•  Fleet carriers (e.g. vehicles, vessels, etc.) that are utilized

for moving people and goods with payment of a fee or
charge for the service provided.

Route Types by Stopping Schedule

•  Regular Service – vehicle stops at designated loading/

unloading areas

•  Accelerated Service – vehicle skips several stops

•  Express Service – vehicle stops at widely-spaced points,

usually at route ends.

Public Transport System Components

1. Carriers or Conveyances – the vehicles that carry the passengers.

2. Travel Ways – road space or railway tracks where public transport
vehicles operate.
3. Facilities for Picking and Dropping Passengers
•  Stops – simple facilities or structures along road side (referring to road-
based transit service).
•  Stations – buildings below, on or above ground with facilities for passenger
loading and unloading (referring to railway-based transit).
•  Terminals – end stations of transit routes
•  Transfer stations – stations which serve two or more intersecting routes for
passenger transfers.

Public Transport System Components (Con’t..)

4.  Garage or Depot – buildings or areas for vehicle storage usually with
facilities for vehicle maintenance and repair.

5.  Control System – a system of controlling vehicle movements on

travelways; it includes vehicle detection, communication and signal
equipment as well as any central control facility.

6.  Power Supply System – only for electrically-powered modes; consists

of power substations, distribution wiring and other related equipment.

7.  Transit Route or Line – a series of road or railway links connecting two
end points which are major activity centers where transit vehicles
regularly operate.

Public Transport Right-of-Way Levels

Level 1: Transit vehicles use road space along with all types of
vehicles; no exclusivity to transit vehicles; a mixed-traffic
situation.

Level 2: Transit vehicles are assigned a portion of the roadway for

their exclusive use (partial or full): the road space is
designated by lane markings, barriers or grade separation.

Level 3: Transit vehicles have exclusive use of travelway which is

fully controlled with no passenger access or vehicle access
except at crossings.

Transit System Performance Indicators
a)  Frequency – number of departures per unit time
(say, per hour)
Headway – time interval between vehicle dispatches.

b)  Average Travel Speed – speed of travel on the route which

passengers experience; it considers running time plus stopping/
delay time.

d)  Reliability – availability of space that can be occupied; may be

measured in terms of passenger waiting time or adherence to
scheduled departure or arrival.

Transit System Performance Indicators

d) Safety – risk of being physically harmed; measured in terms of

accident rate.

f)  Point Capacity – the maximum number of persons transit vehicles

can carry past a point along the route.

h) Productive or Distance Based Capacity – usually expressed in

terms of passenger kilometers offered by service.

j)  Passenger Expense – price level passengers pay for the

service.

18
Local  Public  Transport  Route  Planning  &  Management  Training  Course  |  [TITLE  OF  LECTURE]
Transit System Performance Indicators

h) Utilization – the degree at which the capacity of the service is

utilized; may be expressed as the ratio of actual occupancy to
capacity or utilization rate (also known as load factor)

j)  Quality of Service – the degree by which the service is enjoyed by

the users in terms of comfort, convenience, cleanliness, crew
attitude and aesthetics; this is an unquantifiable indicator.

l)  Impact of the Environment – effects of the service on its

surroundings.

Hierarchy of Transit Modes

a) Low-Capacity Modes – taxis, jeepneys (20 passengers and less

per vehicle).

c)  Medium Capacity Modes (passenger seating capacity of about

30 to 60 per vehicle).
•  Regular Bus
•  Trolley Bus (bus propelled by an electric motor where power is obtained from
two overhead wire).
•  Streetcar or Tramway – electrically powered rail transit vehicle operating mostly
on streets.

Hierarchy of Transit Modes

c) High Capacity Modes (passenger seating capacity of more than

60 per vehicle).
- Semi Rapid Transit
•  Semi Rapid Bus (SRB) – high performance bus on routes that include
substantial sections on exclusive right-of-ways.
•  Light Rail Transit (LRT) – electrically propelled rail vehicles utilizing
predominantly reserved right-of-way.
- Rapid Transit
•  Light Rail Rapid Transit
•  Rubber-Tired Rapid Transit
•  Rail Rapid Transit
