1. Purpose
The purpose of the document is to mandate the requirement for the correlation of signalling
records, equipment and wiring on site to check the accuracy of source records prior to any
design alteration.

2. Scope
This applies to any works affecting the signalling system within the MTM railway network
Infrastructure Lease as defined by the Franchise Agreement as amended.

3. Background
The prime cause of many safety incidences in the MTM Network is due to the poor
correlation between as-built records and the in service arrangement at site.
Poor correlation is due to:
a) inadequate record control when the original works were installed.
b) site equipment or wiring that has been altered without the corresponding master
records being updated.
c) multiple schemes at the same location that have been installed in a different order to
that for which they were designed.
d) works installed but never commissioned.

4. The Issue
The condition of signalling records within the MTM Network poses a risk to project scopes
in the form of scope creep or commissioning risks, to Infrastructure Delivery for the timely
rectification of faults, and Operations due to additional time required to rectify faults
causing delays and Passenger Waited Minute impacts.

5. The Requirement
Correlation shall be undertaken as part of the signalling design and validation process to
minimise the risk where altering the existing signalling functionality to ensure compliance
with the following documentation:

DMS Service Level Agreement
Prior to any alterations being made to the design of a signalling system a check shall be
made to confirm that the as-built records correlates accurately with what is installed at site.
Any deficiencies found shall be investigated and corrected. Correlation shall be done prior
to design being undertaken.
All inconsistencies discovered shall be recorded and shall be verified via an independent
check by the design team. The correlation records along with correlation report shall be
submitted to MTM Engineering for the purpose of reviewing/auditing the design package if
requested.

Where the whole of a sheet has been correlated and updated with any necessary
corrections, the date correlated may be recorded on the title block of the source record with
updated revision. Fully correlated records shall be presented as per VRIOGS 007.2.
Correlation checks shall be carried out by persons who are recognised as competent in
accordance with MTM competency management system.

6. Responsibilities
Projects and Signalling Design Managers to incorporate requirement for correlation within
project scopes when undertaking signalling works.
Signals & OCS Asset Manager to incorporate requirement for correlation within project
scopes when undertaking signalling works which will modify the configuration of signalling
assets.
