Abstract of the PhD thesis
Performance, in the real sense of the controversial, contradictory, vulnerable and volatile
present, is similar with the fulfillment of the entity’s economic and financial targets together with
the clients’ growth of satisfaction, with the observance of the stake - holders’ interests under
sustainability and stewardship conditions. At the same time, a greater attention must be given to
the implementation of the concepts of: “knowledge management”, “supply chain management”,
“knowledge-sharing”, “open innovation”, “enterprise resource planning (ERP)”, “enterprise
interoperability”.
Secondly, the choice of this subject was determined by the in-depth knowledge of the
main elements aimed at the improvement of the information operation in the management of the
Romanian tourism with impact on the performance’s achievement and identification of the
courses of the future actions.
Our research belongs to the economic field, considering in this paper the management
science as a binder and a basis for reporting, but the approach of the paper required also the use
of other branches specific for the economic science such as the economic-financial analysis,
managerial accounting, financial management, statistics or econometry.
Also, in order to determine the targets and the research scenario, the whole paper was
drawn up based on the answers to the following questions:
a) Which are the main elements that contribute to the maintenance of deficiencies in the
Romanian tourism?
b) Which would be the perspectives in treating the economic-financial information as a
determining factor for the managerial decision implementation?
c) Which are the courses of action for the improvement of the performance indicators’
system in the Romanian touristic entities and, based on this, which is the competence level of the
main actors managing these entities?
In order to fulfill the operational targets, the scientific approach was designed in several
stages reflected in this paper in five distinct chapters as follows:
The first step of any scientific approach is the positioning of the chosen general research
area within the competence of scientific knowledge, which is divided into fields of scientific
research. The general research area presented in CHAPTER 1 “DEVELOPMENTS AND
DEEPENING OF THE PERFORMANCE CONCEPT WITHIN THE PRESENT
ECONOMIC CONTEXT” is the theoretical positioning of more aspects related to the
performance terminology and the possible closed terms in financial usage. Reference to each
term is a key point in defining performance such as: performance seen from the investor’s
perspective, from the buyer’s standpoint, from the managers’ perspective, and dependent on
everyone’s interest, performance will be translated more or less differently. For this reason, the
performance analysis should be carried out and estimated in a global, integrating way.
Consequently, the assessment of the individual performance rises and its outcome has a
direct influence on the performance management process, leading to the development of new
tools and methods for performance measurement reflected in the growth of the performance
management systems.
As regards the time criterium, the research methods alternate the transversal character
with the longitudinal one. Thus, the transversal research envisages the comparative analysis of
different technical and theoretical aspects regarding the performance concept and its relevance in
an environment characterized by volatility, incertitude, complexity and ambiguity.
The longitudinal research envisages the evolution analysis in time of the scientific
knowledge in economic performance at international, European and national level, as well as the
global experience in its measurement. As regards the empirical, quantitative, research it has a
preponderantly inductive approach by reaching some general conclusions envisaging the need of
leadership in order to evaluate and manage a low performance level relative to the targets,
leading to other implications: focus on the entity’s strategic targets, harmonization of resources
with the tourists’ activities and feedback.
The analysis from this perspective of what really happens shows that the performance of
the Romanian tourism is still burdened by a lot of factors with a negative impact, starting with
the inefficiency of certain regulations regarding the structuring of touristic activities, the negative
impact of certain financial-fiscal policies, the insufficient providing and modernization of the
strategic infrastructures, as well as other aspects generating vulnerabilities in the operation of
touristic entities, depending exclusively on the configuration and opportunity of the policies of
economic and social development.
Secondly, the maintenance of certain deficiencies in tourism is due to the still modest
level of the investments, an aspect manifested ever since the initial stage of privatization which
allowed the access into the system of some entrepreneurs lacking the sufficient availabilities to
invest. Thus, an important part of the former touristic patrimony was intensively exploited,
without being upgraded, which led to its degradation and also to the competitivity lowering,
respectively to the tourists’ reorientation to other destinations.
At the same time, notice should be taken that it is more and more foreshadowed the need
for the generalization of the professional management able to build efficient strategies
materialized through a higher capacity of gathering, processing and usage of all kind of
information, obviously with the contribution of a qualified and motivated personnel, as it comes
out from the variants of the logical schemes of the processes described in this research. Thus,
should the objective elements related to the capital, infrastructure, regulations, economic policy
be provided and respectively favorable, the essential factor would be the information
organization and the management’s capacity to use it as efficiently as possible.
The essence of applying a diagnosis to the system of performance indicators lies in the
cause-effect analysis, both in the detection of strong and week points and in making
recommendations. Making diagnoses by the correctly dimensioned and judiciously structured
teams is an indispensable premise to reunite all significant information and then, to interpret it
comprehensively, multidisciplinary according to its multidimensionality.
Without claiming that the suggested solutions would solve in a very short time all the
problems regarding the growth of the economic performance in tourism, we consider that their
enforcement may shorten significantly the road that the Romanian organizations in this field
have to go until they take a very good position on the domestic and foreign market.
In conclusion, measurement of the performances is a necessary but not enough condition
to ensure an entity’s progress. It is said that a progress which is not measured does not exist, but
measuring is not an aim in itself; it makes the success recurrent as far as it generates action. It
overpasses the simple finding; its target is to make decisions that allow for the improvement of
the performance conditions.
