Who We Are

S
udhaar Society is a renowned nonprofit and non-governmental organization with its initial focus of addressing child
labor through formal and non-formal education. Sudhaar came up with a new paradigm reflecting the contempo-
rary issues and demands. Sudhaar has specialized its priority areas of focusing education quality, human rights,
gender equality and empowerment, promotion of peace and harmony, sports for development, disaster mitigation, youth and
active citizenship, training and governance, accountability and transparency. Sudhaar initiated its operations from Punjab, but
quickly it became a mission to expand its operations in other parts of the country. The passion of Sudhaar team and leadership
moved forward the organization with a lot of success stories and growth milestones to achieve its vision, mission, and goals.
Sudhaar has implemented approximately 69 projects and programs in 22 districts of Punjab and Khyber Pakhtunkhwa. Sudhaar
key achievements include; development of the district education plans for 27 districts of Pakistan, educating 23800 working
children via 780 non-formal schools, and improvement of education quality and enrollments in 2000 government schools which
affected 320,000 children and enhanced performance of over 5000 teachers. Also, Sudhaar has produced a number of leaders
in nonprofit sector of Pakistan who are our human capital. Sudhaar's funding partners include; UN, British Council, Paul
Hartmann Groups Germany, Adidas Group, Trust for Democratic and Democratic Education (TDEA), The Asia Foundation (TAF),
Kick For Tolerance Germany, KICKFAIR Germany, Japan International Cooperation Agency (JICA), Save the Children, U.S.

CEO’s Message
It gives me immense pleasure and pride to share the Annual Report of Sudhaar Society to share the
achievements of interventions for the period 2018. The year 18 remained momentous in terms of organizational
growth, increased outreach, diversifying funding sources, diversification, creating more impact on society to reach
out unprivileged communities as well as more incline towards regulatory compliance. During the year Sudhaar
Society had numerous achievements that have raised the stature of the organization. The significant
achievements during the year are MoU with Economic Affairs Division, increase in outreach in three new districts of
Punjab through establishment of field offices and excelled to build a range of new networks national and international.
Despite the fact that funding constraints in terms of demand and supply of credit remained throughout the year, the organization still
gained significant growth this year. During the year of 2018, Sudhaar excelled to build a range of new partnerships in addition to the
continuation of previous ones in shared cause of inclusive development in Pakistan. We are really grateful to the USAID – TDEA (Trust
for Democratic Education and Accountability) Citizens' Voice Project, Paul Hartmann Group Germany, British Council, Kick for
Tolerance Germany and KICKFAIR Germay for sharing our efforts and impactful partnerships to build more inclusive and developed
communities at different levels in Pakistan. Sudhaar thinks that these partnerships also exchanged the understanding and trust
enhancement between Pakistan and its partners' origin countries and nations which will multiply the impacts.
It is a great honor for Sudhaar Society that the organization is widely recognized for its strong commitment to ensuring accountability
and transparency is our key value which we continued - through a robust Operational Mechanisms. We believe in strengthened
accountability and transparency measures at Sudhaar's operational mechanisms is fundamental to continue the trust in partnerships
and networks which will benefit the communities ultimately. Sudhaar has improved systems and procedures to invest more than 90
percent of its funds in targeted communities as we believe prosperous and sustained communities is our ultimate asset.
Sudhaar Society also feels proud of its dedicated, committed and professional staff members who are always ready to render their
services in carrying out the activities of the various projects with zeal and fervor. I am obliged to my staff. Moreover, the volunteers,
community organizations, Community Vigilant Groups, Media persons, Government Departments, various NGOs and CBOs, on our
networking, are also our strength and it would be injustice if I would not pay my gratitude to them.
This outstanding and noteworthy achievement of the organization is obligated to its Members of the Board who always readily
provide guidance regarding growth of the organization to improve the socio- economic status of the poor and destitute community
especially children and women for lessening their deprivations and miseries.

D
uring 2018, Sudhaar reached out to the communities via six projects on the inclusive development primarily in
seven districts Sialkot (4 projects), Narowal (2 projects), Kasur (01 projects), Sheikhupura (01 project), Rahim
Yar Khan (01 project), Okara (01 project) and Pakpattan (01 project). These projects were funded by the
USAID/Citizens Voice Project, Paul Hartmann Germany, British Council, Kick for Tolerance Germany, NRSP-FGAFP, Trust
for Democratic Education and Accountability (TDEA), and Free and Fair Election Network (FAFEN) of Pakistan. Overall,
Sudhaar received 38,270,130 PKR to implement these projects, 39,844,937 PKR were expensed during 2018. As
some of projects were started/closed during 2018 whose overall performances and budget amounts has been presented
in the detailed sections of this report so that the project achievements can be fully described.

Commitment & Achievemnts
3. The program encouraged to raise awareness on child rights among all the stakeholders including children to
participate in different activities for exposure to knowledge on various relevant topics. Awareness of children, parents,
teachers, community members, suppliers and sub-suppliers on Child Labour and Child Rights through the celebration of
Child Labour Day and CRC Day.

4. The children and families provided health treatment/facilities at their doorstep through hiring of four doctors on
regular basis. Through this facility the children could visit any time and any day for the cure of ailment at their doorstep.

5. Child development of all the project beneficiary children was also ensured via speech and quiz
competitions, drawing and painting competitions, recreational and exposure visits, games and matches, and different
kind of quizzes. The wining students were further encouraged with prizes, gifts, and acknowledgments for their further
mobilization to dislike the labor but loving the school.

6. Twenty one children from the Program appeared in the Annual Board Examination 2018 of class 5, 8 and 10
respectively. It was one of the major achievements of the Program since it is difficult to retain children who at the risk of re-
entering the child labour market after they are over 14 years of age.

7. The introducing of Internship Program not only to bring back drop out/at risk children towards education
but also to help them in understanding the professional knowledge of work alongside education. Till now 5 children have
been linked with Internship Program, and currently 1 child is attending Internship Program with Mehrish Industry.

8. In 2018, approximately 20 teachers from targeted schools trained through two days teacher's training
workshop. The main contents of the training were; classroom management, behavioral issues of children, multi grade
teaching and innovative teaching methodologies
.
9. Summer Camp was organized for two hours daily in two schools in Uggoki to cater 41 children since it was
convenient for most of the children to access these schools. Summer camps were helpful for the children as they
completed their summer vacations work as well as improve interaction between the team, teachers and children.
Teachers delivered model lessons and engaged children in co-curricular activities. They enjoyed model lessons due to its
learning material and teaching methodology. The teachers also promoted respect for all, importance of discipline and
friendship, basic hygiene and taking care of books.

A Pan-Punjab Peace and Youth Development Initiative

What We Committed?
Since March 2016, Sudhaar is committed to promote
environment of dialogue and interaction among youth of Pakistan
through sports for peace and tolerance, i.e. via S4D sessions and
football 3 methodology.

What We Achieved?
During the reporting period, following deliverables were achieved by the Sudhaar teams
1. 50 students of project focus 25 girls and 25 boys were sensitized on issues of peaceful coexistence and tolerance via 136 sessions
as two sessions per week in 34 weeks for two groups.
2. The parents in two groups established, were also sensitized via 16 sessions as eight sessions for each, so that they can socialize
their children avoiding prejudice and hatred for others.
3. Similarly, two groups of 10 teachers were also sensitized, via eight sessions each, so that they can teach selected children with
skills of child peace building and growing tolerant.
4. A comprehensive curriculum is adapted for kids addressing holistic social and life skills, and to create a positive space for encounter
and dialogue and for education on values, such as fair play, democracy and gender.
5. The capacity of 01 field staff members and 04 youth mentors were also built on football3 methodology and Sports for Development
through 2 sessions for better delivery of project outcomes to generate the intended impacts.

6. On the next level, Sudhaar team reached out to the community leaders via two meetings in the surrounding areas of project
beneficiary children to transform the impacts of this project at community level. These meetings sensitized 76 community activists,
leaders.
7. Sudhaar provided sports kit to all the 50 project beneficiary students and engaged them in Sports4Peace via two tournaments in
selected project locations to multiply impacts.
8. Further, the vision of selected 50 children was also broadened via two exposure visits to the Lahore (Lahore Zoo, Punjab
Museum, Yadgaar Pakistan) and Khewra Salt Mines which helped them to imagine out-of-the-box.
9. Not but the least, the children world cup was organized under the project cumulatively by gathering the kids from both the
schools. The event opened an access to work with schools (teachers and principals) many people watched the matches, it brought
Sudhaars KFT work to a higher level.

What We Committed?
In support of Article 25-A in the constitution of Pakistan,
Sudhaar committed to enroll 4500 (1500 in each district) out-
of-school children in schools and further their retention via a
range of extra-curricular activities for the children enrolled.

How Much We Achieved?


Though the project in inception phase in early 2018, here we
will present the brief summary of the achievements of the
project;
1. Recruitment/selection of 360 young volunteers between
the ages of 18 and 32 in Four cycles for the year 2018. Two
cycles for HH Survey to enlist OOSC. HH survey cycles will be
executed jointly by volunteers and MC members in targeted
areas one month prior to the two enrolment cycles of the year
March/April main enrolment cycle while the other will focus on
September/October enrolment cycle.
2. Sudhaar trained 360 young volunteers through conduct
12 (4 day long) – 4 trainings in Sialkot, 4 in Kasur and 4
Trainings in Sheikhupura. Trainings in total – Number of
Trainings in the months of Feb and March and before the Month of September 2018.
3. Formation and strengthening of 24 Mohalla Committees (8 MC in each district) through regular engagements.
4. The project aim to scale up the retention and monitoring of the enrolled and new enrolment of 4500 out of school children (aged 5 to
11 years) across 3 districts in Pakistan by December 2018, with a ratio of 40 % girls and 60% boys.
5. Awareness raising was also an objective of the project so Important Awareness Events were carried out with children at the forefront
including enrolment walks, celebration of Global Hand Washing Days, Child Rights Convention (CRC) and Tree Plantation etc. in order to
spread better lifestyle awareness.
6. The project engaged community stakeholders through 600 youth volunteers/ilmbassadors and 15 mohalla committees (old plus 10
new) and an increment of 400 schools for its DOSTI (Life Skills & Sports Engagement) program.

Promoting Reading among Girls through Inovative Quality Reading

What We Committed?
Through the proposed interventions Sudhaar promoted English reading skills among
adolescent girls enrolled in Grades VI-VIII in 25 Government Girls Middle/High Schools
of Tehsil Khanpur, District Rahim Yar Khan.

How Much We Achieved?


During the reporting period, following deliverables were achieved by the Sudhaar teams

1. Reading Corners established with the consultation of district education authority in 25 targeted schools. Reading Corner including
Multimedia with P5 computer, Computer UPS, 10 story telling CDs, one Iron Safe Almirah, reading corner flex and 300 library books
were provided, purpose was to enhance and promote girl's education and stop early girl marriage.
2. Teacher guide book on the use of computer, multimedia and library books were developed and delivered in all schools for teacher
assistance and guidance
3. One hundred sensitization sessions were conducted in which approximately 2400 parents were sensitized on girl's importance
education.

1. One hundred & seventy seven (177) sessions through community bethaks were conducted with community, and 2655
community members were sensitized.
2. Intra school and one Inter school competitions organized in 25 schools, in which sports kits were provided to the children in all
schools
3. A Kitab Mela was organized, more than 150 participants from different departments including teachers, students, education
officials, district govt., CBOs, Media, social activist and community representative were participated in event.
4. End line survey was conducted to know the expected changes in 25 schools. All implemented activities results were found
excellent.
5. Project closing ceremony was conducted. All the relevant stakeholders were participated and highly appreciated project
interventions.
6. Project handed over to education department.

Enhancing Women Participation in Electoral Processes

What We Committed?
We aimed to increase registration of un-registered women voters via direct and indirect through greater
engagement with stakeholder's civil society organizations, and lobbying with government line departments
including political figures in district Narowal, Punjab.
How Much We Achieved?
During the reporting period, following deliverables were achieved by the Sudhaar teams
1. We have identified 36544 unregistered women voters in 250 targeted communities in district Narowal
who were even not aware about the importance of their votes.
2. Among the identified unregistered women voters, Sudhaar has facilitated 16800 women to register their
votes via a series of mobilization and awareness sessions.
3. This project has strengthened interactions and networks of Sudhaar with NADRA, Election
Commission of Pakistan, District Government, and Civil Society groups.
4. Project implementation strategies uplifted the public service image of Sudhaar via facilitation camps
at NRCs, door-to- door and community advocacy campaigns, and proactive follow-ups with government line
departments at district level.
5. Interest and involvement of local elected representatives was quite encouraging as tool of increased
number of voters will affect election turn-out in constituencies.

Improving Citizen’s Observation Through Oversight and Advocacy for
Transparent and Accountable Election in Pakistan

What We Committed?
The project is being implemented by Sudhaar with the support of TDEA-FAFAN starting from
November 06, 2017 to September 30, 2018. Under this agreement, TDEA will aim in
improving citizens' observation through oversight and advocacy for transparent and
accountable elections in Pakistan in five districts; Sialkot, Kasur, Narowal, Pakpattan, Okara
of Punjab.
How Much We Achieved?
During the reporting period, following deliverables were achieved by the Sudhaar teams
1. Thirty one (31) potential political parties 09 in Kasur, five (05) in Narowal, five (05) in Okara, seven (06) in Pakpattan and
seven (6) in Sialkot were identified by all 05 District Coordinators.
2. All 05 District Coordinators met with the 29 office bearers of five (05) political parties in Kasur, five (05) in Narowal, five
(05) in Okara, seven in Pakpattan and seven (7) in Sialkot for the profiling them.
3. In all 05 assigned districts of Punjab, total 147 meetings; 29 in the month of January, 30 in February, 30 in March, 29 in
April and 29 in May, 2018 were conducted with office bearers of ten (10) political parties.
4. 18 NADRA Registration Centers 05 in Sialkot, 03 in Narowal, 05 in Kasur, 03 in Okara and 02 in Pakpattan were visited to
observe the CNIC registration process.

5. 72 citizens were interviewed during the visit of NADRA Registration Centers to understand the registration process and for
knowing the issues and problems they faced during the CNIC registration.
6. 05 meetings were observed of District Voter Education Committee directly and through conduction interviews of DVEC
members in all five districts
7. 09 meetings of District Development Committees (DDC) had been observed directly and through conduction interviews of
DDC members
8. 05 meetings had been conducted with the District Election Commissioners (01 in each district) for understanding the voter
registration process
9. 05 Focus Group Discussions (FGDs) had been organized (01 in each district) with 50 to 60 Minority Councilors for knowing the
barriers to voting in all 05 districts
10. 227 political gathering were observed in all 05 districts. Mostly gatherings had been observed and reported in Sialkot, Kasur
and Pakpattan.
55 postings and 55 transfers were observed in all 05 districts. Most of the transfers and postings were observed in Judiciary. 46 out of

12. Delimitation process was observed by conducting 62 interviews of 31 office bearers (02 with each) of political parties in all 05
assigned districts.
13. 05 introductory meetings had been conduct with the District Returning Officers (01 in each district) for introduction of FAFEN,
Organization, sharing the activities of mid-term election observation and developing liaison with DRO in all 05 districts by all DCs.
3. The process of handling objections had also been observed through conducting interviews of 13 voters at DRO offices.
14. 05 introductory meetings had been conduct with the District monitoring Officers (01 in each district) for introduction of FAFEN,
Organization, activities of mid-term election observation and developing liaison with District Monitoring Officers 01 in each district) in
all 05 districts by all DCs.
15. 05 progress review meetings were conducted (01 in each district) with District Returning Officers in all 5 districts for knowing
the arrangements and preparation for conducting General Election 2018.
16. 17 trainings of election staff (Assistant Presiding officers) were observed by the project team in all 05 assigned districts. The
purpose of the observation was to observe the methodology of training and know the effectiveness of the trainings for election staff.
17. 17 introductory meetings had been conduct with the Returning Officers (01 in each constituency) for introduction of FAFEN,
Organization, sharing the activities of mid-term election observation and developing liaison with Returning Officer in all 17
constituencies of all 05 districts.
18. All 17 constituency coordinators observed the scrutiny process of 336 candidates in each the constituency of all 05 assigned
districts. Some Returning officers did not allow observing the scrutiny process directly. They advised to share the authority or
permission letter of ECP for observation of scrutiny process. The Constituency Coordinators observed the process by using other
tactics. They had observed the process but could not get the information of affidavit submit by each the candidate with their
nomination papers.
19. 2527 interviews were conducted with citizens including 850 females in all assigned 850 selected electoral areas (50 in
constituency) by all the Constituency Coordinators.

21. 806 violations of ECP's code of conduct were observed in all the selected electoral areas by all the Constituency Coordinators.
22. 854 polling stations were assessed in all assigned electoral areas by the Constituency Coordinators. All the checklists had been
uploaded on GMIS timely.
23. 194 candidates of National Assembly had been profiled by Constituency Coordinators by conducting formal interviews in each
the constituency of all the assigned districts.

24. 17 Assistant Constituency Coordinators were hired for election campaign observation at constituency level and also for assisting
the Constituency Coordinators in identification, profiling the Election Day observers and uploading on GMIS timely.
25. 15 Master trainers; 04 in Sialkot, 02 in Narowal, 04 in Kasur, 03 in Okara and 02 in Pakpattan including 04 females were identified
and profiled on GMIS.
26. 1575 Election Day Observers were identified from all 17 constituencies of 05 assigned districts. All the identified observers had
been profiled and uploaded on GMIS by all the Constituency Coordinators.
27. 45 training sessions were organized in all 17 constituencies for Election Day Observers (EDOs) from July 16, 2018 to July 22, 2018.
All 15 Master Trainers facilitated the sessions.
28. 773 male and 418 female of total 1191 Election Day observers had been deployed in all 17 constituencies. Deployment plan was
also uploaded on GMIS.
29. 05 interviews with District Election Commissioners had been conducted in all 05 districts Sialkot, Narowal, Kasur, Okara and
Pakpattan to know the issues and problems they faced during the election period and for also knowing their initiative to build up liaison
with DRO, ROs and with other election authorities.
30. 05 Post Election Interviews were conducted with the District Returning Officers in all 5 districts (01 in each district). The purpose
of the meeting was to know the issues and problems they faced during the election period what kind of initiatives had been taken by
DROs for the smooth conduction of General Election 2018 and smooth implementation of CoC.
31. All the CCs observed the process of Provisional Result Preparation by reaching the Returning Officer at 04:00 pm. Some CCs could
not observe the process directly as security forces (Army & Police) and Returning Officer itself refused to allow observing the process
and advised to have the authority or permission letters from Election Commission of Pakistan. The CCs who stopped, they observed the
process by using some other tactics and got form 47 (Copy of provisional result). In some constituencies, the provisional result could not
be consolidated on given time (2:00 am on election night) due to non-availability of form 45 (Result of polling station) due to technical
fault of RTS.
32. The process of Result Consolidation Process was observed in all the offices of 17 Returning Officers in all 5 districts. The purpose
of the observation to observe the transparency level in result consolidation. Some Constituency Coordinators had been stopped
observing the process.
33. All the 17 Constituency Coordinators conducted post-election interviews with 185 election agents and candidates in their
respective constituencies according to the list of contesting candidates.
34. 17 Post Election Interviews were conducted with the 17 Returning Officers in all 5 districts (01 with each RO). The purpose of the
meeting was to know the issues and problems they faced during the election period what kind of initiatives had been taken by ROs for
the smooth conduction of General Election 2018 and smooth implementation of CoC.

Active Statuses

C
urrently, Sudhaar is active in 06 districts of the Punjab province, and
implementing 04 projects with the technical and financial support of
the, Trust for Democratic Education and Accountability (TDEA) -
FAFEN, Kick for Tolerance Germany, British Council, and Paul Hartmann
Group Germany. These project has 31 active team members to create
grass-root impacts for inclusive development in the society. Some of these
projects are extension phases of 2018 projects which is also a health
indicator of the acknowledgement of Sudhaar's implementation
performance. One of the reasons of donors' trust on Sudhaar is that we
spend 93.7% of project budgets on effective and result oriented
implementation of projects with contract with partners

The management had extensive engagements with multiple partners and


donors to gain multiple funding avenues and to bridge the gap for future.
We are quite hopeful that these efforts will bear results in a shorter period
of time to come. The journey towards achievement of Sudhaar Society's
mission will continue by providing social services to the marginalized
communities through provision of support, trainings, linkages
development and networking for all type of interventions in the years to
come. Sudhaar is focusing to maximize its skills in effective presentation
of its projects in order to multiply local impacts with learnt interventions.

Together We Made A Difference
Child Labor: 5350 children withdrew from worst forms of child labor

Education: 25000 children enrolled in schools, 5500 teachers trained, and 3000 schools' quality of education improved.

Emergency: 25000 communities in emergencies and natural disasters were supported.

Gender: 1500 women uplifted from gender-based violence and inequalities.

Governance: 15000 people mobilized to be active in local governance issues, and 119000 voters registered.

Human Rights: 1550 oppressed and unprivileged communities were ensured their fundamental rights.

Livelihood: 850 students linked with livelihood services in various colleges and universities.

Non-Formal Education: 23800 children and 5000 women became literate via 780 NFE schools.

Social Cohesion: 45000 communities, including youth, bridged for peaceful coexistence and enhanced interactions.

Geographic Outreach
Since its establishment, Sudhaar has implemented approximately 69 projects and programs in 22
districts of Punjab and Khyber Pakhtunkhwa. Kasur was the highest intervention area of Sudhaar
where 25 projects have been implemented, followed by the Sialkot with 23 projects, and then
Narowal with 14 projects.

udhaar is in a constant state of improvement as with every project we deliver, new and improved methods are discovered by
our team in order to reach organizational goals and objectives. Sudhaar remained momentous in terms of organizational
growth, increased outreach, diversifying funding sources, diversification, creating more impact on society and environment as
well as more incline towards regulatory compliance.
Sudhaar shall put emphasis on taking care of social aspects and putting its beneficiaries especially children and women at the center
of operations. Besides providing awareness to the beneficiaries Sudhaar is making an attempt to change the lives of excluded
people through capacity building initiatives, linkages developments and providing them alternate delivery channels. We will not shy
away from discovering our weaknesses since it is only through understanding what's missing is how we learn to advance ourselves
forward. Networking and liaising tactics will be further explored in order to keep a win-win relationship with all our stakeholders.
The management shall focus on extensive engagements with multiple investors and donors to gain multiple funding avenues and to
bridge the gap. We are quite hopeful that these efforts will bear results in a shorter period of time to come. The journey towards
achievement of Sudhaar mission will continue by providing social services to marginalized communities through trainings, linkages
development and networking for all type of economic uplift interventions in the years to come. May Allah grant us success!
Further, to move for registration with SECP and renewal from EAD, way forward to commitments with our funding agencies and
other sector partners are an integral to our development and growth in future. We see a future where Sudhaar has a wider array of
new partnerships across country through the mix of new methodologies. Sudhaar promises to deliver on these resolutions with its
full capacity and will try its level best to remove any barricades and restrictions which will try to stop it from reaching its objectives.
