Philippines. As of March 2020 there are 42, 046 barangays in the Philippines.
It may be created depending on its population and its contagious territory They
are governed by Barrio Charter Act therefore they can sue and be sued in
court; can enter into contracts, can acquire and hold all kinds of property; and
can exercise such powers or perform such acts as are provided by law.

The Barangay Captain and barangay councilors are elected. The


Barangay Captain serves as the leader or chief executive. He has to power to
enforce laws and ordinances that are applicable to his constituency. Presides
meeting both council meeting and assemblies and approves all payments from
barangay funds.
NATURE AND ATTRIBUTES OF LOCAL GOVERNMENT

Local government are granted powers by the 1987 Constitution particularly its
provisions on local government by the Local Government Code of 1991, the
Rules and Regulations Implementing the Local Government of 1991 and all
existing acts, decrees laws, executive orders and proclamations on local
government as they are not inconsistent with the Constitution and the Local
Government Code.
