BILL OF QUANTITIES
PREAMBLE
1. The Bill of Quantities shall be read in conjunction with Instructions to tenderers,
General and Special Conditions of Contract, Notice Inviting Tenders, Technical
Specifications and Conceptual/ Layout Drawings.
2. Schedule ‘A’ of Bill of Quantities comprises of scope of work under Lump sum
contract as detailed in Employer’s Requirement (Functional) – Volume 3. The tenderer
has to quote a single lump sum amount against Schedule ‘A’. Payment will be
made as per Schedule for on account stage payment enclosed as Annexure I of
Schedule ‘A’.
3. Schedule B consists of items for the miscellaneous works that are not covered in the
lump-sum component (i.e., Schedule ‘A’) of the BOQ. The tenderer has to quote
percentage above / below / at par rates against Schedule B
4. Schedule C consists of Provisional Sum for cost of civil / other utilities diversion such
as sewer, storm water drain, water supply line, Electric& Telecom Cables, Gas Pipe
Lines etc., tree cutting/ relocations and any other contingencies / items which are not
covered for utility diversion in the lump-sum component (i.e., Schedule ‘A’) of the BOQ
or Schedule B of the BOQ
5. All works under Schedule “C” of BOQ shall be paid in current MCGM unified schedule
of rates 2013 plus 20% [Twenty percent] only. In case of non-availability of rates in
MCGM unified s c h e d u l e of rates 2013, the rates of PWD SSR 2017-18 shall be
paid. The tenderer is not required to quote percentage above / below / at par rates
against Schedule C
6. The rates and prices are for completed and finished items of work and complete in all
respect including design of structures. It will be deemed to include cost of all plants,
labour, supervision, materials, transport, all temporary works, erection, maintenance,
utility identification, contractor’s profit and establishment/overheads, together with
preparation of design and drawings [excluding the design of U-Girders spans
provided in the tender] but including the design of all the special spans, I girder
Spans/ Non Standard U Girder Spans, all general risks, insurance liabilities,
compliance of labour laws and obligations set out or implied in the contract. For taxes
and duties, refer clause 17 of Special Condition of Contract.
7. Tree cutting/transplantation items shall be carried out with prior approval of Tree
authorities.
12. The Schedule of Payment specified in Annexure-I of Schedule ‘A’ is purely for
the purpose of releasing ‘On Account payments’ for the work executed under the
‘Lump Sum’ component of the work. The work executed against the BOQ items in
Schedule ‘B’ & ‘C’ would be paid on measurement basis.
13. For the purpose of payment the proportion of the cost of viaduct would be considered
as 40%, for Tunnel 23%, for underground station 12% of the total cost against the
‘Lump Sum’ component while 17 % would be considered towards the cost of 9
Elevated stations including viaduct portion within station length, which will be further
distributed for each station as detailed below. The remaining 3% would be considered
towards general works and 5% for the 2 no’s flyovers to be constructed in the Dahisar-
Mira Bhayandar Stretch.
Thus if ‘X’ is the total cost of Lump Sum component and G, V, T, S1 and S2 are
considered to be the cost component of General works, viaduct, and Tunnel
excluding station portion and nine (9) Elevated Stations structure and One
Underground Stations including viaduct falling within station length respectively then.
14. Cost of each station for the purpose of payment would be considered as below:

15. The payment under the Payment Schedule will cover all work specified in the tender
drawings and / or provided in the scope of work. The Schedule of Payment will not
get modified due to alterations of any type so far as the modifications/alterations are
within the scope of work and/or provided for in the tender drawings. However, the
percentages stipulated in Annexure I of Schedule ‘A’ of BOQ may be further
distributed after approval of the Engineer. Proposal for the same shall be submitted
by the contractor. The decision of the Engineer, in this regard, shall be final and
binding.
16. The Contractor may raise their ‘On Account’ payments on monthly basis as per
the status of work on the last day of the respective month.
3 Schedule “C” Provisional Sum for cost of civil / other utilities 57,56,10,000
diversion such as sewer, storm water drains,
water supply line, Electric& Telecom Cables,
Gas Pipe Lines etc., tree cutting/ relocations and

The tenderer may quote his offer either in Indian Rupees. The offer should be in the following proforma.
2. Monthly 'On Account' payment shall be made stage wise as per Annexure 1 of Schedule 'A' of BOQ. All
the %age of payment are on the basis of lump-sum amount quoted in respect of Schedule 'A' above.

1. (All works under Schedule “C” shall be paid in current MCGM unified schedule of rates 2013

The payment would be governed by the stage payment schedule as detailed below:
VIADUCT
Viaduct for two tracks at uniform / variable spacing between Chainage 15440 m to 25741 m (Dahisar (E)
to Mira Bhayandar Stretch) and for Andheri – CSIA stretch viaduct will start at chainage -
525.903m which will end at Switch Over Ramp (SOR) from ch 840m to 1120m beyond this the
tunnel will be there till CSIA underground station which is at ch 2978.934 m.
STATIONS
There will be Eight (8) elevated stations Dahisar (E), Pandurangwadi, Amar Palace (Interchange
Station), Zankar Company, Saibaba Nagar, Deepak Hospital, Shahid Bhagat Singh Garden and
Subhash Chandra Bose Stadium including viaduct of stations on Dahisar (E) – Mira Bhayandar
Stretch whereas 1 Elevated Station viz. Airport Colony on the Andheri (E) – CSIA stretch.
There will be one underground station at Chhatrapati Shivaji International Airport (CSIA) which
will include the architectural finishes and PEB structure
Note: Cost of the elevated stations is excluding the cost of the architectural finishes and PEB roof
structure whereas the cost of the underground station includes the cost of architectural finishes
and PEB structure and provision of the columns for the property development.
Flyovers
There are two flyovers at Nayanagar Junction and Deepak Hospital Junction with two span of 28
m each and approach ramps. Chainages of the common pier will be 18800 and 21070 (approx.)
respectively.
Overall percentage 100% i.e. quoted lumpsum price h a s been divided in Six Heads. The Percentage
breakup of cost component for Head “G” (General) is 3%, “V” (Viaduct) is 40%, “S1” (Elevated Station) is
17%, “T” (Underground Tunnel Works) is 23%, “S2” (Underground Station Works) is 12% and “F”
(Flyovers) is 5% of lumpsum quoted price.

(i) Total length of viaduct for main line is 11.856 km (including stations) and underground
stretch will be 2.195 km. In case of variation in the length of viaduct on either side, i.e.
increase or decrease, the total value of viaduct, i.e 'V', will get modified
accordingly on prorate basis for payment purpose. Track supporting structures &
viaduct in the station area (185 m each or more as per drawing) are part of station
works and not included in the Viaduct.
(ii) The successful Contractor will submit a quantity schedule for the work as per the details
finalized by them for the components listed above. Unit payment of the items shall
be governed by the Quantity schedule within the total % payment specified against that
item.
(iii) The quantity schedule after being approved by the Engineer will be used for making all
stage payments. The Contractor should note that while stage payment will be governed
by the quantity schedule, total cost of the 'Lump Sum' component would remain
unchanged for the specified work subject to adjustment for the length of the viaduct.
(iv) These percentages may be further distributed after approval of the Engineer. Proposal
for the same shall be submitted by the contractor. The decision of the Engineer, in this
regard, shall be final and binding.

S2-1.3 Submit and obtain the Engineer’s Notice of No Objection of the 0.1%
detailed site and Ground investigation Reports, including, but not
limited to, bore logs, laboratory testing and interpretive reports.
S2-1.4 Undertake site clearance to the satisfaction of the Engineer of all 0.2%
site areas including the removal of vegetation, tree felling,
removal of refuse, removal of unsuitable soil, removal of surface
water, demolition of existing structures, etc.

S2-1.5 Submit and obtain the Engineer’s Notice of No Objection of the 0.4%
Traffic Management Plans including schemes for the diversions
of roads, footpaths, phasing of works construction, programme
for implementations of schemes, temporary road markings,
temporary barricading, temporary signage, temporary road
lighting, temporary traffic lights, etc. and obtain the necessary
approvals of the appropriate authorities on the proposals.
S2-1.6 Submit and obtain the Engineer’s Notice of No Objection of the 0.2%
Utilities (including sewers/drains, etc.) Diversion Plan including
drawings identifying existing utilities, drawings identifying
proposed diversions and protection works, drawings for details of
diversion and protection works, programme for diversion and
protection works, explanatory narrative reports, etc. and obtain
necessary approvals of the appropriate authorities on the
proposals.
S2-2.0 Civil/Structural Works
S2-2.1 Design, supply and install barricading to the satisfaction of the 0.4%
Engineer, including lighting, signage and painting with MMRC
logo and maintain the same in satisfactory condition for the
duration of the works.
S2-2.5 Excavate the station volume within the diaphragm wall Secant- 9.3%
piles walls and up to the required level in all kinds of soil/rock
including the removal of the excavated material, the provision of
temporary walers / struts /supports/Rock Bolt/Rock Anchor, etc.
to maintain stability including the preloading of struts if
necessary, Chartered Utility supporting system and protection
including removal of tress and surface furniture, provision of
temporary decking for temporary traffic and works areas and
dewatering measures including cut off testing and recharging if
necessary, etc. and Instrumentation, Monitoring & Reporting and
EBS Protection, including preventive, protective and restoration
measures/works for EBS likely to be affected or affected by the
Works under the Contract , etc.
S2-2.6 Construction of the reinforced concrete base slab complete in all 6.0%
respects including the provision of blinding, drainage and
waterproofing layers and providing a watertight connection into
the diaphragm wall/secant-piles wall/RCC lining wall, etc. and
provide as-built records.
S2-2.7 Construction of the reinforced concrete columns, slabs and 6.7%
beams for the structure between the top of the base slab and the
top of the concourse (intermediate)level slab including the
provision of waterproofing and protection layers and provide as-
built records.
S2-2.8 Construction of the reinforced concrete columns, slabs and 6.5%
beams for the structure between the top of the concourse
(Intermediate) level slab to the top of the Mezzanine level slab
including the provision of waterproofing and protection layers and
provide as-built records.
S2-2.9 Construction of the reinforced concrete columns, slabs, beams 4.6%
and end walls for the structure between the top of the Mezzanine
level slab and the top of the top level slab including the provision
of waterproofing and protection layers and provide as built
records.
S2-2.10 Construction of internal walls and floors and other RCC works to 2.7%
form above ground structures, plant rooms, lobbies, toilets,
ventilation shafts and other internal rooms and areas, and form
breakthrough of the diaphragm walls/Head Walls/RCC lining
Walls (where necessary)for external connections including the
removal of debris and forming water tight connections.
S2-2.11 Construction of underground and above ground structures 19.0%
external to the station box including entrances, subways,
walkways and ancillary plant buildings(including construction of
subway connecting station to airport terminal T2. To include all
temporary works including excavation, excavation lateral support,
dewatering, etc.
S2-2.12 Construction of the platform area structure complete with void for 0.9%
mechanical area and drainage beneath and construction of the
internal lining to the platform/track, concourse and mezzanine
(where applicable) levels complete with drainage including
construction of first stage concrete in track bed area, if required.
S2-2.13 Construction of all lift shafts, escalator support structures and 1.3%
staircase structures including necessary inserts for installation
and maintenance of lifts and escalators.
S2-2.14 Reinstatement of soft and hard landscape affected by the 0.9%
construction of the underground station including provision of
additional soft and hard landscaping to integrate the station into
its environs.
S2-2.15 Placement of compacted soil to reinstate the ground level above 1.8%
the station and reinstate drainage works affected by the
construction.
S2-4.0 Architectural and Builder's Works (ABWF)
S2-4.1 All Architectural Builder’s Works and Finishes (including station 18.6%
signage, all internal and external cladding) including design,
manufacturing, delivery, installation and testing as stipulated in
the Contract;

S2-5.0 All Remaining Works:
S2-5.1 All remaining works as shown in the Employer’s drawings and 2.0%
Specifications.

(i) The total proportion of the cost for 9 Elevated Stations is 17.00% of the Lump Sum
component. The cost for payment purpose for Dahisar (E) is 1.75%, Pandurangwadi is
1.75%, Amar Palace is 3.00 %, Zankar Company is 1.75 %, Saibaba Nagar is 1.75 %,
Deepak Hospital is 1.75 %, Shahid Bhagat Singh Garden is 1.75 % and Subhash
Chandra Bose Stadium is 1.75 % and Airport Colony 1.75 % of lumpsum cost.
(ii) The basic unit for the payment in the station area would be on the floor area basis. For this
purpose the floor area at ground level, concourse level and platform level drawings would
be considered. Payments for the foundation item shall be done separately as indicated in
this procedure.
(iii) These units of measurement would not mean confinement of the station work in the
stations for the measurable areas only. The Contractor has to carry out the entire work
specified in the Tender Drawings and/or specified in the Scope of Work but only for the
purpose of payment, would get paid as per the procedure specified.
(iv) The successful contractor will prepare a quantity schedule for payment of individual items
within the main item as per the payable units detailed above within the percentage payment
payable on completion of individual units. All the payments would be made as per this
quantity schedule after approval of the same by the Engineer. The Contractor should note
that while stage payments shall be governed by the quantity schedule, total cost of the Lump
Sum component assigned to individual station and thus for all the 9 stations would remain
unchanged for the specified work.
(v) In case of change in the floor area of station with respect to the area shown in the tender
drawing, the cost of the station will be increased /decreased on the pro-rata basis of the
area. The percentage breakup of the cost component (stage payment) shall remain same as
shown above and shall be calculated with respect to the revised cost.
The floor area shall be calculated as below in tender drawings and GFC drawings for
calculating increase/decrease in area.
The floor area will be sum total of the following:
(a) floor area at ground floor which includes one plan area of entry/exit structure plus one plan
area of water tank and pump room plus one plan area of DG room plus one plan area of all lifts
and escalators.
(b) floor area at concourse level will be all plan area of slab at concourse level plus floor at any
intermediate level due to increased height of station plus one plan area of all lifts
(c) floor area of slab at platform level.
For the purposes of variation, area of all stations as per tender drawings and as per actual
executed will be calculated. The basis of area calculations shall be as above.
(vii) These percentages may be further distributed after approval of the Engineer. Proposal for
the same shall be submitted by the contractor. The decision of the Engineer, in this regard,
shall be final and binding.

T-1.3 Submit and obtain the Engineer’s Notice of No Objection for 1.00%
the pre-condition surveys of adjacent buildings, structures,
water wells, railway facilities, etc. (EBS)
T-2.3 Undertake tunnel boring, including, but not limited to, any 66.00%
necessary probing and pre-treatment of ground, excavation,
muck removal, installation of linings complete in position and
initial grouting. At all times the tunnel under construction shall
be well lit and ventilated and shall have proper drainage and
clean and safe access routes shall be maintained to the work
face.
T-2.6 Design, procure, install and maintain during operation to the 1.00%
satisfaction of the Engineer the temporary ventilation system
for the tunnels.
T-2.7 Design, procure, install and maintain during operation to the 1.00%
satisfaction of the Engineer the temporary lighting and
drainage system for the tunnels.
T-2.8 Monitor the settlement control points for the duration of the 1.00%
tunnel construction, including daily reporting to the Engineer,
plus real time monitoring where stipulated in the Contract.
T-3.0 All Remaining Works
T-3.1 All remaining works as shown in the Employer’s drawings and 6.00%
Specifications including walkways, drainage system, first pour concrete in
tunnel invert, Chartered Utility supporting system and protection including
removal of tress and surface furniture, and reinstatement of temporary
TBM shaft areas , if any etc.

ANNEXURE 13A
1. The following are the particulars of minor deviations from the requirements of the Tender Document:
Note:
1. The Tenderer shall indicate price adjustment against each deviation in Annexure 13A of BOQ. This
price is the price which the tenderer shall reduced from this tender price if deviation(s) is/are
accepted by the Employer.
2. Where there is no deviation, the statement should be returned duly signed with an endorsement
indicating ‘No Deviations’. In case, Performa of deviations is not submitted or submitted as blank, it
will be construed that the tenderer has not proposed any deviations from tender documents.
3. If the tenderer proposes deviations in tender documents, and/or any other terms and conditions of
the tender, other than in this Annexure, it will have no effect.
